<p>The Informal Livelihoods Advancement Activity (Iqlaa) is a five-year program that started in May 2022 and aims to support Jordan's Home-based, micro and small businesses to grow, transform, and become resilient to future challenges. Iqlaa’s approach explores new ways of doing business and improving access to finance, markets, and services. It focuses on four sectors: agriculture, tourism and hospitality, manufacturing, and services, with a special focus on technology development and implementation. The program encourages and supports the participation of all MSE-owner segments. </p>

<p><strong>Activity Description</strong></p>
<p>The USG Informal Livelihoods Advancement Activity (Iqlaa) aims to strengthen the resilience of Micro and Small Enterprises (MSEs) in Jordan by enhancing their managerial capacities and improving their access to business opportunities, financial products, and services. Central to Iqlaa’s strategy is its commitment to an evidence-based approach, underpinned by a streamlined research management framework. This ensures that findings are effectively disseminated, translated into actionable recommendations, and developed into accessible resources. By adopting this approach, Iqlaa aims to drive impactful and sustainable interventions for MSEs and key ecosystem actors, at both the enterprise and market levels.</p>
<p>Iqlaa has conducted extensive research and analysis on Jordan’s micro and small enterprise (MSE) ecosystem, including sectoral studies, ecosystem assessments, and the development of governorate-level profiles. Building on this body of evidence, Iqlaa aims to consolidate key insights into an online MSE Geographic Map.</p>
<p>The online MSE Geographic Map will visualize sectoral distributions, geographic concentrations of MSE activity, ecosystem actors, and development opportunities across Jordan’s governorates. The platform will serve as an accessible evidence-based tool to support policymakers, development partners, and market actors in understanding local economic dynamics and identifying opportunities for targeted interventions and exploring spatial patterns, trends, and relationships across integrated datasets to inform planning, policy development, and operational decision-making.</p>
<p>The MSE Geographic Map will be developed as an interactive web-based system integrated within the selected entity’s website environment to ensure long-term institutional ownership and sustainability. In parallel, structured datasets generated through the map will be shared with the CVDB Observatory (Tanmieh Tool) under the Ministry of Interior to support broader economic planning and observatory functions.</p>
<p>Through this approach, the MSE Geographic Map will support improved coordination among ecosystem actors, facilitate data-driven planning and analysis, and contribute to strengthening the MSE ecosystem across Jordan.</p>

<p><strong>Proposed High-Level Functions of the Map:</strong></p>
<p>The map must incorporate core functions and technical characteristics including but not limited to:</p>

<li><strong>Stakeholder Engagement Features:</strong> Include interactive features such as filters, overlays, and clickable geographic layers to enable deeper exploration of ecosystem data.</li>
<li><strong>Sustainability and Accessibility:</strong> Ensure the MSE Geographic Map is designed to support long-term institutional hosting within the selected entity’s website environment, while maintaining accessibility for a wide range of users.</li>
<li><strong>Dynamic Data Updates:</strong> Enable periodic updates of governorate-level datasets so that the MSE Geographic Map remains a living resource for policymakers and ecosystem actors.</li>
<li><strong>Data Export for National Platforms:</strong> Ensure that datasets generated through the MSE Geographic Map can be exported in structured formats (e.g., Excel or CSV) to support integration with national systems such as the CVDB Observatory (Tanmieh Tool).</li>

