<p>Upon completion of this assignment, the consultant will have delivered a comprehensive independent final evaluation of the project, including an inception report, draft and final evaluation reports, and a presentation of key findings. The evaluation will provide UN-Habitat, the Adaptation Fund Board, and national partners in Jordan and Lebanon with evidence-based conclusions, lessons learned, and strategic recommendations to inform future climate resilience and water management programming. Work Location Home based Expected duration 4 months (part time)</p><p>UN-Habitat is the United Nations agency for human settlements. It is mandated by the UN General Assembly to promote socially and environmentally sustainable communities, towns and cities with the goal of providing adequate shelter for all. It supports Member States in the development of sustainable cities and human settlements through its normative and operational work at global, regional, national and local levels. By working at all levels and with relevant stakeholders and partners, UN-Habitat contributes to linking policy development and capacity-building activities with a view to promoting cohesive and mutually reinforcing social, economic and environmental policies and programs in human settlements in conformity with international practices and covenants. UN-Habitat also leads and coordinates the monitoring of and reporting on global progress on the implementation of the New Urban Agenda and Sustainable Development Goal (SDG) 11 of making cities and human settlements inclusive, safer, resilient and sustainable. Other global agreements support UN-Habitat s work including the Paris Agreement on Climate Change. The Conference of the Parties (COP) of the UN Framework Convention on Climate Change (UNFCCC) established and launched the Adaptation Fund (AF) in 2007. The fund is to finance concrete adoption projects and programmes in developing countries that are particularly vulnerable to adverse effects of climate change. The fund s projects and activities aim at building national and local adaptation capacities while reaching and engaging with the most vulnerable groups.</p><p><strong>Background:</strong> The project Increasing the Resilience of Displaced Persons and Host Communities to Climate Change-Related Water Challenges in Jordan and Lebanon , funded by the Adaptation Fund with a budget of USD 13,973,509, is led by the United Nations Human Settlements Programme (UN-Habitat) in partnership with ESCWA and UNICEF. As well as national governmental and municipal stakeholders, in addition to several implementing partners in Jordan and Lebanon; United Nations International Children s Emergency Fund (UNICEF), Jordan Hashemite Fund for Human Development (JOHUD), Jordan Hashemite Fund for Badia Development (HFDJB) (BADIA), Permaculture Research Institute (PRI), Yarmouk Water Company (YWC), LDK and Royal Scientific Society (RSS), Management of Resources & Environmental Solutions (MORES) and United Nations Economic and Social Commission for Western Asia (ESCWA). The project addresses the compounded impacts of climate change and the Syrian refugees displacement crisis, focusing on water scarcity, urban resilience, and sustainable development. It promotes innovative water harvesting, wastewater reuse, and municipal planning to strengthen climate resilience among vulnerable communities. The project was launched in October 2021 and ends in October 2026.</p><p><strong>1. Objectives and Expected Accomplishments (outcomes) of the project</strong> The overall objective of the project is to increase the resilience of both displaced persons and host communities in Jordan and Lebanon to climate change-related water challenges, particularly challenges associated with water scarcity, climate-induced pressures, and population growth in vulnerable areas. The project aims to achieve this objective through four expected accomplishments:</p><p>A. Strengthened municipal and institutional capacities to assess, plan, and manage climate-related water risks through the development of climate-responsive territorial planning documents, including urban master plans and associated action or investment plans, in order to support municipal governments to manage urban risks and vulnerabilities in the context of climate change, especially water scarcity challenges, and urban (population) growth, including pressures associated with displacement.</p><p>B. Increased community awareness, ownership, and capacities to operate, maintain, and replicate sustainable water harvesting, supply, and reuse systems, aimed at strengthening the resilience of citizens (DPs and host communities) through improved awareness, and practical capacities to respond to climate change impacts on water resources.