<p>The GIZ Regional Programme <strong>Digital Trade and E-Commerce in the MENA Region </strong>is seeking to hire an “<strong>Economic Cooperation and Private Sector Development Advisor - Focus: E-commerce & Digital Trade</strong>” based in Jordan- for full-time base employment.</p>
<p>The regional programme "Digital Trade and E-Commerce in the MENA Region" is co-funded by the European Union (DG MENA) and the German Federal Ministry for Economic Cooperation and Development (BMZ) and implemented by GIZ and the International Trade Centre (ITC). It aims to develop e-commerce and digital trade in the South Mediterranean region to enhance business opportunities and foster decent job creation, in cooperation with the public and the private sectors. The programme covers eight countries — Algeria, Egypt, Jordan, Lebanon, Libya, Morocco, Palestine, and Tunisia, with national implementation activities in <strong>Egypt, Jordan, Morocco and Tunisia.</strong></p>
<p><strong><u>Qualifications and specialist knowledge</u></strong></p>
<ul>
<li>Bachelor’s degree in Economics, Business, Law, Information Technology, or a related field is required. A Master's degree in a similar field is preferred.</li>
<li>Sound know-how of international trade policies, agreements and rules governing e-commerce and digital trade. In-depth knowledge of the framework conditions in Jordan shaping the country’s digital trade readiness.</li>
<li>At least 5 years of experience in economic cooperation and private sector development projects.</li>
<li>Implementation experience minimum of 3 years of activities in digital trade and e-commerce: strategies and regulatory approaches for e-commerce; technical tools and solutions enabling e-commerce and digital trade (e-signature, e-payments, e-commerce platforms and others).</li>
<li>Analytical skills and structured working style. Moreover, a solution- and results-oriented work approach.</li>
<li>Willingness to travel occasionally on missions to other countries in the region and to Germany.</li>
<li>Fluency in English as program language is required. </li>

<p><strong><u>Main Responsibilities</u></strong> </p>

<li>Independently designing and implementing measures and activities of the regional EU co-funded program “Digital Trade in the MENA Region” in Jordan - in close dialogue with the program’s GIZ country coordinator in Jordan, as well as component leads based in Germany and the region </li>
<li>Advising partners on digital trade and e-commerce topics, ensuring excellent quality of advisory services to all stakeholders of the project. </li>
<li>Coordination of events, policy dialogues, missions in the regional project. </li>
<li>Drafting Terms of Reference for consulting services, coordinating and managing consultants and ensuring their high quality of implementation in line with program outcomes. </li>
<li>Supporting data collection, reporting and the collection and analysis of evidence for better project implementation. </li>
<li>Preparing communication material to highlight the quality of work, impact and expertise of GIZ.</li>
<li>Actively contributing to the development and dissemination of technical products, knowledge exchange formats and the collaboration with other projects and partners </li>

<section><p class="heading jdMain">Job Description</p><p class="heading">Roles & Responsibilities</p><div class="paragraph"><p><span >Project Context These ToR are developed within the framework of the program (hereinafter the Convenio) entitled "Strengthened the active participation of women (Jordanians, Syrian Refugees, Youth and Women with Disabilities - WwD) with a comprehensive approach to rights in Jordan", funded by the Spanish Cooperation AECID and the Barcelona City Council. Alianza por la Solidaridad is part of a consortium formed by three Spanish NGOs (Alianza, MPDL and NOVACT), of which Movement for Peace MPDL is the lead organization for this intervention, along with the local partners: Be Positive; Community Based Rehabilitation Center (CBR); I Dare; and Housewives Association (HSF). The direct local partner of Alianza is HSF. This Convenio will last until early 2027. Its general objective is to Contribute to a life free of violence for women, preventing economic, gender, community and digital violence and it includes 3 specific objectives: - SO1 : Promote the sustainable and inclusive economic empowerment of Jordanian and refugee women, with special attention to young women and women with disabilities. - SO2 : Improve the system of protection, prevention and response to gender violence in Mafraq, Zarqa and Amman. - SO3 : Strengthen the leadership of Jordanian and refugee women, paying special attention to young women and/or women with disabilities, in peace building, preventing violent conflicts and promoting resilience in their communities. Alianza is coordinating the implementation of SO2, in which these ToR are framed.