1. Infrastructure Project Technical Support<br>

•Provide strategic technical advisory and coordination support to infrastructure Project Managers (PMs) across the full project lifecycle, from feasibility and design to construction and handover, ensuring compliance with UNOPS standards, quality requirements, and performance objectives.<br>
•Advise PMs on planning, coordination, and monitoring of infrastructure activities to ensure timely, cost-effective, and high-quality project delivery.<br>
•Support PMs in the implementation of their infrastructure projects with a focus on quality assurance and quality control.<br>
•Provide guidance on the development, implementation, and oversight of infrastructure-related plans, ensuring alignment with UNOPS policies and international standards.<br>
•Advise PMss in conducting feasibility studies, needs assessments, and preliminary investigations, including supervision of external consultants, and review recommendations to inform strategic decisions on project scope and prioritization.<br>

•Support the PMs to outline design requirements for procurement of design services, including concept, preliminary and final stages, where applicable.<br>

•Review designs for all infrastructure projects prior to submission to the HQ Design Review when needed.<br>
•Liaise and coordinate with the Regional Infrastructure Advisor on any technical matters in relation to design management, as well as with other relevant stakeholders within the Amman Hub as needed.<br>

3. Construction Supervision<br>

•Provide strategic oversight and technical assurance for construction activities across infrastructure projects, ensuring alignment with approved scope, quality standards, cost parameters, and delivery schedules.<br>

•Support PMs to ensure that the overall management of works implementation is completed on time, within budget and to quality standards.<br>

<p>DRC is looking for a <strong>Economic Recovery Officer – Civil Engineer</strong> who will support the technical planning, supervision, and monitoring of DRC’s livelihoods and cash-for-work (CfW) projects, with a focus on construction, soil and water conservation, and nature-based solutions, including construction of gabion structures, afforestation, and other measures. The role ensures quality implementation in line with national and international engineering standards and best practices, CfW SOPs, environmental safeguards, and safety protocols, while strengthening coordination with contractors, local authorities, and community stakeholders.</p>

<p><strong>About job:</strong></p>
<p>The individual will report directly to the <strong>Project Manager</strong>. Your main duties and responsibilities will be:</p>

<li><em>Technical Oversight</em>
<ul >
<li>Review and validate engineering designs, BoQs, and shop drawings in coordination with the Project Manager and engineers.</li>
<li>Ensure all construction, rehabilitation, and conservation works, including the construction material, mainly including gabion construction works, meet technical specifications, quality standards, and OSH requirements.</li>
<li>Provide day-to-day on-site technical support to field teams, Cash-for-Work (CfW) participants and contractors, including interpretation of drawings, measurement guidance, and troubleshooting of implementation issues.</li>
<li>Lead site operation tasks, implementation of activities at the site, site logistic needs, supervision and CFW information management, including preparation of workers’ attendance sheets.</li>
<li>Ensure that all required CfW documentation (attendance, work outputs, delivery notes, incident logs, etc.) is collected, verified, scanned, and uploaded to the GIZ and DRC databases accurately and within agreed deadlines in accordance with the Economic Recovery Assistant.</li>
<li>Promote accountability and beneficiary awareness by ensuring participants receive clear information on legal, protection, payment, safety, and work-cycle procedures, and by following up with reminders so workers understand their rights and responsibilities.</li>
<li>overseeing field construction activities, providing coaching, mentoring, and technical direction to skilled and unskilled workers, and ensuring works meet technical specifications, quality requirements, and occupational safety and health (OSH) protocols.</li>
<li>Provide and support site-based briefings and awareness sessions for CfW beneficiaries, including protection, safety/OSH, financial literacy and legal awareness as required.</li>
<li>Ensure compliance with DRC and GIZ standards, applicable national regulations, donor requirements, and engineering best practices, including environmental and social safeguards and risk mitigation measures.</li>
<li>Prepare BoQs, Technical shop drawing, As-built drawing, when needed according to the Project Manager request.</li>
<li>Leading the project Construction activities in the field, supervision and providing coaching, mentoring and direction for the skilled and unskilled workers.</li>
<li>Coordinate with the procurement team and liaise with the winning suppliers.</li>
<li>Receiving the material, tools, and equipment to be delivered to the site, conducting material inspections, and ensuring that the received orders match the agreed specification.</li>
<li>Monitoring the warehouse stock, ensuring the efficient and effective usage and consumption at the site with no wastage of material, and monitoring the warehouse stock, in addition to ordering required procurement in a timely manner.</li>
<li>Leading the recruitment and onboarding of CfW workers, including announcements, shortlisting, interviews, and selection processes, in coordination with the Project Manager and Economic Recovery Officer and in line with fair and transparent procedures.</li>

<p><strong>About you</strong></p>
<p>To be successful in this role we expect that you possess the following:</p>
<ul>
<li>Bachelor’s or Master’s degree in Civil Engineering, Water and Environment engineering, or related field.</li>
<li>Registration with the Jordan Engineers Association or equivalent is an asset.</li>
<li>Minimum 4 years of professional experience as a Civil Engineer, with a strong connection to construction management, soil and water conservation, erosion control, or WASH infrastructure.</li>
<li>Holds a recognized occupational safety qualification, registered and approved by the Ministry of Labour. ( is preferred)</li>
<li>Experience in managing the construction of gabion structures (check dams and retaining walls) and relevant aspects.</li>
<li>Demonstrated experience supervising contractors and CFW teams in INGO or donor-funded projects.</li>
<li>Strong technical skills in AutoCAD, Excel and other designing software, and site planning.</li>
<li>Demonstrated experience in technical writing and contributed to report development.</li>
<li>Familiarity with national engineering standards, OSH regulations, Jordan labor low, social security regulations and environmental safeguards.</li>
<li>Proven experience in conducting technical training sessions.</li>
