Role and responsibilities</p><p>The ICLA Technical Coordinator supports legal aid partners throughout the project cycle by providing technical oversight, strengthening programme quality and compliance, and supporting partner capacity. The role contributes to legal research and analysis, monitoring, evaluation and learning, donor reporting, risk management, and coordination with internal teams and external stakeholders to ensure effective and high-quality legal aid programming. The purpose of the ICLA Technical Coordinator position is to provide support on specific technical competences related to programme development. The position has no line management responsibility. The following is a brief description of the role.</p><p>Generic responsibilities</p><ul><li>Adherence to NRC policies, guidance and procedures</li><li>Ensure that projects target beneficiaries most in need of protection, explore and asses new and better ways to assist</li><li>Promote the rights of IDPs/returnees in line with the advocacy strategy</li><li>Contribute with ICLA specific technical competence to the development of ICLA strategy, Micro LogFrame, and Plan of Action</li><li>Conduct ICLA specific technical research and document findings and recommendations</li><li>Provide ICLA specific technical input to coordination mechanism (e.g. cluster coordination) and working groups</li><li>Develop ICLA specific technical indicators and mechanism for M&E</li><li>Develop ICLA specific technical guidance, tools and mechanism</li><li>Contribute to organisational learning through the provision specific technical analysis, lessons learned and reports</li><li>Develop training modules and provide specific technical learning or/and training for partners.</li></ul><p>Specific responsibilities</p><ul><li>Partners PCM: Lead and coordinate technical support to partners across all PCM phases, including proposal development, implementation, monitoring, and reporting, in alignment with HPH strategy and grant management workflows - in close coordination with grants, partnerships and finance focal points.</li><li>Partner technical support: Provide timely and relevant legal and technical support to partners on issues related to civil documentation, legal status, and housing rights affecting refugees and host communities.</li><li>Partner technical quality assurance: Support the development and implementation of technical quality standards, guidance, SOPs and tools for legal aid partners; conduct regular technical reviews of partner case management systems, legal aid methodologies and service delivery approaches, and support partners to address identified quality gaps and development areas.</li><li>Legal research and analysis: assist in conducting legal research and producing analysis of laws, regulations and policies, in coordination with the Head of Legal Unit and partners.</li><li>Partner organisational development: Contribute to the identification of partner technical capacity needs and support the design, delivery and follow-up of partner capacity sharing plans in coordination with the Head of Legal Unit.</li><li>Technical reporting and donor compliance: Review partner narrative reports, case studies, assessments and technical deliverables to feed into donor reporting and ensure quality, consistency and alignment with donor commitments and programme objectives - in close coordination with grants team.</li><li>Learning and evidence generation: Support the documentation of promising practices, lessons learned, legal trends and partner innovations, and contribute to regional learning products, guidance notes and external representation opportunities, in coordination with the Head of Legal Unit and MEL team.</li><li>Monitoring, Evaluation and Learning: Work closely with the MEL team and partners to ensure legal aid indicators, methodologies and data collection tools are technically sound; support interpretation of legal aid outcomes and contribute to programme learning and adaptive management.</li><li>Risk management: Support partners in identifying and mitigating legal aid, protection, confidentiality and data protection risks related to programme implementation and case management, in coordination with the Head of Legal Unit and Risk and Compliance Coordinator.</li><li>Representation and coordination: Represent the HPH in relevant legal aid, protection and displacement coordination forums, networks and technical working groups, as delegated by the Head of Legal Aid Unit.</li></ul><p>Critical interfaces</p><p>By interfaces, NRC means processes and projects that are interlinked with other departments/units or persons. <p>Following the fall of the Assad government in December 2024, the pace of return movements from Jordan and Lebanon has accelerated. While humanitarian actors have invested significantly in tracking intentions to return and return movements, far less is known about what actually happens after return, and almost nothing has been systematically documented about what enables successful, sustainable reintegration as opposed to what causes it to fail. This evidence gap has direct programmatic consequences. INGOs operating in Syria's return areas are making decisions about reception support, livelihood programming, shelter, and community cohesion with limited grounding in the lived experiences of returnees themselves. We lack qualitative evidence that would allow better identification of what works- the conditions, assets, relationships, and support mechanisms that returnees themselves associate with positive reintegration pathways and outcomes1- distinct from cataloguing barriers and protection risks. This research piece would address that gap with an explicit solutions orientation: the primary analytical question is what successful early reintegration looks like and how we can support more of it, rather than what is going wrong for returnees. This study is designed as a pilot, with strong programmatic utility, while generating the evidence base and case for a broader multi-site phase 2, which could be fundraised for. This study is intended to complement rather than duplicate existing quantitative intention surveys including UNHCR's ePRIS and complement work led by the Solutions Working Group inside Syria and the various Durable Solutions coordination architectures that exist at country and regional level. This study is designed as a pilot to provide both a standalone evidence contribution and the foundation for a potential phase 2 study across two to three additional governorates, inclusion of a re-displaced secondary sample (both inside Syria and cross-border movements back to Lebanon), measuring the distinction between rural areas supported with humanitarian programming; and a longitudinal follow-up component</p>

<strong>Specific responsibilities:</strong><br>
These responsibilities shall be adapted to the particularities of the job location and context, phase of operation, strategic focus and type of programme intervention. This section shall be revised whenever a new employee is hired or the context changes significantly.</p>

• Resolves engineering problems by collecting and analyzing information; researching, analyzing, adapting, and modifying engineering techniques; recommending solutions; preparing drawings, schematics, and diagrams; evaluating components, materials, and suppliers; resolving design integration issues; developing specifications and safety standards; performing installations.<br>
• Supervise daily shelter construction, maintenance, and rehabilitation activities to ensure compliance with approved technical specifications, BoQs, safety requirements, and quality standards.<br>
• Monitor the performance of incentive-based volunteers and skilled labourers, ensuring work is completed efficiently and according to agreed schedules.<br>
• Conduct relevant assessments in the camp, including but not limited to caravan repairing assessment.<br>
• Following up with labors and making sure that all requested tasks are done based on the agreed specifications, requirements, quality, and on time.<br>
• Reporting work progress on daily, weekly or monthly basis as it will be agreed with the line manager based on the available workload and based on the nature of the given task.<br>
• Prepare detailed plans for project implementation and ensure follow up and updating of the plan during implementation.<br>
• Prepare material requests, dispatch forms, and quantity estimates based on approved designs and Bills of Quantities (BoQs).<br>
• Immediately report implementation challenges, delays, risks, and technical issues, together with proposed mitigation measures.<br>
• Other functions that might be assigned by the supervisor.</p>
