<p class="MsoNormal" >Defining, coordinating and monitoring all pharmacy related activities in the Mission, according to <b>MSF</b> standards and values, the Medical Coordinator instructions and with consideration of national and international laws and regulations, in order to ensure the quality and proper organisation of medical supply process, procedures and protocols, the proper management of the medical stock in the projects and, in collaboration with the medical coordinator, the correct use of medicines and medical material. <span> </span><span> </span></p>

<p class="MsoListBullet" ><span><span>•<span > </span></span></span><span >Supporting the Head of Mission and Medical Coordinator in representing and defending MSF’s interests before the Ministry of Health and other local authorities or local suppliers for any issue concerning pharmaceutical supply, in order to ensure stock procurement in the projects while complying with the national laws and regulations and following MSF protocols. Ensuring a close follow up of the National Drug Supply particularly in projects where MSF is working in conjunction with MoH. Collaborating in budgeting and preparing drug and other medical material orders together with Medical and Logistic Coordinators.</span></p>
<p class="MsoListBullet" ><span><span>•<span > </span></span></span><span >Supervising the running of the pharmacies across the mission, ensuring the proper implementation of MSF Safety standards, incl. pharmacovigilance follow up and waste management protocols, and to national and international legislation, in order to ensure the quality of the service given to the population and the accurate handling of drugs and products, including its proper disposal, in terms of hygiene and security. In case of integration of medical stock under the supply, this includes close involvement in the medical warehouse as regards procedures, operations and stock management but not direct supervision of same. Supporting the Medical Coordinator regarding the follow-up of EPREP planning and maintenance of medical emergency kits.</span></p>
<p class="MsoListBullet" ><span><span>•<span > </span></span></span><span >Supporting and participating in all drug and medical material supply processes and ensuring its overall efficiency and effectiveness. This involves regular technical visits to project sites to ensure appropriate follow up of activities and management of field pharmacies; collecting and analyzing stock indicators according to physical records and logistic across different projects and together with the Medical Coordinator taking corrective decisions when necessary and providing technical pharmacy support regarding pharmaceutical information, medication use (protocols and rational drug use), management of side effects, adherence issues etc.</span></p>
<p class="MsoListBullet" ><span><span>•<span > </span></span></span><span >Ensuring the collection of data for monitoring and surveillance of optimal quantity & quality of medicine use. Supporting activities at service level for effective drug distribution and control, quality prescription (rational drug use), medicines reconciliation, antibiotic stewardship interventions such as restricted use antibiotic review, follow up of pharmaceutical care plans, patient counseling, good dispensing practices and safe medication practices.</span></p>
<p class="MsoListBullet" ><span><span>•<span > </span></span></span><span >Monitoring the procurement process and taking corrective measures when needed, ensuring regular communication with Medical, Logistics, HR and Finance departments regarding Medical Supply and Pharmacy Management. Supporting the Medical Coordinator in order to ensure local medical purchases are made from approved sources, subject to approval of Section Pharmacist</span></p>
<p class="MsoListBullet" ><span><span>•<span > </span></span></span><span >Being responsible for the good maintenance of all drugs and equipment in the pharmacies and the appropriate storage and management of supply of narcotic and psychotropic medication with respect to national legislation, permitting traceability for these specific products. </span></p>
<p class="MsoListBullet" ><span><span>•<span > </span></span></span><span >Facilitating correct stock management and transport/storage procedures, in order to ensure the availability of stock in all projects and to avoid expiries/overstocks and stock-outs. Ensuring that all inventories of drugs and medical devices exist and are updated. In close collaboration with Logistics Department, supervising storage conditions (e.g. humidity, temperature, light exposure, cleanliness, pest and rodents control, stock security, maintenance of cold chain, etc.), classification, organization and inventory, in order to guarantee the quality of the medicines and other medical material and prevent damage, financial losses generated by expired items, deterioration and robbery. Being responsible for follow-up of loans/donations and management of expired medications according to MSF procedures (and national legislation in case of expired drugs)</span></p>
<p class="MsoListBullet" ><span><span>•<span > </span></span></span><span >Planning and supervising, in close coordination with the HR department, the associated processes (recruitment, training/induction, evaluation, potential detection, development and communication) of the staff under his/her responsibility in order to ensure both the sizing and the amount of knowledge required. In case of integration of medical stock under the supply, this includes providing support to Supply Log in this capacity to ensure the medical stock and pharmacy management according to recommended guidelines/procedures </span></p>

