<p><strong>About Development Gateway and ASAS</strong><br>Development Gateway: An IREX Venture (DG) is an international non-profit organization that works at the intersection of data, digital systems, and development programming. DG is one of several consortium partners led by IREX implementing the Early Grade Education Activity (EGEA, also known as ASAS) in Jordan, a large-scale and fast-paced education program running from 2023 to 2028. Within ASAS, DG supports key activities related to information systems, data use, interoperability, governance, analytics, and coordination with universities, consortium members, and government stakeholders in Jordan.</p><p><strong>Position Summary</strong><br>The Senior ASAS Program Coordinator will be a full-time, in-person role based in Amman, Jordan. This role serves as a central coordination and operations focal point for DG s work under the ASAS consortium. It is designed for a highly organized, proactive, and solutions-oriented professional who can keep multiple workflows moving simultaneously while ensuring strong coordination across DG, IREX, consultants, vendors, universities, and government counterparts. This position requires someone who can thrive in a fast-paced environment, rapidly understand and apply both DG and IREX systems and compliance requirements, and maintain close alignment with consortium priorities, timelines, and ways of working. The Senior ASAS Program Coordinator will support smooth day-to-day implementation by combining strong administrative discipline, vendor and consultant management, internal team coordination, and practical problem-solving. The ideal candidate is a self-starter who is proactive in identifying and responding to needs, highly organized and experienced in coordination, vendor management, and operations. The post holder must be comfortable working across remote and in-country teams, following up on multiple deadlines in parallel, and handling shifting priorities with professionalism and attention to detail.</p><p><strong>Reporting and Working Relationships</strong><br>The Senior ASAS Program Coordinator will report to DG s Oversight Lead based in the UK, with regular coordination with relevant DG program and technical colleagues based in Jordan, the U.S., Kenya, Argentina and other locations. The role will also work closely with IREX colleagues and other consortium team members to ensure DG s work is well integrated with broader ASAS implementation needs. The role is embedded within the ASAS office in Amman and is expected to work closely with the broader Jordan-based consortium team to support strong communication, accountability, and operational alignment across partners.</p><p><strong>Key Responsibilities</strong></p><p><strong>Program Coordination and Delivery</strong><br>• Coordinate day-to-day implementation of DG s ASAS workstreams, ensuring timelines, deliverables, dependencies, and follow-up actions are tracked and completed on time.<br>• Maintain and update work plans, schedules, trackers, status updates, and core project documentation in coordination with DG colleagues and consortium counterparts.<br>• Proactively manage risks to DG s deliverables; identify potential delays in consortium workflows that impact DG s scope, and draft mitigation strategies.<br>• Support internal planning and implementation processes by monitoring progress, identifying bottlenecks, and escalating risks, delays, or capacity issues early with proposed mitigation actions.<br>• Coordinate inputs from DG team members for weekly, monthly, quarterly, and other program reporting requirements, ensuring accuracy, completeness, and <p><h4>Job description</h4>
<p>Employee will be part of the deployment pool and will be required to support deployments to various CONUS/OCONUS locations, as required. This position will require the member to be flexible in the support of assigned deployment/work schedules.</p>
<p>Member will perform and inspect organizational and intermediate level maintenance and modifications on RPA systems and support equipment, as required. This position requires an individual that can apply comprehensive technical knowledge to solve complex problems by interpreting Air Force technical orders, manufacturers’ manuals/instructions or similar documents through the usage of test equipment/instruments to affect repairs.</p>
<p>Member will inspect, service, repair, and overhaul aircraft, aircraft engines, and other critical components to ensure airworthiness. Repair, replace, and rebuild aircraft structures, landing gear, power plants/trains, fuel systems, and functional components using hand tools, power tools, welding equipment, rivet guns, and drills.</p>
<p>Inspect and repair power plant malfunctions, including cracked components, oil leaks, etc.; diagnose malfunctions, isolate causes, and correct breaks; test engine operations, use test equipment to locate source of malfunction(s). Replace/repair damaged components and remove engine/major components from aircraft, using hoist or other lifting devices; disassemble and inspect parts for wear, warping, or other defects; repair/replace defective engine components and reassemble and install engine in aircraft; adjust, repair, or replace instruments, ADP flight controls, electrical/electronics, fuel/oil systems, and associated aircraft accessories.</p>
<p>Perform aircraft services to include engine flushing/cleaning, parts lubrication, and required maintenance checks. <p>· Manage the regional office accounting and control of the analytical allocations</p>
<p>· Preparation of the monthly budget monitoring (FMT cycle) and contribute to the financial balance of the regional office, including providing analysis and feedback support to the regional management team</p>
<p>· Conduct meetings with budget holders to review project budgets, analytical allocations and financial situation when the regional office is lead.</p>