</span></p><p>Project Objectives Specific Objective 2: Improve the system of protection, prevention and response to gender violence in Mafraq, Zarqa and Amman, will be achieved through the following outcomes: - SO2. O1. Women and WwD (Jordanians and refugees) surviving or at risk of GBV have access to prevention, detection, care and referral services with high quality standards. - SO2. O2. Strengthened the favorable environment at the community level for the prevention and detection of gender violence and the promotion of women's rights, from the female leadership. - SO2. O3. Reinforced the joint strategy of partner organizations to guarantee the protection and empowerment of women and WwD (Jordanians and refugees) from a comprehensive perspective. These ToR are mainly related to Outcome 2 of Specific Objective 2, more specifically with the activity A2.2.4 Piloting and development of a protection kit to avoid potential negative impacts on women's security derived from their economic empowerment . The goal of this activity is to develop and disseminate a set of tools grounded in experience to serve as a guide for any organization seeking to launch economic empowerment programs, ensuring protection and an approach based on the principle of do no harm .</p><p>CONSULTANCY Summary of the Process The consultant (or consultancy group) will conduct an analysis of various economic empowerment initiatives carried out both within and outside the project consortium to identify key aspects and best or worst practices related to the risks faced by women participating in these programs and their protection. Based on this analysis and knowledge of the sector, the consultant will develop intervention guidelines for organizations working on women s economic empowerment (entrepreneurship/self-employment or employment) that will ensure potential risks are taken into account and prevent unintended consequences in terms of protection against violence and discrimination.</p><p>Objective and Outputs of the Consultancy The project aims to develop comprehensive, practical, and useful guidelines or a toolkit to ensure the protection against and prevention of gender-based violence at all stages of economic empowerment programs. This toolkit will serve as a reference for any stakeholder (community organizations, NGOs, public institutions) that implements economic empowerment programs for vulnerable women or intends to do so in the future. Prior to this, the consultant will analyze real-world cases carried out by partners in order to better understand the challenges, main obstacles, and risks related to the protection of women and the prevention of gender-based violence in this type of interventions. The specific expected outputs are as follows: • Conduct a thorough analysis of current/recent experiences of economic empowerment initiatives for women, identifying: practices that entail or might entail risks of GBV or any other protection risk; short-term impact of the initiatives on (risk of) GBV by women participants; solutions/recommendations to bridge these gaps; good practices implemented to ensure protection and/or avoid (further) GBV and discrimination throughout the program cycle, especially for those women already at risk. • Develop a comprehensive and user-friendly toolkit to ensure protection for women in economic empowerment programs, especially those addressed to vulnerable women. The toolkit must cover the whole program cycle, addressing at the very least: Design, planning, implementation, monitoring, evaluation. • Train Alianza-AA staff, partners and other relevant stakeholders in understanding and using these guidelines/toolkit. All the process will be guided by the following principles: • Human rights-based approach (HRBA) , ensuring a thorough analysis of the root causes of protection risks and treating participant women as right-holders. • Survivor-centered approach, that will guide the consultants in their engagement with persons who have experienced GBV or may be at risk of it. This principle will also be integrated in the contents of the toolkit. • Intersectionality. The process and the developed tools will account for and be responsive to the different rights, needs and risks attached to different sources of vulnerability added to gender discrimination such as age, disability, sexual orientation, religion, ethnicity, etc. • Do no harm. The concept of do no harm means that humanitarian organizations must strive to minimize the harm they may inadvertently be doing by being present and providing assistance. Such unintended negative consequences may be wide-ranging and extremely complex. Protection actors can reinforce the do no harm principle in their GBV-related work through careful attention to the human rights-based, survivor centred, community-based and systems approaches described below.</p></div></section><section><p class="heading">Desired Candidate Profile</p><p class="paragraph"></p><p>Degree in Gender Studies, Social Work, Psychology, or related fields relevant to the assignment. • Proven knowledge of GBV and protection issues, including key concepts, approaches and relevant stakeholders and frameworks at local and international level. • Proven experience in GBV and protection programming. • Proven experience in participatory analysis and assessments. • Experience working with vulnerable communities, especially with women survivors or at risk of GBV. • Strong research and facilitation skills, with a focus on participatory methodologies. • Ability to develop innovative and user-friendly training materials. • Excellent communication and interpersonal skills. • Understanding of the local context and cultural dynamics related to GBV and gender issues in Jordan. • High or native level of Arabic. • High level of English.</p><p></p></section>

