The Senior Contributions Officer reports to the Head External Relations Services Section, (P4). The incumbent of this post provides direct supervision to a number of professional and/or general services staff members. Responsibilities Plans, develops and manages the operations of the Contributions team, including managing the preparation and maintenance of accurate and updated records and data analytics on Agency-wide donor contributions (regular and special contributions, solicited, pledged or contributions received from public and private sources. Oversees the preparation of tailored reports and donor contributions data for specific internal and external audiences, including mid-year Emergency Appeals Report, Annual Operation Report, Annual Financial Statements, Working Group Financing UNRWA (WGFU) and UNRWA s website; manages the preparation of contribution data to support the External Relations and Communications Department (ERCD) outreach efforts and inputs to governing bodies (AdCom) reporting / response to queries such as, historical contribution information and trends, comparative statistics, donor ranking and contribution charts and dashboards; prepares and ensures up to date records and contribution statistics for ERCD inputs to the Agency Resource Mobilization Strategy (RMS) and MidTerm Strategy (MTS), including updated tables for Multi-Year Agreements, funded Priority Projects, comparative tables and charts. Works closely with the Finance Department (Treasury, Accounts and Budget Divisions) to ensure appropriate recording of Agency contributions and reconciliation of records; oversees the Agency s donor funding reports (forecasts, confirmed and received) including cash inflow in coordination with Partnerships Division and certifies accuracy of donor contributions records as needed; plans and manages the month-end and year-end closure activities, including closure instructions, time schedules and activities; follows up on related activities with concerned parties to ensure timely preparation of contribution status and relevant reports. Provides Agency-wide guidance and recommendations to ERCD, Field Offices and Finance Department on contributions pledged, received and in the pipeline; provides advice and recommends corrective actions to amend recordings, where necessary; follows up on all contributions received at Fields and Headquarters. Participates and significantly contributes to the development of ERCD s work plan and provides performance evaluation tools; initiates, reviews and coordinates amendments, as necessary, to various reports, Finance Manual and Finance Technical Instructions used Agency-wide in view of the new contributions related to ERP processes; reviews all aspects of the Grant Module/REACH and participates in the development and implementation of improved systems and procedures. Liaises with the relevant staff to respond to ad-hoc queries from donor representatives and missions on contributions, such as receipts for contributions, bank details, relevant statistics and other relevant information; requests, as necessary, additional information from Departments, Field Offices, Representative Offices, National Committees to maintain accurate and up-to-date records and statistics of the Agency s contributions; provides immediate support to ERCD staff for meetings with representatives of donors, and participates in such meetings when required. Ensures the recording of contributions is in line with donor requirements, including working closely with the Partnerships Division and Senior Projects Officers at HQs and Projects Officers at the field level to obtain necessary information; follows up on forecasted pledges and disbursement dates for recorded contributions, including monitoring contribution receivables. As the Financial Tracking Service (FTS) focal point, manages submission to OCHA/FTS, concerning the Agency s humanitarian contributions and ensures the accuracy of FTS reported figures; oversees compiled information regarding Field Offices and Budget allocation of emergency appeals contributions, follows and requests FTS to make amendments when necessary, in case of mis-reporting by other parties. <section><p class="heading jdMain">Job Description</p><p class="heading">Roles & Responsibilities</p><div class="paragraph"><p>AVSI Foundation - ETS , an NGO created in 1972, carries out cooperation projects for development, with a particular emphasis on education. AVSI Foundation has been operating in Jordan since 2006 and contributed in supporting the most vulnerable local communities, Palestinian, Iraqi and Syrian refugees through providing projects and activities that focus on social protection, health and psycho-social assistance, education, vocational training and job placement and income-generating activities. RISE: Revitalizing Initiatives for Sustainable Empowerment in Cultural Heritage is a two-year project funded by the European Union. The project aims to improve the livelihoods of women, youth, and vulnerable groups in Makawer and Rihab, while preserving and promoting initiatives in tangible and intangible cultural heritage, strengthening local capacities for sustainable tourism, cultural heritage enhancement and entrepreneurship. The Field Officer in Makawe r will be responsible of coordinating the implementation of the activities in the targeted area. Given the limited presence of humanitarian and development actors in the target area, the Field Officer is expected to play a key role in adapting project approaches to the local context, strenghtening community engagement, and supporting local stakeholders in understanding and engaging with project methodologies. This position is based in Makawer, the main project implementation site. Preference will be given to candidates residing in the area or those able to ensure a reliable daily commute to the project location. <p><strong><u>ACCOUNTABILITIES AND RESPONSIBILITIES</u></strong></p>
<p>In line with existing working procedures, and institutional guidelines, the PFL Field Officer 3:</p>
<ul>
<li>Under the supervision of the Head of SYJ and in line with established workflows; ensures that proper individual follow-up of cases is provided, by communicating with other ICRC structures, the sub-delegations in Syria, and National Societies for all STM PFL-related individual requests and caseload revision analysis and leads the work of their team for this purpose.</li>
<li>Supports the Head of SYJ in the implementation of protection activities in Syria in line with existing PFL guidelines and working procedures and ensures proper supervision and timely management of all PFL requests (including F/FF, AoA/TC, non-indexed cases, missing caseload, etc.) attributed from the STM inbox (dam_tracing_services) as well as demands for analysis.</li>
<li>Provides Backoffice support to the protection team in Syria related to any PFL question raised (collections of requests, establishment of lists, follow up on “to-dos”, transmission of documents/cases, analysis etc.).</li>
<li>Is responsible to attribute tasks and caseloads to their team and takes concretely part in the treatment of complex cases directly (approx. 20% of the daily treatment of cases), especially when it involves coordination with other colleagues from other sections/ departments/ Syria.</li>
<li>Is the PFL counterpart of the Data Manager in charge of the files h/she supervises for any question related to data processes; the tools and transmission of information.</li>
<li>Filters and summarizes weekly all issues and questions to be addressed regarding the daily business to report to the Head of SYJ and shares further when relevant.</li>
<li>Censors and processes Red Cross Messages and enter them in the ICRC SYJ Tracking Tool, and flags patterns/inconsistencies to the Head of SYJ.</li>
<li>Ensures data entry and quality control of PFL cases managed by their team (incoming/outgoing).</li>
<li>Ensures team’s adherence to PROT6 procedures and workflows. Any required interpretation/ doubt on its application must be escalated and mitigated with the Head of SYJ.</li>
<li>Ensures that their own entries in the Tracking Tool corresponds and mirror the necessary data in the PROT6, as well in the physical individual files, according to the predefined standards (DATA).</li>
<li>Is the Focal Point for analysing and prioritizing the caseloads to be addressed by their team in line with the objectives of concerned departments (under the lead of DAM) to, ultimately, enable the Head of SYJ and the Coordination in DAM to set up PFL/Missing priorities.</li>
<li>Contributes to supervise the B2 positions in the Unit for the daily management of the STM, the treatment of AoAs/RCMs/Notifications/Attestations/TCs, cases to be analysed and all referrals, when needed.</li>
<li>Performs regular follow-up of individual specific cases with the National Societies and ICRC delegations and structures for related individual requests whenever complex cases arise and require their expertise (under the supervision of the Head of SYS when relevant),</li>
<li>Ensures the sustainability of the work among the team members and the coordination with the staff of other teams.</li>
<li>Delivers briefing and ensures onboarding to staff involved upon Head of SYJ demand and in cooperation with other team leaders.</li>
<li>Recruit SYJ team members when needed, under the supervision of the Head of SYJ.</li>
<li>Ensures the mobilization of their team when SYJ collective efforts are requested under pressure to treat other unit’s files.</li>
<li>Keeps abreast of the political developments in Syria and monitors and documents Syria PFL and missing person files related topics, as per Caseload Revision and Analysis tasks, in line with DAM requests.</li>
<li>Undertakes archiving tasks in line with standard procedures.</li>
<li>Supports the post- and pre-visit preparations of the field teams in Syria PFL wise.</li>
<li>Translates/interprets upon request for SYJ.</li>
<li>Contributes to reporting and the collection of statistical data.</li>
<li>Carries out administrative tasks relating to the follow-up of PFL activities.</li>
<li>Carries out additional tasks relating to PFL/Missing in Syria and supports other tasks of the SYS-SYJ workload on demand of the Head of Unit.</li>

