Monitoring & Delivery Team Lead – NCPMU Readiness Function / ( LTTA):  

The National Conveyor Project Management Unit (NCPMU), established within the Ministry of Water and Irrigation (MWI), serves as the central governance and oversight body for the National Conveyor Project (NCP). Guided by the approved NCPMU management framework (April 2025), the unit manages the full lifecycle of the project under a Build-Operate-Transfer (BOT) arrangement. Its roles include contract administration, inter-ministerial coordination, compliance monitoring, fiscal and performance oversight, and structured reporting to MWI leadership and the Council of Ministers. Through established decision-making processes, monitoring tools, and advisory support, including the MWI advisor and the independent Engineer, the NCPMU ensures timely, cost-effective implementation aligned with Jordan’s national water security priorities.

 

On March 4, 2026, the Minister of MWI approved the establishment of the Readiness Function within the NCPMU based on the NCP Readiness Management and Monitoring Framework, prepared by the USG’s Water Efficiency and Conservation (WEC) Activity. The Readiness Function within the NCPMU will oversee the NCP Readiness portfolio, which comprises 11 bulk infrastructure packages essential for receiving, transmitting, and distributing water conveyed through the NCP.

On behalf of the NCPMU, the USG’s Water Efficiency and Conservation(WEC) Activity,  in Jordan, implemented by Tetra Tech International Development (www.tetratech.com/intdev) is currently accepting expressions of interest for a Monitoring and Delivery  Team Lead. This is a full time position, based in Amman.

The Monitoring & Delivery Team Lead will play a key role in operationalizing the NCP readiness function within the NCPMU. The function is responsible for portfolio‑level monitoring, coordination, and decision support across the 11 readiness bulk packages that must be delivered in alignment with NCP commissioning requirements. Operating within a complex, multi‑entity environment where WAJ and the water utilities oversee day‑to‑day project delivery through their PMUs/PMDs. The Readiness function ensures consistent technical follow up, effective interface management, and consolidated reporting.

In this context, the Monitoring & Delivery Team Lead  will lead and coordinate all readiness monitoring and delivery functions. Responsibilities include maintaining the integrated readiness schedule, consolidating technical review inputs, and ensuring the timely production of dashboards and progress reports. The role will also support the development of operational startup tools and processes essential for enabling the new Unit to function efficiently and effectively.

POSITION DESCRIPTION / SUMMARY:

The objective of this position is to operationalize the Readiness function so it can effectively monitor and coordinate delivery of the readiness bulks through an integrated schedule, standardized operating procedures, structured coordination mechanisms with implementing entities, and consistent, reliable monitoring and reporting output

 

DETAILED RESPONSBILITIES:

 

In addition to monitoring of implementation timelines of the 11 bulks, ensuring technical alignment between the 11 bulks and the NCP, and providing technical backstopping, surge support, and capacity building to the WAJ and utility PMUs responsible for procuring and managing implementation of the 11 bulks, the Monitoring & Delivery Team Lead is also expected to perform and oversee the following key tasks, which are essential to ensuring the successful operationalization of the Readiness function:

  • Developing startup SOPs and templates to support Readiness function operations, covering project tracking, coordination routines, monitoring, reporting, and interface management and aligned with existing sector systems and designed to avoid duplication.
  • Developing and initiating officially endorsed coordination and interface management protocols with WAJ, and the utilities, defining roles and responsibilities, information flows, meeting structures, document‑control processes, escalation pathways, and bulk interface matrices.
  • Assessing centralized monitoring tools and a GIS‑enabled database by defining functional requirements and KPIs, validating dashboards, ensuring inclusion of readiness interface tracking, and embedding system use through clear guidance and on job coaching.
  • Supporting and providing technical direction for the PMU/PMD capacity assessment and strengthening plan, ensuring that findings translate into practical delivery improvements and targeted surge support for implementing entities.
  • Supporting the design and delivery of targeted capacity‑building services for PMUs, PMDs, and Readiness engineers, covering monitoring, schedule and cost control, contract administration, safeguards tracking, and the use of monitoring tools with ensuring that these trainings are directly aligned with the practical delivery realities of the readiness bulks.
  • Supporting emerging readiness function priorities through targeted technical assessments and oversight of preparatory studies for emerging bulk investments, thereby strengthening readiness, prioritization, and sequencing.
  • Support the recruitment and staffing of the NCPMU Readiness Function.
  • Other tasks as defined by the NCPMU Director and Readiness Manager.

 

LOCATION OF ASSIGNMENT:

This assignment will be conducted across all governorates of the Kingdom, according to the requirement of the project. Transportation may be required as needed.

 

REPORTING:

In addition to routine coordination with the NCPMU Director and internal collaboration within the Readiness unit/NCPMU, as outlined in the Management and Monitoring Framework, the Monitoring & Delivery Team Lead will maintain close coordination with WAJ, and the water utilities to track readiness bulks implementation, including disbursement progress, procurement and reporting requirements, and Conditions Precedent and safeguards deliverables that may affect schedules and interfaces. The Team Lead will provide WEC with monthly coordination progress reports summarizing progress toward Expression of Interest milestones and deliverables, upcoming due deliverables, key risks and bottlenecks (including financing- and schedule-related risks), agreed follow-up actions with implementing entities and donors/lenders, and any required support from WEC to sustain delivery momentum.

 

 

QUALIFICATIONS:

  • Degree in Engineering or Management or Public Administration.
  • Minimum 15 years of work experience with 10 years of experience in infrastructure project management, investment management, and program implementation
  • Minimum of five years of experience in leadership positions with supervision responsibilities
  • Strong command in Arabic and English
  • Experience in Monitoring and Delivery activities
  • Experience working with government entities and utilities is an asset.
