Young people, particularly those with disabilities, face high levels of underemployment and exclusion from social and economic life. Despite legal frameworks that guarantee equality, persons with disabilities remain marginalized, with employment rates at only 21 per cent compared to 39 per cent for persons without disabilities. This exclusion is not only a social challenge but also an economic burden, costing the national economy an estimated $328 million annually. The barriers are both cultural persistent misconceptions about productivity and cost and structural, including inaccessible transport, unsuitable urban environments, and limited workplace accommodations. ESCWA has long been engaged in advancing disability inclusion and youth empowerment across the Arab region. Through its convening power, technical expertise, and regional mandate, ESCWA has supported national strategies, strengthened policy frameworks, and enhanced labour market statistics to promote inclusive development. In Jordan, ESCWA has produced policy briefs analyzing the challenges and opportunities for persons with disabilities. In 2025 the Government of Jordan formally requested ESCWA s assistance in developing a national strategy for the economic empowerment of persons with disabilities, alongside technical support for programs aimed at connecting social assistance beneficiaries including youth and persons with disabilities to the labour market. In response, ESCWA is implementing the project From Dependence to Dignity: Economic Empowerment for Persons with Disabilities and Youth in Jordan. The project combines high-level policy reform with practical, demand-driven interventions. It focuses on three main areas: launching a national strategy for the economic empowerment of persons with disabilities; enacting reforms to bridge the national skills mismatch; and upgrading the skills of youth and persons with disabilities while connecting them to inclusive employment opportunities. Central to this effort is the enhancement of the Josour Initiative, which strengthens skills, employability, and job-matching opportunities for persons with disabilities and youth.
Action Against Hunger (ACF) Action Against Hunger is a leading humanitarian and development agency working to combat the causes of hunger and malnutrition in over 46 countries worldwide. Eleven years into the Syrian conflict, more than 1.3 million Syrians have sought refuge in Jordan. This influx of refugees has strained Jordan's economy and resources, with Syrians often accepting worse working conditions and lower compensation than Jordanians and taking on low-skill, informal jobs in sectors such as in manufacturing, construction and agriculture. In 2022, Jordan had a 23% unemployment rate.
CONTEXT:

Médecins du Monde-France (MdM-F) is an international humanitarian organisation whose mission is to provide medical care for the most vulnerable populations, the world over, including France. It seeks to stimulate voluntary commitment from doctors, other health care providers, and from those whose expertise in other fields is needed for its activities, to enlist all competent support required for the achievement of its projects, and to seek, at all times, to encourage close working relationships with populations in its care.

Palestine Context

Médecins du Monde (MdM) operates across the Gaza Strip and the North West Bank, delivering essential medical and mental health services to conflict and occupation-affected populations despite severe access restrictions and an increasingly volatile security environment.

The magnitude and severity of death, destruction and extreme deprivation in the Gaza Strip have generated profound human suffering and humanitarian needs. In the West Bank, demolitions, operations by Israeli forces, settler violence and movement restrictions continue to trigger displacement and drive a range of humanitarian needs. The erosion of community resilience mechanisms has further intensified needs across all sectors.

Amid these constraints, Médecins du Monde (MdM) maintains a flexible medical and mental health response. Despite growing access restrictions, evacuation orders, and a shrinking humanitarian space forcing suspension and permanent closure, MdM continued its direct service provision in 7 Primary Healthcare Centers over the past year.

Since the Gaza ceasefire of October 2025, military escalation in the northern West Bank is expected to continue scaling-up and will led MdM to intensify its medical and mental health direct response while continuing to support the Palestinian health system despite severe and rampant access restrictions.

MdM Network

The MdM international network has 17 organizations (known as chapters). In Palestine, MdM Spain and MdM Switzerland implement in the WB and Gaza. MdM France works very closely with MdM Spain and MdM Switzerland.
