<p>Employee will be part of the deployment pool and will be required to support deployments to various CONUS/OCONUS locations, as required. This position will require the member to be flexible in the support of assigned deployment/work schedules.</p>

<p>About Development Gateway and the Early Grade Education Activity (EGEA)<br>
Development Gateway: An IREX Venture (DG) is an international non-profit organization with<br>
approximately 80 team members based in more than 10 countries worldwide. By leveraging the<br>
combination of programmatic and IT developer capacity and skills within DG, over the last 20<br>
years we have researched data ecosystems, built digital tools to support those data ecosystems,<br>
and advised on data strategy and digital transformation to strengthen decision-making,<br>
transparency, and service delivery.</p>

DG is one of several consortium partners, led by IREX, implementing the Early Grade<br>
Education Activity (EGEA, also known as ‘ASAS’) program in Jordan between 2023-2028,<br>
funded by the U.S. Department of State. As a large-scale development program, ASAS is a<br>
complex, high-paced and outcome-oriented initiative. The consortium itself comprises well over<br>
50 individuals working on the program at any given time (based both in Jordan and abroad).<br>
From DG’s side alone, there are likely to be approximately 8-10 personnel supporting<br>
implementation at any given time, with at least 3 staff based in Amman including the Program<br>
Lead.</p>

The overarching objective of ASAS is to improve the quality of early grades (K-G3) education<br>
outcomes for children in Jordan. The program aims to achieve this objective by supporting the<br>
education of student teachers while they are still at university (pre-service teachers), and also by<br>
supporting early grades students and teachers (in-service teachers).</p>

DG’s role within the consortium is focused on enhancing data use among various systems and<br>
data sources in Jordan’s education sector. DG will enhance user-centered digital solutions to<br>
support local actors in mapping the data landscape and improving data systems’ utility and<br>
interoperability. DG will also work with various actors in Jordan to support the digitization of<br>
institutional data systems, including quality assurance processes and assessment where needs<br>
are identified. Lastly, DG will also support integration and alignment of the national AI policy<br>
into the education sector by conducting a series of AI readiness diagnostics and sandboxing<br>
exercises at the Ministry of Education (MoE) and University level to explore the feasibility of<br>
integrating automation safely and effectively into key functions.</p>

This is an exciting opportunity for someone who, through substantial experience in the<br>
education and/or digital sectors in Jordan, has developed strong strategic skills. We are looking<br>
for a senior professional based in Amman who is equally comfortable working on big picture<br>
strategic issues and complex technical details. Someone who brings deep subject-matter<br>
expertise in education and/or digital policy in Jordan while operating seamlessly in an advisory<br>

<p><strong>DIMENSION OF POST</strong></p>
<p>Reconstructive Surgery Hospital with an average of 550 admissions per year, over 1000 surgeries annually, 72 surgical beds and 126 rehabilitation beds, 2 OTs for orthopedic, maxillo-facial and plastic reconstructive surgeries, OPD with an average 550 consultations / month, physiotherapy and psychosocial department, and Antimicrobial Resistance activity (Stewardship, IPC and Micro laboratory) within the hospital.</p>

This is a hands-on leadership role overseeing the enterprise data platform, the data products the business relies on, and the team behind them, setting technical direction, delivery standards, and investment priorities while staying personally engaged in key architecture and design decisions. The Program & Partnership Manager (PPM) will work under the direction of the IOCC Country Representative, and in close coordination with IOCC project staff, in ensuring the quality of IOCC’s relief, early recovery, and development projects in Jordan – in line with IOCC and donor policies, procedures, and requirements. The PPM will support the Program Department in ensuring high quality implementation of project activities, adherence to IOCC project management processes, and supporting donor requirements, such as reporting. The PPM will focus on maintaining and growing IOCC’s relationships with key stakeholders while also identifying and building new partnerships. The PPM will support the expansion of IOCC’s work in Jordan, working with the Country Representative on business development. Day-to-day tasks include work on project implementation, as well as project reporting; supporting IOCC Jordan’s Monitoring, Evaluation, Accountability, and Learning (MEAL) on robust MEAL of projects and building IOCC Jordan’s evidence base; representing IOCC with key stakeholders and coordination with external bodies; and supporting the development of reports and proposals. With the Country Representative and Program Department, the PPM will support the capacity building of local partner(s). Additionally, the PPM will contribute to strategic initiatives and complete special projects, as assigned. </p>

<strong>General Responsibilities:</strong></p>

<li>As directed, implement or support the Program Department in implementation of relief and development projects in accordance with the mission and goals of IOCC, IOCC and donor regulations, grant agreements, work plans, and budgets to meet objectives and serve targeted populations</li>
<li>Work closely with the IOCC MEAL and Program Department to ensure project management tools are in place and properly utilized for assigned projects, supporting monthly review of project documents, indicator tracking tables, work plans, etc.</li>
<li>Support the Finance & Administration and relevant project staff in the financial management of assigned projects, including (but not limited to) tracking expenditures, regular budget reviews and forecasting, providing input for cash requests, etc.</li>
<li>Lead internal tracking processes, i.e. for reporting, ensuring internal and external deadlines are met</li>
<li>Participate in and, as assigned, lead the accurate and timely completion of internal and external narrative and financial reports</li>
<li>As directed, lead or support sub-recipient management processes and capacity building, in coordination with relevant project staff</li>
<li>Work closely with the Program Department and relevant Finance & Administration staff on implementation of project-related procurements</li>
<li>Represent IOCC in assigned coordination/working groups, forums, and meetings with donor, NGO, UN, government officials, local church, and other representatives</li>

