The programme links women s economic empowerment, entrepreneurship, cultural heritage, tourism, local economic development, municipal capacity-building, and gender-responsive urban and tourism planning. The Team Leader will provide overall technical and managerial leadership for a mixed-methods evaluation based on the OECD-DAC evaluation criteria, including relevance, coherence, effectiveness, efficiency, emerging impact, and sustainability. The assignment will combine desk review, stakeholder consultations, interviews, focus group discussions, field observations, evidence triangulation, analysis, stakeholder reflection, and preparation of evaluation reports. The assignment is expected to take place during the period September December 2026 and will include field engagement in Madaba.
