The project aims to strengthen the leadership capacities of local partner organizations through equitable, multi-annual partnerships grounded in the priorities and aspirations of those organizations. It integrates three mutually reinforcing streams: organizational capacity strengthening, direct funding, and meaningful participation. The project pursues two overarching objectives: • Protection of refugees and internally displaced persons, delivered through In-Country Partners (ICPs) • Expanded access to education and training for displaced populations and host communities, delivered through In-Country Partners WCA (as Support Partner) is working alongside four local organizations that operate across different locations in Jordan and have varying institutional capacities. Together, the consortium will deliver project outcomes through a locally driven, multi-sector approach applying a comprehensive, evidence-based methodology that addresses child protection, mental health and psychosocial support (MHPSS), and education needs for both refugee and host communities. To ensure effective oversight and management of these partnership arrangements, WCA is seeking the services of an experienced Partnership Consultant.</p><p>The primary objective of this consultancy is to provide structured support to War Child's In-Country Partners, strengthen their organizational and programmatic capacities, and ensure robust oversight of partnership arrangements under the Building Resilient Futures project. Anera delivers programs in education, health, economic development and emergency relief, working closely with local partners and communities.</p><p><br></p><p><b>Project Background</b></p><p>The Anera Summer Educational Program supports children from Gaza who have been evacuated to Jordan to receive medical treatment and are currently residing in temporary accommodation. These children have experienced prolonged disruption to their formal education, with schooling interrupted for over two years as a result of the war.</p><p>To respond to this learning loss, Anera is delivering a phased educational support program informed by a focus group assessment conducted with the children across three age groups. The assessment identified significant needs in foundational literacy, alongside numeracy, English and science enrichment. <p><strong>1. Background</strong></p>
<p>Médecins du Monde (MdM) France is strengthening its communication capacity at country and regional levels to support visibility, donor engagement, fundraising and advocacy. In this context, MdM France is seeking to engage a Communication Consultant under a service contract to develop and operationalize communication priorities and produce high-quality, adaptable content aligned with organizational standards and the Gulf Strategy.</p>
<p><strong>2. Objective of the Assignment</strong></p>
<p>The objective of the assignment is to support the development and implementation of MdM’s annual regional communication plan and to produce, adapt, and manage high-quality communication content for donor engagement, fundraising, reporting, advocacy, and institutional visibility, with particular attention to Gulf-based audiences and stakeholders.</p>
<p><strong>3. Scope of Work / Key Responsibilities</strong></p>
<p>The Communication consultant will act as a technical resource and will be responsible for:</p>

<p>The consultant will be responsible for the development, coordination, and delivery of communication outputs, including:</p>

<p><strong>B. Communication Planning & Operationalization</strong></p>

<li>Ensuring all outputs are high-quality, delivered on time, and fully aligned with MdM global communication guidelines, with support from MdM France HQ Communication</li>
<li>Support the development, implementation and regular updating of an annual regional communication plan aligned with MdM’s Gulf Strategy.</li>
<li>Develop and maintain a communication calendar covering campaigns, donor events, field content, publications and key humanitarian dates.</li>
<li>Track the implementation of the plan and provide regular progress updates against agreed deliverables and indicators.</li>

Payment will be made monthly based on the approved daily rate, completed tasks, and approved timesheets. No minimum number of hours, days, or assignments is guaranteed.</li>

<p><strong>6. Required Profile</strong></p>

<li>Experience developing and implementing annual communication strategies, plans, tools and campaigns.</li>

<li>Bachelor’s degree in communications, journalism, media, public relations or a related field.</li>
<li>Proven professional experience in communications, journalism, media production or content development, preferably with humanitarian or development contexts.</li>
<li>Demonstrated experience in photography, filming, video editing and the production of high-quality communication materials.</li>
<li>Experience managing social media accounts and pages, including content planning, publishing, audience engagement and performance analysis.</li>
<li>Experience coordinating content collection from field locations in collaboration with internal programme teams, country offices and external contractors.</li>
<li>Experience planning and supporting communication-related events and visibility activities.</li>
<li>Experience collecting and analyzing quantitative and qualitative data for communication, reporting and donor engagement purposes.</li>
