<p>SRD Center is seeking a Research / Policy Research Support Expert to support an anticipated international consultancy assignment focusing on migration governance, Africa Europe cooperation and development of a strategic policy publication. The Research Expert will work closely with the Lead Migration Governance Expert / Lead Author and will primarily support the desk-research, documentation-review, evidence-mapping and analytical stages of the assignment. The work will involve reviewing a substantial body of institutional, governmental, policy, programme and academic documentation covering approximately twenty years of regional migration cooperation. The Research Expert will help organise and synthesise evidence relating to institutional milestones, migration-policy developments, thematic priorities, achievements, lessons learned, emerging issues and future migration-governance trends. <p><strong>BACKGROUND </strong></p>
<p>The Water Governance Activity (WGA) program is a multi-year project funded by USG, which aims to support the GOJ in achieving measurable improvements and greater sustainability of the water sector by providing technical assistance to strengthen strategic planning, financial sustainability, policy development, data-driven decision-making, and capacity-building efforts to enhance utility performance. In addition, to increase accountable, sustainable water sector management and governance by supporting and strengthening the National Conveyor Project's Project Management Unit, strategic planning, financial management, policy development and implementation, and capacity-building efforts. </p>
<p>The Water Authority of Jordan (WAJ) has entered into a Management Contract (MC) for the Yarmouk Water Company (YWC) to improve the efficiency, performance, and sustainability of water and wastewater services in the Yarmouk service area. The Management Contract Performance Management Unit (MCPMU) is established to act as WAJ’s institutional mechanism to safeguard public interests, ensure accountability of the Management Contractor, and support successful implementation of the Management Contract throughout its duration.</p>

<p><strong>JOB SUMMARY</strong></p>
<p>The Legal and Contractual Affairs Specialist serves as the MCPMU’s in-house legal and contractual resource for the Management Contract for the Yarmouk Water Company (YWC). The position supports WAJ in safeguarding its legal and contractual interests by reviewing the Management Contractor’s deliverables and submissions, monitoring compliance with the Management Contract, Assignment Agreement, Articles of Association, and related legal documents, advising the MCPMU Director and WAJ leadership on contract interpretation, compliance, and governance matters, and supporting the management of claims, disputes, and contractual remedies. The Specialist works under the day-to-day technical direction of the MCPMU Director as an embedded member of the MCPMU, with administrative and contractual reporting to the WGA project.</p>

<p><strong>DUTIES AND RESPONSIBILITIES:</strong></p>
<p>The incumbent’s main responsibilities include, but are not limited to:</p>

<li>Review the Management Contractor’s deliverables from a legal and contractual perspective.</li>
<li>Conduct an initial comprehensive legal review of the Management Contract, Assignment Agreement, Articles of Association, and related legal documents, and establish a compliance monitoring checklist for use by the MCPMU.</li>
<li>Identify legal and contractual risks, develop and maintain a legal and contractual risk register, and recommend appropriate mitigation measures.</li>
<li>Prepare periodic progress reports on legal and contractual matters, and an end-of-service report summarizing the status of outstanding issues and recommendations for follow-up by the MCPMU and WAJ.</li>
<li>Monitor compliance with the Management Contract, Assignment Agreement, Articles of Association, and related legal documents.</li>
<li>Provide legal advice to the MCPMU and WAJ on contract interpretation, compliance, and governance matters.</li>
<li>Review contractual correspondence, notices, claims, variations, and legal submissions related to the Management Contract.</li>
<li>Support the assessment of non-compliance events, disputes, and available contractual remedies.</li>
<li>Prepare legal opinions, reports, and recommendations for the MCPMU Director and WAJ leadership.</li>
<li>Support negotiations and dispute resolution processes related to the Management Contract.</li>
<li>Liaise with external legal counsel and relevant stakeholders, as required.</li>
<li>Assist the PPP Unit in the legal preparation, structuring, and procurement of PPP projects, as requested.</li>

