<section><p class="heading jdMain">Job Description</p><p class="heading">Roles & Responsibilities</p><div class="paragraph"><p>BACKGROUND ON IMPACT INITIATIVES IMPACT Initiatives is a humanitarian NGO based in Geneva, Switzerland. The organization supports evidence-based decision-making for humanitarian and development programming through data collection, analysis, and dissemination. IMPACT is the implementing partner of REACH, a multi-agency initiative created in 2010 that supports humanitarian actors to improve planning and decision-making through in-depth, reliable information and analysis. All of IMPACT s programs are implemented in support of humanitarian coordination structures. IMPACT s team comprises specialists in data collection, management, and analysis, as well as experts in humanitarian response, GIS, and remote sensing. We are currently looking for a Multi-Country Representative (MCR) to oversee integrated missions and lead regional engagement in the Middle East and North Africa (MENA). Position : Multi-Country Representative (MCR) Contract duration : 24 months (100%) Location : Amman, Jordan Starting Date : ASAP. REGIONAL PROFILE In 2025, IMPACT opened a Regional Hub in Amman, Jordan. This office hosts integrated missions across MENA, including country-based or remote programmes that are not sustainable as fully independent missions. The office also hosts regional and support teams. As of June 2026, IMPACT has two independent missions in MENA (OPT and Syria) and three integrated missions (Yemen, Lebanon, and Libya). FUNCTIONS Under the supervision of the IMPACT Regional Coordinator for MENA and Asia, the MCR leads and manages the Multi-Country Office and the regional Hub in Amman. Key functions include: • Mission management : Oversee and lead program teams assigned to or shared across integrated missions in MENA (currently Yemen, Lebanon, and Libya). • Regional representation and fundraising : Represent IMPACT with regional stakeholders, lead regional fundraising efforts, and build partnerships outside of independent missions. • Office and Hub set-up, and operations : Lead the setup and structure of the Amman Multi-County Office and Hub to host and facilitate regional administrative, operational and programmatic support tailored to regional needs. RESPONSIBILITIES Team management • Direct oversight : Provide leadership and management to integrated mission teams as well as pooled and/or dedicated regional programme staff. [1] Establish team structures that can deliver outside independent missions, in line with IMPACT guidance. • Regional hosting : Host regional admin/operations teams and (if needed) de-localized global staff, who remain functionally managed by HQ. Host mission-aligned staff, who cannot be based in their independent mission, due to operational / access constraints. • Collaborative support : Work in close collaboration with independent missions in the region, while regalian functions and line management responsibilities for independent missions remain centralized at HQ. Office development and operational oversight • Multi-country office set-up: Design and implement an efficient administrative and logistical system for the office, aligning it with IMPACT s global standards. • Risk management: Ensure effective risk management, including security, financial, and operational risks, implementing mitigation strategies in collaboration with HQ. • Legal and compliance : Where relevant, lead IMPACT s registration process and ensure the office s compliance with local laws, managing admin or legal challenges. Representation and external engagement • Regional representation: Act as IMPACT s representative with regional and integrated mission stakeholders, including donors, UN agencies, and local partners covering MENA. Remain informed on independent mission priorities to support regional donor engagement when relevant. • Partnership development: Build partnerships across the region (i.e., MENA), with a focus on forming robust, sustainable alliances with organizations that can facilitate IMPACT s research and programmes, beyond established country missions. • Context awareness : Maintain a strategic understanding of regional trends, needs, and opportunities, and coordinate with HQ and independent missions in MENA as well to leverage this knowledge for advocacy and to influence relevant decision-making. • Strategy and program development • Strategy development : In coordination with IMPACT HQ, develop a comprehensive regional strategic framework for MENA, defining the vision and priorities for IMPACT s activities and coverage across the region, beyond existing country missions, as well as for integrated country missions, as appropriate. • Programme strategy implementation: Lead team(s) on the development of regional and integrated mission programmes, aligned with IMPACT s regional strategy and continuous contextual analysis. • Quality and standards: Ensure IMPACT s standards are upheld in all regional and integrated mission activities, including global research quality and ethical benchmarks. BACKGROUND AND PURPOSE Since its establishment in 1950, UNRWA has created and maintained extensive records documenting the history and experiences of Palestine refugees. These records, including registration files and other administrative and historical documentation, now span multiple generations and capture key life events, movements, and interactions with the Agency from the Nakba in 1948 to the present day. Over time, UNRWA has progressively modernized its records management practices, transitioning from paper-based documentation to digital systems. Today, while current data are maintained within the Agency’s web-based Refugee Registration Information System, extensive historical archives, comprising nearly 30 million documents, are preserved as part of UNRWA’s institutional memory and permanent records. Within this context, the Relief and Social Services Department (RSSD) is implementing initiatives aimed at strengthening UNRWA’s capacity to support research, knowledge management, and digital access to institutional information and archival materials. The consultancy aims to support the design, development, deployment, and maintenance of a secure and user-friendly web-based platform that will serve as a focal point for research activities within the Agency. The platform will host the Research Review Board application process, provide access to general information and resources related to UNRWA data and research, and support institutional coordination and dissemination of research-related materials and activities. The platform should be designed in a scalable manner to support potential future integration of digital archival collections and related research outputs. Ensures parts due in from maintenance (DIFM) are properly tracked and takes appropriate actions to meet applicable deadlines. Keeps a running inventory of stock/equipment using appropriate software. Researches and orders parts, materials, and tools for use to ensure maintenance operational capabilities. Ensures the overall serviceability of all support equipment and related items. Keeps track of all assigned government property entering and leaving the facility. Processes paperwork, including filing DD-1149s, for all supply/support activities. Lastly, this position requires an individual that can apply basic technical knowledge to solve complex problems by interpreting Air Force technical orders, manufacturers’ manuals/instructions or similar documents through the usage of test equipment/instruments to affect repairs.</p>
<p>Member will inspect, service, repair, and overhaul aircraft, aircraft engines, and other critical components to ensure airworthiness. Repair, replace, and rebuild aircraft structures, landing gear, power plants/trains, fuel systems, and functional components using hand tools, power tools, welding equipment, rivet guns and drills.</p>
<p>Inspect and repair power plant malfunctions, including cracked components, oil leaks, etc.; diagnose malfunctions, isolate causes and correct breaks; test engine operations, use test equipment to locate source of malfunction(s). Embed regulatory and compliance requirements, including FDA AI/ML guidance, EMA requirements, GxP, GDPR, and HIPAA, into AI architecture design and review processes.<br>
Define and enforce responsible AI architectural guardrails including model explainability, bias detection, fairness assessments, and human-in-the-loop design patterns.<br>
Maintain AI architecture governance documentation including standards, patterns, approved toolsets, and deviation processes within the enterprise AI knowledge repository.<br>

<h4>Requirements</h4>
<p>Bachelor's degree in computer science, information technology, software engineering, data science, or related technical field.<br>
Master's degree in artificial intelligence, data science, computer science, or related discipline is preferred.<br>
Microsoft Azure Solutions Architect Expert, Azure AI Engineer Associate, or equivalent cloud architecture certification is preferred.<br>
TOGAF or equivalent enterprise architecture certification is preferred.<br>
7–10 years of professional experience in IT, software engineering, data & analytics, or AI/ML implementation.<br>
4–6 years of hands-on experience designing and delivering AI/ML solutions on cloud platforms (Azure, AWS, or GCP) in a production environment.<br>

Org. Setting and Reporting<br>In its Resolution A/RES/72/279, the United Nations General Assembly endorsed the transformation of the Development Operations Coordination Office (DCO) as a stand-alone coordination office within the United Nations Secretariat. DCO exercises managerial and oversight functions of the resident coordinator system under the oversight of the Chair of the United Nations Sustainable Development Group (UNSDG). In 2026, DCO undertook a recalibration to ensure the RC system remains optimally configured to support the acceleration of the 2030 Agenda, and fully embodies the UN 2.0 shift—anchored in data, digital, innovation, behavioral science, strategic foresight, and a mission driven organizational culture. This position is located in the United Nations Development Coordination Office (UNDCO) in Amman, and reports to the Regional Team Leader.<br> Responsibilities<br>Within limits of delegated authority the Driver at this level will be responsible for the following duties: • Drives vehicles safely for the transport of the UNDCO Regional Director and authorized personnel and for the transport of general cargo goods. • Makes deliveries of parcels, documents, etc., between the office and other offices and institutions, e.g. Ministries, UN entities regional offices, Embassies, etc. • Makes minor purchases and collect urgent purchases from local suppliers as requested. Collect goods from the customs with due regard to customs regulations and formalities. May make or collect payment for goods. • Meets official personnel at the airport. • Deals effectively and tactfully with officials and visitors. •Provides logistical support to protocol-related processes for UNDCO staff with the relevant host country authorities, including transporting documents, collecting processed documents, accompanying staff when required, and following up on pending requests, as requested. • Takes care of the day-to-day maintenance of the assigned vehicles, check oil, water, battery, brakes, tires, and vehicle tools.; perform minor repairs and arranges for other repairs and ensures that vehicle is kept clean. • Reports any damage or loss of vehicle tools • Logs fuel consumption, maintenance etc. • Ensures that the steps required by rules and regulations are taken in case of accident. • Applies good judgment in the context of assignments given. • Performs other duties as assigned.<br> Competencies<br>PROFESSIONALISM: Knowledge of driving rules and regulations.
