The Head of Operations and Finance provides strategic leadership and governance across Finance, Grants Management, Operations, Logistics, Security and Counter Fraud, ensuring that Plan Jordan's support functions operate efficiently, in full compliance with organisational policies and donor requirements, and in direct service of programme delivery. The post holder is expected to demonstrate a high degree of strategic acumen, forward thinking and analytical rigour in the execution of this role. S/he will anticipate financial and operational risks, provide evidence-based advisory support to the Country Director and CMT on the financial and operational implications of both strategic and operational plans, and ensure that all resource deployment decisions are grounded in value for money and long-term organisational sustainability.</p><p>Dimensions of the Role</p><p>As part of the Country Management Team, the role is responsible for leading the Operations and Finance teams and ensuring full financial governance of Plan Jordan, including grant budgeting, SAP oversight, donor reporting, audit management, cash flow oversight, and authorisation of payments above the designated threshold. The position also provides full operational governance across procurement strategy, logistics, fleet management, administration, asset management, security, and ICT strategic oversight. In addition, the role holds overall security oversight for all Plan Jordan offices and field locations and serves as the Counter Fraud focal point for Plan Jordan.</p><p>Accountabilities</p><p>1. <p><b>Organizational Background</b></p><p>Anera (American Near East Refugee Aid) is a non-political, non-religious international humanitarian and development organization that has worked for decades to address the development and relief needs of communities across the Middle East, including Palestine, Lebanon and Jordan. Anera delivers programs in education, health, economic development and emergency relief, working closely with local partners and communities.</p><p><br></p><p><b>Project Background</b></p><p>The Anera Summer Educational Program supports children from Gaza who have been evacuated to Jordan to receive medical treatment and are currently residing in temporary accommodation. These children have experienced prolonged disruption to their formal education, with schooling interrupted for over two years as a result of the war.</p><p>To respond to this learning loss, Anera is delivering a phased educational support program informed by a focus group assessment conducted with the children across three age groups. The assessment identified significant needs in foundational literacy, alongside numeracy, English and science enrichment. English and Mathematics are being provided through a third party; Anera, will provide Arabic literacy support followed by science enrichment in subsequent phases.</p><p>This Terms of Reference covers the Arabic literacy phase only — a three-month (12-week) program of foundational literacy support delivered to the three age groups in parallel.</p><p><br></p><p><b>Objective of the Consultancy</b></p><p>The objective of this consultancy is to design and deliver a structured, learner-centered Arabic literacy program that helps Gaza children recover and strengthen foundational literacy skills — reading fluency, comprehension, vocabulary and written expression — in a supportive, engaging and trauma-sensitive environment that rebuilds learning confidence and routine.</p><p><br></p><p><b>Scope of Work</b></p><p><b>The consultant will be responsible for the full design and delivery of the Arabic literacy classes, including:</b></p><p>• Developing a progressive 12-week Arabic literacy curriculum and detailed session plans appropriate to each age group, drawing on the Thaki platform's literacy resources, where Thaki platform is an offline digital educational database, ready for immediate use in educational programs.</p><p>• Designing simple, activity-based baseline and endline assessment tools to measure learner progress without creating test anxiety.</p><p>• Delivering all scheduled sessions to the three groups using interactive, game-based, group-work and visual/video-based methods, in line with the learning preferences identified in the focus group findings.</p><p>• Differentiating instruction within each group to accommodate mixed ability levels resulting from interrupted schooling.</p><p>• For older groups, linking content to the Palestinian curriculum where feasible to support future educational progression.</p><p>• Maintaining attendance and learner progress records, and accommodating absences due to medical treatment through flexible recap and make-up support.</p><p>• Creating a safe, encouraging and trauma-sensitive classroom environment, and referring any child welfare or protection concerns to the designated Anera focal point.</p><p>• Organizing a closing learner showcase and certificate event with families.