<p><h4>Job description</h4>
<p>Employee will be part of the deployment pool and will be required to support deployments to various CONUS/OCONUS locations, as required. This position will require the member to be flexible in the support of assigned deployment/work schedules.</p>
<p>Accounts for all materials and/or support equipment being shipped out of, and received, at the facility. Ensures parts due in from maintenance (DIFM) are properly tracked and takes appropriate actions to meet applicable deadlines. Keeps a running inventory of stock/equipment using appropriate software. Researches and orders parts, materials, and tools for use to ensure maintenance operational capabilities. Ensures the overall serviceability of all support equipment and related items. Keeps track of all assigned government property entering and leaving the facility. Processes paperwork, including filing DD-1149s, for all supply/support activities. Ensures proper allotment of material and/or equipment to appropriate maintenance personnel in support of maintenance operations.</p>
<p>USAF equivalent position is Supply Technician Journeyman.</p>
<h4>Essential responsibilities:</h4>
<ul>
<li>Performs warehousing and support program duties in support of maintenance operations within the site at the comprehensive level.</li>
<li>Assists in verifying materials (or merchandise) against receiving documents, noting, and reporting discrepancies and damages.</li>
<li>Routes materials and parts to prescribed storage locations and/or facilities as needed for operational support.</li>
<li>Stores, stacks, or palletizes materials and/or equipment in accordance with applicable technical guidelines.</li>
<li>Rearranges and takes inventory of stored materials/equipment and documents within assigned database.</li>
<li>Performs the examination of stored materials and reports deterioration and damage; removes material from storage and prepares it for shipment.</li>
<li>May operate hand and/or power trucks and/or equipment in performing warehousing and support duties.</li>
<li>Performs miscellaneous quality assurance duties including CTK inspections, inventory process checks, inspecting and examining materials, article inspections, etc.</li>
<li>Supports supervisor with inventory management of decentralized and decontrolled items, including supplies and equipment in accordance with applicable Air Force Instructions (AFIs).</li>
<li>Supervises, trains, and provides mentorship to subordinate personnel in support/supply functions.</li>
<li>Performs all other duties as assigned or requested.</li>
</ul>
<h4>Minimum requirements:</h4>
<ul>
<li>Must have high school diploma or have completed relevant military and/or vocational technical school curriculum.</li>
<li>Minimum of three years actual supply/support experience and/or combination of related aircraft maintenance experience required.</li>
<li>Must possess comprehensive knowledge of governing supply and/or support systems/programs, policies, nomenclature, work methods, manuals, or other established guidelines.</li>
<li>Must have the comprehensive analytical ability to define problems, collect necessary data, establish facts, and take recommended actions based upon applicable established guidelines.</li>
<li>Must be able to perform increment monitor duties to include but not limited to equipment/cargo preparation, documentation, pallet build-up, and hazardous cargo.</li>
<li>Must be familiar with computerized databases, spreadsheets, and computerized inventory management programs.</li>
<li>Must have comprehensive experience with material handling equipment.</li>
<li>Must have good planning and organizational skills.</li>
<li>Must be able to deploy to forward locations (other countries) as directed by the government.</li>
<li>Must be able to work under deadlines.</li>
<li>Employee must meet all OCONUS deployment criteria, including pre-deployment medical screening, as a condition of employment.</li>
<li>Must be able to lift, carry and/or wear military issued equipment in excess of 50 pounds for extended periods.</li>

<li>Must submit updated SF-86 within 30 days of hire start date.</li>
<li>Must have had an active secret US government clearance within the last 12 months. Note: US citizenship is required to obtain a secret clearance.</li>

<li>Must possess a valid U.S. driver’s license and be able to obtain a government driving permit.</li>

<h4>Office/unit/project description</h4>
<p>The United Nations Development Programme (UNDP) Country Programme in Jordan aims to enhance the nation's inclusivity and resilience to achieve its national priorities, aligned with the 2030 Agenda. The Jordan Country Office focuses on key priorities, including governance and peace, inclusive growth and sustainable livelihoods, environment, renewable energy, climate change, financing for development, and SDG impact.</p>
<p>Regarding the significant challenge posed by financing for development, the 2015 Addis Ababa Action Agenda emphasized the importance of holistic approaches to financing national strategies. In response, UNDP launched Financing for Development (FfD) portfolios which include initiatives in partnership with both governmental and private stakeholders to align public and private capital flows with national development priorities and to mobilize the necessary financing for large-scale development impacts.</p>
<p>In an effort to build a coherent sustainable finance architecture, UNDP leverages its technical expertise and convening power to support the deployment of an Integrated National Financing Framework (INFF) in Jordan. This government-led process unites government entities, the private sector, and development cooperation partners in devising a strategy to finance national development. To inform this strategy with data and analyses of the financing landscape, UNDP Jordan already conducted a Development Finance Assessment and complementary thematic studies. Building on these efforts, the country office is now deploying a FfD portfolio to further support the government in developing an INFF roadmap anchored with the priorities of Jordan’s Economic Modernisation Vision (EMV).</p>
