Economic Recovery Officer- Civil Engineer

DRC is looking for a Economic Recovery Officer – Civil Engineer who will support the technical planning, supervision, and monitoring of DRC’s livelihoods and cash-for-work (CfW) projects, with a focus on construction, soil and water conservation, and nature-based solutions, including construction of gabion structures, afforestation, and other measures. The role ensures quality implementation in line with national and international engineering standards and best practices, CfW SOPs, environmental safeguards, and safety protocols, while strengthening coordination with contractors, local authorities, and community stakeholders.
About job:
The individual will report directly to the Project Manager. Your main duties and responsibilities will be:
- Technical Oversight
- Review and validate engineering designs, BoQs, and shop drawings in coordination with the Project Manager and engineers.
- Ensure all construction, rehabilitation, and conservation works, including the construction material, mainly including gabion construction works, meet technical specifications, quality standards, and OSH requirements.
- Provide day-to-day on-site technical support to field teams, Cash-for-Work (CfW) participants and contractors, including interpretation of drawings, measurement guidance, and troubleshooting of implementation issues.
- Lead site operation tasks, implementation of activities at the site, site logistic needs, supervision and CFW information management, including preparation of workers’ attendance sheets.
- Ensure that all required CfW documentation (attendance, work outputs, delivery notes, incident logs, etc.) is collected, verified, scanned, and uploaded to the GIZ and DRC databases accurately and within agreed deadlines in accordance with the Economic Recovery Assistant.
- Promote accountability and beneficiary awareness by ensuring participants receive clear information on legal, protection, payment, safety, and work-cycle procedures, and by following up with reminders so workers understand their rights and responsibilities.
- overseeing field construction activities, providing coaching, mentoring, and technical direction to skilled and unskilled workers, and ensuring works meet technical specifications, quality requirements, and occupational safety and health (OSH) protocols.
- Provide and support site-based briefings and awareness sessions for CfW beneficiaries, including protection, safety/OSH, financial literacy and legal awareness as required.
- Ensure compliance with DRC and GIZ standards, applicable national regulations, donor requirements, and engineering best practices, including environmental and social safeguards and risk mitigation measures.
- Prepare BoQs, Technical shop drawing, As-built drawing, when needed according to the Project Manager request.
- Leading the project Construction activities in the field, supervision and providing coaching, mentoring and direction for the skilled and unskilled workers.
- Coordinate with the procurement team and liaise with the winning suppliers.
- Receiving the material, tools, and equipment to be delivered to the site, conducting material inspections, and ensuring that the received orders match the agreed specification.
- Monitoring the warehouse stock, ensuring the efficient and effective usage and consumption at the site with no wastage of material, and monitoring the warehouse stock, in addition to ordering required procurement in a timely manner.
- Leading the recruitment and onboarding of CfW workers, including announcements, shortlisting, interviews, and selection processes, in coordination with the Project Manager and Economic Recovery Officer and in line with fair and transparent procedures.
- Perform any project-required task that is assigned to you by the project manager.
- Field Supervision & Monitoring
- Maintain full-time presence at site during implementation to supervise construction and CfW activities.
- Monitor contractors and CfW teams to ensure timely and quality delivery of works.
- Manage the contractors’ reports, payments, and other processes and documentation in coordination with the Project Manager.
- Support scheduling and coordination of field activities across sites.
- Track progress, document field activities, and resolve technical issues in coordination with the Project Manager and stakeholders.
- Planning & Reporting:
- Support the preparation of work plans, procurement requests, and implementation schedules.
- Consolidate and verify field reports, including attendance, progress documentation, photos, and material consumption logs.
- Provide inputs to the monthly and donor reports on technical and CfW activities.
- Safety & Compliance:
- Enforce site safety protocols, PPE use, and adherence to OSH standards.
- Ensure environmental safeguarding and climate-sensitive approaches in all activities.
- Promote adherence to DRC’s Code of Conduct, PSEAH policy, and accountability principles.
- Capacity Building & Stakeholder Engagement:
- Provide coaching and technical guidance to site supervisors and CfW workers.
- Provide all types of the CFW sessions and inductions, including but not limited to: onboarding, employability skills, safety and security, and site implementation-related technical works.
- Participate in technical coordination meetings with donor focal points, local authorities (MoA, JVA, municipalities, etc.) and community stakeholders.
- Promote transparent communication and support conflict-sensitive approaches in field operations.
- Documentation and Achieving:
- Maintaining all the project recorders and documents archived on the DRC system including the CFW workers related documents and project progress, procurement, material consumption, warehouse inventory….etc.
About you
To be successful in this role we expect that you possess the following:
- Bachelor’s or Master’s degree in Civil Engineering, Water and Environment engineering, or related field.
- Registration with the Jordan Engineers Association or equivalent is an asset.
- Minimum 5 years of professional experience as a Civil Engineer, with a strong connection to construction management, soil and water conservation, erosion control, or WASH infrastructure.
- Holds a recognized occupational safety qualification, registered and approved by the Ministry of Labour. ( is preferred)
- Experience in managing the construction of gabion structures (check dams and retaining walls) and relevant aspects.
- Demonstrated experience supervising contractors and CfW teams in INGO or donor-funded projects.
- Strong technical skills in AutoCAD, Excel and other designing software, and site planning.
- Demonstrated experience in technical writing and contributed to report development.
- Familiarity with national engineering standards, OSH regulations, Jordan labor low, social security regulations and environmental safeguards.
- Proven experience in conducting technical training sessions.
- Excellent organizational, communication, and problem-solving abilities.
- Willingness to travel frequently to remote field sites.
- The candidate preferable to be resident of south of Jordan (Tafileh or Karak city).
- Valid driving license.
- Arabic and English (fluent)