<p><strong><u>PEOPLE MANAGEMENT RESPONSIBILITIES </u></strong></p>

<li>S/he manages, coordinates, coaches, and monitors a team of 1 to 5 PFL Field Officers to conduct daily PFL activities spanning from quality control to addressing, sharing and reporting on PFL cases with a large number of National Societies/ICRC Delegations (= Family Links Network).</li>
<li>Understands and supervises the Performance Management & Development (PMD) activities for the assigned team.</li>
<li>Makes sure that deadlines for the PMD cycle are met.</li>
<li>Engages in ongoing and continuous feedback and support, for employees directly supervised.</li>

<p><strong><u>EDUCATION AND PROFESSIONAL EXPERIENCE REQUIRED </u></strong></p>

<li>University degree or equivalent in law, social science, international relations or related field.</li>
<li>6 to 9 years of experience working in humanitarian organizations or with a client-focused organization</li>
<li>Experience in RFL/tracing or Protection is a strong asset.</li>
<li>Experience with the ICRC, the International Federation, or a National Society is an asset.</li>
<li>Staff management experience</li>
<li>Ability to communicate empathically with affected populations.</li>

Setting and Reporting UNRWA, the largest United Nations operation in the Middle East with over 30,000 staff working across five areas of operation, is looking for highly committed personnel wishing to make a change. The Senior Donor Relations Officer (Asia) reports to the Director of Partnerships. Responsibilities - Contributes to the development and implementation of the region's strategy on external relations and fundraising; manages relationships with key donors across Asia; provides a consistently high level of responsiveness and service to key donors; actively pursues innovative avenues of cooperation for funding opportunities by public and private donors in the wider Asia region; provides counsel to the Director of Partnerships, Director of External Relations and senior management; - Negotiates bilateral agreements and Memoranda of Understanding (MOUs) with donors on behalf of the Agency; negotiates and drafts project proposals in coordination with field offices; analyzes, reviews and edits project proposals and progress reports; drafts correspondence for the purpose of fund-raising and advocacy; produces briefing materials and talking points for senior management including the Commissioner-General, Deputy Commissioner-General, Directors, and the Representative Offices in New York, EU, Washington, and Geneva and other Senior Officials; - Promotes and implements the Agency's Resource Mobilization Strategy with results-oriented concrete actions; organizes and participates in senior level missions to donor capitals; participates in major meetings and conferences including the hosts and donors meeting and policy-level bilateral discussions with senior government civil servants or at the political level; organizes and participates in donor field trips in the five fields of operations including high level delegations from capitals; - Contributes to the development and strategic use of outreach materials and media for the purpose of increased public awareness and fund-raising; drafts donor brochures in conjunction with official visits to capitals; oversees the preparation of visibility plans; - Makes significant contributions to various fund-raising documents including appeals and Department's reports and policy documents; - Ensures proactive coordination with concerned Departments, Field Offices and Representative Offices on contributions, donor funded projects and external relations activities and ensures timely follow-up; Competencies UN Core Values of lntegrity, Professionalism and Respect for Diversity, and Core Competencies of Communication, Working with People and Drive for Results apply by default.
