<p>The United Nations Development Programme (UNDP) Country Programme in Jordan aims to enhance the nation's inclusivity and resilience to achieve its national priorities, aligned with the 2030 Agenda. The Jordan Country Office focuses on key priorities, including governance and peace, inclusive growth and sustainable livelihoods, environment, renewable energy, climate change, financing for development, and SDG impact.</p>
<p>Regarding the significant challenge posed by financing for development, the 2015 Addis Ababa Action Agenda emphasized the importance of holistic approaches to financing national strategies. In response, UNDP launched Financing for Development (FfD) portfolios which include initiatives in partnership with both governmental and private stakeholders to align public and private capital flows with national development priorities and to mobilize the necessary financing for large-scale development impacts.</p>
<p>In an effort to build a coherent sustainable finance architecture, UNDP leverages its technical expertise and convening power to support the deployment of an Integrated National Financing Framework (INFF) in Jordan. This government-led process unites government entities, the private sector, and development cooperation partners in devising a strategy to finance national development. To inform this strategy with data and analyses of the financing landscape, UNDP Jordan already conducted a Development Finance Assessment and complementary thematic studies. Building on these efforts, the country office is now deploying a FfD portfolio to further support the government in developing an INFF roadmap anchored with the priorities of Jordan’s Economic Modernisation Vision (EMV).</p>
<p>With its FfD portfolio, the country office is seeking to effectively leverage innovative financing and support investments into the green transition. UNDP Jordan is partnering with the United Nations Capital Development Fund (UNCDF) toward an area-based development programme to establish a Jordan Valley Green Economic Corridor. This ambitious initiative is designed to run for over seven years and encompasses a portfolio of development projects aligned with the key components of the EMV.</p>
<p>The Jordan Country Office is seeking to recruit a Programme Analyst (Economist and innovative finance) who will, under the strategic guidance of the Resident Representative (RR) and the direct supervision of the Partnership, Innovation and Business Development Specialist, support in leading the implementation of the Integrated National Financing Framework (INFF) and contribute to the further development of the Financing for Development (FfD) portfolio.</p>
<h4>Scope of work</h4>
<p>The Programme Analyst (Economist and innovative finance) will work under the direct supervision of the Strategy, Innovation, and Business Development Specialist. The Programme Analyst contributes to the development and implementation of UNDP’s economic policies, supporting the government’s efforts towards sustainable and inclusive development. The position requires collaboration with the global policy network and interacting with various stakeholders, including government institutions, the private sector, and civil society to achieve strategic goals.</p>

<h4>Office/unit/project description</h4>
<p>The United Nations Development Programme (UNDP) Country Programme in Jordan aims to enhance the nation's inclusivity and resilience to achieve its national priorities, aligned with the 2030 Agenda. The Jordan Country Office focuses on key priorities, including governance and peace, inclusive growth and sustainable livelihoods, environment, renewable energy, climate change, financing for development, and SDG impact.</p>
<p>Regarding the significant challenge posed by financing for development, the 2015 Addis Ababa Action Agenda emphasized the importance of holistic approaches to financing national strategies. In response, UNDP launched Financing for Development (FfD) portfolios which include initiatives in partnership with both governmental and private stakeholders to align public and private capital flows with national development priorities and to mobilize the necessary financing for large-scale development impacts.</p>
<p>In an effort to build a coherent sustainable finance architecture, UNDP leverages its technical expertise and convening power to support the deployment of an Integrated National Financing Framework (INFF) in Jordan. This government-led process unites government entities, the private sector, and development cooperation partners in devising a strategy to finance national development. To inform this strategy with data and analyses of the financing landscape, UNDP Jordan already conducted a Development Finance Assessment and complementary thematic studies. Building on these efforts, the country office is now deploying a FfD portfolio to further support the government in developing an INFF roadmap anchored with the priorities of Jordan’s Economic Modernisation Vision (EMV).</p>
<p>With its FfD portfolio, the country office is seeking to effectively leverage innovative financing and support investments into the green transition. UNDP Jordan is partnering with the United Nations Capital Development Fund (UNCDF) toward an area-based development programme to establish a Jordan Valley Green Economic Corridor. This ambitious initiative is designed to run for over seven years and encompasses a portfolio of development projects aligned with the key components of the EMV.</p>
<p>The Jordan Country Office is seeking to recruit a Programme Analyst (Economist and innovative finance) who will, under the strategic guidance of the Resident Representative (RR) and the direct supervision of the Partnership, Innovation and Business Development Specialist, support in leading the implementation of the Integrated National Financing Framework (INFF) and contribute to the further development of the Financing for Development (FfD) portfolio.</p>
<h4>Scope of work</h4>
<p>The Programme Analyst (Economist and innovative finance) will work under the direct supervision of the Strategy, Innovation, and Business Development Specialist. The Programme Analyst contributes to the development and implementation of UNDP’s economic policies, supporting the government’s efforts towards sustainable and inclusive development. The position requires collaboration with the global policy network and interacting with various stakeholders, including government institutions, the private sector, and civil society to achieve strategic goals.</p>
<p>The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the office and the organization.</p>
<p>The incumbent will undertake the following to ensure the success of the assignment:</p>