By doing so, it will better support both formal and informal MSEs, ultimately fostering their economic resilience and growth.</span></p>

<p class="x_MsoNormal" ><span >Despite their significant role, current PPD platforms predominantly address the concerns of small and medium enterprises (SMEs), lacking adequate representation and focus on MSEs.</span></p>

<p class="x_MsoNormal" ><span >Recognizing the vital role of MSEs in Jordan's economy, Iqlaa aims to institutionalize an organic and decentralized model of PPD that enables sector-based dialogues to be led by MSEs’ representative actors across priority economic sectors and is anchored by a pool of certified PPD experts, through the following three-pronged approach:</span></p>

The standardized PPD process will be developed based on national Occupational Standard (NOS) for the PPD profession in Jordan issued by the AQAC.</span></li>
<li class="x_MsoNormal" ><b><span >Introducing a pool of qualified PPD Experts</span></b><span >: Iqlaa and in collaboration with the Accreditation and Quality Assurance Commission have developed Jordan’s first National Occupational Standard (NOS) for the PPD profession in Jordan “PPD NOS”.</span></li>

<p class="x_MsoNormal" ><span >Iqlaa will enable the certification of a pool of (45-60) PPD experts who will be trained on the established PPD process. Those experts will in turn act as a pool of PPD experts available in the market to be contracted as PPD consultants and/or facilitators or trainers who will remain a reference expertise for the PPD process after the lifetime of Iqlaa.</span></p>

This will enhance the role of sector-representative organizations in addressing obstacles and challenges for their respective MSEs and reflect this through the dialogue with the government by improving policies, regulations, processes, and systems reflected through an enhanced decision making process by the two parties through an effective follow through process.</span></li>

<p>Employee will be part of the deployment pool and will be required to support deployments to various CONUS/OCONUS locations, as required. This position will require the member to be flexible in the support of assigned deployment/work schedules.</p>
<p>Member will perform and inspect organizational and intermediate level maintenance and modifications on RPA systems and support equipment, as required. Lastly, this position requires an individual that can apply basic technical knowledge to solve complex problems by interpreting Air Force technical orders, manufacturers’ manuals/instructions or similar documents through the usage of test equipment/instruments to affect repairs.</p>
<p>Member will inspect, service, repair, and overhaul aircraft, aircraft engines, and other critical components to ensure airworthiness. Repair, replace, and rebuild aircraft structures, landing gear, power plants/trains, fuel systems, and functional components using hand tools, power tools, welding equipment, rivet guns and drills.</p>

<p>International Regional Staff Administrative Support</p>
<p>· Support HR administrative processes for expatriate staff including deployment, onboarding, relocation, and offboarding.</p>
<p>· Coordinate accommodation arrangements, travel logistics, and arrival/departure administrative requirements.</p>
<p>· Follow up on medical checks and related documentation for international staff.</p>

<p>Stakeholder Management (Internal & External)</p>
<p>· Liaise with ministries, social security institutions, tax authorities, and other government bodies on HR-related matters.</p>

<p>· Coordinate with external service providers such as insurance companies, medical providers, and travel agencies.</p>

<p>· Provide HR operational support to country offices within the MENA portfolio upon request from the Regional HR Coordinator.</p>
<p>· Support implementation of HR tools, templates, systems, and standard procedures across the region.</p>
<p>· Assist in emergency HR responses including rapid recruitment, deployments, and HR coordination during crises.</p>
<p>· Contribute to HR projects, policy rollouts, and organizational change initiatives at regional level.</p>
<p>· Support capacity building for country HR focal points through guidance, coaching, and technical advice.</p>
<p>HR Reporting & Analytics</p>
<p>· Prepare regular HR reports including staffing updates, turnover, recruitment status, leave balances, and contract tracking.</p>

<p>· Provide ad-hoc HR data and analysis to support decision-making by the Regional HR Coordinator and management.</p>

<p>Training/Qualifications</p>

Minimum of 4–6 years of relevant experience in Human Resources similar role, preferably within humanitarian or development organizations.</p>

<p>Minimum 4 years of experience in an NGO/International Institution in a similar position (preferred).</p>

<p>Proficiency in managing payroll, leave management, national labor laws, and all relevant national HR processes and the full HR cycle.</p>