<section><p class="heading jdMain">Job Description</p><p class="heading">Roles & Responsibilities</p><div class="paragraph"><p>Introduction The Famine Early Warning Systems Network (FEWS NET) is an integrated set of activities funded by the United States (U.S.) government and is intended to provide timely, accurate, evidence-based, and transparent food insecurity early warning information and analysis. Created in 1985 in response to famines in East and West Africa, FEWS NET provides global coverage of acute food insecurity. FEWS NET s work is implemented across several mechanisms by a team of partners that includes the National Aeronautics and Space Administration (NASA), the National Oceanic and Atmospheric Administration (NOAA), the United States Department of Agriculture (USDA), the United States Geological Survey (USGS), the University of California-Santa Barbara s Climate Hazards Center (UCSB-CHC), University of Maryland s Department of Geographical Sciences, American Institutes for Research (AIR), and Chemonics International (Chemonics). Chemonics implements FEWS NET s Decision Support Team (DST), which is charged with providing integrated monitoring and analyses of current and forecast acute food insecurity in countries worldwide to support the U.S. government s policy and programmatic decisions. The DST operates through a Washington-based technical office, regional FEWS NET offices, and national staff presence in sub-Saharan Africa, the Middle East, Asia, Latin America, and eastern Europe. FEWS NET s objective is to produce timely, evidence-based decision support to enable the efficient allocation of humanitarian assistance on the basis of need. They also serve as training leaders on the project, providing support to foundational trainings for DST staff within the region. Under the leadership and coordination of the Network Development (ND) Advisor, and in coordination with the Knowledge Management, Communications and Capacity Development (KMCCD) Senior Specialist in the Home Office, the RTSS-NDC will facilitate the development of training programs, mentorship initiatives, and resources intended to build the capacity of FEWS NET DST staff. <p>Many small-scale farmers in Jordan face persistent constraints in packaging, branding, labeling, and the use of digital financial tools, driven by limited access to technical knowledge, practical training, mentorship, and appropriate resources. These gaps undermine product quality and competitiveness, limit income stability, and restrict access to formal domestic markets. These findings are consistent with the “Agricultural Challenges and Priorities (2025) – Jordan” study conducted under the Iqlaa program, which highlighted similar constraints among small-scale farmers.</p>
<p> </p>
<p>At the post-harvest stage, weak packaging and handling practices often lead to product deterioration before reaching markets, resulting in mechanical damage, reduced shelf life, and lower market value<a href="https://outlook.cloud.microsoft/mail/inbox/id/AAQkADUyNTRjZDg5LWY0YTQtNDc0ZS04ZjIyLTBhMTdlYjliN2JlMwAQAEZ8v9kx0kpMiEiTrfukd4M%3D#x__ftn1" title="#x__ftn1">[1]</a>. These challenges are further compounded by gaps in the practical application of packaging techniques, as well as limited familiarity with branding and labeling fundamentals and digital tools, including e-wallets for business transactions.</p>

<p>In addition, limited access to appropriate and affordable packaging materials forces many small-scale farmers to rely on low-quality or informal packaging solutions<a href="https://outlook.cloud.microsoft/mail/inbox/id/AAQkADUyNTRjZDg5LWY0YTQtNDc0ZS04ZjIyLTBhMTdlYjliN2JlMwAQAEZ8v9kx0kpMiEiTrfukd4M%3D#x__ftn2" title="#x__ftn2">[2]</a>, further weakening product presentation and market positioning. Without targeted support, farmers are likely to continue to experience losses, limited market visibility, and reduced readiness to engage in higher-value formal markets, as further highlighted in the Iqlaa “Agricultural Challenges and Priorities (2025) – Jordan” study.</p>
<p>These constraints are reflected at the sector level. The 2017 Agricultural Census in Jordan recorded 107,707 agricultural holdings, of which approximately 75% are smaller than 10 dunums, making smallholders a dominant but vulnerable group within the sector<sup>.</sup> Food security analysis in Jordan further highlights significant inefficiencies in agri-food systems, particularly in post-harvest handling and market access<a href="https://outlook.cloud.microsoft/mail/inbox/id/AAQkADUyNTRjZDg5LWY0YTQtNDc0ZS04ZjIyLTBhMTdlYjliN2JlMwAQAEZ8v9kx0kpMiEiTrfukd4M%3D#x__ftn3" title="#x__ftn3">[3]</a><sup>.</sup></p>

<p>Together, these findings highlight a critical gap in packaging, branding, and market integration, underscoring the need for targeted interventions to improve competitiveness, reduce post-harvest losses, and strengthen small-scale farmers’ access to formal markets. Limited familiarity with digital financial tools and payment channels further restricts their ability to manage transactions efficiently, maintain financial records, and streamline daily business operations. </p>
<p>To address these challenges faced by small-scale agricultural producers, targeted efforts are necessary to:</p>

<p><strong>Activity Description</strong></p>
<p>To address the critical gaps identified among small-scale farmers in Jordan, Iqlaa seeks a qualified national (Jordanian) individual consultant to design and deliver a targeted program in Arabic.</p>
<p>The integrated program aims to strengthen participants’ knowledge and practical skills in packaging and packing techniques, branding and labeling fundamentals, and improve product presentation through a structured training component, complemented by applied mentorship sessions and organized around three interrelated thematic areas: <em>Packaging Fundamentals for Small-Scale Farmers, Packaging Compliance, Labeling, and Quality Assurance, and Market-Oriented Packaging and Branding.</em></p>