<li><strong>Support in ensuring effective design and implementation of core thematic areas in the UNDP Jordan programme portfolio, focusing on achievement of the following results:</strong>

<li>Provide technical support on core thematic areas and initiatives in line with the Country Programme Strategy including necessary preparation of design, technical support, stakeholder consultation, preparation of terms of reference, concept notes, and action plans to operationalize activities.</li>
<li>Support the design of capacity development materials and technical support in conducting capacity-building initiatives.</li>
<li>Consolidate best practices and propose effective ways of doing things.</li>
<li>Identify operational and programmatic challenges in relation to SDG financing/INFF work and propose solutions.</li>

<p>Scope of work The Business Analyst will serve as the primary link between healthcare stakeholders, the EMR vendor, and internal technical teams to ensure the successful delivery of the Electronic Medical Records (EMR) system. The role is responsible for eliciting, analyzing, documenting, and validating business, clinical, and functional requirements; conducting business process analysis and Fit-Gap assessments; developing functional specifications and other product documentation; and ensuring that proposed solutions align with UNRWA’s operational and clinical workflows. The Business Analyst will also support solution design, review system configurations, coordinate business validation activities, including System Integration Testing (SIT) and User Acceptance Testing (UAT), and facilitate the resolution of functional issues. Throughout the project lifecycle, the incumbent will work collaboratively with stakeholders to ensure that business needs are accurately translated into high-quality, user-centered digital health solutions that support UNRWA’s strategic objectives. Specific Outputs/Tasks include but not limited to: Key Responsibilities 5.1 Business and Technical Requirements • Engage healthcare professionals, business users, technical teams, and other stakeholders to elicit, analyze, validate, and document business, clinical, operational, and technical requirements. • Translate business and clinical requirements into functional specifications, the EMR product backlog. • Develop and refine user stories, acceptance criteria, technical tasks, and backlog items in collaboration with business users, technical teams, and the vendor. • Ensure backlog items meet agreed readiness criteria before being included in a sprint. • Facilitate or support Agile/Scrum events, including backlog refinement, sprint planning, daily coordination meetings, sprint reviews, demonstrations, and retrospectives. • Monitor sprint commitments, deliverables, dependencies, impediments, and completion against agreed acceptance criteria. • Support the Product Lead in reviewing and accepting completed backlog items and identifying items requiring rework. • Ensure that sprint outcomes, decisions, action points, and lessons learned are properly documented and followed up. 2.3 System Development Lifecycle • Apply sound knowledge of the full system development lifecycle, including discovery, requirements analysis, solution design, development, integration, testing, deployment, stabilization, and post-implementation support. • Review solution designs and technical specifications to confirm alignment with approved business requirements. • Support change-control processes by assessing the business, technical, schedule, and resource implications of proposed changes. • Coordinate requirements clarification between stakeholders and the vendor throughout the development lifecycle. • Identify delivery risks, gaps, and inconsistencies at an early stage and escalate them to project management with recommended actions. 2.4 Vendor and Deliverables Management • Serve as a key coordination point between the EMR project team and the vendor for requirements, deliverables, testing, and implementation activities. • Review vendor deliverables against contractual requirements, approved specifications, user stories, acceptance criteria, and the agreed implementation plan. • Track vendor commitments, deliverables, action items, defects, dependencies, and due dates. • Participate in vendor meetings, technical discussions, demonstrations, sprint reviews, and deliverable-acceptance activities. • Identify deviations from approved requirements, quality standards, or delivery timelines and support their resolution and escalation. • Maintain clear records of vendor decisions, clarifications, commitments, and outstanding actions. 2.5 Integration and Data Migration • Support the analysis and documentation of integration requirements between the EMR and relevant corporate, clinical, laboratory, reporting, and administrative systems. • Document interface requirements, data flows, data ownership, business rules, field mappings, validation rules, and error-handling requirements. • Collaborate with technical teams and the vendor to ensure secure, reliable, and accurate data exchange. • Support data migration planning, including data mapping, cleansing rules, validation criteria, reconciliation, and migration testing. • Participate in the validation of migrated data and integrated workflows to confirm completeness, accuracy, and usability. 2.6 Testing and Quality Assurance • Develop and maintain test strategies, test plans, test scenarios, test cases, test scripts, and expected results based on approved requirements and acceptance criteria. • Coordinate and support functional testing, integration testing, regression testing, system testing, and user acceptance testing. • Work with healthcare professionals and business users to prepare and execute user acceptance testing. • Record, <p>Since October 2023, Gaza has been plunged into an unprecedented humanitarian catastrophe marked by mass destruction, displacement, and loss of life. By October 2025, 67,173 Palestinians were killed and 169,780 were injured while 90% of the population—2.1 million people—had been displaced multiple times. The health system is on the verge of collapse, humanitarian access remains extremely limited, and the entire population faces crisis or worse levels of food insecurity, with nearly half a million people at risk of famine. Attacks on hospitals, schools, and shelters continue, while widespread explosive ordnance contamination endangers civilians and obstructs humanitarian operations. Approximately 25% of the injured—around 22,500 people—require immediate and long-term rehabilitation, including thousands of children who have suffered life-changing injuries, with Gaza now home to the largest group of child amputees in modern history.</p>
<h4>Your mission</h4>
<p>Reporting to the Country Director, the Deputy Country Director for Support Services provides coaching and guidelines of all the Support Services functions and systems within the mission. S/he is responsible for HR, Logistics, and Finance in terms of process development, improvement, and implementation. S/he participates in the establishment of the strategic orientations of the program.</p>
<p><strong>Responsibility 1: Strategic oversight and functional guidance to Support Services Managers</strong></p>