<p><strong>KNOWLEDGE, SKILLS, AND ABILITIES</strong></p>

<li>Strong understanding of the public sector regulatory and institutional framework governing water and wastewater services.</li>
<li>Strong analytical and reporting skills.</li>
<li>Proficiency in Microsoft Office applications (Word, Excel, and PowerPoint).</li>
<li>Strong coordination and communication skills, with the ability to engage effectively with the Management Contractor, WAJ departments, YWC staff, and external stakeholders. </li>

<p><strong>EDUCATION AND/OR EXPERIENCE</strong></p>

<li>Bachelor’s degree in law; an advanced degree or specialization in contract, commercial, or administrative law is an advantage.</li>
<li>Relevant legal experience, including advising on contracts, preferably within the public sector, utilities, or infrastructure projects.</li>
<li>Strong knowledge of Jordanian contract, administrative, and commercial law, and of the legal and regulatory framework governing the water sector and public utilities.</li>
<li>Proven ability to review, interpret, and advise on complex contractual arrangements, including performance-based and management contracts, with a sound understanding of claims management and dispute resolution mechanisms.</li>
<li>Demonstrated experience with management contracts, PPP arrangements, or other performance-based contractual frameworks is preferred; experience with donor-funded projects is an asset.</li>

Result of Service<br>The Research Associate in the Relief and Social Services Department (RSSD) will contribute to the Camp Origins Project, a research project that is part of the Archive Initiative and premised on documenting the establishment of the Agency's recognized refugee camps across five fields of operation. The Research Associate will conduct archival research into the establishment of Palestine refugee camps, prepare archival material for legal clearance and apply approved redactions, and produce accurate, evidence-based written accounts suitable for institutional and external use.<br> Work Location<br>Amman, Jordan<br> Expected duration<br>12 months, renewable upon satisfactory performance evaluation and funds availability.<br> Duties and Responsibilities<br>The Research Associate will support RSSD’s project on the historical establishment of camps through archival research. The assignment focuses on identifying and compiling relevant archival material, assessing sensitivity, obtaining clearance, producing concise evidence-based camp profiles, and maintaining accurate project records. The Research Associate will support research delivery, documentation quality, and progress reporting. The Research Associate will: 1. Develop and execute search strategies across the Agency’s digitized archive for each camp, using historical name variants, transliterations, localities, and field office designations. 2. Retrieve and compile relevant archival material on camp establishment, including site and land agreements, camp plans, population records, health and sanitation surveys, education records, field office reports, and correspondence. 3. Maintain complete search logs, including nil returns, and document search decisions and working methods. 4. Assess relevance and distinguish records on camp establishment from later operational material, supplementing keyword searches with direct review where OCR or scan quality is limited. 5. Draft concise narrative profiles for each camp, ensuring all factual statements are traceable to cleared and cited sources and that evidential gaps are clearly reported. 6. Contribute to comparative synthesis across the historical periods covered by the project. 7. Perform other related duties as required.<br> Qualifications/special skills<br>EDUCATION Advanced university degree (Master's or equivalent) in history, archival studies, library and information science, information management, Middle East studies, political science, social sciences or a related field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced degree. EXPERIENCE 1) At least 2 years of demonstrated experience conducting research in primary source or archival collections, including identifying relevant material and assessing source relevance and evidential value. This must include at least 1 years of international relevant experience outside of the candidate’s home country, country of citizenship and country where the candidate have permanent residence. <p>About REACH and IMPACT </p><p>REACH was created in 2010 as a joint initiative of two International NGOs (IMPACT Initiatives and ACTED) and the United Nations Operational Satellite Applications Programme (UNOSAT). <p><h4>Description</h4>
<p>The digital forensics analyst is responsible for conducting forensic investigations, evidence acquisition, preservation, analysis, and reporting activities in support of cybersecurity incidents, legal investigations, regulatory requirements, and internal security matters. The role plays a critical part in identifying the source, scope, and impact of cyber incidents while ensuring the integrity and admissibility of digital evidence.</p>
<p>The role works closely with incident response teams, security operations, legal stakeholders, and customer representatives to investigate cyber incidents, collect forensic evidence, and provide technical findings that support decision-making, remediation, and potential legal proceedings.</p>
<h4>Responsibilities</h4>
<p><strong>Digital evidence acquisition & preservation</strong><br>
Perform forensic acquisition of digital evidence from workstations, servers, mobile devices, virtual environments, cloud platforms, and removable media.<br>
Ensure proper chain of custody procedures are followed throughout investigations.<br>
Preserve evidence integrity using approved forensic methodologies and tools.<br>
Conduct live and dead-box forensic acquisitions.<br>
Maintain forensic evidence repositories and documentation.</p>
<p><strong>Forensic investigation & analysis</strong><br>
Analyze digital evidence to identify unauthorized access, data theft, insider threats, malware activity, data destruction attempts, and policy violations.<br>
Examine file systems, registry artifacts, event logs, browser artifacts, user activity records, and network evidence.<br>
Conduct timeline analysis and event reconstruction activities.<br>
Support attribution efforts and attack path analysis where applicable.</p>
<p><strong>Reporting & documentation</strong><br>
Prepare detailed forensic reports documenting the methodology, findings, evidence collected, and conclusions.<br>
Present findings to technical and non-technical stakeholders.<br>
Maintain investigation records in accordance with regulatory and legal requirements.<br>
Support expert witness preparation activities where required.</p>
<p><strong>Research & continuous improvement</strong><br>
Maintain awareness of emerging attack techniques, anti-forensics methodologies, and digital investigation trends.<br>
Support the development of investigation procedures, forensic methodologies, and evidence handling standards.<br>
Participate in technical training and capability development initiatives.</p>