<p>The program will target 80 small-scale farmers across two to four governorates, divided into 4 to 5 groups. Training sessions will be delivered in person, each comprising 15-20 participants and receiving a minimum of 20 hours of training.</p>
<p>In addition to the structured training sessions, the program will incorporate tailored mentorship as an integral component. These mentorship sessions will build directly on the thematic areas and provide hands-on guidance to support participants in applying acquired skills, refine packaging choices, and align product identity with appropriate packaging solutions.</p>

<p>To support the practical application of both the training and mentorship components, the program will provide participants with packaging and branding supply kits. These kits will include essential packaging, branding, and labeling materials aligned with relevant standards and tailored to the requirements of the intended markets and target customer segments, to enhance product quality and reduce post-harvest losses. The kits will allow participants to directly apply the skills acquired during training and mentorship, supporting tangible improvements in product presentation, compliance, and overall market readiness.</p>

<p>The program will also facilitate market linkages by connecting participating farmers with relevant markets, festivals, and bazaars, enabling them to showcase their products, test consumer demand, and strengthen their visibility within formal market channels. In addition, opportunities will be explored to link selected participants with logistics and delivery service providers to support product distribution, improve access to identified markets, and sustain sales beyond time-bound market events.</p>
<p>In parallel, the Iqlaa team will strengthen participants' capacity to use formal digital financial tools by introducing them to digital payment channels and supporting the use of business e-wallets to improve transaction safety and business operations.</p>

<p ><span >Informal Livelihoods Advancement Activity (Iqlaa)</span><span >, funded by the United States Government, is a program that started in May 2022 and aims to support Jordan's HBBs and MSEs to grow, transform, and become resilient to future challenges. Iqlaa’s approach explores new ways of doing business and improving access to finance, markets, and services. It focuses on four sectors: agriculture, tourism and hospitality, manufacturing, and services, with a special focus on technology development and implementation. The program encourages and supports the participation of all MSE-owner segments.</span></p>
<p ><span >Through research and adaptive collaborative learning, Iqlaa has identified opportunities, incentives, and market constraints that facilitate or restrict formalization and growth. Based on the findings, Iqlaa implements best practices in enterprise strengthening and MSE-focused financial sector development within a market systems development (MSD) framework. Iqlaa also leverages innovative behavioral change methodologies to facilitate long-term, sustainable changes in the MSEs ecosystem in Jordan.</span></p>

<p ><span >The Monitoring, Evaluation, Learning (MEL) and Information Management (IM) Assistant is part of Iqlaa’s Program Quality and Learning (PQL) Department. S/He will support the implementation of MEL and IM activities across Iqlaa’s portfolio of interventions, including data collection, data verification, field visits, documentation, and timely reporting. S/He will contribute to routine data collection and support the implementation of intervention MEL Plans in line with donor and Mercy Corps requirements.</span></p>
<p ><span >Working closely with relevant technical teams, the PQL team, partners, and sub-grantees, the MEL and IM Assistant will support the review and updating of result chains, indicators, and MEL plans to track and report on intervention activities and indicators.</span></p>
<p ><span >The MEL and IM Assistant will support the timely maintenance and implementation of MEL plans and data collection tools to contribute to high-quality reporting to the donor and Mercy Corps. <p class="x_MsoNormal" ><span >The Informal Livelihoods Advancement Activity (Iqlaa) aims to strengthen the resilience of MSEs in Jordan and ability to grow and expand their businesses. </span></p>

<p class="x_MsoNormal" ><span >This will be achieved by enhancing MSEs ecosystem and enhancing their ability to access local and export markets, in addition to better access to finance. A key strategy for achieving this goal is the establishment of <b>a dynamic and responsive Public-Private Dialogue (PPD) process that is MSE-centric. </b>This process will address the unique challenges faced by MSEs through a constructive dialogue among relevant stakeholders within the public and private sector initiated by the MSEs formal representative entities. This will help MSEs address their critical challenges and capitalize on rising opportunities tailored to their needs, thereby enhancing the economic ecosystem. By doing so, it will better support both formal and informal MSEs, ultimately fostering their economic resilience and growth.</span></p>

