The organisation manages several initiatives, including the REACH Initiative. The IMPACT team comprises specialists in data collection, management and analysis, GIS and remote sensing. IMPACT was launched at the initiative of ACTED, an international NGO with headquarters based in Paris and presence in thirty countries. The two organizations have a strong complementarity formalized in a global partnership, which allows IMPACT to benefit from ACTED s operational support in its fields of intervention. We are currently looking for a Senior Assessment Officer to support our team in the occupied Palestinian territory (oPt) Position: Senior Assessment Officer Contract duration: 6 months (pending funding confirmation) Starting date: ASAP Location: Amman, Jordan COUNTRY PROFILE The humanitarian situation in the occupied Palestinian territories (oPt) has reached dire levels, particularly in the Gaza Strip, where ongoing hostilities have resulted in mass displacement, the collapse of basic services, and a near-total breakdown of civilian infrastructure. With 2.1 million people affected, access to food, water, healthcare, and shelter remains critically limited. The scale of destruction and access constraints have created an environment where humanitarian needs far exceed available resources. Together, these dynamics have driven acute and widespread humanitarian needs. Against this backdrop, IMPACT Initiatives is planning a range of research activities to support an evidence- and needs-based humanitarian response. In 2026, IMPACT will conduct a number of cash and market assessments in order to better inform the response as it responds to the post ceasefire context. POSITION PROFILE Under the line management of the Research Manager, the Senior Assessment Officer is jointly responsible for the implementation of REACH s Shelter and Site Management assessments, including the preparation, data collection, analysis, drafting, dissemination, and evaluation stages. The Senior Assessment Officer will lead a portfolio of shelter and sites-related research activities, which may include targeted shelter assessments, area-based and neighbourhood-level studies, intentions and perceptions research, analytical support to humanitarian coordination mechanisms, and other assessments responding to evolving operational priorities and information needs. Extensive external coordination is expected, both in facilitating the assessment and positioning IMPACT within the newly forming Shelter, Land and Sites cluster. This position requires strong research skills, an analytical mind, creativity, independence, and an interest in the context. Candidates should have strong writing and presentation skills and be able to clearly think through and articulate implications of research findings. RESPONSIBILITIES The Senior Assessment Officer s responsibilities include: PROJECT/RESEARCH CYCLE MANAGEMENT • Ensuring the assessment, analysis, and support material development are planned and implemented in a structured and coherent manner, in line with relevant project and strategic objectives, and with global IMPACT guidelines. • Managing the relevant assessment cycle stages, including oversight of research design, data collection, or analysis. • Collaborating with other members of the IMPACT Shelter and Sites team and ensuring alignment and efficiency between team activities and outputs. CONTEXTUAL UNDERSTANDING • Guiding secondary data review and efforts to better understand the information landscape, and how the assessment contributes to strategic response objectives. • Keeping up to date with the shifting oPt context, especially around the Shelter, Land and Sites cluster merge. RESEARCH AND TECHNICAL SKILLS • Develop and implement specific Sites and Shelter based assessments. The candidate should have a technical interest in research development on areas relating to shelter vulnerability, displaced person vulnerabilities, site management (including site profiling, site community engagement, site care and maintenance) • Comprehensive secondary data review for triangulating relevant assessment data • Development of additional support materials to ensure operational efficiencies and output effectiveness, including necessary guidance notes, KII facilitation guides and training materials. • Analysis of the collected data and drafting of the relevant outputs (i.e., shelter vulnerability reporting). • Experience working with qualitative assessments would be an advantage STAFF MANAGEMENT AND TRAINING • Based on the developed training materials, supporting the training of the trainers and data collection staff on assessment objectives and tools, including in collaboration with project implementation partners. • Promoting capacity building across the IMPACT oPt mission related to deepening analytical capacities using existing research (capacity building portfolio will depend on level of experience). • Providing day-to-day direct and indirect management of the research team within their workstream. COORDINATION Internal Coordination • Interacting autonomously with HQ departments and may serve as mission focal point for particular themes or technical areas; • Coordinating with research units and teams to move forward or improve aspects of the research cycle; • Supporting senior management with designing, planning, and implementing strategies, and objectives. • External Coordination • Coordinating with relevant actors and partner organisations, including clusters, UN agencies and partner INGO and NNGOs, to ensure alignment with priority information needs. • Directly engaging with the Site Management Cluster, Shelter Cluster, and newly forming Shelter, Land and Sites cluster to inform their assessment activities. • Leading on external engagement related to project implementation and analytical research findings as necessary. • Where necessary, leading on Joint Analysis Workshops between IMPACT and partner organisations, The Senior Assessment Officer will maintain the strictest confidentiality on all data collected and related processes. <p>The Security Consultant will be responsible for the following tasks:</p>
<p><strong><u>Phase I (24 person-days over 3 months)</u></strong></p>