Org. Setting and Reporting<br>The position is located in the Office of the Special Envoy of the Secretary General for Yemen (OSESGY). The incumbent will be based in Amman, Jordan and will report to the Administrative Officer in the Office of the Chief of Mission Support.<br> Responsibilities<br>Within the limits of delegated authority, the staff Assistant will be responsible for performing the following duties: • Assists in the overall administration of the section/unit i.e. provides substantive and administrative assistance in managing priorities and workflow of the manager and of the work unit; assists in coordinating and monitoring of multiple and diverse activities and work processes to ensure that management directives and decisions are properly carried out and products delivered in a timely manner. • Serves as a communications link between supervisor and senior staff; on behalf of supervisor, keeps others informed by conveying directives, reports, status updates and other relevant information; brings sensitive and urgent matters to the attention of the manager. • Provides assistance in time management and scheduling on behalf of the manager with appropriate consultation as required; effectively prioritizes and resolves related conflicts and competing demands. • Screens and prioritizes all incoming correspondence; compiles relevant background documents and references; identifies issues requiring the manager’s attention and refers others to the relevant officer for appropriate disposition; monitors and follows-up on actions to be taken. • Independently handles a wide range of complex information requests and inquiries (e.g. answer requests requiring file or other research); responds, or drafts responses, to a diverse range of correspondence and other communications. • Provides assistance in improving administrative procedures and systems to ensure smooth functioning of the department, including filing (paper and electronic) systems. • Oversees work of junior office support staff; establishes priorities and deadlines, assigns work and reviews outputs upon completion; trains office support staff in administrative, protocol and other relevant procedures. • Organizes official receptions, meetings, etc., handling all necessary arrangements (e.g. room reservations, guest/participant lists, invitations, catering, seating arrangements, background documentation, special equipment, etc.). • Prepares, processes, and classifies confidential information. • Handles a wide range of administrative duties/processes (e.g. leave and attendance records, timesheets, travel arrangements, visa applications, expense statements, telecommunications charges, equipment purchase, service and supply requisitions, conference room bookings, etc.). • Exercises quality-control functions for all outgoing documents; proofreads and edits texts for adherence for format, grammar, punctuation and style. • Uses standard word processing package to produce a wide variety of large, complex documents and reports. • Provides administrative, coordination and protocol support to OCMS by assisting with matters involving the Government of Jordan including processing of visas, residency permits and other protocol-related requirements for OSESGY personnel and mission-related activities. • Performs other duties as assigned.<br> Competencies<br>Professionalism: Shows pride in work and in achievements; demonstrates professional competence and mastery of subject matter; is conscientious and efficient in meeting commitments, observing deadlines, and achieving results; is motivated by professional rather than personal concerns; shows persistence when faced with difficult problems or challenges; remains calm in stressful situations. The minimum years of relevant experience is reduced to three (3) years for candidates who possess a first-level university degree or higher. Experience in using an enterprise resource planning system, such as Umoja/SAP, including the processing of official travel is required. At least three (3) years of experience providing administrative support to a senior official or front office in the United Nations Common System or a comparable international organization is desirable. Experience supporting visa, residency permit or other protocol-related processes and liaising with host-country authorities is desirable. Experience providing secretariat or administrative support to formal committees, including preparing documentation, recording decisions and monitoring follow up actions, is desirable.<br> Languages<br>English and French are the working languages of the United Nations Secretariat.
