<p><b> POSITION DESCRIPTION T</b>he Proposal Writing & Business Development Manager leads Amideast Jordan s efforts to expand its donor and client portfolio by identifying funding opportunities, building strategic partnerships, and advancing new business in alignment with the organization s strategic priorities. The role works closely with the Country Director, headquarters, technical teams in the Jordan office as well as regionally, and external partners to strengthen Amideast s market positioning and pursue new opportunities. The incumbent manages the business development process from opportunity identification through proposal submission by researching donor priorities and client needs, pursuing and meeting with new potential clients, assessing Amideast s service portfolio, and working with technical and operational teams to design responsive, feasible solutions. The role prepares competitive technical and cost proposals, ensures compliance with Amideast s internal processes, secures required approvals, meets submission deadlines, and maintains relationships with current and prospective donors and clients to support sustainable organizational growth. RESPONSIBILITIES Business Development & Partnerships • Coordinate the development and implementation of business development plans in collaboration with the Country Director. • Conduct market research and monitor relevant trends to identify potential opportunities and help determine which ones to pursue. • Maintain relationships with donors, local and international government entities, UN agencies, NGOs, private sector organizations, and implementing partners. • Maintain an updated pipeline of opportunities and support the development of partnerships that contribute to organizational priorities. Proposal Development, Writing & Knowledge Sharing • Manage the development of proposals, concept notes, expressions of interest, and related documents from initial review through final submission. • Coordinate technical, operational, and financial inputs with subject matter experts, program teams, Finance, Operations, and headquarters teams to develop clear, responsive, and feasible solutions aligned with Amideast s expertise and client needs. • Ensure proposals meet submission requirements through effective review processes, quality checks, internal approvals, and adherence to Amideast procedures. • Develop and maintain proposal tools, templates, and guidance materials, and provide staff with support and best practices to strengthen proposal writing and business development capacity. Organizational Contribution • Contribute to organizational discussions related to growth, funding priorities, and strategic initiatives. • Undertake additional responsibilities as assigned by the Country Director. QUALIFICATIONS AND SKILLS Required Education: Bachelor s degree in International Development, Education, International Relations, Business Administration, Communications, or a related field. Professional Experience: • Minimum of 7 years of professional experience in the international development sector, with exposure to areas such as education, academic testing, workforce development, and youth programming. • At least 3 years of experience in business development, including identifying funding opportunities, developing partnerships, and supporting organizational growth. • Minimum of 6 years of experience in proposal development, including preparing successful technical and cost proposals for U.S. Government agencies, foundations, corporations, and bilateral or multilateral donors (e.g., EU, World Bank, UN agencies). Conduct a comprehensive mapping of stakeholders, digital solutions, and the broader ecosystem in Jordan.<br> Work Location<br>HQA<br> Expected duration<br>6 months<br> Duties and Responsibilities<br>Scope of work: The consultant will conduct a comprehensive technical assessment to evaluate the interoperability and integration of UNRWA's upcoming Electronic Medical Record (EMR) system with Jordan's national health information ecosystem. The assignment includes reviewing UNRWA's existing digital health architecture, analyzing national health information systems and interoperability capabilities, assessing applicable international digital health standards, and providing technical inputs on legal and regulatory considerations related to data governance and information sharing. The consultant will identify technical, operational, institutional, and cybersecurity risks, propose appropriate mitigation measures, and develop a costed implementation roadmap aligned with UNRWA's EMR implementation phases. The work will be carried out using a combination of document reviews, technical analyses, stakeholder consultations, workshops, validation sessions, and comparative assessments of international best practices, while engaging relevant external stakeholders in an exploratory and non-committal manner to inform evidence-based recommendations. Specific Outputs/Tasks include but not limited to: 4.1 System Landscape Assessment • Review UNRWA’s current digital health system architecture, workflows, and reporting mechanisms. • Analyze the proposed design of the upcoming EMR system funded by KfW. • Document current reporting requirements to national health authorities. 4.2 Host Country HIS/HMIS Analysis • Assess the national health information ecosystem in Jordan. • Identify systems used by relevant stakeholders, including, but not limited to, the Ministry of Health. • Document: o System architecture o Data standards o APIs and interoperability capabilities o Reporting requirements o Data governance structures • Jordan Ministry of Health • National HMIS operators • Digital health governance entities. 