These attitudes and believes shall guide our actions and relationships. 1.Role and responsibilities NRC is implementing a Shelter Programme in Zaatari and Azraq refugee camps in Jordan to improve the living conditions of refugees through the provision of adequate shelter assistance and support to meet their basic needs. The Shelter Technical Assistant is responsible for planning, supervising, and monitoring shelter maintenance and construction activities, ensuring that implementation is completed safely, efficiently, on time, and in accordance with approved technical specifications, quality standards, and NRC procedures. Generic responsibilities : These responsibilities shall be the same for all positions with the same title. The responsibilities shall be short and essential. Details belong in the Work- and Professional Development Plan. 1.Adhere to NRC policies, tools, handbooks and guidelines 2.Assist in the implementation of the Shelter programme according to the agreed plan of action 3.Implements independently procedures and activities within own function or core competency as delegated 4.Organize and deliver assigned tasks in line with agreed priorities, quality standards, and deadlines. 5.Develop and maintain knowledge of the specialist area of work in which technical assistance and support is being provided, in order to be most effective in supporting the team 6.Use initiative in day to day problem solving in line with agreed procedures, priorities and standards for the area of work 7.Prepare and develop status reports as required by management 8.Ensure proper filing of documents 9.Promote and share ideas for improvement in your area of expertise Specific responsibilities: These responsibilities shall be adapted to the particularities of the job location and context, phase of operation, strategic focus and type of programme intervention. This section shall be revised whenever a new employee is hired or the context changes significantly. • Resolves engineering problems by collecting and analyzing information; researching, analyzing, adapting, and modifying engineering techniques; recommending solutions; preparing drawings, schematics, and diagrams; evaluating components, materials, and suppliers; resolving design integration issues; developing specifications and safety standards; performing installations. • Supervise daily shelter construction, maintenance, and rehabilitation activities to ensure compliance with approved technical specifications, BoQs, safety requirements, and quality standards. • Monitor the performance of incentive-based volunteers and skilled labourers, ensuring work is completed efficiently and according to agreed schedules. • Conduct relevant assessments in the camp, including but not limited to caravan repairing assessment. • Following up with labors and making sure that all requested tasks are done based on the agreed specifications, requirements, quality, and on time. • Reporting work progress on daily, weekly or monthly basis as it will be agreed with the line manager based on the available workload and based on the nature of the given task. • Prepare detailed plans for project implementation and ensure follow up and updating of the plan during implementation. • Prepare material requests, dispatch forms, and quantity estimates based on approved designs and Bills of Quantities (BoQs). • Immediately report implementation challenges, delays, risks, and technical issues, together with proposed mitigation measures. • Other functions that might be assigned by the supervisor. Critical interfaces: By interfaces, NRC means processes and projects that are interlinked with other departments/units or persons. Relevant interfaces for this position are: • Relevant Core Competency implementation staff • Support teams, Finance, HR, Admin and Logistics • Communications staff • Protection staff • M&E department • UNHCR Technical unit Scale and scope of position: Staff: IBV’S Stakeholders: UNHCR, SRAD, INGOs in the camp Budgets: NA Information: NRC Databases, Agresso, Intranet Legal or compliance: Terms of employment 2 Competencies: Competencies are important in order for the employee and the organisation to deliver desired results. They are relevant for all staff and are divided into the following two categories: 1. Professional competencies These are skills, knowledge and experience that are important for effective performance. Generic professional competencies: • Experience from working within technical expertise in a humanitarian/recovery context • Knowledge and experience within a relevant administration, craft or technical field and ideally a relevant vocational qualification • Previous experience from working in complex and volatile contexts • Documented results related to the position’s responsibilities • Some knowledge of English Context/ Specific skills, knowledge and experience: • B.A degree in engineering, Civil/Architectural/Mechanical/Electrical engineering. • 1 year of experience 2. Behavioural competencies  These are personal qualities that influence how successful people are in their job.
