- خلفية المشروع:
يهدف نشاط الأردن هيميا إلى تعزيز توفر وجودة الخدمات الأساسية والحماية للناجيات والناجين من العنف المنزلي والجنسي في الأردن. للمشروع نتيجتان: 1) تحسين القدرة المؤسسية المرتكزة على الناجيات، و2) تعزيز الأطر التشريعية لحماية الناجيات والاستجابة للعنف. لتحقيق هذه النتائج، سيطبق المشروع نهجاً قائمًا على تمكين الناجيات من تعزيز الأنظمة لتحسين الوقاية والاستجابة والحماية، ولدعم تطوير وتنفيذ تشريعات وسياسات مرتكزة على الناجيات.
الغرض من الدور:
أخصائي المشتريات والتشييد عضو رئيسي في فريق المشروع. سيلعب دوراً محورياً في ضمان النزاهة والعدالة والشفافية في عمليات المشتريات والالتزام بالسياسات والإجراءات والضوابط. المسؤولية الأساسية لهذا المنصب هي إجراء مشتريات السلع والخدمات وأنشطة التشييد والتأهيل وفق سياسات وإجراءات DAI والمتطلبات الأمريكية. يتطلب المنصب خبرة عمل ذات صلة في مجال المشتريات والتعاقد عبر مجموعة من قطاعات الصناعة، إدارة العقد، حل النزاعات، إدارة العلاقات والتواصل بين الأفراد، والتحقيق/المتابعة في قضايا البائعين. يلزم معرفة بقوانين الفيدرالية للشراء (FAR). سيكون مسؤولاً عن جمع كافة الوثائق الداعمة للمشتريات والتدقيق قبل التقديم إلى فريق المالية للمشروع. سيطور ويصدر الدعوات، ويقوم بتحليلات الأسعار/التكاليف/الملاءمة، وأداء أية مهام ذات صلة كما هو مكلف.
بالإضافة إلى مسؤوليات المشتريات، سيقدم أخصائي المشتريات والتشييد دعمًا فنيًا لمشروعات التشييد والتأهيل، بما في ذلك مراجعة الوثائق الهندسية، والدعم خلال مراحل التخطيط والمشتريات، ومراقبة أنشطة التشييد، والتنسيق مع أصحاب المصلحة في المشروع لضمان التنفيذ عالي الجودة والتسليم في الوقت المحدد.
المهام والمسؤوليات الرئيسية:
- مسؤوليات الاستحواذ والشراء العامة
- دعوة العطاءات والعروض من البائعين وفق السياسات والمصروفات المعتمدة وخطط المشتريات الربعية.
- مراقبة وتتبع وتسريع جميع أنشطة المشتريات للمشروع وحالة توريد البضائع/الخدمات.
- جمع معلومات الأسعار الحالية بشكل مستقل.
- إجراء تحليلات السعر/التكلفة/الملاءمة.
- مساعدة موظفي غير المشتريات في فهم متطلبات تقديم طلبات الشراء الدقيقة والكاملة وتكاليف العمل، أو لتحديد المواصفات الفنية الأخرى.
- تحديد أساليب اختيار المصادر للمشتريات المعقدة لضمان الامتثال.
- مساعدة موظفي المشروع في تنسيق الاجتماعات وتسهيل المناقشات وإعداد الملخصات لدعم عملية اختيار المصدر.
- إعداد بيانات تقييم التكلفة ووثائق اختيار المصدر.
- التأكد من أن مشترياته تتم بموافقات السلطات المطلوبة من DAI، و/أو موافقات العميل قبل منح العقود.
- من خلال جهود بحث السوق، حدد الموردين المحتملين (والمنتجات/الخدمات). ضمان إنشاء علاقات مورّدين مفيدة وأخلاقية ومفتوحة والحفاظ عليها وفق سياسات المشتريات.
- الحفاظ على نظام ملفات المشتريات في نظام المشتريات لدى DAI (WRIKE)
- العمل عن كثب مع موظفي المكتب الرئيسي المختلفين للدعم.
- تقديم تقييمات فنية وتوصيات لمشروعات التشييد والتأهيل خلال مرحلة التخطيط دعمًا لتطوير المشروع وأنشطة المشتريات.
