He/ she provides procedural guidance to clients and staff across the Organization regarding procurement rules and procedures.</span></p><br><p><br><span><strong>Tasks and responsibilities</strong></span></p><br><p><span>• Coordinate and support the implementation of procurement activities for FAO Jordan in accordance with FAO rules, policies, and procedures, including MS 502 and related applicable guidance.</span><br><span>• Manage and monitor procurement requests received from projects and other internal requesters, including consolidation of procurement plans and follow-up on procurement milestones and progress.</span><br><span>• Review purchase requisitions and related supporting documentation to ensure completeness, accuracy, and compliance with FAO requirements before initiating procurement actions.</span><br><span>• Carry out local and international procurement processes for goods and services, including preparation of solicitation documents, issuance of tenders, receipt and opening of offers, evaluation of bids/proposals, and preparation of purchase orders and contracts, in full compliance with FAO rules and procedures.</span><br><span>• Support the preparation, drafting, processing, and follow-up of contracts, purchase orders, amendments, renewals, and other procurement-related documents under the applicable operational modalities.</span><br><span>• Ensure procurement actions are processed in a timely manner and provide regular updates to requesters and management on the status of ongoing actions and any related issues requiring attention.</span><br><span>• Maintain and update supplier and vendor records, including identification of potential suppliers, review of supplier information, conduct of market research, and support to supplier sourcing and outreach processes, including calls for expression of interest where relevant.</span><br><span>• Conduct market surveys and supplier research using available sources, including online resources, UNGM, and other relevant platforms, and maintain up-to-date supplier information by category and item.</span><br><span>• Evaluate quotations and bids in line with prescribed procedures and prepare the required procurement documentation and analysis for review, approval, and committee submission as applicable.</span><br><span>• Communicate procurement outcomes to successful and unsuccessful bidders after completion of the tendering process, in accordance with FAO procedures.</span><br><span>• Act as secretary to the Local Procurement Committee (LPC) for procurement actions under the relevant modalities, including preparation and organization of documentation and records for committee review.</span><br><span>• Raise and process purchase orders for goods and services in GRMS and other relevant corporate systems, ensuring correct data entry and compliance with approved procurement actions.</span><br><span>• Review and maintain procurement records, registers, and filing systems for requisitions, tenders, contracts, purchase orders, and related correspondence to ensure completeness, traceability, and ease of retrieval.</span><br><span>• Receive, track, and dispatch incoming and outgoing procurement correspondence and maintain proper records of official procurement communications.</span><br><span>• Follow up on approved purchase requisitions, contractual actions, soft commitments, delivery status, and other procurement-related transactions to ensure smooth end-to-end processing.</span><br><span>• Review supplier invoices related to procurement transactions, ensure proper registration and completeness of supporting documentation, and coordinate their onward submission for payment processing in line with applicable procedures.</span><br><span>• In coordination with technical colleagues, follow up on contract execution issues, including delays, non-performance, quality concerns, and application of contractual remedies, as applicable and in line with FAO rules and contract provisions.</span><br><span>• Liaise with Logistics Unit for timely preparation and obtaining letters of import exemption and re-export, follow up on clearance of goods and shipments and ensure safe arrival of the consignments to the final destinations </span><br><span>• Obtain and maintain supplier performance documentation and relevant contract management records upon completion of procurement transactions.</span><br><span>• Prepare monitoring reports, procurement statistics, status updates, and other analytical or management information related to procurement activities, as required.</span><br><span>• Participate in meetings with suppliers, internal requesters, and other stakeholders to facilitate procurement planning, clarification, implementation, and resolution of operational issues.</span><br><span>• Conduct preliminary quality assurance for LoAs, by making sure that in the LoA file all the documentation is in order and properly completed and filed, before final quality assurances is conducted by the Administration officer; </span><br><span>• Perform any other related duties Anera delivers programs in education, health, economic development and emergency relief, working closely with local partners and communities.</p><p><br></p><p><b>Project Background</b></p><p>The Gaza Support Program provides critical humanitarian support to Palestinian patients and their accompanying family members who have been displaced from Gaza and are receiving specialized medical treatment in Jordan. The consultant will serve as the primary clinical liaison with JHCO and partner hospitals, maintain real-time case management records, and contribute to program reporting and documentation — enabling the program team to deliver effective, evidence-based, and dignified care to displaced Palestinian patients and their families.