<p><strong>WORKING CONDITIONS / REQUIREMENTS</strong></p>

Strong understanding of project cycles, donor compliance, reporting, partner coordination, and project implementation in relief, early recovery, and development contexts. Excellent written and verbal communication skills, including the ability to prepare high-quality reports, proposals, technical materials, and presentations for diverse audiences. Demonstrated ability to collect, review, validate, analyze, and use project data to support program quality, learning, evidence-based decision-making, and project design. Strong computer skills, particularly Microsoft Word, Excel, PowerPoint, Outlook, and project tracking tools. Ability to work collaboratively with multicultural and interdisciplinary teams, local partners, donors, government representatives, UN agencies, NGOs, and other stakeholders. Fluency in Arabic and English, spoken and written, is required. Ability to adapt to changing priorities and manage multiple tasks simultaneously. Technical knowledge in one or more areas of IOCC’s project implementation, such as protection, disability inclusion, health, livelihoods, early recovery, or community-based programming, is an asset.</p>

<p><strong>Experience: </strong>A minimum of 10 years’ experience, working for a national or international NGO. Senior level project management experience required. Country office senior management team or leadership preferred. Familiarity with program management, including budgeting, financial management, cost analysis, and MEAL required. Experience working in non-traditional work environments, such as a refugee response and/or in a refugee camp required. Experience with gender mainstreaming in projects required, experience implementing gender-specific projects a plus. <p class="x_MsoNormal" ><span >Jordan, one of the most water-scarce countries in the world, is facing escalating climate-related disasters that threaten its communities, economy, and environment. Rising temperatures, declining rainfall, and more frequent extreme weather events, particularly flash floods and heatwaves, are straining the country’s already limited water resources and disrupting agriculture. In response, Mercy Corps Jordan is implementing Tabeaa: Strengthening Climate Resilience in Jordanian Communities, a project co-funded by the Z Zurich Foundation and the Embassy of Switzerland in Jordan. Tabeaa is part of Mercy Corps’ ongoing work under the Zurich Climate Resilience Alliance, which focuses on enhancing resilience to climate hazards globally. Through Tabeaa, Mercy Corps Jordan is strengthening climate change adaptation (CCA) and disaster risk reduction (DRR) efforts at both national and local levels. Nationally, the project supports the localization and enforcement of climate policies and promotes climate-smart investments to build long-term resilience. At the community level, Tabeaa works in five highly vulnerable locations (Wadi Musa, Azraq, Mlaih, Dieban, and Shobak), implementing locally driven interventions to protect water resources, reduce disaster risks, and support sustainable livelihoods. By integrating national-level policy action with grassroots resilience-building, Tabeaa empowers both institutions and communities to sustainably adapt to Jordan’s growing climate challenges.</span></p>

<p class="x_MsoNormal" ><span >As part of the Tabeaa project, Mercy Corps Jordan is running a Climate-Smart Open Innovation Bootcamp that supports Jordanian entrepreneurs and start-ups developing practical solutions to flash floods, heatwaves, and other climate hazards facing local communities. The bootcamp guides selected teams through mentorship, technical support, and prototype development and will conclude with a national pitch event at the end of September 2026, where the finalists present their solutions and two winners are selected.</span></p>

Capturing this journey and the national pitch event through high-quality visual content is essential to extend its reach and preserve its impact.</span></p>

This content will be used across social media, donor and partner communications, and future project outreach.</span></p>

<p class="MsoBodyText" >Médecins Sans Frontières is running a reconstructive surgery program in Amman, which opened in 2006, is giving access to reconstructive surgery (orthopedic, plastic, and maxillo-facial) to war-wounded people providing comprehensive health care, MSF aims at identifying and referring patients from neighboring countries (Iraq, Yemen, Syria, and other countries with conflicts) then ensuring their medical follow-up after <span >discharge.</span></p>

<p class="MsoNormal" ><span>Reconstructive Surgery Hospital with an average of 550 admissions per year, over 1000 surgeries annually, 72 surgical beds and 126 rehabilitation beds, 2 OTs for orthopedic, maxillo-facial and plastic reconstructive surgeries, OPD with an average 550 consultations / month, physiotherapy and psychosocial department, and Antimicrobial Resistance activity (Stewardship, IPC and Micro laboratory) within the hospital.</span></p>

<p class="MsoBodyText2" ><span >Performing the tasks of transporting authorized goods and passengers in an MSF vehicle, ensuring its technical and safety conditions and respecting the country's traffic rules and MSF security rules, to provide a safe, smooth and efficient service.</span></p>

<p class="MsoListParagraphCxSpFirst" ><span ><span>·<span > </span></span></span><span >Checking daily, the technical conditions of the assigned vehicle (state of the tires, oil, fuel, brakes, radio equipment, spare parts, etc.), performing weekly check according to the MSF Logbook, refilling it when necessary, and keeping it clean to ensure it can be driven in perfect conditions. Carrying out a handover if another uses the vehicle</span></p>