<p class="x_MsoNormal" ><span >PPD unites government entities, private sector participants, and relevant stakeholders in a structured and formal process to collaboratively address and resolve specific issues. This collective engagement aims to achieve common objectives and drive transformative changes in targeted areas by leveraging the combined expertise and resources of all parties involved.</span></p>

<p class="x_MsoNormal" ><span >MSEs account for 98 percent of the country’s businesses, employ approximately 60 percent of the private sector workforce, and contribute 50 percent of the national GDP.</span></p>

<p class="x_MsoNormal" ><span >Despite their significant role, current PPD platforms predominantly address the concerns of small and medium enterprises (SMEs), lacking adequate representation and focus on MSEs.</span></p>

<p class="x_MsoNormal" ><span >Recognizing the vital role of MSEs in Jordan's economy, Iqlaa aims to institutionalize an organic and decentralized model of PPD that enables sector-based dialogues to be led by MSEs’ representative actors across priority economic sectors and is anchored by a pool of certified PPD experts, through the following three-pronged approach:</span></p>

<li class="x_MsoNormal" ><b><span >Establishing a standardized PPD process</span></b><span > with clear roles, procedures, and dialogue cycles that can be adopted beyond the life of the program which will formulate the core of the accredited PPD training program. The standardized PPD process will be developed based on national Occupational Standard (NOS) for the PPD profession in Jordan issued by the AQAC.</span></li>
<li class="x_MsoNormal" ><b><span >Introducing a pool of qualified PPD Experts</span></b><span >: Iqlaa and in collaboration with the Accreditation and Quality Assurance Commission have developed Jordan’s first National Occupational Standard (NOS) for the PPD profession in Jordan “PPD NOS”.</span></li>

<p class="x_MsoNormal" ><span >Iqlaa will enable the certification of a pool of (45-60) PPD experts who will be trained on the established PPD process. Those experts will in turn act as a pool of PPD experts available in the market to be contracted as PPD consultants and/or facilitators or trainers who will remain a reference expertise for the PPD process after the lifetime of Iqlaa.</span></p>

<li class="x_MsoNormal" ><b><u><span >Introduce the PPD process to relevant representative entities</span></u></b><b><span >: </span></b><span >this process will be rolled out<b> </b>across multiple national sector-representative organizations and their counterparts within the public sector relevant entities to own, maintain, and sustain the established PPD process. This will enhance the role of sector-representative organizations in addressing obstacles and challenges for their respective MSEs and reflect this through the dialogue with the government by improving policies, regulations, processes, and systems reflected through an enhanced decision making process by the two parties through an effective follow through process.</span></li>

<p class="x_MsoNormal" ><span >The new introduced system for PPD is expected to lead to a more conducive environment that should support and respond to MSEs’ priorities within their ecosystem. Moreover, the introduction of the PPD process across public and private sector stakeholders will better inform them when engaging in PPD cycles on behalf of their organizations (ministries, LDUs, business associations, etc.).</span></p>