<p>With its FfD portfolio, the country office is seeking to effectively leverage innovative financing and support investments into the green transition. UNDP Jordan is partnering with the United Nations Capital Development Fund (UNCDF) toward an area-based development programme to establish a Jordan Valley Green Economic Corridor. This ambitious initiative is designed to run for over seven years and encompasses a portfolio of development projects aligned with the key components of the EMV.</p>
<p>The Jordan Country Office is seeking to recruit a Programme Analyst (Economist and innovative finance) who will, under the strategic guidance of the Resident Representative (RR) and the direct supervision of the Partnership, Innovation and Business Development Specialist, support in leading the implementation of the Integrated National Financing Framework (INFF) and contribute to the further development of the Financing for Development (FfD) portfolio.</p>
<h4>Scope of work</h4>
<p>The Programme Analyst (Economist and innovative finance) will work under the direct supervision of the Strategy, Innovation, and Business Development Specialist. The Programme Analyst contributes to the development and implementation of UNDP’s economic policies, supporting the government’s efforts towards sustainable and inclusive development. The position requires collaboration with the global policy network and interacting with various stakeholders, including government institutions, the private sector, and civil society to achieve strategic goals.</p>
<p>The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the office and the organization.</p>
<p>The incumbent will undertake the following to ensure the success of the assignment:</p>

Today, these buildings, once vibrant and full of life, have fallen into disrepair due to neglect, lack of awareness about their importance and a shortage of restoration specialist and high maintenance costs. About 70% of them are dilapidated and abandoned, posing a threat to residents and visitors. The project will transform the urban heritage of As Salt into a sustainable economic, social and cultural engine. By establishing the Heritage Building Restoration Training at the Beit Falah Al Hamad Heritage site, the city will be leading an integrated model that will create skills to create local and regional job opportunities. The project will also work with the owners of heritage buildings, providing legal support, financial incentives and technical support, connecting them with the new graduates. Org. Setting and Reporting<br>In its resolution 72/279 of 31 May 2018, the General Assembly created a dedicated, impartial empowered and sustainable development-focused coordination function for the United Nations development system, drawing on the expertise and assets of all United Nations development system entities, including specialized and non-resident agencies. The Resident Coordinator system ensures the coordination of all organizations of the United Nations dealing with operational activities for development at the country level, regardless of the nature of their presence in the country. It encompasses the UN Resident Coordinator, the UN Country Team and Resident Coordinator's Office and is served by the UN Development Coordination Office. Background: The project “Increasing the Resilience of Displaced Persons and Host Communities to Climate Change-Related Water Challenges in Jordan and Lebanon”, funded by the Adaptation Fund with a budget of USD 13,973,509, is led by the United Nations Human Settlements Programme (UN-Habitat) in partnership with ESCWA and UNICEF. As well as national governmental and municipal stakeholders, in addition to several implementing partners in Jordan and Lebanon; United Nations International Children’s Emergency Fund (UNICEF), Jordan Hashemite Fund for Human Development (JOHUD), Jordan Hashemite Fund for Badia Development (HFDJB) (BADIA), Permaculture Research Institute (PRI), Yarmouk Water Company (YWC), LDK and Royal Scientific Society (RSS), Management of Resources & Environmental Solutions (MORES) and United Nations Economic and Social Commission for Western Asia (ESCWA). The project addresses the compounded impacts of climate change and the Syrian refugees’ displacement crisis, focusing on water scarcity, urban resilience, and sustainable development. It promotes innovative water harvesting, wastewater reuse, and municipal planning to strengthen climate resilience among vulnerable communities. The project was launched in October 2021 and ends in October 2026. 1. Objectives and Expected Accomplishments (outcomes) of the project The overall objective of the project is to increase the resilience of both displaced persons and host communities in Jordan and Lebanon to climate change-related water challenges, particularly challenges associated with water scarcity, climate-induced pressures, and population growth in vulnerable areas. The project aims to achieve this objective through four expected accomplishments: A. Strengthened municipal and institutional capacities to assess, plan, and manage climate-related water risks through the development of climate-responsive territorial planning documents, including urban master plans and associated action or investment plans, in order to support municipal governments to manage urban risks and vulnerabilities in the context of climate change, especially water scarcity challenges, and urban (population) growth, including pressures associated with displacement. B. Increased community awareness, ownership, and capacities to operate, maintain, and replicate sustainable water harvesting, supply, and reuse systems, aimed at