<p>SRD Center is seeking a Research / Policy Research Support Expert to support an anticipated international consultancy assignment focusing on migration governance, Africa Europe cooperation and development of a strategic policy publication. The Research Expert will work closely with the Lead Migration Governance Expert / Lead Author and will primarily support the desk-research, documentation-review, evidence-mapping and analytical stages of the assignment. The work will involve reviewing a substantial body of institutional, governmental, policy, programme and academic documentation covering approximately twenty years of regional migration cooperation. The Research Expert will help organise and synthesise evidence relating to institutional milestones, migration-policy developments, thematic priorities, achievements, lessons learned, emerging issues and future migration-governance trends. <p>The GIZ Regional Programme <strong>Digital Trade and E-Commerce in the MENA Region </strong>is seeking to hire an “<strong>Economic Cooperation and Private Sector Development Advisor - Focus: E-commerce & Digital Trade</strong>” based in Jordan- for full-time base employment.</p>
<p>The regional programme "Digital Trade and E-Commerce in the MENA Region" is co-funded by the European Union (DG MENA) and the German Federal Ministry for Economic Cooperation and Development (BMZ) and implemented by GIZ and the International Trade Centre (ITC). It aims to develop e-commerce and digital trade in the South Mediterranean region to enhance business opportunities and foster decent job creation, in cooperation with the public and the private sectors. The programme covers eight countries — Algeria, Egypt, Jordan, Lebanon, Libya, Morocco, Palestine, and Tunisia, with national implementation activities in <strong>Egypt, Jordan, Morocco and Tunisia.</strong></p>
<p><strong><u>Qualifications and specialist knowledge</u></strong></p>

The programme focuses on strengthening women s participation in economic opportunities related to cultural heritage, tourism, crafts, entrepreneurship, creative industries, and local economic development, while also promoting gender-responsive municipal and local development approaches. The specialist will provide technical expertise on gender equality and women s economic empowerment and contribute to the design, data collection, analysis, and reporting of the evaluation. Result of Service<br>The Research Associate in the Relief and Social Services Department (RSSD) will contribute to the Camp Origins Project, a research project that is part of the Archive Initiative and premised on documenting the establishment of the Agency's recognized refugee camps across five fields of operation. The Research Associate will conduct archival research into the establishment of Palestine refugee camps, prepare archival material for legal clearance and apply approved redactions, and produce accurate, evidence-based written accounts suitable for institutional and external use.<br> Work Location<br>Amman, Jordan<br> Expected duration<br>12 months, renewable upon satisfactory performance evaluation and funds availability.<br> Duties and Responsibilities<br>The Research Associate will support RSSD’s project on the historical establishment of camps through archival research. The assignment focuses on identifying and compiling relevant archival material, assessing sensitivity, obtaining clearance, producing concise evidence-based camp profiles, and maintaining accurate project records. The Research Associate will support research delivery, documentation quality, and progress reporting. The Research Associate will: 1. Develop and execute search strategies across the Agency’s digitized archive for each camp, using historical name variants, transliterations, localities, and field office designations. 2. Retrieve and compile relevant archival material on camp establishment, including site and land agreements, camp plans, population records, health and sanitation surveys, education records, field office reports, and correspondence. 3. Maintain complete search logs, including nil returns, and document search decisions and working methods. 4. Assess relevance and distinguish records on camp establishment from later operational material, supplementing keyword searches with direct review where OCR or scan quality is limited. 5. Draft concise narrative profiles for each camp, ensuring all factual statements are traceable to cleared and cited sources and that evidential gaps are clearly reported. 6. Contribute to comparative synthesis across the historical periods covered by the project. 7. Perform other related duties as required.<br> Qualifications/special skills<br>EDUCATION Advanced university degree (Master's or equivalent) in history, archival studies, library and information science, information management, Middle East studies, political science, social sciences or a related field. This includes leading the design and implementation of shelter and site-related assessments, supporting information needs related to displacement, shelter conditions, site management, and access to services, and contributing evidence to inform humanitarian response planning and coordination.</p><p>Previous experience conducting humanitarian assessments, research, or data analysis is required, along with experience managing and processing large datasets (including in Microsoft Excel). Young people, particularly those with disabilities, face high levels of underemployment and exclusion from social and economic life. Despite legal frameworks that guarantee equality, persons with disabilities remain marginalized, with employment rates at only 21 per cent compared to 39 per cent for persons without disabilities. This exclusion is not only a social challenge but also an economic burden, costing the national economy an estimated $328 million annually. The barriers are both cultural persistent misconceptions about productivity and cost and structural, including inaccessible transport, unsuitable urban environments, and limited workplace accommodations. ESCWA has long been engaged in advancing disability inclusion and youth empowerment across the Arab region. Through its convening power, technical expertise, and regional mandate, ESCWA has supported national strategies, strengthened policy frameworks, and enhanced labour market statistics to promote inclusive development. In Jordan, ESCWA has produced policy briefs analyzing the challenges and opportunities for persons with disabilities. In 2025 the Government of Jordan formally requested ESCWA s assistance in developing a national strategy for the economic empowerment of persons with disabilities, alongside technical support for programs aimed at connecting social assistance beneficiaries including youth and persons with disabilities to the labour market. In response, ESCWA is implementing the project From Dependence to Dignity: Economic Empowerment for Persons with Disabilities and Youth in Jordan. The project combines high-level policy reform with practical, demand-driven interventions. It focuses on three main areas: launching a national strategy for the economic empowerment of persons with disabilities; enacting reforms to bridge the national skills mismatch; and upgrading the skills of youth and persons with disabilities while connecting them to inclusive employment opportunities. <p class="x_MsoNormal" ><span >The Informal Livelihoods Advancement Activity (Iqlaa), funded by the United States Government - implemented by Mercy Corps as lead implementer within an implementation consortium of six partners, aims to support Jordan's Home-Based Businesses (HBBs) and Micro and Small Enterprises (MSEs) to grow, transform, and become resilient to future challenges. Iqlaa’s approach explores new ways of doing business and improving access to finance, markets, and services. It focuses on four sectors: agriculture, tourism and hospitality, manufacturing, and services, with a special focus on technology development and implementation. The program encourages and supports the participation of all MSE-owner segments.</span></p>

