REACH was born in 2010 as a joint initiative of two International NGOs (IMPACT Initiatives and ACTED) and the United Nations Operational Satellite Applications Programme (UNOSAT). REACH’s purpose is to promote and facilitate the development of information products that enhance the humanitarian community’s decision making and planning capacity for emergency, reconstruction and development contexts. REACH facilitates information management for aid actors through three complementary services: (a) need and situation assessments facilitated by REACH teams; (b) situation analysis using satellite imagery; (c) provision of related database and (web)-mapping facilities and expertise. IMPACT Initiatives is a humanitarian NGO, based in Geneva, Switzerland. The organisation manages several initiatives, including the REACH Initiative. LOCATION: Amman, Jordan
POSITION PROFILE:
REACH Yemen is seeking a Senior Assessment Officer (SAO) to support our work focused on displacement in Yemen. In this role, and under the supervision of the Deputy Research Manager (DRM), the SAO will oversee all research cycles related to displacement, and contribute to research across complementary themes (e.g., humanitarian needs, market functionality, livelihoods, WASH). This includes overseeing every stage of the research process, from design and data collection to analysis, drafting, dissemination, and evaluation. The role requires strong research expertise, experience in displacement-related assessments within the humanitarian sector, and an analytical mindset to generate actionable insights. SAO must demonstrate creativity, independence, and an interest in the regional context. Strong writing and presentation skills are essential, as the SAO will translate complex data into accessible outputs, present findings to diverse audiences with varying levels of data literacy, and support colleagues in adopting more analytical approaches to their research.
In addition, the SAO will support representing REACH Yemen with relevant external stakeholders, including the CCCM Cluster, participating in methodological and programmatic discussions, and collaborating with relevant partners in data collection.
FUNCTIONS:
-Research Planning
The SAO will be responsible for the design and preparation of assessment activities related to the displacement in Yemen in line with IMPACT’s research standards and CCCM cluster information needs. This includes leading research coordination and planning, updating and finalizing data collection tools, overseeing the implementation of data collection activities, and contributing to the analysis and production of assessments’ outputs.
SAO will:
• Ensure that displacement data collection activities are carried out on time and in line with the country strategy, project objectives, CCCM cluster priorities, and IMPACT’s research cycle and relevant guidelines.
• Conduct and coordinate data collection through relevant stakeholders for both Site management tool (SMT) and the Area Based Site Management (ABSM) assessments, to track data collection and ensure activities are carried out on time.
•Coordinate with relevant stakeholders, including the CCCM cluster partners, to ensure alignment of research design with operational needs and displacement priorities.
• Coordinate closely with the GIS and Data teams to ensure timely delivery of all required outputs for the SMT and ABSM assessments.
•Support research design and planning for complementary thematic areas (e.g., humanitarian needs, market functionality, livelihoods, WASH) as required by team priorities.
Research Implementation
The SAO will be responsible for supporting the implementation of all research stages of SMT and ABSM data collection exercises, including tool and methodology design, coordination of data collection, data cleaning, and data analysis.
•In close liaison with partners, identifying assessment areas, training enumerators, monitoring assessments and data collection, managing assessment logistics, facilitating design workshops and joint analysis workshops
• In close liaison with partners, ensure that data is revised, cleaned, analyzed and stored according to IMPACT’s Data Management Guidelines
• Generate and document robust lessons learned and ensure knowledge and learning processes are shared with other REACH and IMPACT teams as well as external partners.
• Contribute to implementation and analysis for complementary thematic assessments (e.g., humanitarian needs, market functionality, livelihoods, WASH), including tool adaptation, data quality processes, and analytical support.
Drafting of Research Products
The SAO will be responsible for producing and/or overseeing the production of all relevant outputs related to the SMT and ABSM assessments.
• Ensure the drafting of timely, accurate and impactful outputs that consolidate the analyses from each round of data collection activity into relevant products including the update of the datasets and the update of the online dashboards which comply with IMPACT’s guidelines and quality standards.
• Liaise with relevant GIS colleagues to ensure effective spatial representation of research findings in maps and/or interactive dashboard.
• Contribute to drafting and dissemination of outputs for complementary thematic research (e.g., humanitarian needs, market functionality, livelihoods, WASH), ensuring compliance with IMPACT quality standards.
External engagement
The SAO will support communication and coordination with external partners throughout all stages of the two SMT and ABSM rounds.
• Ensure that relevant stakeholders, including the CCCM and data collection partners, are consulted and engaged during the planning, implementation, and dissemination stages of each round.
• Represent REACH Yemen in relevant meetings, working groups, and technical discussions related to Displacement and Internally displaced persons (IDPs).
• Present findings from SMT and ABSM during coordination forums, including CCCM meetings, to promote uptake and operational use.
• Promote active use of SMT and ABSM datasets and outputs by partners and the broader humanitarian community for their decision making.
• Contribute to maintaining a positive image and credibility of REACH and IMPACT through professional engagement and adherence to organizational values and ethical standards.
Skills
Qualifications:
-Essential :
· Academic experience: Excellent academic qualifications, including a degree in relevant discipline (international studies, development, humanitarian response, monitoring and evaluation, etc.)
· Research & analytical skills: Proficiency and proven experience with research methods, including research and tool design and implementation of data collection. Excellent analytical skills and ability to situate findings within a wider context.
· Years of work experience: At least 3 years of relevant work experience in humanitarian, development, and/or research settings, preferably with exposure to displacement-related assessments or programmes.
· Software skills: Proven knowledge of the Microsoft Office Suite, including Word, Excel, and PowerPoint. Strong knowledge of Excel functionality in relation to conducting data analysis.
· Language skills: Written and spoken fluency in English required.
· Communication/reporting skills: Excellent communication and drafting skills for effective reporting and coordination.
· Cross-cultural work environment: Ability to operate in a cross-cultural environment requiring flexibility.
· Multi-tasking & organizational skills: Ability to multitask with tight deadlines, on numerous research cycles. Excellent organisational skills and ability to prioritize.
· Level of independence: Proven ability to work independently.
Desired :
- Professional Experience: Previously worked with REACH Initiative in the Yemen team or other teams is preferred.
- Familiarity with aid system: Knowledge of the humanitarian program cycle (HPC) and the humanitarian coordination structure.
- Thematic expertise: Expertise and knowledge on CCCM / Displacement / Refugee & Migrant programs and/or research is highly desirable.
· Management skills: Team management experience and skills are highly desirable.
· Software skills: Knowledge of the Adobe Creative Cloud suite (i.e., InDesign) is an advantage. Knowledge and experience in R or other statistical analysis software, Power BI, and GIS software is an asset.
· Language skills: Written and spoken fluency in Arabic is an advantage.
· Experience in geographical region: Past work experience in Yemen or the Middle East is desired.
Experience contributing to multi-sectoral research (e.g., WASH, livelihoods, markets, humanitarian needs) is an asset.