strengthening the resilience of citizens (DPs and host communities) through improved awareness, and practical capacities to respond to climate change impacts on water resources. C. Expanded access to efficient and climate-resilient water supply systems through innovative and replicable non-conventional water harvesting, greywater treatment, and wastewater reuse techniques, aimed at enhancing the adaptive capacity of the water sector by expanding unconventional water harvesting, and climate-resilient water supply and irrigation options appropriate to the local context. D. Enhanced knowledge management, learning, and replication to document and share lessons learned and support the development of regional approaches for managing urban climate and water risks, including the development of regional urban risks and vulnerabilities management model in the context of climate change and urban (population) growth. *Detailed expected outcomes, outputs, indicators, and targets for each component are presented in the project’s Results Framework and will be provided to the evaluation team as part of the evaluation documentation package. 2. Project Scope and Geographic Focus The project is implemented in Jordan and Lebanon, targeting municipalities and communities that are highly vulnerable to climate change-related water challenges. In Jordan, the project focuses on the municipalities of Mafraq and Irbid, where increasing temperatures, recurrent droughts, declining groundwater availability, and rapid population growth, including large numbers of displaced persons are placing severe pressure on water systems and municipal services. In Lebanon, the project targets the Zahle District, including the municipalities of Zahleh–Maalaka and Taanayel Zahleh Municipality, where water scarcity, untreated wastewater, and high concentrations of displaced populations have intensified the vulnerability of communities and water-dependent livelihoods. Across both countries, climate change impacts have contributed to; reduced availability of safe and reliable water resources, increased pressure on municipal water supply and wastewater systems, and heightened vulnerability of water-dependent households and services. The project operates at two interconnected scales: 1. Municipal scale: strengthening planning capacities through climate-responsive territorial planning, vulnerability assessments, and urban master plans that integrate climate change, water scarcity, gender, and population pressures. 2. Community scale: improving access to alternative and climate-resilient water resources through rainwater harvesting, greywater treatment and reuse systems, wastewater treatment improvements, and community-level awareness and capacity building. 3. Project implementation arrangement The project is implemented by UN-Habitat as the Implementing Entity. Execution is carried out through national and international partners in both countries: • Lebanon: UNICEF - Lebanon, MORES • Jordan: UNICEF - Jordan, JOHUD, Badia, YWC, PRI, LDK/RSS • UN-ESCWA – Lebanon, Component 4 across both countries. Scope of the evaluation The evaluation will cover the entire life cycle of the project, from November 2021 to end of June 2026, including planning, inception, implementation, monitoring, reporting, and adaptive management processes. In line with the Adaptation Fund Evaluation Policy, the evaluation will assess: • Achievement of outputs and expected accomplishments (outcomes), and progress toward the overall objective • The processes that influenced performance, including readiness, stakeholder engagement, institutional roles, ownership, and operational coordination • Financial management, execution arrangements, and oversight/backstopping by UN-Habitat and partners • The effectiveness of monitoring, evaluation, and reporting systems • Compliance with and integration of the Adaptation Fund Environmental and Social Policy and Gender Policy, including gender equality, equity, social inclusion, human rights, and protection of vulnerable groups • Key constraints, risks, opportunities, and factors affecting sustainability and future upscaling The evaluation will consider performance at both municipal level (planning, governance, institutional capacity) and community level (non-conventional water systems, awareness and capacity-building), reflecting the project’s dual-scale implementation approach. Approach and Methodology: 4.1 Approach The evaluation will be conducted in a systematic, impartial, and evidence-based manner in accordance with the United Nations Evaluation Group (UNEG) Norms and Standards and in line with the Adaptation Fund Evaluation Policy. The evaluator will propose a detailed approach and methodology in the inception report; however, the evaluation is expected to adopt a results-based approach grounded in the project’s Theory of Change (ToC), assessing the extent to which project activities and outputs contributed to the expected accomplishments (outcomes) and overall objective in Jordan and Lebanon. The ToC, building on the project’s logical framework, will serve as the central analytical tool for examining causality and the project’s performance. The evaluation should also apply participatory and utilization-focused approaches to promote meaningful engagement of key stakeholders and facilitate the practical use of the evaluation results. Emphasis will be placed on assessing project delivery, achievement of outputs and outcomes, lessons learned, critical gaps, and actionable recommendations. All findings and conclusions must be supported by verifiable and triangulated evidence. The main emphasis should be placed on project delivery, achievement of results; lessons learned, critical gaps; and recommendations. Findings in the evaluation should be evidence-based. 4.2 Evaluation Methodology A variety of methodologies will be applied to collect data to answer the evaluation questions.
