<p>Mission:</p>
<p>The Regional Senior HR Officer supports the MENA Regional HR Coordinator and serves as the primary focal point for the management of human resources processes for the Regional Office national workforce. This includes recruitment, onboarding, payroll coordination, medical insurance administration, contract management, attendance and leave management, learning and development, performance management, employee relations, compliance, and employee exit processes.</p>
<p>The position also supports the administration of the Regional Office international workforce, including deployments, accommodation arrangements, medical checks, arrivals and departures, and other HR-related contractual and administrative processes.</p>
<p>The Regional Senior HR Officer coordinates with relevant external stakeholders, ministries, and authorities to ensure compliance with labor regulations and the effective management of work permits, residency requirements, social security, income tax, and other statutory obligations.</p>
<p>In addition, the position manages HR-related administrative processes, including consultancy and service contracts under HR management, workshops, per diem administration, and other operational requirements.</p>
<p>The Regional Senior HR Officer provides operational HR support to the MENA portfolio upon request of the Regional HR Coordinator, contributing to the implementation of HR tools and systems, emergency HR support, staff training initiatives, and other regional HR priorities.<br>

Main responsibilities:</p>

National Regional Staff HR Management</p>
<p>· Manage end-to-end HR processes for Regional Office national staff including recruitment, onboarding, contract issuance, amendments, renewals, and terminations.</p>
<p>· Ensure accurate payroll inputs, monthly attendance, leave tracking, and coordination with finance for salary processing.</p>
<p>· Administer employee benefits including medical insurance enrollment, updates, and claims follow-up.</p>
<p>· Maintain up-to-date personnel files, HR database records, and ensure documentation is audit-ready.</p>
<p>· Follow up on performance management processes including probation reviews, annual appraisals, and performance improvement actions.</p>
<p>· Support learning and development activities including training coordination and capacity-building initiatives.</p>
<p>· Handle employee relations matters including queries, grievances, and disciplinary follow-up in coordination with the Regional HR Coordinator.</p>
<p>International Regional Staff Administrative Support</p>
<p>· Support HR administrative processes for expatriate staff including deployment, onboarding, relocation, and offboarding.</p>
<p>· Coordinate accommodation arrangements, travel logistics, and arrival/departure administrative requirements.</p>
<p>· Follow up on medical checks and related documentation for international staff.</p>
<p>· Support contract administration, including renewals and amendments.</p>
<p>· Ensure proper documentation and tracking of international staff movements, leave balances and assignments.</p>
<p>Stakeholder Management (Internal & External)</p>
<p>· Liaise with ministries, social security institutions, tax authorities, and other government bodies on HR-related matters.</p>
<p>· Ensure compliance with work permits, residency permits, and legal employment requirements for national and international staff.</p>
<p>· Coordinate with external service providers such as insurance companies, medical providers, and travel agencies.</p>
<p>· Serve as HR focal point for internal departments including finance, logistics, and programs on HR-related administrative matters.</p>
<p>· Maintain professional communication and timely follow-up with all stakeholders to ensure smooth HR operations.</p>
<p>· Liaise with HQ on global HR tools and initiatives relevant to the Regional Office, ensuring proper implementation, alignment, and timely follow-up on requirements.</p>
<p>Regional HR Support</p>
<p>· Provide HR operational support to country offices within the MENA portfolio upon request from the Regional HR Coordinator.</p>
<p>· Support implementation of HR tools, templates, systems, and standard procedures across the region.</p>
<p>· Assist in emergency HR responses including rapid recruitment, deployments, and HR coordination during crises.</p>
<p>· Contribute to HR projects, policy rollouts, and organizational change initiatives at regional level.</p>
<p>· Support capacity building for country HR focal points through guidance, coaching, and technical advice.</p>
<p>HR Reporting & Analytics</p>
<p>· Prepare regular HR reports including staffing updates, turnover, recruitment status, leave balances, and contract tracking.</p>
<p>· Maintain and update HR dashboards and trackers for regional office.</p>
<p>· Provide ad-hoc HR data and analysis to support decision-making by the Regional HR Coordinator and management.</p>
<p>· Ensure accuracy and consistency of HR data across all systems and reports.</p>

<p>Compliance & Regulatory Management</p>
<p>· Ensure adherence to local labor laws, organizational HR policies, and donor requirements.</p>
<p>· Support internal and external HR audits by ensuring proper documentation and record-keeping.</p>
<p>· Monitor compliance with contractual obligations, probation requirements, and HR procedures.</p>
<p>· Follow up on statutory obligations including social security, income tax, and legal reporting requirements.</p>