<li>Oversee the implementation of the Shared Services strategy in line with the Country Strategy and emergency readiness priorities.</li>

<h4>Job context</h4>
<p>Since October 2023, Gaza has been plunged into an unprecedented humanitarian catastrophe marked by mass destruction, displacement, and loss of life. By October 2025, 67,173 Palestinians were killed and 169,780 were injured while 90% of the population—2.1 million people—had been displaced multiple times. The health system is on the verge of collapse, humanitarian access remains extremely limited, and the entire population faces crisis or worse levels of food insecurity, with nearly half a million people at risk of famine. Attacks on hospitals, schools, and shelters continue, while widespread explosive ordnance contamination endangers civilians and obstructs humanitarian operations. Approximately 25% of the injured—around 22,500 people—require immediate and long-term rehabilitation, including thousands of children who have suffered life-changing injuries, with Gaza now home to the largest group of child amputees in modern history.</p>
<h4>Your mission</h4>
<p>Reporting to the Country Director, the Deputy Country Director for Support Services provides coaching and guidelines of all the Support Services functions and systems within the mission. S/he is responsible for HR, Logistics, and Finance in terms of process development, improvement, and implementation. S/he participates in the establishment of the strategic orientations of the program.</p>
<p><strong>Responsibility 1: Strategic oversight and functional guidance to Support Services Managers</strong></p>

<li>Oversee the implementation of the Shared Services strategy in line with the Country Strategy and emergency readiness priorities.</li>
<li>Provide technical guidance, coaching, and capacity strengthening to HR, Logistics and Finance Managers to support their leadership, decision-making and strategic ownership.</li>

<p><strong>Responsibility 2: Ensure compliance of financial, logistics and HR processes</strong></p>

<li>Strengthen risk visibility and oversee the effectiveness of internal control systems and risk mitigation measures across support services, particularly in emergency and remote management contexts.</li>
<li>Ensure robust coordination with the project teams during budget creation, budget monitoring and reporting to donors.</li>
<li>Define, adapt, and propose updates of all necessary internal procedures in close coordination with support services team members and technical referents.</li>

<p><strong>Responsibility 3: Coordination of Support Services action plan</strong></p>

<li>Ensure effective coordination and communication between Support Services departments, program teams and coordination structures, including the development and implementation of appropriate planning and management tools.</li>
<li>Lead the development and implementation of the shared services action plan of the Country strategy plan of action on an annual basis. Monitor achievement and report quarterly on the monitoring plan.</li>
<li>Lead the nationalization plan for the program for identified positions. Coordinate labor market assessment.</li>
<li>Conduct regular analysis of mission structure costs, coherence with overall structure and strategy to inform quality proposal development, improve financial management and increase visibility for the structure cost.</li>
<li>Monitor effective and timely implementation of support needed for each project, flag to the coordination team any unforeseen challenges and propose mitigation or corrective measures to be implemented.</li>
<li>Identify the constraints and opportunities in HR, logistics and finance of the potential response to humanitarian needs and brief the Country Director and department Coordinators on the consequences.</li>

