Office/Unit/Project Description</strong></p><br> <p>UNDP Jordan's 2018-2022 country programme seeks to support national efforts in reaching a solution pathway that achieves the goal of a more inclusive and resilient nation which can effectively address the development challenges it is faced with, through its five programme pillars. Among these pillars is the Environment, Climate Change and DRR Portfolio that assist the country to integrate environmental concerns into national and sectoral plans and strategies; secure resources; and implement programmes that advance inclusive, sustainable development, and strengthen livelihoods. </p><br> <p>The coastline of the Gulf of Aqaba in Jordan, spanning a mere 27 kilometers at its northeastern tip, holds a distinctive role as Jordan's limited maritime access. Its pristine waters boast a stunning coral reef teeming with diverse marine life. Recognizing the importance of preserving this unique biodiversity, the Aqaba Special Economic Zone Authority (ASEZA) reclassified the Aqaba Marine Park (AMP) to the Aqaba Marine Reserve (AMR) in 2020. This designation, integrated into the Jordan National Protected Areas (JNPA) network, underscores its significance for biodiversity conservation and community engagement. Jordan's nomination of the AMR for inclusion on UNESCO's tentative list in 2023 further acknowledges its potential as a natural heritage site of Outstanding Universal Value.</p><br> <p><strong>2. Scope of Work </strong></p><br> <p>Under the overall guidance and supervision of the Aqaba Projects Coordination Manager, the Operations Associate will provide support to the Aqaba Projects, is expected to perform the following responsibilities and duties:</p><br> <ul> <li><strong>Ensures implementation ofoperational and financial strategies, and adapts processes and procedures of the Aqaba Projects</strong> focusing on the achievement of the following: <ul> <li>Ensure full compliance of procurement, finance, HR and administration activities with UN/UNDP rules, regulations, policies and procedures, and implementation of effective internal control. </li> <li>Provide effective financial management and administrative assistance to support implementation of the Aqaba Programme.</li> <li>Support the recruitment of PSA holders and UNVs for the Aqaba Projects.</li> </ul></li> <li><strong>Provides effective financial management support</strong>, focusing on the achievement of the following: <ul> <li>Support budget planning for the Aqaba Projects, implement the control mechanism through monitoring the budget lines and budget funds balance, and preparation of modifications as required. </li> <li>Regularly reviewing Quantum financial expenditure reports and advising the relevant project leads.</li> <li>Assistance in proper control of supporting documents for payments and financial reports.</li> </ul></li> <li><strong>Administers procurement and administrative </strong>focusing on achieving the following: <ul> <li>Ensure effective procurement of goods and services, recruitment, and contract management process related to the Aqaba Projects’, including but not limited to, liaising with team members and follow up on contracts for consultants, interns, and vendors in collaboration with supervisors and help ensure timely payment, support in preparing long lists of consultants for selection by supervisor and compile supporting documents. </li> <li>Prepare procurement plans for the office and monitoring of implementation. </li> <li>Prepare submissions to the Contract, Asset and Procurement Committee (CAP) and Advisory Committee on Procurement (ACP). </li> <li>Implement internal control system which ensures that Purchase orders are duly prepared and dispatched. <p><b> POSITION DESCRIPTION T</b>he Proposal Writing & Business Development Manager leads Amideast Jordan s efforts to expand its donor and client portfolio by identifying funding opportunities, building strategic partnerships, and advancing new business in alignment with the organization s strategic priorities. The role works closely with the Country Director, headquarters, technical teams in the Jordan office as well as regionally, and external partners to strengthen Amideast s market positioning and pursue new opportunities. The incumbent manages the business development process from opportunity identification through proposal submission by researching donor priorities and client needs, pursuing and meeting with new potential clients, assessing Amideast s service portfolio, and working with technical and operational teams to design responsive, feasible solutions. The role prepares competitive technical and cost proposals, ensures compliance with Amideast s internal processes, secures required approvals, meets submission deadlines, and maintains relationships with current and prospective donors and clients to support sustainable organizational growth. RESPONSIBILITIES Business Development & Partnerships • Coordinate the development and implementation of business development plans in collaboration with the Country Director. • Conduct market research and monitor relevant trends to identify potential opportunities and help determine which ones to pursue. • Maintain relationships with donors, local and international government entities, UN agencies, NGOs, private sector organizations, and implementing partners. • Maintain an updated pipeline of opportunities and support the development of partnerships that contribute to organizational priorities. Proposal Development, Writing & Knowledge Sharing • Manage the development of proposals, concept notes, expressions of interest, and related documents from initial review through final