<p>La Near East Foundation (NEF) est une organisation internationale à but non lucratif qui œuvre depuis plus de 100 ans à la construction de communautés plus durables, plus prospères et plus inclusives au Moyen-Orient et en Afrique. La NEF opère par l'intermédiaire de bureaux nationaux et de partenaires locaux dans dix pays : Arménie, Irak, Jordanie, Liban, Mali, Maroc, Palestine, Soudan, Sud-Soudan et Syrie. Les programmes du NEF se concentrent sur le développement économique inclusif, l'agriculture durable et la gestion des ressources naturelles, ainsi que sur la consolidation de la paix.</p><br>
<p>Dans le cadre de son portefeuille pour le Maroc, NEF met en œuvre le projet <em>CAP+</em>, co-financé par l’Union Européenne, qui vise à renforcer la viabilité, l’autonomie et l’indépendance financière des OSC à travers la diversification des sources de financement.</p><br> <p><span>Contexte du projet</span></p><br>
<p>Au Maroc, la société civile est dynamique, florissante et engagée, et connaît aujourd’hui un essor remarquable, aussi bien en milieu urbain que rural. La Constitution de 2011 a reconnu explicitement l’action des organisations de la société civile (OSC) comme un levier de démocratie participative, ouvrant la voie à une série d’initiatives structurantes telles que l’Initiative Nationale pour le Développement Humain (INDH), l’adoption de la loi 15-18 sur les Plateformes de Financement Participatif ou encore la stratégie NASSIJ 2022-2026, qui vise à moderniser le cadre de gouvernance, de financement et de concertation des OSC, notamment grâce à la mise en place d’outils numériques comme la plateforme nationale des associations.</p><br>
<p>Cependant, malgré cette dynamique, les OSC — en particulier les petites associations de proximité — restent confrontées à de fortes fragilités : manque de ressources financières pérennes, accès inéquitable aux financements publics, capacités organisationnelles limitées, forte dépendance aux bailleurs et environnement fiscal et réglementaire contraignant. Cette précarité limite leur autonomie et les pousse parfois à s’éloigner de leur mission.</p><br>
<p>Dans un contexte d’inégalités territoriales et sociales marquées, les OSC jouent souvent un rôle substitutif des services publics auprès des populations marginalisées, ce qui freine leur professionnalisation et leur positionnement comme actrices du changement. Malgré la raréfaction des financements qui les pousse à innover, peu d’OSC investissent encore dans des AGR ou dans des cadres de concertation intersectoriels pourtant essentiels à leur viabilité et à leur impact.</p><br>
<p>Grâce à <em>CAP+</em>, NEF – en partenariat avec l’UE et l’Association Marocaine de Solidarité et de Développement (AMSED) – soutiendra directement les OSC en renforçant leurs capacités, en leur fournissant un cadre de développement et d’incubation, des financements de démarrage, et un suivi personnalisé. Le projet permettra à la société civile d’être renforcée et mieux structurée en tant qu’actrice de changement et de bonne gouvernance, grâce à une participation plus effective, efficace et reconnue à l’action publique, notamment grâce à l’accès à des financements diversifiés, renforçant ainsi leur viabilité, leur résilience, leur autonomie et leur indépendance financière.</p><br> <p><span>Aperçu du poste</span></p><br>
<p>Le/La <span>chef.fe de projet </span>sera le principal responsable du projet <em>CAP+</em>. Il/elle supervisera la mise en œuvre de l'ensemble du cycle du projet, en veillant à ce que toutes les activités du projet soient menées de manière efficace, opportune et de qualité, conformément aux exigences de NEF et de l’UE. Il/elle devra faire preuve d'une grande capacité de leadership, de coordination, de supervision technique et de gestion des parties prenantes afin d'assurer la réussite d'un programme multipartite très complexe.</p><br>
<p>Le/La <span>chef.fe de projet</span> servira de lien principal avec AMSED, l’UE, l’Assistance Technique et les autres acteurs clés du programme Société Civile de l’UE – y compris les autres lauréats – en assurant une coordination et une collaboration solides. Il/elle supervisera l'équipe du projet et veillera à ce que les composantes financières, administratives et techniques soient bien intégrées.</p><br> <p><span>Principales responsabilités</span></p><br> <ol>
<li><span>Direction du projet et supervision stratégique</span></li>
</ol>
<ul>
<li>Assurer la direction générale, l'orientation stratégique et la gestion quotidienne du projet <em>CAP+</em>.</li>
<li>Diriger l'élaboration, la coordination et l'exécution des plans de travail du projet, des calendriers de mise en œuvre, des plans d'approvisionnement et des prévisions budgétaires.</li>
<li>Veiller au respect total des normes, politiques et obligations contractuelles de NEF et de l’UE.</li>
<li>Diriger les processus de gestion adaptative pour s'assurer que les activités répondent à l'évolution des besoins et aux réalités contextuelles du Maroc. </li>
</ul> <p> <span>2. Engagement et représentation des parties prenantes</span></p><br>
<ul>
<li>Servir de point focal principal de NEF pour l’UE, AMSED, les institutions gouvernementales, les acteurs du secteur privé, et les autres partenaires du projet.</li>
<li>Construire et maintenir des partenariats solides avec les autorités locales, les réseaux d'entreprises, les institutions académiques et les acteurs du secteur privé.</li>
<li>Représenter NEF dans les réunions officielles, les plateformes de coordination et les événements externes au niveau national et local.</li>
<li>Faciliter la coordination entre tous les partenaires afin d'assurer une mise en œuvre cohérente.</li>
</ul> <p><span> 3. Supervision du programme</span></p><br>
<ul>
<li>Superviser la mise en œuvre complète des composantes du projet.</li>
<li>Assurer la livraison en temps voulu des principaux résultats, des produits livrables, des étapes et des résultats au niveau des effets.</li>
<li>Fournir des conseils techniques et une assurance qualité aux équipes chargées du développement commercial, des finances et de l'administration.</li>
</ul> <p><span> 4. Gestion financière et conformité</span></p><br>
<ul>
<li>Superviser les performances financières du projet (suivi des dépenses, révisions, etc.), en veillant à ce qu'elles soient conformes aux budgets approuvés, aux règles des donateurs et aux procédures financières de NEF.</li>
<li>Examiner les prévisions financières, les processus d'approvisionnement et les rapports de dépenses en collaboration avec les équipes financières, administratives et d'approvisionnement.</li>
<li>Assurer le strict respect des contrôles internes de NEF et des règles de l’UE. </li>
</ul> <p><span> 5. Suivi, évaluation, rapports et apprentissage</span></p><br>
<ul>
<li>S'assurer que des processus rigoureux de suivi, d'évaluation et d'apprentissage du projet sont en place.</li>
<li>Préparer des rapports narratifs, financiers et axés sur les résultats pour les parties prenantes internes et externes.</li>
<li>Promouvoir la prise de décision fondée sur les données et la gestion adaptative tout au long du cycle du projet.</li>
<li>Soutenir les évaluations externes, les audits et les exercices de vérification des donateurs, le cas échéant.</li>
</ul> <p><span> 6. Direction d'équipe et développement des capacités</span></p><br>
<ul>
<li>Superviser directement et diriger l'ensemble du personnel du projet, y compris le personnel technique, administratif et financier.</li>
<li>Faciliter le développement professionnel, le mentorat et la gestion des performances de l'équipe du projet.</li>
<li>Promouvoir une culture de travail responsable, collaborative et inclusive.</li>
</ul> <p><span> 7. Autres fonctions</span></p><br>