- مراجعة التصاميم الهندسية والرسومات والمواصفات الفنية وجداول الكميات وتقديرات الكلفة وجداول التنفيذ وخطط الصحة والسلامة وخطط ضمان الجودة ومسوحات ومتطلبات المعدات. تقديم تعليقات مكتوبة وتوصيات لتحسين الجودة الفنية والتأكد من reflected project requirements في وثائق المشتريات والتعاقد.
- المراقبة الفنية والدعم التقني للبناء
- إجراء زيارات منتظمة للمواقع لمراقبة الجودة والتقدم والسلامة والامتثال البيئي وتخفيف مخاطر المناخ في أنشطة البناء والتأهيل.
- الحفاظ وتحديث جداول تنفيذ المشروع للنشاطات الإنشائية المعنية والتقارير عن تقدم المشروع وتحديد المخاطر المحتملة والتأخيرات والتوصيات التصحيحية.
- تقديم المشورة الفنية وحلول هندسية عملية لمعالجة التحديات في التنفيذ ودعم الإكمال في الوقت المحدد للنشاطات الإنشائية.
- إعداد تقارير زيارات الموقع وتوصيل النتائج والتوصيات لفريق المشروع.
- التنسيق والتواصل مع نظراء الحكومة والمستشارين والمتعاقدين والموردين وغيرهم من أصحاب المصلحة حول المسائل الفنية والمتعلقة بالبناء.
- إدارة نظم المشتريات
- فرض استخدام نظام التشغيل والمشتريات في DAI، إلى آخره.
- الحفاظ على سجلات ومهام المشتريات الإلكترونية في منصات نظم DAI المختلفة.
- مساعدة موظفي DAI على فهم استخدام أنظمة المشتريات عند الضرورة.
- التدقيق
- إعداد توثيق احتياطي كامل للمشتريات وتقديمه إلى فريق المالية للمشروع.
- إجراء مراجعات يومية لوثائق الداعمة للمشتريات لضمان الاكتمال والدقة والالتزام.
- أداء تدقيقات فورية منتظمة لملفات المشتريات.
- المساعدة والتعاون في التدقيقات الخارجية أو الداخلية حسب الحاجة.
- الامتثال/السياسات والإجراءات
- ضمان السلامة والشفافية والعدالة والدقة والدعاية المفتوحة في عمليات المشتريات.
- ضمان تحقيق منافسة كافية وفق سياسات وإجراءات DAI.
- ضمان اتباع وسياسات وإجراءات DAI/حكومة الولايات المتحدة وFAR وتطبيقها.
- مساعدة بقية موظفي المشروع على فهم سياسات وإجراءات DAI المتعلقة بالمشتريات.
- مهام أخرى يعينها مدير المشتريات وDFO وCOP.
المؤهلات
- درجة بكالوريوس في الهندسة المدنية، الهندسة المعمارية، أو مجال ذات صلة.
- خبرة 5+ سنوات في المشتريات والبناء أو مجال ذي صلة، بما في ذلك 3 سنوات على الأقل من الخبرة المباشرة في البناء والهندسة أو الأنشطة في الموقع.
- خبرة مثبتة في المشتريات الخاصة بالبناء والتأهيل، بما في ذلك مراجعة التصاميم الهندسية والمواصفات الفنية وجداول الكميات وتقديرات التكاليف وجداول التنفيذ ووثائق فنية أخرى.
- معرفة بسياسات وإجراءات المشتريات الحكومية الأمريكية مطلوبة.
- الامتياز في مجموعة Microsoft Office.
- معرفة مثبتة بالضوابط الداخلية وعمليات التدقيق.
- خبرة عمل سابقة في الأردن.
- إتقان مهني للغتين الإنجليزية والعربية مطلوب.

- Project Background:
The Jordan Himaya Activity aims to enhance the availability and quality of essential services and protection for survivors of domestic and sexual violence in Jordan. The project has two outcomes: 1) survivor-centered institutional capacity improved, and 2) legislative frameworks for protecting survivors and responding to violence strengthened. To achieve these outcomes, the project will apply a survivor-centered systems-strengthening approach to improve prevention, response, and protection services, and to support the development and implementation of survivor-centered legislation and policies.
Role’s Purpose:
The Procurement & Construction Officer is a key member of the Project Team. S/he will play a pivotal role in ensuring integrity, fairness, and openness in procurement processes and adherence to policies, procedures, and controls. The main responsibility for this position is to conduct procurement of goods, services, construction and rehabilitation activities in compliance with DAI policies and procedures, and US requirements. The position requires relevant work experience in the field of procurement and contracting across a variety of industry sectors, contract management, dispute resolution, managing interpersonal relationships and communication, and investigating/following up on vendor issues. The position requires knowledge of the Federal Acquisition Regulations (FAR). The Procurement & Construction Officer will be responsible for gathering complete procurement related backup documentation and auditing prior to submission to the Project´s Finance Team. S/he will develop and release solicitations, conduct price/cost/reasonability analyses, and perform any other related duties as assigned.
