The project seeks to promote the protection of the most vulnerable groups among refugees and host communities in the governorates of Zarqa, Amman, Mafraq, and Irbid in Jordan, through an integrated framework of protection, assistance, empowerment, and social inclusion, with a focus on women, girls, children, and persons with disabilities. The activities planned will address protection needs at the individual, group, and community levels, providing support and opportunities for economic empowerment, while working to strengthen the protection capacities of local communities. Through a collaborative and integrated approach, the partners will strive to generate positive and lasting impacts, while seeking to alleviate the immediate effects of the ongoing emergency, ensuring the safety and fundamental rights of vulnerable populations, preventing violence, abuse, and discrimination, and strengthening communities capacity to recognize and respond to protection needs.</p><p>Organization setting : the appointed Project Officer will report to the Program, Protection and Administrative Desk Officers for matters related to the day-to-day management of his/her tasks, and to the Country Representative for legal and security issues.</p><p>Key Duties and Responsibilities:</p><p>Project Cycle Management</p><ul><li>Oversee the on-site execution of project planning, implementation, and monitoring activities, ensuring they comply with the procedures of UPP and donor guidelines.</li><li>Lead coordination and maintain regular updates on Project Cycle Management (PCM) tools</li><li>Supervising and reviewing the monitoring and evaluation plan (MEAL), activities, tools, and results.</li><li>Support implementing partners in preparing periodic technical reports on project progress, administrative management, and impact assessment, in accordance with UPP program tools and donor guidelines.</li><li>Supervise, train and mentor project staff, in coordination with technical teams to deliver prevention and response activities.</li><li>Devise and execute capacity building project plans including managing technical expert/trainers and local staff in coordination with CR, Protection Desk and technical specialists.</li><li>In coordination with implementing partners, prepare project financial reports, with support from the local Finance Officer and administrative HQ office in Rome.</li><li>Oversee the implementation of project visibility and communication activities, in liaison with the communications office in Rome and with donor structures in the field.</li><li>Carrying out regular field visits to supervise the implementation of the activities.</li><li>Lead on the preparation of possible project modification requests to the donor.</li><li>Maintain regular coordination with the Consortium focal points and with the Italian Agency for Development Cooperation.</li><li>Lead field efforts in the development of proposals, budgets, and concept notes in coordination with HQ Desk Officers.</li><li>Contribute to the formulation of the national strategy for the respective area of intervention.</li><li>Ensure UPP Code of Conduct, Policies and guidelines are applied to UPP ETS, partners and contractors including Prevention of Sexual Exploitation and Abuse (PSEA) and Child Safeguarding, Anti-Fraud and Corruption.</li><li>Supervising the correct implementation of UPP and partners project FRCM and safeguarding as well as maintaining up to date risks and programme adaptations in line with do no harm principle in coordination with MEAL and Protection teams.</li></ul><p>Financial and Administrative management</p><ul><li>Manage project financial resources in line with UPP procedures, donor requirements, and approved budgets, coordinating with Admin to ensure timely fund availability and supporting technical staff on financial matters.</li><li>Ensure timely procurement of goods and services for project activities, coordinating with the Logistics department to guarantee compliance with internal and donor procurement rules.</li><li>Contributing in the selection of local or international staff to deploy in the project, in coordination with HR Department and in line with the procedures provided by UPP HR Manual.</li><li>Managing project staff according to UPP Staff Handbook and coordinating staff movements.</li><li>Managing partnerships in line with MoU and UPP CR and HQ guidance and Policies.</li><li>Support activities to secure co-financing and ensure the long-term sustainability of Un Ponte Per ETS's mission in Jordan, including complementary project actions.