<p>The GIZ Jordan Project <strong>“Cash for Green Services” </strong>is seeking to hire a “<strong>Social Protection Advisor - Focus: Cash for Work Operations & Records</strong>” based in Jordan- for full-time base employment.</p>
<p>Jordan continues to face pressure on municipal services in communities hosting large numbers of Syrian refugees. At the same time, Syrian refugees and vulnerable Jordanians face significant socio-economic challenges and limited income opportunities.</p>
<p>The aim of the project is to improve the living conditions of particularly vulnerable Syrian refugees and Jordanians, especially women and persons with disabilities, in selected municipalities in Jordan. At the same time, the project contributes to improving municipal solid waste management services.</p>
<p>The project supports the creation of temporary employment opportunities (Cash for Work, CfW) that generate income for Syrian refugees and vulnerable Jordanians. To this end, it cooperates with the Jordanian Ministry of Local Administration (MoLA) as its political partner.</p>
<p>The CfW opportunities are created in municipalities that host Syrian refugees. Partner municipalities are responsible for organising and implementing the CfW activities, while the project provides financial, technical and procedural support and strengthens municipal capacities. The CfW activities help municipalities address temporary personnel and resource constraints and improve municipal waste management services. They include, among others, cleaning of public areas as well as the collection, sorting and recycling of suitable materials.</p>
<p>By providing temporary income opportunities to Syrian refugees and vulnerable Jordanians and bringing participants from different backgrounds together in the workplace, the project also aims to contribute to social cohesion. Particular attention is given to the participation and inclusion of women and persons with disabilities. At the same time, the activities contribute to cleaner cities, improved recycling and environmental protection.</p>
<p>The project supports municipalities in integrating relevant improvements and approaches into their waste management planning to strengthen their sustainability beyond individual CfW rotations. In addition, the project advises municipalities and relevant waste management actors on organisation, operation and economic efficiency. Occupational health and safety, gender equality and social inclusion are considered throughout the implementation of CfW activities.</p>
<p><strong><u>Qualifications and specialist knowledge</u></strong></p>
<ul>
<li>Bachelor’s/Master’s degree or equivalent in public administration, project management, business administration, environmental management, development studies or another relevant field.</li>
<li>At least 5 years of relevant professional experience in development cooperation, municipal development, project implementation, Cash for Work or a related field.</li>
<li>At least 3 years of professional experience working with municipalities or other local-level public institutions in Jordan</li>
<li>Experience in managing grant agreements or similar financial instruments with public sector entities, ideally municipalities in Jordan, is a strong advantage.</li>
<li>Good understanding of municipal service delivery, ideally of solid waste management, and the situation of refugees and host communities in Jordan; experience with project documentation and compliance standards is an advantage.</li>
<li>Excellent written and oral command of English and Arabic, including the ability to independently prepare concise and high-quality written documents in English.</li>
<li>Strong analytical, organizational and problem-solving skills, combined with a high degree of self-organization, ownership and ability to work independently.</li>

<li>Independently coordinate and implement project activities with assigned partner municipalities, other partners, consultants and relevant GIZ colleagues.</li>

<h4>Job requirements</h4>
<p><strong>Citizenship status:</strong> Must be legally authorized to work in the United States without employer sponsorship. In response, Mercy Corps Jordan is implementing Tabeaa: Strengthening Climate Resilience in Jordanian Communities, a project co-funded by the Z Zurich Foundation and the Embassy of Switzerland in Jordan. Tabeaa is part of Mercy Corps’ ongoing work under the Zurich Climate Resilience Alliance, which focuses on enhancing resilience to climate hazards globally. Through Tabeaa, Mercy Corps Jordan is strengthening climate change adaptation (CCA) and disaster risk reduction (DRR) efforts at both national and local levels. Nationally, the project supports the localization and enforcement of climate policies and promotes climate-smart investments to build long-term resilience. The role spans four capability pillars — Microsoft platform and SPFx/.NET development, Power Platform architecture, data and analytics engineering, and AI integration - with a strong secondary differentiator in Autodesk APS and AEC platform integrations. It requires someone equally comfortable writing a TypeScript web part, building a cross-platform mobile app in React Native, standing up a .NET Core service or Python automation, designing a Dataverse schema, building a Power BI semantic model, or prototyping an Azure OpenAI solution. familiar with Azure DevOps CI/CD pipelines for Power Platform solutions, SPFx packages, and .NET APIs.</span></li><li><span>Solid command of Entra ID app registrations, OAuth 2.0 flows (authorization code, client credentials, on-behalf-of), managed identities, and Microsoft Graph delta queries - able to design and debug end-to-end authentication flows across the Microsoft identity platform without assistance.</span></li><li><span>Strong relational database skills, including data schema design and management, authoring complex queries, developing and maintaining stored procedures, and performance optimization (indexing strategy, query plan analysis, and normalization) across SQL Server and comparable relational databases.</span></li><li><span>Experience building with Azure OpenAI (GPT-4o, embeddings, Assistants API), Azure AI Search (RAG patterns, semantic ranking, vector search), and AI Builder;