</p><p><br></p><p><b>Scope of Work</b></p><p><b>The consultant will be responsible for the following:</b></p><ul><li><b>Case Management & Patient Tracking</b>: To manage the full case management cycle for medical evacuation cases — including registration, profiling, documentation, referrals, treatment updates, and closure within the IM system (e.g., Activity Info) — while maintaining complete, accurate, and real-time case files and trackers, conducting periodic data quality checks, monitoring cost utilization against category ceilings, and escalating systemic issues or high-risk/urgent cases to the Project Manager in a timely manner.</li></ul><p><br></p><ul><li><b>Medical Coordination & Partner Liaison</b>: To serve as the day-to-day medical and clinical liaison with JHCO focal points and partner hospitals under the Project Manager's strategic oversight, including participating in and documenting clinical coordination meetings, supporting medical case conferences, and flagging non-medical support needs to the Project Officer without independently authorizing such services.</li></ul><p><br></p><ul><li><b>Patient & Family Support Coordination</b>: To conduct field visits and medical/psychosocial needs assessments and follow-up with patients and families, escalating protection, mental health, or welfare concerns in line with Anera's referral pathways, non-displacement policy, and safeguarding principles, and contributing clinical context to patient story documentation in accordance with Do No Harm principles.</li></ul><p><br></p><ul><li><b>Reporting, MEAL & Data Management</b>: To prepare structured monthly case management progress reports and contribute verified case data, narrative inputs, and clinical indicators to monthly, quarterly, and donor reports and MEAL dashboards, while maintaining strict confidentiality and data protection standards for all patient information.</li></ul><p><br></p><ul><li><b>Technical Support & Capacity Building</b>: To develop or update standardized clinical documentation tools, case templates, and SOPs for Project Manager approval, while providing technical guidance to Program Volunteers and contributing to team capacity building on case management, referral pathways, and documentation standards.</li></ul><p><br></p><p><b>Deliverables</b></p><ul><li>Update Medical evacuation tracker, generate case files for patients, and flag urgent cases that may exceed the funding cap. / Monthly, ongoing</li><li>Act as clinical liaison with JHCO and partner hospitals; attend coordination meetings and share MoMs. / Monthly, ongoing </li><li>Conduct regular patient follow-up visits, needs assessments, and escalate protection/safeguarding concerns. / Monthly, ongoing </li><li>Submit a report covering caseload status, risks, service gaps, and cost overview / By the 5th of each month</li><li>support beneficiary data management, support MEAL data inputs through data collection and reporting, and ensure accurate documentation and record-keeping.  Months 1–2 (initial), Month 5 (final review)</li><li>Final report with caseload summary, outcomes, handover notes, and recommendations. / Last 5 working days</li></ul><p><br></p><p><b>Duration & Level of Effort</b></p><p>The consultant will work 15 days per month across the 5-month contract period (75 days total), operating from the Anera Jordan field office with regular field visits to hospitals, treatment facilities, and accommodation sites. Working days will be agreed with the Project Manager in advance on a monthly basis. The exact start date will be confirmed upon contracting.</p><p><br></p><p><br></p> </div><h2 class="h5">Skills</h2> <div data-jb-field="skills"><p><b>Required Qualifications & Experience</b></p><ul><li>Bachelor's degree in Medicine, Public Health, Health Management, or a closely related field; advanced degree is an asset.</li><li>Minimum 3–5 years of relevant professional experience in case management, health coordination, or medical program support in a humanitarian or development context.</li><li>Demonstrated experience working with vulnerable populations including patients, refugees, or displaced persons; prior experience with medical evacuation programs or hospital coordination is a strong asset.</li><li>Strong data management and reporting skills; experience maintaining case trackers, beneficiary databases, or similar tools (Excel, Kobo, or similar) — this is a core requirement.</li><li>Familiarity with JHCO operational frameworks, Jordanian health system referral pathways, or MHPSS principles is highly desirable.</li><li>Strong organizational, coordination, and interpersonal skills; ability to work effectively across multiple partners in a fast-paced environment.</li><li>Proficiency in Microsoft Office (Word, Excel, PowerPoint); experience with data management platforms is an advantage.</li><li>Fluent Arabic and working proficiency in English (written and verbal).</li><li>Ability to handle sensitive, confidential information with professionalism, discretion, and cultural sensitivity.</li><li>Demonstrated ability to work independently, manage competing priorities, and deliver quality outputs within agreed timelines — as required of a consultancy engagement.</li></ul><p><br></p><p><b>Reporting & Supervision</b></p><p>The consultant will report to the Project Manager – Gaza Support Program, with oversight from the Deputy Director of Programs (DDP) at Anera Jordan. </p><p><br></p><p><b><span></span>Safeguarding & Code of Conduct</b></p><p>Given that the program serves vulnerable, war-affected children, the consultant must adhere at all times to Anera's Child Safeguarding Policy, Code of Conduct and Protection from Sexual Exploitation and Abuse (PSEA) standards.
