Scope of Work

Strategic Communications Expert

 

Project Background  

The Jordan Economic Reform Activity Task Order 1 (ERA TO1) is a 5-year, $54 million program funded by the United States (U.S.) Embassy in Amman, which aims to support the Government of Jordan (GOJ) to prioritize and implement economic reforms. Through coordination with the GOJ, the Jordanian and international private sector, other donors, and Jordanian civil society, ERA TO 1 will (1) advance economic reforms, (2) strengthen the business enabling environment, (3) increase trade and local, regional, and international investments, and (4) respond to emerging priorities.  

Purpose of the Assignment

ERA is seeking strategic communication experts on consultancy basis to support its work with various stakeholders to strengthen strategic communications planning and implementation. This includes working with stakeholders to identify their strategic communications needs, developing and implementing action plans, developing messaging frameworks and key messages (primarily Arabic, English may also be needed), drafting communications content for various materials and channels based on the key messages, developing communications materials (presentations, talking points, guidelines, brochures, etc.) and coordinating development and production of audio visual materials.

Responsibilities:

Illustrative Communication Activities:

  • Developing communication strategies and action plans, mainly in Arabic (including situation analysis, stakeholder mapping, key messaging, KPIs)
  • Implementing strategic communication plans
  • Developing messaging frameworks and narratives (Arabic)
  • Drafting a range of communication materials in Arabic and English (social media content, talking points, reports, websites, brochures, etc.)
  • Building strategic communications capacity through on-the-job training
  • Supporting entities to track and monitor communication efforts, analyze effectiveness, and adjust plans accordingly
  • Graphic design for a range of communication materials (reports, social media posts, guidelines, banners, ppts, etc.)
  • Video production including filming, animation, editing, and final production
  • Photography

Skills and Competencies Requirements:

Candidates’ experience may cover only some of the below areas.

  • Proven expertise in developing and executing comprehensive communication strategies
  • Proficiency in digital communications, including social media campaign planning and development, and content management
  • Experience in working with government entities and implementing government communications
  • Ability to translate complex information into clear, compelling messaging for diverse audiences
  • Experience developing messaging frameworks, key messages and narratives and customizing these for a range of communications materials such as profiles, guidelines, social media content, talking points, presentations, press releases, reports, etc.
  • Experience in crisis communications, managing media relations, and handling press inquiries are a plus
  • Familiarity with economic reform agendas and related policy narratives
  • Experience collaborating with senior leadership and executive teams and strong stakeholder engagement skills

Qualifications  

  • Bachelor's degree (minimum) in Communications, Public Relations, Journalism, Marketing, or a related field. A Master's degree is a plus.
  • 7+ years’ experience in strategic communications, with a proven track record of working with government entities and crafting strong Arabic narratives.
  • Strong Arabic writing, editing, and storytelling skills across multiple communication formats and styles.
  • Good English language skills

Reporting 

The Strategic Communications Expert will be reporting to the Communication Director