submission. • Coordinate technical, operational, and financial inputs with subject matter experts, program teams, Finance, Operations, and headquarters teams to develop clear, responsive, and feasible solutions aligned with Amideast s expertise and client needs. • Ensure proposals meet submission requirements through effective review processes, quality checks, internal approvals, and adherence to Amideast procedures. • Develop and maintain proposal tools, templates, and guidance materials, and provide staff with support and best practices to strengthen proposal writing and business development capacity. QUALIFICATIONS AND SKILLS Required Education: Bachelor s degree in International Development, Education, International Relations, Business Administration, Communications, or a related field. Professional Experience: • Minimum of 7 years of professional experience in the international development sector, with exposure to areas such as education, academic testing, workforce development, and youth programming. • At least 3 years of experience in business development, including identifying funding opportunities, developing partnerships, and supporting organizational growth. • Minimum of 6 years of experience in proposal development, including preparing successful technical and cost proposals for U.S. Government agencies, foundations, corporations, and bilateral or multilateral donors (e.g., EU, World Bank, UN agencies). Technical Skills • Strong knowledge of donor procurement processes, compliance requirements, and funding mechanisms. • Understanding of monitoring, evaluation, accountability, and learning (MEAL) principles and their application in program design. • Familiarity with Amideast s technical areas, including education, workforce development, STEM, and youth programming. • Ability to conduct donor and market research and translate findings into effective proposal strategies. • Demonstrated ability to develop competitive proposals and respond to complex donor solicitations, including RFPs, RFAs, and EOIs. • Ability to develop proposals and pitches for private sector companies. <p>Scope of work The Business Analyst will serve as the primary link between healthcare stakeholders, the EMR vendor, and internal technical teams to ensure the successful delivery of the Electronic Medical Records (EMR) system. The role is responsible for eliciting, analyzing, documenting, and validating business, clinical, and functional requirements; conducting business process analysis and Fit-Gap assessments; developing functional specifications and other product documentation; and ensuring that proposed solutions align with UNRWA’s operational and clinical workflows. The Business Analyst will also support solution design, review system configurations, coordinate business validation activities, including System Integration Testing (SIT) and User Acceptance Testing (UAT), and facilitate the resolution of functional issues. backlog items meet agreed readiness criteria before being included in a sprint. • Facilitate or support Agile/Scrum events, including backlog refinement, sprint planning, daily coordination meetings, sprint reviews, demonstrations, and retrospectives. • Monitor sprint commitments, deliverables, dependencies, impediments, and completion against agreed acceptance criteria. • Support the Product Lead Deliverables Management • Serve as a key coordination point between the EMR project team and the vendor for requirements, deliverables, testing, and implementation activities. • Review vendor deliverables against contractual requirements, approved specifications, user stories, acceptance criteria, and the agreed implementation plan. • Track vendor commitments, deliverables, action items, defects, dependencies, and due dates. • Participate in vendor meetings, technical discussions, demonstrations, sprint reviews, and deliverable-acceptance activities. • Identify deviations from integration testing, regression testing, system testing, and user acceptance testing. • Work with healthcare professionals and business users to prepare and execute user acceptance testing. • Record, <section><p class="heading jdMain">Job Description</p><p class="heading">Roles & Responsibilities</p><div class="paragraph"><p>In coordination with the relevant Protection Desk at HQ, the GBV Specialist will provide technical leadership and coordination for UPP s protection activities under the SPRING project, with a specific focus on gender-based violence (GBV) prevention and response. The Specialist will conduct GBV context analysis, map partners and actors, and identify capacities, needs, and priorities to strengthen UPP s protection response for women and girls. They will also develop UPP s Protection and GBV programming by delivering needs-based capacity building and coaching to the Protection team and implementing partners. The role encompasses both direct implementation oversight and capacity-building responsibilities, aligned with international and national best standards.