</p><p><br></p><p><b>Target Groups & Class Schedule</b></p><p>Classes will be delivered on <b>Mondays and Wednesdays</b> only, in consecutive one-hour sessions, to avoid clashing with the third-party English and Mathematics classes held on other days. <p>Under the supervision of the Human Resources and Operations Manager, the Procurement and Operations Assistant is responsible for managing the office's daily procurement and operational activities, ensuring the timely acquisition and delivery of goods, services, and works in full compliance with Amideast's Procurement Policy and internal procedures. The incumbent plays a key role in procuring high-quality, cost-effective goods and services while ensuring value for money, timely delivery, and adherence to approved budgets. The position is also responsible for coordinating facility maintenance activities and liaising with internal and external stakeholders to ensure that the office premises are safe, functional, and well maintained. In addition, the incumbent oversees outsourced service providers, including cleaning, security, maintenance, and catering, monitors service quality and staff performance, and supports the efficient operation of the office. MAIN TASKS AND SERVICES Under the general supervision of UNESCO Jordan Head of office and the direct supervision of the Culture Programme Specialist, and in coordination with the rest of the culture staff and the relevant Administrative and Financial staff. Org. Setting and Reporting<br>This position is located within the Office of the Special Envoy of the Secretary-General for Yemen and will be based in Amman, Jordan. The Air Operations Officer will report to the Chief of Mission Support.<br> Responsibilities<br>Within delegated authority, the incumbent will perform the following duties: •Manages and supervises the activities of the OSESGY Aviation Unit. • Monitors that air operations are conducted in compliance with Air Tasking Orders (ATOs), Standard Operating Procedures (SOPs), UN directives, Department of Peace Operations (DPO) / Department of Operational Support (DOS) Aviation Manual, UN Aviation Standards for Peacekeeping and Humanitarian Air Transport Operations (UN AVSTADS), UN Aviation Safety Manual, ICAO standards and recommended practices and the host country's Aeronautical Information Publications (AIPs). • Reviews and approves Air Mission Requests and ensures that the most suitable air asset(s) is / are assigned to achieve a task with maximum safety, cost efficiency and effectiveness in the mission support. • Verifies with Chief Planning, the daily projected Air Tasking Orders (ATOs) for conformance and compliance with the requested tasks, resolves conflicting priorities and ensures that ATOs are published and communicated to all relevant elements in accordance with the established procedures and deadlines. • Manages routine (regular passenger/cargo, logistics resupply) flights, special (casualty and medical evacuation, VIP) flights and military operational flights. • Manages the integrated search and rescue operations for UN air assets and other aircraft upon request. • Supervises timely coordination of diplomatic over flight/landing clearances, ground handling support and hotel accommodation/meal/transportation arrangements for aircrews. • Conducts the aviation risk management for UN aviation activities in accordance with the established procedures. • Monitors utilization of UN air assets and analyses the statistical data obtained. • Liaises with other UN units/sections, non-government and government organizations and intergovernmental agencies on aviation matters. • Develops and implements the standard operating procedures for the related aviation processes. • Ensures that aircrews are briefed and conversant with UN policies, aviation safety requirements and the latest applicable aviation standard operating procedures. • Monitors that appropriate reference documents are current, readily available and accessible to all aircrew members and aviation personnel. • Develops inputs for budget proposals for the mission's air transport operations. • Develops inputs for the Mission's Statement of Requirements to UNHQ for aircraft acquisition. • Provides responses to UNHQ during aircraft technical evaluations to ensure that vendor’s proposals meet technical requirements. • Supervises the preparation of operational plans, performance reports, and responses to internal and external audit observations. • Analyzes, in coordination with the UNHQ Aviation Safety Section (AvSS), the aviation safety reports, perform Aircraft and Airfield inspection, identifies necessary corrective and preventive measures and informs the Chief Mission Support, Chief Aviation Safety Section, and Chief Air Transport Services on the required actions. • Manages the allocation and rotation of appropriate work assignments. • Coordinates the individual annual work plans and produces detailed performance assessments and evaluations for the subordinate staff members. • Develops and coordinates training courses, workshops and other related training activities. • Performs other related duties as required.<br> Competencies<br>• Professionalism: Knowledge of diverse air transport operations, including phases of the Invitation to Bid, Request for Proposals, Letters of Assist, etc. Ability to review alternative options and select the most effective and cost efficient mode of transport of equipment, supplies and personnel to and from field missions.