</p><p>C. Expanded access to efficient and climate-resilient water supply systems through innovative and replicable non-conventional water harvesting, greywater treatment, and wastewater reuse techniques, aimed at enhancing the adaptive capacity of the water sector by expanding unconventional water harvesting, and climate-resilient water supply and irrigation options appropriate to the local context.</p><p>D. Enhanced knowledge management, learning, and replication to document and share lessons learned and support the development of regional approaches for managing urban climate and water risks, including the development of regional urban risks and vulnerabilities management model in the context of climate change and urban (population) growth.</p><p>*Detailed expected outcomes, outputs, indicators, and targets for each component are presented in the project s Results Framework and will be provided to the evaluation team as part of the evaluation documentation package.</p><p><br></p><p><strong>Desired Candidate Profile</strong></p><p>An advanced university degree in environmental studies, climate change, water resources, sustainable development, or any related field is required. A first-level university degree with additional two years of qualifying experience may be accepted in lieu of the advanced university degree. 7 years of professional experience in evaluation of major projects of multidisciplinary components. is required. Extensive demonstrated experience in monitoring and evaluation with ability to present credible findings derived from evidence and providing conclusions and recommendations supported by evidence of findings is required. The consultant must have access to both Jordan and Lebanon and be able to conduct field visits in both countries is required. Evaluation of climate change adaptation and/or water management projects and social-economic development is desired. Previous experience evaluating Adaptation Fund projects is considered is desired. At the heart of the Operations Department of the Operational Center of Geneva (OCG), the "cells" are multidisciplinary teams of 7 to 8 experts (Program Manager, Deputy Program Manager, Polyvalent Medical Referent, Operational HR Partner, Operational Logistics Manager, Operational Finance Manager, Operational Communication Manager, Cell Assistant). The cells supervise and coordinate MSF's activities in several countries and are the direct interface between the headquarters and the field. Each member oversees a specific field of activity under the supervision (functional link) of a Program Manager and with a hierarchical link to the coordinator of the relevant department.<br>
The HROP centralizes and acts as a referent for mission’s HR and administrative issues in front of the various HR units at HQ and other members of the cell, mission’s Human Resources Coordinator (HRCo) or Head of Mission (HoM) and other MSF operational centers (OCs).<br>
With the need to focus more on strategic HR mentoring and support to missions, the HROP support will be the focal point of different HR files identified and delegated by the HROP.<br>
Scope of responsibilities – objectives of the position:<br>
Translation of operational ambitions into HR needs & planning of the IMS positions:<br>
• Participate in the discussions about optimal setup requested by the field to ensure that the staffing is sufficient in number and coherent in composition to meet the operational and institutional ambitions, especially during MYR and POA.<br>
• Reviews MYR and POA matrices and reports to HROP any issues (technical, settings, analytical, …) and provides to HROP first feedback on the forecast and variances compared to last validated budget.<br>
• Verifies the demand for IMS staffing formalized by the HRCos (compliance with planning, accuracy, and clarity of the request).<br>
• Follows up with the missions on job descriptions of international staff (MI), brings to missions’ attention missing or outdated MIs. Files received MIs.<br>
• Ensures the updating of the international staff tracking table (HR Update) (mission dates, job openings, obtaining documents)<br>
• Compiles a table of the cell's mission positions to be opened, on a weekly basis.<br>
• If necessary, takes over the IMS job openings, particularly in emergency situations.<br>
• Supports missions and GPOs on the IMS propositions and matching process, based on requests/needs.<br>
Focal point for specific HR dossiers, under the supervision of the HROP:<br>
• Acts as a focal point for mobility program in Cell 5 missions; works with Amman Mobility Coordinators towards boosting interCell and international mobility of Cell 5 missions’ staff. Initiate and streamlines the communication between HRCOs, PDMs and Mobility Coordinator on mobility needs and concrete LHS detachment matchings from/to Cell 5 missions.<br>
• Acts as a focal point for any topics related to Compensations & Benefits (e.g. IRFFG, IMS benefits, …) with special focus on Rewards Review (information management, streamlining communication between missions and HQ, …). Support HROP on Benchmark topic (BM requests, hosting sections, follow us with the missions on timely submission of the requested information and documents, ….) and revision of IMS perdiem in Cell 5 missions. Solicits and coordinates the intervention of Comp&Ben referents.<br>