</p><p><strong>Technical leadership and capacity</strong></p><p>The GBV Specialist will oversee and technically supervise the delivery of integrated case management services coordinated by UPP, building the systems established under previous projects. Specific responsibilities include:</p><ul><li>Ensure overall coordination and technical alignment of the whole protection component of the project including GBV, CP, MHPSS, legal protection and <section><p class="heading jdMain">Job Description</p><p class="heading">Roles & Responsibilities</p><div class="paragraph"><p><span >Project Context These ToR are developed within the framework of the program (hereinafter the Convenio) entitled "Strengthened the active participation of women (Jordanians, Syrian Refugees, Youth and Women with Disabilities - WwD) with a comprehensive approach to rights in Jordan", funded by the Spanish Cooperation AECID and the Barcelona City Council. Alianza por la Solidaridad is part of a consortium formed by three Spanish NGOs (Alianza, MPDL and NOVACT), of which Movement for Peace MPDL is the lead organization for this intervention, along with the local partners: Be Positive; Community Based Rehabilitation Center (CBR); I Dare; and Housewives Association (HSF). The direct local partner of Alianza is HSF. This Convenio will last until early 2027. Its general objective is to Contribute to a life free of violence for women, preventing economic, gender, community and digital violence and it includes 3 specific objectives: - SO1 : Promote the sustainable and inclusive economic empowerment of Jordanian and refugee women, with special attention to young women and women with disabilities. - SO2 : Improve the system of protection, prevention and response to gender violence in Mafraq, Zarqa and Amman. - SO3 : Strengthen the leadership of Jordanian and refugee women, paying special attention to young women and/or women with disabilities, in peace building, preventing violent conflicts and promoting resilience in their communities. Alianza is coordinating the implementation of SO2, in which these ToR are framed.</span></p><p>Project Objectives Specific Objective 2: Improve the system of protection, prevention and response to gender violence in Mafraq, Zarqa and Amman, will be achieved through the following outcomes: - SO2. O1. Women and WwD (Jordanians and refugees) surviving or at risk of GBV have access to prevention, detection, care and referral services with high quality standards. - SO2. O2. Strengthened the favorable environment at the community level for the prevention and detection of gender violence and the promotion of women's rights, from the female leadership. - SO2. O3. Reinforced the joint strategy of partner organizations to guarantee the protection and empowerment of women and WwD (Jordanians and refugees) from a comprehensive perspective. These ToR are mainly related to Outcome 2 of Specific Objective 2, more specifically with the activity A2.2.4 Piloting and development of a protection kit to avoid potential negative impacts on women's security derived from their economic empowerment . The goal of this activity is to develop and disseminate a set of tools grounded in experience to serve as a guide for any organization seeking to launch economic empowerment programs, ensuring protection and an approach based on the principle of do no harm .</p><p>CONSULTANCY Summary of the Process The consultant (or consultancy group) will conduct an analysis of various economic empowerment initiatives carried out both within and outside the project consortium to identify key aspects and best or worst practices related to the risks faced by women participating in these programs and their protection. Based on this analysis and knowledge of the sector, the consultant will develop intervention guidelines for organizations working on women s economic empowerment (entrepreneurship/self-employment or employment) that will ensure potential risks are taken into account and prevent unintended consequences in terms of protection against violence and discrimination.</p><p>Objective and Outputs of the Consultancy The project aims to develop comprehensive, practical, and useful guidelines or a toolkit to ensure the protection against and prevention of gender-based violence at all stages of economic empowerment programs. This toolkit will serve as a reference for any stakeholder (community organizations, NGOs, public institutions) that implements economic empowerment programs for vulnerable women or intends to do so in the future. Prior to this, the consultant will analyze real-world cases carried out by partners in order to better understand the challenges, main obstacles, and risks related to the protection of women and the prevention of gender-based violence in this type of interventions. The specific expected outputs are as follows: • Conduct a thorough analysis of current/recent experiences of economic empowerment initiatives for women, identifying: practices that entail or might entail risks of GBV or any other protection risk; short-term impact of the initiatives on (risk of) GBV by women participants; solutions/recommendations to bridge these gaps; good practices implemented to ensure protection and/or avoid (further) GBV and discrimination throughout the program cycle, especially for those women already at risk. • Develop a comprehensive and user-friendly toolkit to ensure protection for women in economic empowerment programs, especially those addressed to vulnerable women. The toolkit must cover the whole program cycle, addressing at the very least: Design, planning, implementation, monitoring, evaluation. • Train Alianza-AA staff, partners and other relevant stakeholders in understanding and using these guidelines/toolkit. All the process will be guided by the following principles: • Human rights-based approach (HRBA) , ensuring a thorough analysis of the root causes of protection risks and treating participant women as right-holders. • Survivor-centered approach, that will guide the consultants in their engagement with persons who have experienced GBV or may be at risk of it. This principle will also be integrated in the contents of the toolkit. • Intersectionality. Since then, WFP has been providing food assistance to vulnerable groups on monthly basis to secure a stable access to food and stabilize their food security.