The position will serve as a coordination link between the DoS communications team, UNFPA and the network of volunteers, helping to organize activities, disseminate approved communication materials and messages, monitor implementation, and consolidate feedback and reporting.</p><p><br></p><p>The assignment will contribute to strengthening public understanding of the census, addressing misconceptions, promoting participation, and ensuring consistency in census-related communication across different channels and locations.</p><p><br></p><p>Additional Information:</p><p><br></p><p>National UN Associate Volunteers in Jordan are entitled to:</p><p><br></p><p>• Monthly Volunteer Living Allowance (VLA) at the amount of JOD 949.06;</p><p>• Annual and learning leaves;</p><p>• Free Medical and life insurance; and</p><p>• Free access to different learning platforms.</p><p><br></p><p>Task description</p><p>Under the direct supervision of the M&E Analyst and Population and Development Portfolio Lead, and in close coordination with the Department of Statistics communications team, the UN Volunteer Associate will:</p><p><br></p><p>Communication planning and coordination:</p><p><br></p><p>- Support the coordination and implementation of the census communication plan and campaign in line with the agreed communication strategy and key messages.</p><p>- Maintain a consolidated activity plan and calendar for census communication and outreach activities.</p><p>- Coordinate with the DoS communications team to ensure that communication activities are aligned, complementary, and based on officially approved census information.</p><p>- Support the preparation, organization, and follow-up of communication coordination meetings with DoS and relevant partners.</p><p>- Assist in ensuring that census communication materials and messages are disseminated to volunteers in a timely and organized manner.</p><p><br></p><p>Volunteer coordination:</p><p><br></p><p>- Support the coordination of the network of more than 300 census communication and outreach volunteers.</p><p>- Maintain updated contact and deployment lists for volunteers and support regular communication with them.</p><p>- Facilitate the dissemination of approved communication materials, key messages, guidance, schedules, and updates to volunteers.</p><p>- Support the organization of briefings, orientation sessions, and coordination meetings for volunteers.</p><p>- Follow up with volunteers on assigned communication and outreach activities and consolidate their progress.</p><p>- Collect feedback, questions, challenges, and emerging communication issues from volunteers and communicate them to the relevant DoS and UNFPA teams.</p><p>- Support the identification of communication gaps or areas requiring additional outreach.</p><p><br></p><p>Campaign implementation and monitoring:</p><p><br></p><p>- Support the implementation and monitoring of census awareness activities across relevant communication channels and locations.</p><p>- Track planned versus completed communication and outreach activities and maintain simple monitoring records.</p><p>- Collect and consolidate information, photographs, activity reports, and other documentation from volunteers, as appropriate.</p><p>- Support the preparation of regular updates on the implementation of the census communication campaign.</p><p>- Identify recurring questions, misconceptions, or concerns raised by the public and volunteers and refer them to the appropriate technical or communications focal points.</p><p>- Support the consistent use of plain-language census messages, particularly in distinguishing the census from administrative registers and other government information systems.</p><p><br></p><p>Content and knowledge management:</p><p><br></p><p>- Support the organization and maintenance of a shared repository of approved census communication materials, messages, FAQs, guidance, and other relevant resources.</p><p>- Assist in adapting approved communication content for different volunteer groups and outreach contexts, without altering the technical substance of official census messages.</p><p>- Support the collection and documentation of good practices, lessons learned, and examples from the communication campaign.</p><p>- Assist in preparing presentations, briefing materials, reports, trackers, and other coordination documents as required.</p><p><br></p><p>Coordination and other duties:</p><p><br></p><p>- Facilitate effective information flow between UNFPA, DoS, volunteers, and other relevant stakeholders.</p><p>- Support coordination with relevant UNFPA communication and programme colleagues as required.</p><p>- Perform other related duties within the scope of the assignment that contribute to the successful implementation of the census communication and public outreach campaign.</p><p><br></p> </div><h2 class="h5">Skills</h2>

