<p><b>1- Administrative and Leadership Supervision:</b></p><p>• Lead and direct the warehouse team (Warehouse Keeper, Assistants) while assigning daily tasks and evaluating their performance regularly.</p><p>• Implement OHSAS/ISO safety and health standards within the warehouses to ensure a safe and organized working environment.</p><p><br></p><p><b>2- Inventory Management:</b></p><p>• Strictly monitor the movement of technical inventory (spare parts, tools, industrial equipment) through documented processes (receiving, issuing, returning, inter-warehouse transfers).</p><p>• Design and implement an advanced Barcoding/Coding System that ensures 100% accuracy and quick access to items.</p><p>• Plan and oversee all types of stocktaking (surprise stocktaking, quarterly stocktaking, and annual comprehensive stocktaking) and reconcile with the records.</p><p><br></p><p><b>3- Strategic Planning and Supply Chain:</b></p><p>• Continuously monitor inventory levels and identify critical stock transactions: safety stock limits, maximum limits, and reorder points to prevent excess or shortage.</p><p>• Conduct regular meetings and coordinate with the maintenance manager and technical engineers to understand preventive and corrective maintenance plans, ensuring critical parts are secured in advance to prevent production line stoppages.</p><p>• Prepare and validate technical purchase requests based on actual needs and consumption patterns, and coordinate with the procurement department to ensure timely delivery (JIT).</p><p><br></p><p><b>4- Technical Inspection and Quality:</b></p><p>• Review and inspect incoming shipments upon arrival, reading catalogs and technical specifications to ensure compliance with purchase orders before signing for receipt.</p><p>• Manage and track requirements and specifications related to defective or non-compliant items with the procurement department and suppliers.</p><p><br></p><p><b>5- Reporting and Data Analysis:</b></p><p>• Professionally work on ERP Systems and database warehouses to update inventory records promptly.</p><p>• Prepare and submit regular reports to senior management including: inventory movement report, slow-moving items report, dead stock report, actual consumption analysis, and variance analysis.</p><p><br></p> </div><h2 class="h5">Skills</h2>

<p>Ensuring total cleanliness and hygiene in the store and its premises. Ensure to utilize the cleaning items properly and to ensure there is no misuse and wastage. Ensure thorough cleaning of floors, stairs, glass planes, ventilation systems, fixtures & fittings, toilets, office furniture, office equipment, display items, car parking shades, water coolers etc. Ensure the toilets are clean, tissue boxes, soap dispensers, air fresheners are sufficient and fixtures, flushers, water taps, drains, exhaust fans etc., are functioning properly and if not pass on the relevant information to my Team Leader. Ensure that items are packed properly at Checkout Counter, especially the fragile items, and load it safely on trolley and reach to the customer s vehicle upon their request. Ensure that adequate number of trolleys are available at the trolley bays; and trolleys are collected from the parking area and stack it in locations. Any security breaches must be notified concerned authority and manager. Be aware of all security related emergency response and follow the policy and procedures. <p><b>YOUR MISSION: </b>Reporting to the Country Director (CD), as Operations Manager you ensure the effective implementation, quality, and coherence of HI s Palestine programme. You provide strategic and operational leadership, directly supervise Area Managers and the EOD (Explosive Ordnance Disposal) Chief of Operation (CoO), and coordinate closely with technical and support teams. The role supports compliance with donor requirements, promotes harmonized tools and practices, and strengthens project management capacities. You also contribute to strategic planning, risk mitigation, and the integration of cross-cutting priorities. In this framework, your main responsibilities are: Responsibility 1: Operational Oversight and Strategy Implementation Lead the planning, coordination, and implementation of field operations in close collaboration with Area Managers, ensuring alignment with the mission s strategic and operational plans Translate programmatic strategies, developed under the Technical Head of Program (THOP) guidance, into feasible, timely, and efficient operational workplans Contribute to the contextualization of the country strategy, ensuring that field-level realities and operational risks are appropriately considered Regularly assess operational risks and constraints and develop mitigation measures accordingly Responsibility 2: Supervision and Support to Area Managers and EOD Chief of Operations Directly supervise Area Managers and EOD Chief of Operations, providing guidance, troubleshooting, and strategic oversight to ensure consistent, high-quality field operations. Promote strong field leadership, staff well-being, accountability, and cross-area learning Ensure standardization of practices across field bases, while allowing for contextual adaptation where necessary Responsibility 3: Operational Coordination and Cross-Functional Integration Serve as the primary link between field teams and support services (logistics, finance, HR, security), ensuring integrated planning and problem-solving Convene and lead monthly coordination meetings with Project Managers (PMs), Area Managers, and support departments to review progress and address bottlenecks Responsibility 4: Project Delivery and Compliance Closely with Area Managers and EOD Chief of Operations, monitor implementation of all field-based projects to ensure activities are delivered on time, within scope and budget, and in compliance with donor and internal regulations Ensure that project implementation plans (work plans, procurement plans, distribution schedules, etc.) are realistic and regularly updated Follow up on Situation Reports and other key reporting tools from Area Managers Responsibility 5: Monitoring Tools and Standardization In collaboration with the THoP and MEAL Manager, promote the use of harmonized planning and monitoring tools across operational bases Ensure tools such as workplans, procurement plans, and indicator trackers are in use, well-understood by field staff, and regularly reviewed Responsibility 6: Contribution to Project Design and Feasibility Provide operational inputs during project proposal development, including logistical feasibility, access considerations, and timelines Support the THoP in ensuring proposed interventions are realistically grounded in field capacities and constraints Responsibility 7: Capacity Building and Leadership Development Identify capacity-building needs of Project Managers and Area Managers on operational aspects of project management (planning, logistics, budget follow-up, compliance) Provide mentoring, coaching, and training as needed to strengthen field leadership and delivery capacity CHARACTERISTICS OF THE POSITION: Amman : Security is stable in Amman and in most parts of Jordan Gaza Strip: In the current crisis, the entire population is at risk due to frequent airstrikes and ground offensives despite the ceasefire. HI has not been able to deploy international team members since January 2026 due to registration issues and access constraints. Due to the current difficulties in obtaining an authorization to enter Gaza, it is possible that the selected candidate will have to carry out all their mission from Amman. This situation is beyond our control and beyond the responsibility of our organization. West Bank: The situation remains volatile and unpredictable, with frequent clashes between Israeli forces and Palestinians, particularly during military raids in refugee camps and urban areas. Movement restrictions, checkpoints, and closures continue to impact civilian life and humanitarian access. HI is not able to deploy international team members in the West Bank due to registration issues and access constraints. <p>The HR Manager will support the day-to-day delivery of HR services for MELA, including recruitment, onboarding, personnel files, timesheets, leave administration, consultant invoicing, performance management, and compliance with HR policies. The HR Manager will work closely with project staff, Finance and Operations, and the MSI Home Office and will report to the Senior Finance and Operations Manager.