The hospital also includes an outpatient department (OPD) providing an average of 550 consultations per month, physiotherapy and psychosocial support services, and Antimicrobial Resistance (AMR) activities, including Antimicrobial Stewardship, Infection Prevention and Control (IPC), and a microbiology laboratory.</p>

<li>To be the focal point, under maxillofacial surgeons’ supervision, for patients, medical and nursing teams, regarding surgical-related issues; from admission to discharge.</li>
<li>Assure a colaborative work with the MDs and nursing team, through effective and daily communication as information-sharing is key to assure the patient’s continuity of care.</li>
<li>To assist the maxillofacial surgeon in the examination, preparation, operation and follow up of the patient in the OPD, ward and OT.</li>
<li>To provide dental services to RSH patients and caretakers: through dental clinics, dental room activities, and OT services.</li>
<li>Assure a close and accurate follow-up of the externally referred patients, regulating the cooperation and between RSH and the specialized external dentist.</li>

<h3><strong >Maxillofacial Surgical assistant (70%):</strong></h3>
<p>By assisting the maxillofacial surgeon in the provision of specialized care in the OPD, IPD and OT, assure the continuity of care for maxillofacial patients. Coordinate with other teams (nursing, medical and surgical), to ensure patients’ safety and close follow up of their evolution, with emphasis on longer length of stay (LOS) patients as per hospital criteria. Assure accurate documentation of patient’s initial surgical assessment, OPD surgical progress notes, orders and discharge (TRM), including the external services (e.g., OPG panoramic x-ray, MRI, CT scan, and prosthetic eye), and external referrals.</p>
<p><strong>OPD:</strong></p>
<ul>
<li>Follow up each MF patient’s treatment plan and outcome. Explain to the patient the surgical plan, the type of operations to be done, the schedule, and collect his/her consent.</li>
<li>Leads the maxillofacial OPD clinic when the surgeon is missing.</li>
<li>Under the supervision of the of the maxillofacial surgeon, communicates with the RSH team the identified needs for MF patients on dressing, physiotherapy, mental health, and refers patient to medical specialist or other practitioners / specialty when necessary.</li>
</ul>
<p><strong>OT:</strong></p>
<ul>
<li>Ensures proper preparation of patients before the surgery, verify the OT schedule and the patients order on the operating list, and keeps the register updated.</li>
<li>Verifies of special equipment and material are available before the surgery, reports on any broken or malfunctioning equipment.</li>
<li>Assists the maxillofacial surgeon on all surgeries, does, directs or supervises the dressings after surgical procedure</li>
<li>Monitors the application of hygiene protocols in OT (decontamination, sterilization, cleaning, etc).</li>
<li>Follows MSF Infection Control guidelines and participate in surgical sampling in OT in coordination with microbiology lab team.</li>
</ul>
<p><strong>Ward</strong></p>
<ul>
<li>Participates in maxillofacial surgical rounds with the medical and nursing teams. Leads the maxillofacial round when the surgeon is missing.</li>
<li>Immediate post-operative evaluation and follow-up by visiting the patients on days 0,1,2,3, ensuring quality of care, and handover to the medical team</li>
<li>Answers any surgical-related issues and complaints in the ward, under surgeons’ supervision, participates, and communicates with the nursing team on the needed dressing.</li>
<li>Communicate with the physical therapy department about the physiotherapy need, under the supervision of the maxillofacial surgeon.</li>
<li>Organizes patient discharge from surgical ward to the RC/hotel with clear EMR written recommendations and instructions for OPD staff.</li>
</ul>
<h3 ><strong >Specialized Dentist (30%):</strong></h3>
<ul>
<li><strong>Participation in the validation committee</strong>: In coordination with the maxillofacial surgeon and according to admission criteria, selects patients in need of dental care from the files received from Medical Liaison Officers, set the treatment plan, surgery complexity, and length of stay needed.</li>
<li><strong>OPD</strong>: runs the dental clinics for patients and caretakers, twice per week.</li>
<li><strong>Dental room and OT</strong>: perform dental procedures according to the internal policy of RSH.</li>
<li><strong>External referrals</strong>: Responsible for the accurate and close follow up of the patients and treatment plan of the external oral surgeon, including EMR documentation of the final medical report.</li>
<li><strong>Follow up meeting </strong>provides regular and clear updates on the patients referred regarding the procedure needed, technical update, needed time for the procedure, and reports any difficulties or missing sessions.</li>
<li><strong>Reporting</strong>: responsible for elaborating a monthly report summarizing the dental activities focusing on number of dental appointments, dental procedures specifying different types, number of patients referred to the external dentist, and number of active patients under the care of the external dentist.</li>