HR and administrative management of international mobile staff (IMS):<br>
• Under the supervision of HROP, acts as a focal point for any topics related to IRPII, including IMS exceptions; manages IRPII exception requests with the missions and HR Direction.<br>
• With collaboration from HRCos keep updating the IMS HR update file.<br>
• Monthly, as part of the IMS salary payment, checks the changes of the start and end dates of IMS contracts, positions and project allocations and confirm the monthly IMS payroll information to FAR.<br>
• Provide support to Field Movement Referents (FMRs) in the case of specific movements or visas.<br>
• Carries out/participate in HR briefings and debriefings according to the policy and ensures the SHU is alerted when needed.<br>
• Follows up with international staff on documents required for their departure (informed consents BIC, proof of life)<br>
• Consolidates, monitors and updates pre-departure briefing materials for international staff<br>
• Follows up on anticipated returns of IMS and files documents related to them<br>

Background: The project “Increasing the Resilience of Displaced Persons and Host Communities to Climate Change-Related Water Challenges in Jordan and Lebanon”, funded by the Adaptation Fund with a budget of USD 13,973,509, is led by the United Nations Human Settlements Programme (UN-Habitat) in partnership with ESCWA and UNICEF. As well as national governmental and municipal stakeholders, in addition to several implementing partners in Jordan and Lebanon; United Nations International Children’s Emergency Fund (UNICEF), Jordan Hashemite Fund for Human Development (JOHUD), Jordan Hashemite Fund for Badia Development (HFDJB) (BADIA), Permaculture Research Institute (PRI), Yarmouk Water Company (YWC), LDK and Royal Scientific Society (RSS), Management of Resources & Environmental Solutions (MORES) and United Nations Economic and Social Commission for Western Asia (ESCWA). The project addresses the compounded impacts of climate change and the Syrian refugees’ displacement crisis, focusing on water scarcity, urban resilience, and sustainable development. The project was launched in October 2021 and ends in October 2026. 1. Objectives and Expected Accomplishments (outcomes) of the project The overall objective of the project is to increase the resilience of both displaced persons and host communities in Jordan and Lebanon to climate change-related water challenges, particularly challenges associated with water scarcity, climate-induced pressures, and population growth in vulnerable areas. The project aims to achieve this objective through four expected accomplishments: A. Strengthened municipal and institutional capacities to assess, plan, and manage climate-related water risks through the development of climate-responsive territorial planning documents, including urban master plans and associated action or investment plans, in order to support municipal governments to manage urban risks and vulnerabilities in the context of climate change, especially water scarcity challenges, and urban (population) growth, including pressures associated with displacement. B. Increased community awareness, ownership, and capacities to operate, maintain, and replicate sustainable water harvesting, supply, and reuse systems, aimed at strengthening the resilience of citizens (DPs and host communities) through improved awareness, and practical capacities to respond to climate change impacts on water resources. C. Expanded access to efficient and climate-resilient water supply systems through innovative and replicable non-conventional water harvesting, greywater treatment, and wastewater reuse techniques, aimed at enhancing the adaptive capacity of the water sector by expanding unconventional water harvesting, and climate-resilient water supply and irrigation options appropriate to the local context. D. Enhanced knowledge management, learning, and replication to document and share lessons learned and support the development of regional approaches for managing urban climate and water risks, including the development of regional urban risks and vulnerabilities management model in the context of climate change and urban (population) growth. *Detailed expected outcomes, outputs, indicators, and targets for each component are presented in the project’s Results Framework and will be provided to the evaluation team as part of the evaluation documentation package. 