<li>Assurer une documentation appropriée, la gestion des connaissances et l'archivage des dossiers du projet.</li>
<li>Effectuer d'autres tâches pertinentes demandées par le directeur de pays NEF.</li>
</ul> <p><span> Qualifications requises</span></p><br>
<ul>
<li>Maîtrise, ou licence avec au moins 2 années supplémentaires d'expérience pertinente (minimum 7 ans au total), en administration des affaires, développement du secteur privé, développement des entreprises, sciences sociales, études sur le développement, ou dans un domaine connexe.</li>
<li>Au moins cinq ans d'expérience avérée dans la gestion et la coordination de projets au niveau national, y compris des programmes de développement des capacités et moyens de subsistance, de l'esprit d'entreprise ou des OSC.</li>
<li>Expérience avérée de la coordination de projets multipartites impliquant des homologues gouvernementaux, des acteurs du secteur privé, des établissements universitaires et des donateurs internationaux.</li>
<li>Solides connaissances techniques des moyens de subsistance, des services de développement, des modèles de soutien aux OSC, de l'inclusion financière et des programmes d'entrepreneuriat fondés sur l'innovation.</li>
<li>Expérience avérée en matière de conformité aux règles des bailleurs de fonds, de gestion financière et de supervision de contrats pour des projets de grande envergure.</li>
<li>Excellentes compétences en matière de planification de projets, de résolution de problèmes, de leadership et de gestion adaptative.</li>
<li>Compétences de haut niveau en matière d'organisation, de gestion du temps et de négociation.</li>
<li>Excellentes aptitudes à la communication (écrite et orale) en arabe et en français. L’anglais est un atout.</li>
<li>Maîtrise des applications Microsoft Office.</li>
<li>Capacité à voyager régulièrement sur les sites du projet.</li>
</ul> <p><span>Qualifications souhaitées</span></p><br>

<li>Expérience préalable de la gestion de projets financés par l’UE ou d'autres grands donateurs internationaux.</li>
<li>Familiarité avec les processus gouvernementaux marocains liés au développement de la société civile.</li>