<p class="x_MsoNormal" ><span >Through research and adaptive collaborative learning, Iqlaa has identified opportunities, incentives, and constraints that facilitate or restrict formalization and growth. Based on findings, Iqlaa implements best practices to strengthen businesses and develop an MSE-focused financial sector within a market systems development framework. Program activities are delivered with a strong localization element to respond to specific market needs and the local context. Iqlaa also leverages innovative behavioral change methodologies to facilitate long-term, sustainable changes in the MSEs ecosystem in Jordan.</span></p>

<p class="x_MsoNormal" ><span >The purpose of this Terms of Reference (TOR) is to solicit proposals from qualified national individual trainers to deliver a training module on Visual Content Creation.</span></p>
<p class="x_MsoNormal" ><span >The selected trainer will deliver in-person sessions to MSEs across multiple governorates in coordination with <b>Iqlaa's Partner, a digital solutions company with an established expertise in delivering training content and digital learning solutions to MSEs in Jordan.</b></span></p>

The platform offers structured training modules in digital marketing and other business management skills. To complement the platform's digital offer and broaden reach, Iqlaa's Partner plans to deliver in-person training sessions targeting MSEs across multiple governorates.</span></p>

<p class="x_MsoNormal" ><span >Within the scope of Iqlaa program, Mercy Corps Jordan is supporting Iqlaa's Partner to deliver a roadshow consisting of a series of 6 in-person training sessions across 4 governorates, targeting over 100 MSEs. The roadshow is designed to strengthen MSEs' marketing capabilities and practical business management skills through specialized training modules.</span></p>

The scope of this assignment concludes with the full delivery of all 6 training sessions and related reporting.
