Org. Setting and Reporting<br>In its Resolution A/RES/72/279, the United Nations General Assembly endorsed the transformation of the Development Operations Coordination Office (DCO) as a stand-alone coordination office within the United Nations Secretariat. DCO exercises managerial and oversight functions of the resident coordinator system under the oversight of the Chair of the United Nations Sustainable Development Group (UNSDG). In 2026, DCO undertook a recalibration to ensure the RC system remains optimally configured to support the acceleration of the 2030 Agenda, and fully embodies the UN 2.0 shift—anchored in data, digital, innovation, behavioral science, strategic foresight, and a mission driven organizational culture. The Regional Director reports to the Assistant Secretary-General (ASG)/Director, Development Coordination Office (UNDCO), under the overall leadership of the Chair of the UNSDG/Deputy Secretary-General as a second reporting officer. The Regional Director leads DCO's interface at the regional level, ensuring effective horizontal collaboration across the UN Development System. The Regional Director performs a key strategic role in advancing the collaboration across regional mechanisms, including the Regional Platforms for Integration, and provides field-facing support to regional and country offices, in close collaboration with the Regional Economic Commission. The Regional Director supports the Resident Coordinator system by enabling effective coordination with all parts of DCO to deliver coherent, timely, and high-quality support for the implementation of DCO's mandate. As a core member of the UNDCO senior leadership team, the Regional Director leads DCO's regional coordination support to Resident Coordinators. The position is located in the United Nations Development Coordination Office (UNDCO) in Amman.<br> Responsibilities<br>The Regional Director is a team & thought leader, convenor, facilitator and broker of partnerships and strategic analyst on sustainable development. The Regional Director is also an experienced development practitioner, and an accomplished Representative, with strong strategic and management capacities. The role is primarily outward facing on regional, sub-regional and country-support-led strategic support to RCs and is supported by a regional team. Experience in leading organizational reform and/or change management is required, including performance management of senior managers in multicultural environments and integrating gender equality/inclusion. Experience in overseeing both programmatic and administrative functions necessary for the effective operation of a large and complex organizational unit is required. Experience in managing budgets in a development cooperation context, with demonstrated risk awareness and exposure to complex, humanitarian and/or conflict settings, is desirable. Experience as a United Nations Resident Coordinator or demonstrated substantive knowledge of the UN Resident Coordinator system, the United Nations system more broadly, or a comparable international organization, is desirable. <h1>1.BACKGROUND AND CONTEXT</h1>
<p>Oxfam has been working in Jordan since 1990, responding to the Syrian refugee crisis and addressing structural inequalities affecting vulnerable populations, including women and girls with disabilities. Oxfam's programming focuses on ensuring equitable access to essential services, promoting gender justice, and advocating for the rights of marginalized groups.</p>
<p>This assignment falls under a project funded by Global Affairs Canada (GAC), implemented by Oxfam in partnership with FOCCEC (Forearm for change). The project aims to support and enhance access to health services for vulnerable females in Jordan by enhancing inclusive health services and improving the quality of reproductive health care for women and girls of different ages, with a particular focus on persons with disabilities (PWDs) accessing these services.</p>
<p>This Terms of Reference seeks to engage a qualified service provider to facilitate participatory sessions with PWD to identify physical and procedural barriers faced when utilizing these facilities.</p>

<h1>2.SPECIFICATION OF GOODS OR SERVICES OR WORK REQUIRED</h1>
<p>To conduct a comprehensive accessibility audit of Two designated health centers that will be located in Two locations out of the following three ( Zarqa, Amman, Irbid)Further more facilitate Focus Group Discussions (FGDs) with PWDs to gather qualitative data on their experiences when it comes to reach Health centers ,PWD feedback will be used to utilize upon creating the accessibility Plans, The goal is to produce a prioritized, costed, and regulation-compliant plan to make each health center PWD-friendly.</p>
<p>Furthermore, Oxfam might add one task which is Train Health Workers and Community Leaders on How to deal with PWD with primer focus on SRHR ,the organization is open for those who wish to share training manuals or Topics to be covered based on their Experience.</p>

<h1>3.METHODOLOGY</h1>
<p>The consultant is expected to:</p>

<li>Review Project Main Documents</li>
<li>Review the existing Construction Code and relevant national disability/inclusion policies to ensure compliance.</li>
<li>Organize and conduct at least 6Focus Group Discussions in two governorates with PWDs, in addition to KII, aiming to consult with up to 100 persons from PWD and Health Worker. The participants must represent a diverse range of disabilities, including but not limited to:

<li>Physical/Mobility impairments (wheelchair users, crutch users).</li>
<li>Visual impairments.</li>
<li>Hearing impairments.</li>
<li>Intellectual/psychosocial disabilities.</li>
</ol>

<p>FGB will be conducted to highlight and understand the limitations, challenges, and risks PWDs face when accessing health centers (e.g., entrance, waiting areas, consultation rooms, bathrooms, and signage).</p>
<p>Conduct FGDs with Health Workers to identify their Training Gaps and Misconceptions</p>

<p>The Evaluations and Assessments Specialist will provide technical leadership for evaluation, assessment, and research activities under the Jordan MELA work order. This position will lead the design and implementation of evaluation and assessment assignments in response to U.S. Department of State priorities, ensuring that products are rigorous, relevant, timely, and actionable. The Evaluations and Assessments Lead will work closely with the Jordan MELA Senior M&E Specialist (Evidence Generation Lead), Department of State counterparts, technical specialists, and subcontractors to support credible evidence generation for program design, adaptation, and learning. Demonstrated experience with qualitative, quantitative, and mixed-methods approaches. Strong experience developing evaluation scopes of work, research designs, and actionable reports for donor or government clients. <span><br>POSITION SUMMARY<br>Process all reservation requests, changes, and cancellations received by phone, fax, or mail. Identify guest reservation needs, determine appropriate room type, and verify availability of room type and rate. Explain guarantee, special rate, and cancellation policies to callers. Accommodate and document special requests. Answer questions about property facilities/services and room accommodations. Follow sales techniques to maximize revenue. Communicate information regarding designated VIP reservations. Input and access data in reservation system. Respond to any challenges found for accommodating rooming requests by communicating with appropriate individual or department. Oversee accuracy of room blocks and reservations. Input group rooming lists using reservation systems, revise room blocks to maintain the required number of available rooms and keep organized files of all groups. Set-up proper billing accounts according to Accounting policies.<br>Follow all company policies and procedures; ensure uniform and personal appearance are clean and professional; maintain confidentiality of proprietary information; protect company assets. Welcome and acknowledge all guests according to company standards; anticipate and address guests’ service needs; assist individuals with disabilities; thank guests with genuine appreciation.
