Purpose of the Consultancy AAAR is seeking an experienced, Arabic-speaking Youth Specialist/Consultant to design, facilitate, and accompany the first cycle of the Regional GP Journey from May to September 2026. This is a co-design and facilitation role not a training or delivery role. The consultant will work alongside AAAR's program team and elected GP representatives to bring the Regional GP Journey to life. They will translate strategic intent into facilitated experiences that are grounded, participatory, politically aware, and genuinely owned by young people. The consultant is expected to bring a feminist lens, a deep understanding of the MENA civic and political landscape, and the ability to hold space for complexity, diversity, and emergent process across five country contexts. <p><u>Cash for Green Services project Description:</u></p>
<p>Jordan continues to face significant pressure on municipal services due to the protracted Syrian refugee crisis, while vulnerable refugees and Jordanians have limited access to income opportunities. The project aims to improve living conditions—particularly for women—in the municipalities of Al-Muwaqqar, Mu'tah and Al-Mazar, Al-Hassa, and Ain Al-Basha by strengthening waste management services and expanding collection systems, including recycling initiatives.</p>
<p>Through Cash-for-Work (CfW) measures implemented in cooperation with the Ministry of Local Administration (MoLA) as the political partner, the project creates temporary employment opportunities for vulnerable Jordanians and Syrian refugees. In parallel, it supports municipalities and private waste management actors with advisory services, capacity development, and financial support to enhance operational efficiency, promote occupational safety and gender-sensitive approaches, and ensure sustainable improvements beyond the project’s duration.</p>
<p><u>SPIRIT project description:</u></p>
<p>Refugees and members of host communities with disabilities in Jordan have limited access to social protection. Only a few people know how to get support services, there is often a lack of high-quality offers on site and the quality of the services is uneven. As a result, vulnerable groups are unprotected from poverty and can only participate in society to a limited extent.</p>
<p>The project aims to improve access to high-quality social services for Jordanians and refugees with disabilities, as well as their families. The implementation focuses on four main areas. On the one hand, the project supports the <em>Higher Council for the Rights of Persons with Disabilities</em> (HCD) in reforming the procedure for determining disabilities in order to enable access to a wide range of social services for persons with disabilities. At the same time, it is planning to develop a procedure for refugees with disabilities with the <em>United Nations High Commissioner for Refugees</em> (UNHCR) with the United Nations High Commissioner for Refugees (UNHCR). The second priority is to strengthen coordination and referral mechanisms by setting up a system that places people with disabilities in appropriate social services. In the third priority, decentralised institutions of the Ministry of Social Development (MoSD) are supported in improving the quality and range of services for a self-determined life for people with disabilities. Finally, together with organisations of persons with disabilities (OPDs) and local non-governmental organisations (NGOs), the policy framework is being further developed by developing recommendations for an inclusive and more sustainable social protection system in Jordan.</p>

<p>The Water Governance Activity (WGA) program is a multi-year project funded by USG, which aims to support the GOJ in achieving measurable improvements and greater sustainability of the water sector by providing technical assistance to strengthen strategic planning, financial sustainability, policy development, data-driven decision-making, and capacity-building efforts to enhance utility performance. In addition, to increase accountable, sustainable water sector management and governance by supporting and strengthening the National Conveyor Project's Project Management Unit, strategic planning, financial management, policy development and implementation, and capacity-building efforts. </p>
<p>The Water Authority of Jordan (WAJ) has entered into a Management Contract (MC) for the Yarmouk Water Company (YWC) to improve the efficiency, performance, and sustainability of water and wastewater services in the Yarmouk service area. The Management Contract Performance Management Unit (MCPMU) is established to act as WAJ’s institutional mechanism to safeguard public interests, ensure accountability of the Management Contractor, and support successful implementation of the Management Contract throughout its duration.</p>

<p><strong>JOB SUMMARY</strong></p>

<p>The Technical Senior Specialist is responsible for monitoring operational, technical, and service delivery performance of the Management Contractor, ensuring achievement of deliverables and KPIs related to water and wastewater operations, and service quality, as well as the management of assets.</p>
<p><strong>DUTIES AND RESPONSIBILITIES:</strong></p>
<p>The incumbent’s main responsibilities include, but are not limited to:</p>

<li>Monitor and assess the Management Contractor’s performance against agreed KPIs and service standards.</li>
<li>Provide expert technical oversight on water utility operations, including water supply and distribution systems, Non-Revenue Water (NRW) reduction, energy efficiency, asset management, maintenance planning, and operational performance improvement.</li>
<li>Review and evaluate technical deliverables, operational reports, and performance dashboards.</li>
<li>Identify performance gaps, risks, and non-compliance issues and propose corrective actions.</li>
<li>Participate in regular technical and operational review meetings with the Management Contractor.</li>

<li>Coordinate Capital Investment Plan (CIP) matters between the Management Contractor, WAJ, and financing partners, ensuring alignment with contract priorities and sector strategies.</li>

<li>Minimum of 8 years of relevant experience in utility operations, NRW programs, energy management, or infrastructure planning, along with demonstrated experience leading technical reviews and stakeholder coordination within the water sector.</li>
<li>Demonstrated experience with hydraulic systems and operational assets of utilities, including networks, pumping stations, treatment facilities, and related infrastructure.</li>
<li>Proven experience in utilities management, performance assessment, or technical supervision roles.</li>