<p>HI Palestine is currently operating as a stand-alone program under the authority of the Emergency Division, with a dedicated governance framework adapted to the scale and complexity of the crisis. This arrangement, confirmed until the end of 2026, is intended to provide the structural flexibility and operational responsiveness required in the current context, while also anticipating and preparing for a transfer back to Mashreq Programme (regional office). Palestine Coordination is split between Jerusalem and Amman, with a West Bank area office located in Ramallah and a Gaza area office in Zuwayda. In Gaza, HI operates three offices: one in the central area (Zuwayda), one in the north (Gaza City), and one in the south (Khan Younis).</p>
<p>The mission's operational strategy relies on four pillars: Health (Rehabilitation and P&O), Armed Violence Reduction, Atlas Logistics, and Education. Cross-cutting components include IHA, MHPSS, Protection Mainstreaming, and DGA.</p>
<p>The total budget for 2026 is expected to range between 8 and 12 million EUR.</p>
<h4>Your mission</h4>
<p>The Grants Management Department for HI Palestine plays a central role in overseeing proposal development and donor reporting across operations in the West Bank and Gaza. Based remotely in Amman—where part of the coordination team is located—the department ensures consistent communication and alignment despite geographic constraints. It is currently composed of a Grants Manager and a Reporting Officer, the latter recently recruited to strengthen capacity, as these responsibilities were previously handled solely by the Grants Manager.</p>
<p>As the department evolves, a key priority will be the effective management and mentoring of the Reporting Officer, alongside a stronger emphasis on developing high-quality, competitive proposals that support both existing and potentially new sectors of intervention. In parallel, the department will contribute to reinforcing compliance with grants management processes and continue refining internal systems to improve efficiency, accountability, and overall performance.</p>
<p>Reporting to the Technical Head of Programme, your main responsibilities are:</p>
<p><strong>Responsibility 1: Grants management</strong><br>
Lead the writing, review, and submission of high-quality narrative reports, ensuring they accurately reflect project progress and status in a transparent, timely, and professional manner.<br>
Development of CE, NCE, and MR (Cost Extensions, Non-Cost Extensions, and Modification Requests) as well as new project proposals.<br>
Ensure that project cycle management processes and tools are implemented and up to date (such as grants tracker, regular communication on status of grants, Go/No Go meetings, Kick Off Meetings, progress review meetings, closure meetings, etc.).<br>
Address donor comments and feedback on proposals and reports promptly, coordinating with relevant staff and departments to ensure resolution and compliance.<br>
Contribute to the reporting to national and local authorities as required by HI registration/legal status in the country.</p>
<p><strong>Responsibility 2: Financial reporting and budget management</strong><br>

<p><strong>Responsibility 4: Donor compliance</strong><br>
Ensure that contractual obligations (including visibility requirements) and reporting deadlines are known and met by Programme, MEAL and Support Services.<br>
Conduct trainings towards PMs on narrative and financial quality reporting, as well as donor rules and regulations (donor compliance).<br>
Interpret and apply donor financial regulations, ensuring HI's compliance with specific rules (e.g., payment schedules, allowable costs, cost-sharing, exchange rates).<br>
Guide and inform program and finance teams on donor-specific financial guidelines and best practices.</p>
<p><strong>Responsibility 5: Business development</strong><br>
Collaborate with the THOP and Operation Manager to identify new funding opportunities.<br>
Support the organization and coordination of donor meetings, field visits, and regular communications to strengthen donor relationships.<br>
Contribute to the development and implementation of fundraising strategies, including donor mapping and identification of new funding opportunities.<br>
Coordinate the development of new project proposals, ensuring timely collaboration across teams and full compliance with donor requirements, including budget preparation, annexes, and supporting documentation.<br>
Maintain a thorough understanding of donor priorities and emerging funding trends to position HI for successful grants acquisition.</p>
<p><strong>Responsibility 6: Management of the Reporting Officer</strong><br>
Provide direct supervision and support to the Reporting Officer ensuring the coordination, quality, and consistency of the reporting process.</p>
<p><strong>Responsibility 7: CRM management</strong><br>
Oversee the conversion of approved proposals into formal contracts, ensuring compliance with donor requirements.<br>
Update the status of contracts in the CRM system, providing detailed information on submission stages, report approvals, and overall progress.<br>
Manage and generate contractual amendments and import signed documents into the system.<br>
Track and manage reporting deadlines through the contract management system's action functionalities.</p>
<h4>Requirements</h4>

<li>You have 2 years of experience in humanitarian sector, preferably in grants management or business development.</li>
<li>You are proficient in developing, reviewing, and submitting high-quality narrative and financial reports.</li>

<li>Previous experience with donor-specific requirements (e.g., cost eligibility, flexibility rules) is desirable, as well as knowledge of donors' regulations and requirements.</li>
<li>Previous experience with HI and/or in the Middle East is a strong asset, particularly in Palestine.</li>