<li>2 person-days: Conduct needs assessment for Jordan and Palestine missions, analysing current documentation against HQ security, safety, and compliance standards alongside Security Advisors in West Bank and Gaza, and Global Security Manager in HQ</li>
<li>15 person-days: Revision of WeWorld security management tools, Security Plan, SOPs and contingency plans, and sharing analysis with senior staff with focus on general overview, implication, evolution and possible scenarios, recommendations, for both Jordan and Palestine</li>
<li>5 person-days: Ensure proper updating of all security management tools and coordinate the update process, consolidating inputs from all relevant focal points across missions and HQ</li>
<li>2 person-days: Develop tailored induction training for the onboarding of WeWorld staff members</li>

<li>24/7 phone consultancy – availability for on-line guidance and recommendations in response to security incidents or other emergencies (health, evacuations, car accidents, angry mobs...)</li>
<li>Share regular access incident reports with analysis and recommendations</li>
<li>Conduct security assessments for new office or accommodation facilities</li>
<li>Maintain liaison with local and regional officials, UN, INGO and other agencies regarding security issues in the planning, co-ordination, promotion of, and support</li>

The Air Operations Officer will report to the Chief of Mission Support.<br> Responsibilities<br>Within delegated authority, the incumbent will perform the following duties: •Manages and supervises the activities of the OSESGY Aviation Unit. • Monitors that air operations are conducted in compliance with Air Tasking Orders (ATOs), Standard Operating Procedures (SOPs), UN directives, Department of Peace Operations (DPO) / Department of Operational Support (DOS) Aviation Manual, UN Aviation Standards for Peacekeeping and Humanitarian Air Transport Operations (UN AVSTADS), UN Aviation Safety Manual, ICAO standards and recommended practices and the host country's Aeronautical Information Publications (AIPs). • Reviews and approves Air Mission Requests and ensures that the most suitable air asset(s) is / are assigned to achieve a task with maximum safety, cost efficiency and effectiveness in the mission support. • Verifies with Chief Planning, the daily projected Air Tasking Orders (ATOs) for conformance and compliance with the requested tasks, resolves conflicting priorities and ensures that ATOs are published and communicated to all relevant elements in accordance with the established procedures and deadlines. • Manages routine (regular passenger/cargo, logistics resupply) flights, special (casualty and medical evacuation, VIP) flights and military operational flights. • Manages the integrated search and rescue operations for UN air assets and other aircraft upon request. • Supervises timely coordination of diplomatic over flight/landing clearances, ground handling support and hotel accommodation/meal/transportation arrangements for aircrews. • Conducts the aviation risk management for UN aviation activities in accordance with the established procedures. • Monitors utilization of UN air assets and analyses the statistical data obtained. • Liaises with other UN units/sections, non-government and government organizations and intergovernmental agencies on aviation matters. • Develops and implements the standard operating procedures for the related aviation processes. • Ensures that aircrews are briefed and conversant with UN policies, aviation safety requirements and the latest applicable aviation standard operating procedures. • Monitors that appropriate reference documents are current, readily available and accessible to all aircrew members and aviation personnel. • Develops inputs for budget proposals for the mission's air transport operations. • Develops inputs for the Mission's Statement of Requirements to UNHQ for aircraft acquisition. • Provides responses to UNHQ during aircraft technical evaluations to ensure that vendor’s proposals meet technical requirements. • Supervises the preparation of operational plans, performance reports, and responses to internal and external audit observations. • Analyzes, in coordination with the UNHQ Aviation Safety Section (AvSS), the aviation safety reports, perform Aircraft and Airfield inspection, identifies necessary corrective and preventive measures and informs the Chief Mission Support, Chief Aviation Safety Section, and Chief Air Transport Services on the required actions. • Manages the allocation and rotation of appropriate work assignments. • Coordinates the individual annual work plans and produces detailed performance assessments and evaluations for the subordinate staff members. • Develops and coordinates training courses, workshops and other related training activities. • Performs other related duties as required.<br> Competencies<br>• Professionalism: Knowledge of diverse air transport operations, including phases of the Invitation to Bid, Request for Proposals, Letters of Assist, etc. Ability to review alternative options and select the most effective and cost efficient mode of transport of equipment, supplies and personnel to and from field missions.
