Islamic Relief Jordan is a country branch of Islamic Relief Worldwide. Islamic Relief Worldwide is an internationally recognized charity, looking back on nearly 40 years of experience in humanitarian and developmental aid. It was founded in 1984 in Birmingham, UK, in response to the devastating famine in the Horn of Africa. Since then, Islamic Relief has grown into a charity that is active worldwide, putting development projects, emergency aid, and rebuilding projects into action in over 28 countries around the world.</p>
<p>Islamic Relief Jordan (IRJ) began its operations in 1997 with orphan’s sponsorship, sponsoring hundreds of orphans living in Jordan. IRJ extended its programs to seasonal projects with Ramadan and Qurbani distributions and In-Kind donations. IRJ has established strong partnership with international non-governmental organization and local one’s strengthening the overall response to the Syria crisis. At the onset of Syria humanitarian crisis in late 2011, IRJ provided emergency response to those affected by violence in Syria and has since then scaled up its capacity and operations with number of 70 staff across the country.</p>

<p><strong>Job purpose:</strong></p>
<ul>
<li>The Orphan and Child Welfare (OCW) Coordinator is responsible for leading and managing the IRJ OCW programme to meet IRW Global OSP objectives: To support the wellbeing of sponsored children of all ages and abilities and their families, by financing and supporting programmes to give them access to education, health, nutrition, protection, and shelter, as well as sustainable livelihoods for their families. The programme should enhance the overall quality of life and well-being of sponsored families and their children.</li>
</ul>

<li>Implementation of programme activities as per IRW OSP Manual and OCW Policy, within budget and scope.</li>
<li>Design and implement IRJ strategy to implementation of global programme that includes a holistic approach to the well-being of children in Jordan.</li>
<li>Ensuring that the OCWP in Jordan is implemented in line with IRW CP, Safeguarding and Complaints and Feedback Mechanism Policies, including assessing compliance and taking appropriate measures.</li>
<li>Establishing and maintaining referral channels for the OSP that are disseminated to families in Jordan in collaboration with technical colleagues (health, education, livelihoods, safeguarding, CP etc.)</li>
<li>In line with IRJ business plan and in coordination with HoP, lead on identifying complementary-to-OSP interventions that support the achievement of OSP objectives, and draft project proposals and CNs to secure funding.</li>
<li>Support advocacy interventions which aim to ensure women and children are more aware about their social and economic entitlements and able to live in an environment in which their rights are protected.</li>

<li>Responsible for development of efficient referral mechanism by bridging the gap between sponsored families / communities and service providers. </li>
<li>Proactively identify and secure opportunities for interventions to complement the OSP through avenues, including through issuing assessments and analysing Al Yateem data.</li>
<li>Closely work with HoP in designing, drafting concept notes, project proposal and budgets for complementary-to-OSP interventions.</li>
<li>Ensure timely disbursement, monitoring and reporting of 1-2-1 Sponsorship Cash Assistance.</li>

