BACKGROUND:

Acted is an international humanitarian and development organization with over 30 years of experience, operating in 43 countries and supporting more than 20 million people each year. Acted works in fragile and crisis-affected contexts to support vulnerable populations in meeting basic needs, strengthening resilience, and promoting sustainable recovery through integrated humanitarian, development, and peacebuilding interventions.

Acted’s programming is guided by its 3ZERO vision, which aims to contribute to Zero Exclusion, Zero Poverty, and Zero Carbon, ensuring that humanitarian action supports inclusion, economic empowerment, and environmental sustainability alongside immediate assistance.

To operationalize this vision at community level, Acted has developed the 3ZERO Space concept: a light, flexible, and context-adaptable approach that can be embedded within existing community or humanitarian facilities. A 3ZERO Space refers to a dedicated room or defined area within an existing partner facility, designed to host targeted activities aligned with the 3ZERO approach.

Within the framework of the UN Women–funded project “Operation of Oasis Centers to Support and Empower Women in Azraq and Za’atari Camps”, an eight-month intervention implemented by Acted in partnership with SIGI, Acted will operate four existing Oasis Centres in Azraq (one centre) and Za’atari (three centres) to strengthen humanitarian service delivery and resilience-building for Syrian women refugees.

As part of this project, Acted will establish and operate 3ZERO Spaces within the Oasis Centers, functioning as small, multi-functional areas to empower vulnerable women and youth while fostering innovation, entrepreneurship, sustainability, and social inclusion. The spaces will be co-designed with the community and equipped with appropriate furniture, digital tools, solar-powered equipment, and other necessary infrastructure to host workshops, mentorship sessions, innovation labs, and community activities.


ADHERENCE WITH ACTED’S GREENING POLICY:

Acted’s greening strategy aims to tackle environmental degradation and climate change while meeting the needs of the most vulnerable who are often those most affected by the deepening environmental crisis. Each Acted employee will adhere to these principles through key green programming responsibilities:

•Contribute towards the adherence and development of the greening strategy plan.

•Explore innovative green programming opportunities and/or solutions within your realm of responsibilities and roles

•Encouraging and promoting environmental safeguarding processes and environmental programming standards in accordance with SOPs and technical guideline notes.


ADHERENCE WITH ACTED’S PSEAH POLICY:

The Community Empowerment Officer has the responsibility to adhere to the PSEAH Policy (Protection against Sexual Exploitation, Abuse and Harassment). The Community Empowerment Officer should complete all mandatory training related to the Code of Conduct and the PSEA policy and report any safeguarding concern such as breaches of organizational policies or codes of conduct according to Acted’s procedures. Community Empowerment Officer carries out work duties in a way that does not harm children, vulnerable adults or other staff or volunteers.


LOCATION: Jordan Za’atari refugees camp, Azraq refugees camp.


JOB PURPOSE:

1. Operational Leadership and Strategic Management :Oversee the day-to-day operation of the 3ZERO Spaces within the Oasis Centers, ensuring smooth functioning, coordination of activities, and alignment with Acted’s global 3ZERO Vision. Support planning, monitoring, and reporting to ensure the sustainability and effectiveness of the spaces.

2. Economic Empowerment and Digital Literacy: Promote self-reliance for Syrian women refugees through targeted activities, including entrepreneurship training, digital skills development, and access to mentoring and learning resources, fostering economic empowerment and long-term resilience.

3. Volunteer Engagement and Capacity Building :Recruit, train, and mentor volunteers to become 3ZERO Ambassadors, enabling them to co-run the 3ZERO Spaces alongside the coordinator. This approach ensures community ownership and supports the continued operation of the spaces beyond the project’s duration.


OBJECTIVES:

•Ensure effective 3Zero Space related activities reporting and documentation, contributing to Acted’s Monitoring & Accountability Framework (including PMF tools) and submitting timely, accurate reports.

•Ensure smooth operation and coordination of the 3ZERO Space, including supervision of staff and volunteers.

•Support beneficiaries’ empowerment through practical activities such as entrepreneurship, digital literacy, and life skills training.

•Recruit, train, and mentor volunteers to become 3ZERO Ambassadors, who can co-run the space and ensure continuity beyond the project period.

•Maintain proper reporting, documentation, and monitoring of 3ZERO Space activities in line with Acted standards.


DUTIES AND RESPONSIBILITIES:

a)Operational Management:

-Oversee the day-to-day functioning of the 3ZERO Space, including scheduling, logistics, and resource management.

-Support and guide project assistants and volunteers in implementing activities.

-Ensure supplies, digital tools, and equipment are maintained and used effectively.

b)Activity Implementation and Capacity Building:

-Plan and facilitate workshops, mentorship sessions, and small-group activities aligned with the 3ZERO approach.

-Deliver training in entrepreneurship, digital skills, and other market-relevant skills to beneficiaries.

-Train volunteers to act as 3ZERO Ambassadors, enabling them to co-manage the space.

c)Reporting and Monitoring:

-Maintain accurate records of activities, participant engagement, and outcomes.

-Prepare timely reports for the project team and contribute to monitoring frameworks.

d)Coordination and Representation:

-Represent the 3ZERO Space in relevant camp coordination meetings, as needed.

Skills

QUALIFICATIONS and Skills requirements:

Education:

Bachelor’s degree in social sciences, education, business, community development, or related field.

Experience:

3–5 years of relevant experience in community and project implementation, preferably with training/mentorship responsibilities.

Experience delivering capacity-building, digital literacy, or entrepreneurship training to vulnerable populations, including refugees or displaced communities.

Experience in greening livelihood projects

Familiarity with humanitarian settings, refugee camps, or similar contexts.

Experience promoting gender equality and women’s empowerment in project activities.

Skills & Competencies:

Strong organizational and planning skills; ability to manage multiple activities within a small-scale facility.

Proficiency in Microsoft Office (especially Excel).

Excellent communication skills in English (speaking and writing).

Demonstrates patience to teach and coach everyone, regardless the literacy and education levels among beneficiaries.

Sustainable Business Mentor: A forward-thinking mentor who helps refugee beneficiaries to build businesses that last. She/he shows how "going green" is a smart business move that saves money, reduces waste, and protects the community’s future.

Ability to work collaboratively with volunteers and community members.

Demonstrates a good-level understanding of social media ecosystems to drive brand awareness and stakeholder engagement.

Demonstrates patience and adaptability, tailoring training speed and methods to accommodate various literacy levels and technical backgrounds.