<li>Under the supervision of the Senior Referral Officer, the Roving Referral Officer will be responsible for managing the settlement of all outpatient referral cases, including making payments at the hospital level. This role may expand to include inpatient admissions in later stages.</li>
<li>Ensure timely and accurate entry of financial data into the electronic referral system and the related financial tracker, covering both outpatient and inpatient cases.</li>
<li>Prepare and maintain both physical and electronic financial files for each case. This includes collecting and organizing all required documentation such as proof of registration, discharge reports, referral forms, invoices, receipts, and their translations.</li>
<li>Act as a support and backup for coverage for any gaps within other hospitals.</li>
</ul>

<li value="4"><strong>Uploading Financial Receipts for Admission Cases:</strong></li>
</ol>

<li>Ensure the systematic uploading of financial receipts into the electronic system for all admitted cases, providing a clear and organized record of financial transactions related to patient admissions.</li>

<li value="5"><strong>Follow-Up and Tracking of Suspected Judicial Cases:</strong></li>
</ol>
<ul>
<li>Continuously monitor and track suspected judicial cases among referred patients, maintaining accurate records and collaborating with legal entities or authorities as required.</li>
</ul>

<li value="6"><strong>Counseling support</strong>
<ul>
<li>Conduct counseling for refugees at points of contact in the hospitals on their medical needs including securing medications, coverage for hospital admissions (including emergency and elective procedures), accessing lab and imaging procedures, and accessing Ministry of Health primary health care centers.</li>
<li>On an exceptional basis the Roving Referral Officer will be required to support in town hall meetings, help desks and engage with community support committees to provide counseling for refugees and asylum seekers.</li>
</ul>
</li>
<li value="7"><strong>Referral Support Duties</strong>
<ul>
<li>Coordinate the daily tasks for Paramedic and ambulance drivers in Zaatari and Azraq camp.</li>
<li>Organize and coordinate all referral transportation movements and schedules in cooperation with referral office, ambulance drivers and Roving Referral Officers in the hospitals.</li>
<li>Provide the finance department with documentation relevant to transportation.</li>
<li>Maintain an adequate tracking system for vehicles and drivers' movements that includes destinations, login/out and passengers daily.</li>
<li>Arrange the availability of beds with hospital Roving Referral Officers.</li>
<li>Follow all emergency and elective medical cases transferred from the camp to hospitals with Roving Referral Officers.</li>
<li>Create systematic process for ambulance supplies, equipment and medications check.</li>
<li>Receive calls from clinics and registration offices regarding cases that need transfer to hospitals.</li>
<li>Coordinate referral cases with referral hub.</li>
<li>Prepare daily schedule for elective cases.</li>
<li>Ensure that patients are informed regarding their hospital appointment one day before transfer.</li>

<p><strong>Program and M/E Support Duties</strong></p>
<ul>
<li>Apply the output indicators of the project to measure the achievement of each task and objective.</li>
<li>Collect, analyze data and report based on already developed templates on a regular basis from the field.</li>
<li>Plan and conduct regular site visits to objectively observe the status of project implementation using the developed program supervisory and monitoring checklist</li>
<li>Support the M/E Manager with monitoring data and relevant findings in preparations for the partnership, coordination and review meetings</li>
<li>Provide training along with the M/E Coordinator to ensure the project and partner organization staff as well as the relevant government staff are capable of undertaking tasks under the project implementation</li>
<li>Conduct monitoring visits to track indicators on all outputs</li>
<li>Monitor partner organization’s performance on all project activities</li>
<li>Design and conduct case studies in collaboration with the M/E manager for projects implemented</li>
