<p>As a Senior Associate, you will be reporting to Managers and higher grades, working as part of a team of problem solvers, helping to solve complex business issues from strategy to execution. Your job duties will include but will not be limited to:</p>

<li>Building and maintaining meaningful relationships with clients, and taking part in researching and identifying opportunities on new or existing clients</li>
<li>Developing internal and external relationships and reflecting PwC values in your day to day work when working in diverse teams</li>

<li>Managing teams and the communication with the clients and stakeholders</li>

In the Middle East (MENA), Tdh intervenes directly in 7 countries (Afghanistan, Egypt, Iraq, Jordan, Lebanon, Palestine and Syria).</p><p>Under the direct supervision of the Regional Finance Coordinator, the Regional Finance Officer provides technical support to the financial management of the region (regional office and country offices). He/she supports budget monitoring, in particular the optimization of the region's budgets, leads coordination between countries and the region, and actively participates in the preparation and annual review of budgets. He/she contributes to the management and consolidation of multi-country or regional financing, particularly when the region is the lead partner. He/she ensures the proper application of internal and donor procedures and the quality and reliability of financial reports</p><h2><br></h2><h2>Specific responsibilities:</h2><h3>Support to the management of the region</h3><h4>Regional Office Financial Management Support</h4><ul><li>Manage the regional office accounting and control of the analytical allocations</li><li>Preparation of the monthly budget monitoring (FMT cycle) and contribute to the financial balance of the regional office, including providing analysis and feedback support to the regional management team</li><li>Conduct meetings with budget holders to review project budgets, analytical allocations and financial situation when the regional office is lead.</li><li>Organize the monthly coordination between the country CAFs and the region (communication of allocations from the country offices hosting the regionals, sharing of the list of expenses, communication of good practices)</li><li>Participate in the development of donor budgets when the regional office is the lead or during multi-country proposals</li><li>Preparation of the annual regional budget as well as periodic budget revisions</li><li>Preparing financial reports of the budgets for the regional office is led in accordance with the donor reporting schedule and sending them for validation to RC Finance, identify and report financial risks to Finance RC</li><li>Communicate with the Regional Logistics Officer the configuration of country contracts including regional costs</li><li>Follow up with the Regional Logistics manager on purchase requests, payments and monitoring of regional expenses</li><li>Follow with the regional HR department for the monthly payroll and legal deductions payments.</li><li>Ensuring the confidentiality of financial information</li></ul><h3>Support to the management of the country offices delegated by the Regional FC</h3><h4>Regional Financial Monitoring</h4><ul><li>Ensure the control of the analytical allocations of the monthly accounting of the country offices</li><li>Monthly control and analysis of the country offices' budget monitoring (FMT cycle) include monitoring burn rates, ensuring alignment with project implementation timelines and budget performance, the control of their monthly cash request, and identifying financial risks, trends, variances and provide recommendations to the Regional Finance Coordinator.</li><li>Track corrections of donor payments in CRM by country offices.</li><li>Contribute to the regional financial data consolidation and preparation of financial dashboards with analysis for regional management.</li></ul><h3>Budgeting and Financial Planning Support</h3><ul><li>Country Offices in annual budgeting, periodic reviews and project budget development.</li><li>Participate in the control of budgets for new funding requests and potential amendments from country offices according to the validation thresholds in place before submission to the RC Finance for validation</li><li>Assist in budget revisions, realignments, and donor budget modifications.</li><li>Review proposed budgets to ensure consistency with donor guidelines and organizational policies.</li><li>Contribute to regional financial planning and forecasting.</li></ul><h3>Donor Financial Compliance</h3><ul><li>Ensure compliance with donor regulations and grant agreements.</li><li>Monitor country office financial reports according to the validation thresholds in place, in accordance with the donor reporting schedule and send them for validation by the Finance RC</li><li>Support Country Offices in the preparation of donor financial reports.</li><li>Review financial reports before submission to ensure accuracy and compliance.</li><li>Provide guidance on eligible costs, budget utilization, and financial documentation requirements.</li></ul><h3>Financial Systems and Tools</h3><ul><li>Ensure Country Offices maintain updated financial monitoring tools and accounting records.</li><li>Support the improvement and harmonization of regional financial management tools and templates.</li><li>Assist with troubleshooting financial system issues and liaise with relevant departments when needed.</li><li>Promote best practices in financial data management.</li></ul><h3>Internal Controls and Risk Management</h3><ul><li>Support the implementation of internal financial controls, Risk and Capacity Assessments across Country Offices.</li><li>Monitor compliance with organizational finance policies and procedures.</li><li>Identify financial risks and propose mitigation measures.</li><li>Contribute to internal audits, donor audits, and follow-up on audit recommendations.</li></ul><h3>Capacity Building and Technical Support</h3><ul><li>Provide technical support to Country Finance teams on financial management issues.</li><li>Deliver guidance on donor regulations, financial reporting, and <li>Under the supervision of the Senior Referral Officer, the Roving Referral Officer will be responsible for managing the settlement of all outpatient referral cases, including making payments at the hospital level. This role may expand to include inpatient admissions in later stages.</li>
<li>Ensure timely and accurate entry of financial data into the electronic referral system and the related financial tracker, covering both outpatient and inpatient cases.</li>
<li>Prepare and maintain both physical and electronic financial files for each case. This includes collecting and organizing all required documentation such as proof of registration, discharge reports, referral forms, invoices, receipts, and their translations.</li>

<li>On an exceptional basis the Roving Referral Officer will be required to support in town hall meetings, help desks and engage with community support committees to provide counseling for refugees and asylum seekers.</li>

<li>Coordinate the daily tasks for Paramedic and ambulance drivers in Zaatari and Azraq camp.</li>
<li>Organize and coordinate all referral transportation movements and schedules in cooperation with referral office, ambulance drivers and Roving Referral Officers in the hospitals.</li>
<li>Provide the finance department with documentation relevant to transportation.</li>
<li>Maintain an adequate tracking system for vehicles and drivers' movements that includes destinations, login/out and passengers daily.</li>
<li>Arrange the availability of beds with hospital Roving Referral Officers.</li>
<li>Follow all emergency and elective medical cases transferred from the camp to hospitals with Roving Referral Officers.</li>
<li>Create systematic process for ambulance supplies, equipment and medications check.</li>
<li>Receive calls from clinics and registration offices regarding cases that need transfer to hospitals.</li>
<li>Coordinate referral cases with referral hub.</li>
<li>Prepare daily schedule for elective cases.</li>
<li>Ensure that patients are informed regarding their hospital appointment one day before transfer.</li>

<li>Collect, analyze data and report based on already developed templates on a regular basis from the field.</li>
<li>Plan and conduct regular site visits to objectively observe the status of project implementation using the developed program supervisory and monitoring checklist</li>
<li>Support the M/E Manager with monitoring data and relevant findings in preparations for the partnership, coordination and review meetings</li>
<li>Provide training along with the M/E Coordinator to ensure the project and partner organization staff as well as the relevant government staff are capable of undertaking tasks under the project implementation</li>