With 2.1 million people affected, access to food, water, healthcare, and shelter remains critically limited. The scale of destruction and access constraints have created an environment where humanitarian needs far exceed available resources. Together, these dynamics have driven acute and widespread humanitarian needs. In the West Bank, violence, displacement, and movement restrictions have intensified since October 2023. Israeli military operations - particularly in northern West Bank refugee camps such as Jenin and Tulkarm - have caused widespread destruction and displaced an estimated 40,000 Palestinians since early 2025. At the same time, escalating settler violence, demolitions, and access restrictions have increased protection risks and contributed to the displacement of Palestinian communities, particularly in Area C. Movement restrictions continue to fragment the territory, affecting the movement of approximately 3.3 million Palestinians and further constraining livelihoods, access to services, and humanitarian operations. Against this backdrop, IMPACT Initiatives is planning a range of research activities to support an evidence- and needs-based humanitarian response. The IMPACT Deputy Country Representative supports the Country Representative in overseeing programmes internally, as well as external representation of IMPACT.</p><p>POSITION PROFILE IMPACT is currently recruiting a Deputy Country Representative to, under the supervision of the IMPACT oPt Country Representative, oversee the programme management of IMPACT oPt. <p><h4>Job description</h4>
<p>Employee will be part of the deployment pool and will be required to support deployments to various CONUS/OCONUS locations, as required. This position will require the member to be flexible in the support of assigned deployment/work schedules.</p>
<p>Member will perform and inspect organizational and intermediate level maintenance and modifications on RPA systems and support equipment, as required. This position requires an individual that can apply comprehensive technical knowledge to solve complex problems by interpreting Air Force technical orders, manufacturers’ manuals/instructions or similar documents through the usage of test equipment/instruments to affect repairs.</p>
<p>Member will inspect, service, repair, and overhaul aircraft, aircraft engines, and other critical components to ensure airworthiness. Repair, replace, and rebuild aircraft structures, landing gear, power plants/trains, fuel systems, and functional components using hand tools, power tools, welding equipment, rivet guns, and drills.</p>
<p>Inspect and repair power plant malfunctions, including cracked components, oil leaks, etc.; diagnose malfunctions, isolate causes, and correct breaks; test engine operations, use test equipment to locate source of malfunction(s). Replace/repair damaged components and remove engine/major components from aircraft, using hoist or other lifting devices; disassemble and inspect parts for wear, warping, or other defects; repair/replace defective engine components and reassemble and install engine in aircraft; adjust, repair, or replace instruments, ADP flight controls, electrical/electronics, fuel/oil systems, and associated aircraft accessories.</p>
<p>Perform aircraft services to include engine flushing/cleaning, parts lubrication, and required maintenance checks. May specialize in repair and modification of engines, structural components, precision repair, functional spare parts, and assemblies. Recommend revisions to maintenance procedures to improve efficiency and ensure quality workmanship.</p>
<p>USAF equivalent position is Aircraft Mechanic Journeyman.</p>
<h4>Essential responsibilities:</h4>
<ul>
<li>Performs all daily launch/recovery duties in support of operational requirements.</li>
<li>Applies logic and good judgment, understands basic technical order diagrams and procedures, and uses test equipment for analysis of airframes, engines, flight controls, pneumatic/hydraulic, fuel, electrical/electronic systems, and problems.</li>
<li>Supports aircraft utilization and maintenance activity schedules. Maintains accurate parts inventory during all maintenance activities. Performs maintenance and repair tasks and ensures their successful completion.</li>
<li>Services, repairs, and overhauls aircraft equipment, engines, and sub-systems to ensure serviceability. Repairs, replaces, and rebuilds aircraft structures, landing gear, power plants, fuel systems (including tanks and fuel/metering control systems), and functional components using hand tools, power tools, welding equipment, rivet gun, drills, and other tools.</li>
<li>Inspects and repairs power plant (engine) malfunctions, including cracked components, oil leaks, etc. Diagnoses malfunctions, isolates causes, and corrects breaks. Tests engine operations, using testing equipment to locate source(s) of malfunction. Replaces and repairs damaged components, uses hand tools, gauges, and test equipment to complete repairs.</li>
<li>Removes engine and major components from aircraft equipment, using hoist or other lifting devices. Disassembles and inspects parts for wear, warping, or other defects. Repairs and replaces defective engine components and reassembles and installs engine in aircraft.</li>
<li>Adjusts, repairs, or replaces instruments, flight control, electrical/electronic, fuel/oil systems, and aircraft accessories. Performs aircraft and vehicle services, including engine wash/cleaning, parts lubrication, and maintenance checks.</li>
<li>May service engines and airframe components at flight line operations making repairs, short of overhaul, required to ensure aircraft safe operating conditions. May specialize in repair and modification of engines, structural components, precision repair, functional spare parts, and assemblies.</li>
<li>Must be able to work without supervision.</li>
<li>Provides technical and directional leadership guidance to lower-level aircraft mechanics.</li>
<li>Provides training to lower-level aircraft mechanics.</li>
<li>Performs all other duties as assigned or requested.</li>

<h4>Minimum requirements:</h4>
<ul>
<li>Must have high school diploma or have completed relevant military and/or vocational technical school curriculum.</li>
<li>Minimum of three years of actual aircraft mechanic maintenance experience required.</li>
<li>Minimum of one year experience on MQ-9 aircraft, as an aircraft mechanic.</li>
<li>Must have comprehensive knowledge of basic and complex mechanical maintenance and repair.</li>
<li>Must possess comprehensive knowledge of technical publications related to aircraft mechanical maintenance.</li>
<li>Must know theory and principles of operation of engines, accessories and components, theory of flight and electronic flight controls, and have a comprehensive understanding of applicable systems.</li>
<li>Must be able to inspect and operate ground support and auxiliary equipment.</li>
<li>Must achieve a passing grade in all required courses/certifications for continued employment, as needed.</li>
<li>Employee must meet all OCONUS deployment criteria, to include pre-deployment medical screening, as a condition of employment.</li>
<li>Must be able to deploy to forward locations (other countries) as directed by the government.</li>
<li>Must be able to lift, carry and/or wear military issued equipment in excess of 50 pounds for extended periods.</li>
<li>Must be able to speak, read, write, and understand English.</li>
<li>Must submit updated SF-86 within 30 days of hire start date.</li>
<li>Must have had an active secret US government clearance within the last 12 months. Note: US citizenship is required to obtain a secret clearance.</li>
<li>Must be able to maintain required DoD security clearance commensurate with the assigned duties during employment.</li>
<li>Must have current/active state issued driver’s license.</li>
<li>Must be able to acquire and maintain a valid flight-line government driver’s license.</li>
<li>Must have valid U.S. passport with a minimum of two years remaining with at least two facing pairs (four total) of blank visa pages.</li>
