About Youth Grow Activity

Youth Grow Activity (YGA) is a U.S. Government-funded initiative working with national partners in Jordan to help youth aged 10-29 build practical skills and connect to income opportunities; leading to stable communities in Jordan by supporting lawful work, productive routines, and positive engagement for the youth themselves.

Background

Ministry of Youth Centers represent one of the most geographically distributed public interfaces between the GOJ and its youth population. When these centers function effectively, visibly, and consistently, they serve as trusted anchors and safe spaces for structured engagement, skill development, and constructive participation. To help MOY realize the full potential of their youth centers, YGA operates as a technical and advisory partner to the MOY, working closely with its technical and operational directorates to strengthen program design, refine delivery mechanisms, enhance monitoring and performance frameworks, and support strategic communication. In collaboration MOY and YGA, provide a wide range of programs that span sports, arts, music, and upskilling programs. Youth centers serve as the primary venues for these activities.

 

Following a registration campaign in the first quarter of 2026, YGA seeks to engage a Senior Communications Strategy Consultant to lead and oversee the Ministry of Youth’s year-round communications strategy. The consultant will guide the overall strategic direction of MOY’s communications, ensuring that all campaigns, content, and outreach activities are coherent, impactful, and aligned with MOY’s priorities and YGA’s objectives.

Purpose of the Assignment

The Senior Communications Strategy Consultant will serve as the strategic lead for MOY’s communications engagement, responsible for developing and steering the overall communications framework, guiding content direction, and ensuring quality and consistency across all campaign activities. The consultant will develop and execute an integrated communications plan for Youth Centers, enhancing their image among youth and the broader community, and promoting training programs. The consultant will provide senior-level advisory support to MOY and YGA, and will oversee the work of other Communications Consultant to ensure all outputs align with the agreed strategy.

Key Responsibilities

Communications Strategy Development

  • Develop a comprehensive, year-round Ministry of Youth Communications Strategy that aligns with MOY’s priorities and YGA’s objectives for youth engagement and program visibility.
  • Define strategic communications priorities, key messages, and target audience frameworks for each major program type and registration period.
  • Establish the overarching campaign framework, including thematic direction, messaging pillars, and channel strategy across Facebook, Instagram, and other relevant platforms.
  • Develop a campaign calendar and communications roadmap for the full period of performance, in coordination with MOY’s Media and Communications Manager.
  • Conduct a comprehensive analysis of the current media status of Youth Centers to inform strategy development.
  • Develop communication’s Key Performance Indicators (KPIs) aligned with MOY expected outcomes, including reach targets, youth registration numbers, and social media engagement rates.

Branding and Messaging Guidelines

  • Develop and document a messaging guidelines framework, ensuring all communications are youth-friendly, culturally appropriate, and consistent with MOY’s visual identity.
  • Establish campaign visual identity direction and content tone guidelines for use by the Communications Consultant.
  • Develop a unified media messaging guide for Youth Centers to ensure consistent messaging across the Kingdom.
  • Ensure all content and campaigns funded buy USG appropriately display USG and MOY logos and comply with U.S. Government marking and branding requirements.

Content Planning and Production

  • Prepare a detailed Content Plan covering social media platforms, traditional media (television, radio, press), and visual content production (short videos, success stories).
  • Develop a plan for managing Youth Centers’ digital accounts and improving audience engagement.
  • Develop detailed media campaign plans for each major campaign period.

Strategic Advisory and Quality Oversight

  • Serve as the primary strategic reference point for the other Communications Consultant throughout the period of performance.
  • Review and approve monthly content calendars, campaign concepts, and key creative outputs prior to submission to MOY for final approval.
  • Provide strategic direction and feedback on content quality, messaging relevance, and campaign effectiveness on an ongoing basis.
  • Advise on social media strategy, including targeting approach, audience segmentation, and budget allocation recommendations.

Capacity Building

  • Provide capacity building support and training to MOY media staff (heads of media departments at the Ministry) on implementing the communications plan and managing digital accounts effectively.

Stakeholder Coordination

  • Participate in strategic alignment meetings with YGA, MOY, and other Communications Consultant as needed.
  • Liaise with MOY’s Media and Communications Manager and YGA’s Communications Officer to ensure strategic alignment and timely approvals.
  • Provide guidance on approval workflows and coordinate timelines to ensure the content approval process is respected.

Monitoring, Evaluation, and Reporting

  • Conduct quarterly strategic reviews to assess overall campaign performance, adjust priorities, and recommend course corrections as needed.
  • Submit a final strategic summary report at the end of the engagement, covering key achievements, lessons learned, and recommendations for future communications activities. The report shall measure performance against agreed benchmarks including reach targets, youth registration numbers, engagement rates, and number of media appearances, as defined by YGA at the start of the assignment.

Required Qualifications

  • Minimum 5-7 years of professional experience in communications strategy, marketing, or public affairs, with a demonstrated track record of leading large-scale campaigns.
  • Proven experience developing communications strategies for government entities, development programs, or youth-focused initiatives.
  • Deep expertise in social media strategy and digital campaign management, including paid social media on Facebook and Instagram.
  • Strong understanding of youth engagement, cultural nuances, and community communications in the Jordanian context.
  • Experience designing and executing national media campaigns including traditional and digital media.
  • Experience working within USG-funded programs or in coordination with U.S. Government partners, including familiarity with branding and marking requirements, is preferred.
  • Excellent written and verbal communication skills.
  • Bachelor’s degree in communications, Marketing, Public Relations, Media, or a related field.
  • Fluency in Arabic and English.

Supervision and Coordination

The consultant will work in close coordination and under the technical review of MOY’s Media and Communications Directorate, while reporting to YGA’s team, to ensure all outputs are integrated and aligned with the overall communications strategy.