In addition to procurement responsibilities, the Procurement & Construction Officer will provide technical support for construction and rehabilitation projects, including the review of engineering documents, support during the planning and procurement phases, monitoring construction activities, and coordinating with project stakeholders to ensure quality implementation and timely delivery of project activities.
Key Duties and Responsibilities:
- General Acquisition & Procurement Responsibilities
- Solicit bids and quotes from vendors in adherence with policies & approved requisitions and quarterly procurement plans.
- Monitor, track and expedite all project procurement activities and delivery status of goods/services.
- Gather current pricing information independently.
- Conduct price/cost/reasonability analyses.
- Help non-procurement staff understand the requirements for submitting accurate and thorough requisitions, cost estimates, statements of work, or to determine other technical specifications.
- Determine source selection methods for complex procurement to ensure compliance.
- Assist project staff in coordinating meetings, facilitating discussions, and developing briefings in support of the source selection process.
- Prepare cost evaluation data, and source selection documentation.
- Ensure procurements are approved by the required DAI authorities, and/or client approvals are received, before awards are made.
- Through market research efforts, identify and qualify potential suppliers (and products/services). Ensure that beneficial, ethical and open supplier relationships are created and maintained according to procurement policies.
- Maintain procurement file system in DAI’s procurement system (WRIKE)
- Work closely with various home office support staff.
- Provide technical assessments and recommendations for construction and rehabilitation projects during the planning phase to support project development and procurement activities.
- Review engineering designs, drawings, technical specifications, Bills of Quantities (BoQs), cost estimates, implementation schedules, health and safety plans, quality assurance and quality control plans, surveys, and equipment requirements. Provide written comments and recommendations to improve technical quality and ensure project requirements are adequately reflected in procurement and contractual documents.
- Construction Monitoring and Technical Support
- Conduct regular site visits to monitor the quality, progress, safety, environmental compliance, and climate risk mitigation measures for construction and rehabilitation activities.
- Maintain and update project implementation schedules for assigned construction activities and report on project progress, identifying potential risks, delays, and recommended corrective actions.
- Provide technical advice and practical engineering solutions to address implementation challenges and support the timely completion of construction activities.
- Prepare site visit reports and communicate findings and recommendations to the project team.
- Coordinate and communicate with government counterparts, consultants, contractors, suppliers, and other stakeholders on technical and construction-related matters.
- Procurement Management Systems
- Enforce use of DAI’s operations & procurement system, etc.
- Maintain electronic procurement records & files in various DAI’s system platforms.
- Help DAI staff understand the use of procurement systems as necessary.
- Audit
- Prepare complete backup documentation for procurement purchases & submit to project’s Finance Team.
- Conduct daily reviews of procurement related backup documentation to ensure completeness, accuracy, and compliance.
- Perform regular spot audits of procurement files.
- Assist and collaborate in external or internal audits as necessary.
- Compliance/Policies & Procedures
- Ensure integrity, compliance, fairness, accuracy, and openness in procurement processes.
- Ensure adequate competition is achieved, as per DAI policies and procedures.
- Ensure DAI/US Government and FAR policies, and procedures are followed and enforced.
- Help other project staff become more familiar, and understand, the DAI policies and procedures related to procurement.
- Other duties assigned by the Procurement Manager, DFO, and COP.
Qualifications
- Bachelor’s degree in civil engineering, architectural engineering, or a related field.
- 5+ years of responsible experience in procurement, construction procurement, or a related field, including at least 3 years of direct experience in construction, engineering, or site-based activities.
- Demonstrated experience in construction and rehabilitation procurement, including reviewing engineering designs, technical specifications, Bills of Quantities (BoQs), cost estimates, implementation schedules, and other technical documents.
- Knowledge of US Government procurement policies and procedures required.
- Experience with Microsoft office suite.
- Demonstrated knowledge of internal controls and audit processes.
- Prior work experience in Jordan.
- Professional proficiency in English and Arabic is required.

Reporting
The Procurement and Construction Officer will report to the Procurement Manager.