</li></ul><p>Reporting</p><ul><li>Ensuring complete and accurate quarterly, interim and final reports are submitted timely according to donor s requirements. <p><b>Action Against Hunger (ACF)</b> Action Against Hunger is a leading humanitarian and development agency working to combat the causes of hunger and malnutrition in over 46 countries worldwide. Eleven years into the Syrian conflict, more than 1.3 million Syrians have sought refuge in Jordan. This influx of refugees has strained Jordan's economy and resources, with Syrians often accepting worse working conditions and lower compensation than Jordanians and taking on low-skill, informal jobs in sectors such as in manufacturing, construction and agriculture. In 2022, Jordan had a 23% unemployment rate. For Syrian refugees, unemployment rates are significantly worse with 80% of Syrian refugees unemployed in 2021, up from 50% and 65% in 2019 and 2020. </p><p>Action Against Hunger has been operational in Jordan since 2014, delivering livelihoods, social protection WASH and MHPSS programming in Irbid, Zarqa, Mafraq, and Madaba governorates. Through its livelihoods and social protection program, ACF aims to improve the livelihoods status of Syrian refugees and vulnerable Jordanians through decent and sustainable employment opportunities; strengthening sustainable livelihoods and value chains and enhancing the capacity of local actors to promote economic opportunities and improve working conditions. Under the supervision of the Field Supervisor and Project Manager, the Project Assistant will support technical activities, community engagement, and field monitoring while ensuring compliance with engineering, safety, and environmental standards. The role will also involve coordinating with stakeholders, supporting data collection, and ensuring smooth communication between project teams and the local Anera delivers programs in education, health, economic development and emergency relief, working closely with local partners and communities.</p><p><br></p><p><b>Project Background</b></p><p>The Gaza Support Program provides critical humanitarian support to Palestinian patients and their accompanying family members who have been displaced from Gaza and are receiving specialized medical treatment in Jordan. The program operates across accommodation sites and partner hospitals in Amman, coordinating closely with the Jordan Hashemite Charity Organization (JHCO), partner medical facilities, and other service providers to ensure patients receive dignified, timely, and well-coordinated care across medical, psychosocial, and basic support components.</p><p>To strengthen the program's clinical coordination and case management capacity, Anera Jordan is seeking a consultant to serve as Medical Coordinator on a part-time basis for a period of six months.</p><p><br></p><p><b>Objective of the Consultancy</b></p><p>The objective of this consultancy is to provide specialized medical coordination and case management support to the Gaza Support Program, ensuring that all active patient cases are accurately tracked, clinically coordinated, and managed throughout their treatment journey in Jordan. <p>Islamic Relief Jordan is a country branch of Islamic Relief Worldwide. Islamic Relief Worldwide is an internationally recognized charity (Charity No.: 328158), looking back on nearly 42 years of experience in humanitarian and developmental aid. It was founded in 1984 in Birmingham, UK, in response to the devastating famine in the Horn of Africa. Since then, Islamic Relief has grown into a charity that is active worldwide, putting development projects, emergency aid, and rebuilding projects into action in over 44 countries around the world.</p>
<p>Islamic Relief Jordan (IRJ) began its operations in 1997 with orphan’s sponsorship, sponsoring hundreds of orphans living in Jordan. IRJ extended its programs to seasonal projects with Ramadan and Qurbani distributions and In-Kind donations. IRJ has established strong partnership with international non-governmental organization and local one’s strengthening the overall response to the Syria crisis. At the onset of Syria humanitarian crisis in late 2011, IRJ provided emergency response to those affected by violence in Syria and has since then scaled up its capacity and operations with number of 70 staff across the country.</p>
<p>IRJ programme department works toward introducing relevant interventions to Jordanians as well as Syrians and Palestinians refugees that would impact their lives and improve their life conditions. IRJ programme act upon IRW mandate and in line with IR-Middle East and Eastern Europe strategy that aims to ensure Safe, dignified and peaceful living conditions for refugees, IDPs and vulnerable groups as well as communities at risk of disasters in the Middle East. IRJ office has expanded with the Syrian crisis Since 2011, reaching more than 200,000 refugees by 2013 with an annual income of 35,000,000 GBP. </p>
<p>The department has successfully introduced interventions in a multi-sectors response, being the lead agency responsible for humanitarian assistance in the north of Jordan, reaching more than 80,000 beneficiaries in 2025 and continue providing access to food, health care, cash for shelter and non-food items such as hygiene kits and winterization items in 2021. The programme department is now strategizing the Syrian crisis response in Jordan and working toward a holistic integrated approach with the host community and planning to move toward sustainable development through introducing innovative approaches in education promotion, community development and economic empowerment.</p>