<h4>Requirements</h4>
<ul>
<li>Bachelor's degree or intermediate diploma (minimum) from a recognised institution.</li>
<li>Minimum 2 years experience in cybersecurity, including at least 2 completed digital forensic investigations.</li>
<li>At least one valid NCSC-approved forensics certification like GCFE, GCFA, CHFI, or another equivalent certification in the same field that is approved by the NCSC.</li>
<li>Hands-on use of forensic tools and sound evidence-handling practice.</li>
<li>Exposure to mobile and cloud forensics is preferable.</li>
<li>Experience in an MSSP, lab, or law-enforcement forensic environment is preferable.</li>

We are looking for a Manager from Investigation and Compliance to be part of our globally connected and culturally aligned Forensic & Integrity team in the MENA region.</p><p>Key Responsibilities</p><ul><li>Corporate compliance and Ethics, forensic accounting, financial and economic damages analyses, in a rapidly growing team with multidisciplinary skill sets.</li><li>Work and lead on challenging projects related to white collar crimes, fraud investigations.</li><li>Display understanding of client needs, priorities and anticipate related challenges.</li><li>Identify and resolve issues on your engagements demonstrating a broad technical and people skillset.</li><li>Prepare work plans and review electronic data, accounting, financial and non-financial records. Present findings to clients.</li><li>Liaise with senior client personnel, in-house counsel, external legal teams, witnesses and regulators.</li><li>Coach team members, contribute to the knowledge sharing culture of the team and hold difficult conversations.</li><li>Effectively balance your personal commitments with your professional needs.</li><li>Engage and participate in Sales and Marketing efforts including building the profile of the practice and firm in internal as well as external events.</li><li>Keep abreast on regulatory/ business/economic developments and their impact on the solutions of EY Forensics.</li><li>Meet mandatory compliance, learning and other professional requirements.</li></ul><p><strong>Desired Candidate Profile</strong></p><p><b>Minimum Requirements</b></p><ul><li>Bachelor s degree in accounting or equivalent, degree in Forensic studies would be a plus.</li><li>7-10 years of relevant experience in the Forensics field (Compliance, Anti-Bribery & Corruption, and Fraud), risk management and compliance experience in large professional services firms.</li><li>The position is open for Arabic speakers only.</li><li>Industry-related certification (e.g., Certified Fraud Examiner and/or Certified Public Accountant (CPA)).</li><li>Ability to travel up to 80% of the time within the MENA region.</li></ul><p>Additional Requirements</p><ul><li>Strong analytical and problem-solving skills.