2. Project Scope and Geographic Focus The project is implemented in Jordan and Lebanon, targeting municipalities and communities that are highly vulnerable to climate change-related water challenges. In Jordan, the project focuses on the municipalities of Mafraq and Irbid, where increasing temperatures, recurrent droughts, declining groundwater availability, and rapid population growth, including large numbers of displaced persons are placing severe pressure on water systems and municipal services. In Lebanon, the project targets the Zahle District, including the municipalities of Zahleh–Maalaka and Taanayel Zahleh Municipality, where water scarcity, untreated wastewater, and high concentrations of displaced populations have intensified the vulnerability of communities and water-dependent livelihoods. Across both countries, climate change impacts have contributed to; reduced availability of safe and reliable water resources, increased pressure on municipal water supply and wastewater systems, and heightened vulnerability of water-dependent households and services. The project operates at two interconnected scales: 1. Municipal scale: strengthening planning capacities through climate-responsive territorial planning, vulnerability assessments, and urban master plans that integrate climate change, water scarcity, gender, and population pressures. 2. Community scale: improving access to alternative and climate-resilient water resources through rainwater harvesting, greywater treatment and reuse systems, wastewater treatment improvements, and community-level awareness and capacity building. 3. Project implementation arrangement The project is implemented by UN-Habitat as the Implementing Entity. Scope of the evaluation The evaluation will cover the entire life cycle of the project, from November 2021 to end of June 2026, including planning, inception, implementation, monitoring, reporting, and adaptive management processes. In line with the Adaptation Fund Evaluation Policy, the evaluation will assess: • Achievement of outputs and expected accomplishments (outcomes), and progress toward the overall objective • The processes that influenced performance, including readiness, stakeholder engagement, institutional roles, ownership, and operational coordination • Financial management, execution arrangements, and oversight/backstopping by UN-Habitat and partners • The effectiveness of monitoring, evaluation, and reporting systems • Compliance with and integration of the Adaptation Fund Environmental and Social Policy and Gender Policy, including gender equality, equity, social inclusion, human rights, and protection of vulnerable groups • Key constraints, risks, opportunities, and factors affecting sustainability and future upscaling The evaluation will consider performance at both municipal level (planning, governance, institutional capacity) and community level (non-conventional water systems, awareness and capacity-building), reflecting the project’s dual-scale implementation approach. A comprehensive evaluation report must be developed and submitted. <li>Lead and supervise the day-to-day operation of the department to ensure service standards are followed with friendly and engaging service</li>

<li>Follow daily task with room attendant</li>
<li>Ensure the room attendants are following sequence of cleaning</li>
<li>Ensure MIP amenities are in room before guest’s arrival</li>
<li>Ensure special attention given to MIP rooms</li>
<li>Ensure that all flower arrangements look pleasant before the delivery to the rooms</li>
<li>Ensure extra bed and extra amenities are in room before the guest’s arrival</li>
<li>Conduct daily inspection of employee grooming</li>
<li>Inspect all guest rooms, corridors and stores on a daily basis to ensure highest standard of cleanliness</li>
<li>Conduct on the job training for all room attendants</li>
<li>Maintain effective employee relations</li>
<li>Check and maintain equipment and machines used</li>
<li>Attend daily briefing with EKH/AEH in housekeeping</li>
<li>Report any sick, irregular guest, and any stranger on guest corridors to the housekeeper and security office immediately</li>
<li>Proper handover and takeover of the incoming and outgoing shifts to be handled well</li>
<li>Report all lost and found items to housekeeping</li>
<li>Follow up “Do not disturb” rooms</li>
<li>Train attendants constantly, supervise work performance and working habits</li>
<li>Prepare inventory for room linen</li>
<li>Notify housekeeper any damage caused by guest</li>
<li>While inspecting guest rooms and other areas there should be eye for detail</li>
<li>Make sure trolleys are parked well in the guest corridors and while cleaning room the trolleys must be parked properly at the guest room entrance</li>
<li>Ensure punctuality, attendance and courteous attitude</li>
<li>Ensure all guest rooms are cleaned</li>
<li>Inspect all work done by room attendant</li>

Whether preparing fresh clean linen and spotless dining ware for guests to enjoy, operating and maintaining cleaning equipment and tools (e.g., dish washing machines, hand wash stations, linen washers and dryers), or transporting dishware or linens across the hotel, these associates do whatever it takes to get the job done.</p>