Flash floods and heatwaves have emerged as two of Jordan’s major hazards, affecting water resources, agriculture, and livelihoods. Mercy Corps Jordan’s project, Tabeaa: Strengthening Climate Resilience in Jordanian Communities, is funded by the Z Zurich Foundation and the Swiss Agency for Development and Cooperation (SDC). The Tabeaa project works at both national and local community levels, driving systemic change through policy localization and DRR/CCA strategy enforcement at the national level, while supporting five communities across Jordan to build adaptive capacity at the local level. The project’s approach concentrates on three program systems: Community Empowerment, Policy Localization, and Private Sector Engagement.</span></p>

<p class="x_MsoNormal" ><span >Azraq district, located in Jordan's eastern desert, is among the areas most severely affected by climate change. Rising temperatures and prolonged droughts are diminishing an already scarce rainfall, lowering groundwater levels, and accelerating desertification across the district.</span></p>

<p class="x_MsoNormal" ><span >In 2025, as part of its inception phase, Tabeaa project conducted a community climate resilience assessment across its target communities including Azraq, to identify climate resilience gaps and inform effective intervention design. Findings for Azraq revealed gaps in indicators related to energy affordability. While fuel and electricity are mostly continuous, almost all households and many businesses face high energy costs for heating and cooling, especially vulnerable groups, alongside concerns about system reliability, and preparedness for future extreme events, these findings show an increased pressure on the already vulnerable community in Azraq. Building on these findings, Mercy Corps has partnered with JREEEF (Renewable Energy and Energy Efficiency Fund) to plan and implement an energy related intervention, as detailed below.</span></p>

<p class="x_MsoNormal" ><span >Under Tabeaa's partnership with JREEEF, the intervention will be built around two complementary components, brought together for a more cohesive approach to energy resilience in Azraq. It will address energy affordability in the district through four key phases, each reinforcing the other.</span></p>

<p class="x_MsoNormal" ><span >The hard stream will deliver direct support to 40 households, installing solar water heaters by one of JREEEF’s trusted providers to reduce water heating costs, which will in turn lower beneficiary households' overall energy bills in Azraq.</span></p>
<p class="x_MsoNormal" ><span >The soft stream will run alongside it and is what will make the hard stream accurate and sustainable. Fifteen youth participants, from local graduates of renewable energy engineering or other similar field of study, will be recruited and trained through a capacity building workshop covering assessment methodology, use of energy-based measuring devices, and data management. Once trained, the youth participants will collect data on the households level confirming which are genuinely most vulnerable against the agreed criteria and establishing each household's baseline energy and affordability. This baseline will give the intervention a reference point against which savings can later be measured once the solar water heater is installed. Training and engaging youth participants for this stream will serve two purposes, placing assessors in the field who understand the local context and can engage households effectively, and giving these young engineers a first practical application of their qualification with direct relevance to future employment in the sector.</span></p>

<p class="x_MsoNormal" ><span >The youth participants will then be engaged a second time in wider community awareness. Having already built trust with households during the assessment, they will lead two sessions in Azraq, one for households and one for small businesses, on energy-saving practices. This will extend the intervention's logic beyond direct support, building broader understanding of the behavioral changes needed to lower energy bills across households and businesses outside the 40 direct beneficiaries.</span></p>

<p>The digital forensics team leader is responsible for leading digital forensic investigations, managing forensic analysts, and overseeing the delivery of forensic services across customer and enterprise environments. The role provides technical leadership for complex investigations involving cyber incidents, fraud, insider threats, regulatory inquiries, and legal matters while ensuring evidence integrity and compliance with applicable standards.</p>