<p><strong>Terms of Reference: DG Program Lead</strong></p>
<p>About Development Gateway and the Early Grade Education Activity (EGEA)<br>
Development Gateway: An IREX Venture (DG) is an international non-profit organization with<br>
approximately 80 team members based in more than 10 countries worldwide. By leveraging the<br>
combination of programmatic and IT developer capacity and skills within DG, over the last 20<br>
years we have researched data ecosystems, built digital tools to support those data ecosystems,<br>
and advised on data strategy and digital transformation to strengthen decision-making,<br>
transparency, and service delivery.</p>
<p><br>
DG is one of several consortium partners, led by IREX, implementing the Early Grade<br>
Education Activity (EGEA, also known as ‘ASAS’) program in Jordan between 2023-2028,<br>
funded by the U.S. Department of State. As a large-scale development program, ASAS is a<br>
complex, high-paced and outcome-oriented initiative. The consortium itself comprises well over<br>
50 individuals working on the program at any given time (based both in Jordan and abroad).<br>
From DG’s side alone, there are likely to be approximately 8-10 personnel supporting<br>
implementation at any given time, with at least 3 staff based in Amman including the Program<br>
Lead.</p>
<p><br>
The overarching objective of ASAS is to improve the quality of early grades (K-G3) education<br>
outcomes for children in Jordan. The program aims to achieve this objective by supporting the<br>
education of student teachers while they are still at university (pre-service teachers), and also by<br>
supporting early grades students and teachers (in-service teachers).</p>
<p><br>
DG’s role within the consortium is focused on enhancing data use among various systems and<br>
data sources in Jordan’s education sector. DG will enhance user-centered digital solutions to<br>
support local actors in mapping the data landscape and improving data systems’ utility and<br>
interoperability. DG will also work with various actors in Jordan to support the digitization of<br>
institutional data systems, including quality assurance processes and assessment where needs<br>
are identified. Lastly, DG will also support integration and alignment of the national AI policy<br>
into the education sector by conducting a series of AI readiness diagnostics and sandboxing<br>
exercises at the Ministry of Education (MoE) and University level to explore the feasibility of<br>
integrating automation safely and effectively into key functions.</p>
<p><strong>Job description</strong><br>
This is an exciting opportunity for someone who, through substantial experience in the<br>
education and/or digital sectors in Jordan, has developed strong strategic skills. We are looking<br>
for a senior professional based in Amman who is equally comfortable working on big picture<br>
strategic issues and complex technical details. Someone who brings deep subject-matter<br>
expertise in education and/or digital policy in Jordan while operating seamlessly in an advisory<br>
capacity to steer complex conversations, build multi-stakeholder consensus, and align technical<br>
work with overarching program objectives.</p>

As our program lead in Jordan, you will serve in a pivotal leadership capacity, managing DG’s<br>
arm of the ASAS program, bridging relationships both within the consortium and with external<br>
partners, strategic positioning, and technical execution. You will guide and mentor technical<br>
experts across both DG and IREX, ensuring diverse technical perspectives remain tightly<br>
focused, complementary, and directly linked to project goals.</p>

You will report to DG’s Deputy Director of Programs (based in the UK) while working in close<br>
daily alignment with Jordan country leadership and consortium partners. The role is embedded<br>
within the ASAS project office in Amman, Jordan, where you will regularly work alongside 30+<br>
Jordan-based staff to ensure complete strategic and operational synergy.</p>

<p>● Lead day-to-day management of DG’s activities under ASAS in Jordan, ensuring timelines, deliverables, and budgets are met.</p>

<strong>Position Details</strong></p>

It supports the Ministry of Education's (MoE) ongoing TVET reforms as outlined in the Education Strategic Plan <strong>2020-2025</strong> and the recent BTEC based vocational education reform, offering Level 2 and 3 certifications across multiple specializations. The TA project is supporting MoE s TVET reforms through three key areas, namely: (i) strengthening key institutional and policy elements of the national skills ecosystem for a better enabling institutional and policy environment; (ii) enhancing skills development in priority sectors for young women and men through innovation in TVET; and (iii) improving the perception of TVET while advancing gender inclusivity and equity for all students to become a more attractive pathway for girls and boys in Jordan. Under Output 1.2.1, UNESCO is providing technical assistance to MoE to review and strengthen career guidance systems and tools in schools. This includes reviewing current systems and tools, enhancing the model for the provision of gender sensitive and inclusive career guidance, developing/adapting tools and resources, and training relevant personnel on the updated system, tools and resources. The Career Guidance Review, led by UNESCO with the support of the career guidance expert, assessed existing career guidance and counselling systems, tools and practices in Jordan s TVET sector and provided actionable recommendations for strengthening these services in alignment with national and international standards and priorities. The ToT will help build a core group of MoE trainers and relevant staff who can support consistent application of the manual in vocational education schools and contribute to future roll-out and scale up. This assignment falls under the Technical Assistance Programme implemented by UNESCO, which supports the delivery of Output 1.2.1: Technical assistance to MoE to review and strengthen career guidance systems and tools in schools.