4.3 Interoperability and Standards Review The consultant will evaluate: • International digital health interoperability standards (e.g. HL7, FHIR, ICD classifications). • Data exchange mechanisms. • Health information architecture compatibility. • Patient identity management considerations. • Data quality and validation requirements. 4.4 Legal and Regulatory Assessment The consultant will provide technical inputs and coordinate with the legal department, and will not independently determine legal, regulatory, or compliance positions. The items to be reviewed are: • UNRWA internal regulations on data governance and confidentiality. • Data protection requirements. • Institutional agreements required for system integration. • Feasible and compliant data sharing models will be determined by the legal department, informed by the technical inputs provided by the technical consultant. 4.5 Risk and Feasibility Analysis The consultant will identify: Technical risks • System incompatibility • Infrastructure limitations • Cybersecurity concerns Operational risks • Workforce readiness • Data management capacity • Workflow disruptions Institutional risks • Governance alignment • Stakeholder coordination Mitigation strategies will be proposed for each risk category. 4.6 Costed Implementation Roadmap The consultant will prepare a practical integration roadmap including: • Recommended interoperability model • Phased implementation plan • Resource requirements • Institutional coordination mechanisms • Budget estimates • Timeline and milestones The roadmap should align with UNRWA’s EMR implementation phases. Methodology The consultant is expected to apply a mixed methodology including: • Desk review of documentation • Technical architecture analysis • Stakeholder consultations • Workshops with UNRWA and government partners • Comparative analysis of international best practices • Validation meetings with UNRWA leadership • Engagement with external stakeholders: The consultant is expected to engage with external stakeholders professionally and with appropriate discretion. As this is an exploratory assessment, the consultant should make clear that such engagements are for information-gathering purposes and do not represent commitments on behalf of UNRWA.<br> Qualifications/special skills<br>Masters' Degree in Health Informatics, Public Health, Information Systems, Digital Health, Health Policy, Business Administration, Management, International Development or another related discipline. Minimum seven (10) years of relevant professional experience. Nature of required experience: Experience in digital health systems or health information systems Extent of required relevant experience: • Demonstrated experience in EMR implementation or interoperability projects. • Experience working with government health systems or international organizations. • Demonstrated experience working with Jordanian health systems, including key national platforms such as Hakeem (national EHR), the Jordan Center for Disease Control (JCDC), and the Ministry of Health HMIS, with a proven ability to collaborate effectively with legal departments on data governance and compliance requirements. • Experience conducting technical feasibility studies. • Knowledge of health data standards and interoperability frameworks. Desirable: • Experience in the Middle East region. • Experience working with UN agencies or donor-funded projects.<br> Languages<br>English and Arabic are the working languages of UNRWA. <p>MSF uses public communications to support its medical humanitarian action, to bear witness to the crises it works in, to make its work known to the public, and to secure and sustain public support for its social mission, including through fundraising and recruitment efforts.</p>
<p>The purpose of the field communications officer (FCO) is to implement communications strategies and activities in direct support of MSF's medical humanitarian programs and social mission. The focus of FCO activities is on content production and dissemination, on media management and monitoring, and on contributing to communications strategies and tactics.</p>

The magnitude and severity of death, destruction and extreme deprivation in the Gaza Strip have generated profound human suffering and humanitarian needs. In the West Bank, demolitions, operations by Israeli forces, settler violence and movement restrictions continue to trigger displacement and drive a range of humanitarian needs. The erosion of community resilience mechanisms has further intensified needs across all sectors. Amid these constraints, M decins du Monde (MdM) maintains a flexible medical and mental health response. Despite growing access restrictions, evacuation orders, and a shrinking humanitarian space forcing suspension and permanent closure, MdM continued its direct service provision in 7 Primary Healthcare Centers over the past year. Since the Gaza ceasefire of October 2025, military escalation in the northern West Bank is expected to continue scaling-up and will lead MdM to intensify its medical and mental health direct response while continuing to support the Palestinian health system despite severe and rampant access restrictions.</p><p>About the role</p><p>The deputy general coordinator in charge of support services oversees the overall strategy and compliance, through the management of logistics, human resources (HR) and finance departments in the MdM Palestine mission .
