<li>Ability to drive recommendations and advisory on the application of AI, automation and digital enablement solutions with clients to optimize finance operations, enhance decision making and deliver sustainable cost and efficiency improvements.</li>
<li>Good understanding in digital finance and ERP implementation methodologies through proven experience of SAP or Oracle implementation projects, including BRDs, processes as per the ERP standard process, understanding key modules and standard functionalities.</li>
<li>Solid experience in preparing and designing dashboards using tools like Power BI or Tableau to visualize key metrics and support clients in generating and designing financial reports and dashboards.</li>
<li>Ability to develop/upskill team members to transform finance talent into a sustainable workforce.</li>
<li>Reduce finance function costs through new technologies, disruptive technologies and automation.</li>
<li>Willingness to travel across MENA on regular basis for client services.</li>

The incumbent will be based in Amman, Jordan and will report to the Chief of Unit, Procurement.<br> Responsibilities<br>The Procurement Assistant assists in the implementation of effective and efficient management and delivery of procurement of goods and services and sale activities required by the mission to fulfil its mandate and carry out the procurement work in an effective, efficient, economical and timely manner. Within the limits of delegated authority, the incumbent will be responsible for performing the following duties: • Provides procurement, logistical and administrative support to a team of Procurement Officers in the acquisition of a wide variety of goods and services. • Reviews, records and prioritizes purchasing requests and obtains additional information/documentation as required; determines the availability of vendors and funding sources. • Monitors status of existing requisitions, maintains contact with suppliers to ensure timely delivery of goods and services, coordinates shipment of goods/commodities/equipment to HQ and field missions, verifies receipt and inspection of deliverables and accurately reports, as and if required. • Produces tender documents (e.g. Invitations to Bids, Requests for Proposals and Requests for Quotation) based on the nature of requirements and cost of procurement involved. • Prepares abstracts of offers and compiles data contained in quotations, proposals and bids to determine which supplier can deliver the required goods/services at the best terms and lowest costs possible under the guidance of Procurement Officers. • Finalizes purchase orders and contracts for approval by the Procurement Officer; if required, prepares submission to the Contracts Committee for review and subsequent approval by the authorized official. • Assists relevant officers in more complex, higher value purchasing operations; coordinates distribution of pertinent documents to concerned parties, ensures appropriate follow-up action, etc. • Maintains relevant internal databases and files; keeps track of any contractual agreements, systems contracts, etc. and informs affected users of contractual rights and obligations. • Researches, retrieves and presents information from a variety of internal and external sources on sources of supply, vendors by commodity, etc., as well as obtain specifications for new products and equipment on the market. • Drafts routine correspondence. • Performs other duties as assigned.<br> Competencies<br>Professionalism: Extensive knowledge of all purchasing and accounting techniques. About 70% of them are dilapidated and abandoned, posing a threat to residents and visitors. The project will transform the urban heritage of As Salt into a sustainable economic, social and cultural engine. By establishing the Heritage Building Restoration Training at the Beit Falah Al Hamad Heritage site, the city will be leading an integrated model that will create skills to create local and regional job opportunities. The project will also work with the owners of heritage buildings, providing legal support, financial incentives and technical support, connecting them with the new graduates. The project will also work to project a new image for the city to attract tourism, culture and investment in partnership with city society and the private sector, including banks and microfinance institutions.</p><br> <p><strong>Duties and Responsibilities</strong></p><br> <p>The <strong>Project Coordinator </strong>will perform the following functions:</p><br> <p><strong>A. <p>Under the responsibility of the HI’s Emergency Manager, the Country Director contributes within his/her geographical area to the implementation of the mandate and the Strategy of Humanity & Inclusion. He/she ensures optimal quality and impact of the activities in the Program, through a delegation system with appropriate control mechanisms. He/she shares with all HI managers the responsibility of sound management and successful functioning of the global organization.</p>
<p>In line with the current project objectives, the Country Director will lead successful program management. He/she will ensure sound monitoring of the project in line with the expected outcomes of the project.</p>
<p>The Country Director is the legal representative of the overall HI’s Palestine response internally and externally and promotes a high reputation and positive image of HI’s Palestine Program.</p>
<p>The Country Director deploys HI’s full mandate and Strategy in his/her geographical area, with operational partners, institutions and/or donors.</p>

Org. Setting and Reporting<br>This position is located within the Office of the Special Envoy of the Secretary-General for Yemen and will be based in Amman, Jordan. The Air Operations Officer will report to the Chief of Mission Support.<br> Responsibilities<br>Within delegated authority, the incumbent will perform the following duties: •Manages and supervises the activities of the OSESGY Aviation Unit. • Monitors that air operations are conducted in compliance with Air Tasking Orders (ATOs), Standard Operating Procedures (SOPs), UN directives, Department of Peace Operations (DPO) / Department of Operational Support (DOS) Aviation Manual, UN Aviation Standards for Peacekeeping and Humanitarian Air Transport Operations (UN AVSTADS), UN Aviation Safety Manual, ICAO standards and recommended practices and the host country's Aeronautical Information Publications (AIPs). • Reviews and approves Air Mission Requests and ensures that the most suitable air asset(s) is / are assigned to achieve a task with maximum safety, cost efficiency and effectiveness in the mission support. • Verifies with Chief Planning, the daily projected Air Tasking Orders (ATOs) for conformance and compliance with the requested tasks, resolves conflicting priorities and ensures that ATOs are published and communicated to all relevant elements in accordance with the established procedures and deadlines. • Manages routine (regular passenger/cargo, logistics resupply) flights, special (casualty and medical evacuation, VIP) flights and military operational flights. • Manages the integrated search and rescue operations for UN air assets and other aircraft upon request. • Supervises timely coordination of diplomatic over flight/landing clearances, ground handling support and hotel accommodation/meal/transportation arrangements for aircrews. • Conducts the aviation risk management for UN aviation activities in accordance with the established procedures. • Monitors utilization of UN air assets and analyses the statistical data obtained. • Liaises with other UN units/sections, non-government and government organizations and intergovernmental agencies on aviation matters. • Develops and implements the standard operating procedures for the related aviation processes. • Ensures that aircrews are briefed and conversant with UN policies, aviation safety requirements and the latest applicable aviation standard operating procedures. • Monitors that appropriate reference documents are current, readily available and accessible to all aircrew members and aviation personnel. • Develops inputs for budget proposals for the mission's air transport operations. • Develops inputs for the Mission's Statement of Requirements to UNHQ for aircraft acquisition. • Provides responses to UNHQ during aircraft technical evaluations to ensure that vendor’s proposals meet technical requirements. • Supervises the preparation of operational plans, performance reports, and responses to internal and external audit observations. • Analyzes, in coordination with the UNHQ Aviation Safety Section (AvSS), the aviation safety reports, perform Aircraft and Airfield inspection, identifies necessary corrective and preventive measures and informs the Chief Mission Support, Chief Aviation Safety Section, and Chief Air Transport Services on the required actions. • Manages the allocation and rotation of appropriate work assignments. • Coordinates the individual annual work plans and produces detailed performance assessments and evaluations for the subordinate staff members. • Develops and coordinates training courses, workshops and other related training activities. • Performs other related duties as required.<br> Competencies<br>• Professionalism: Knowledge of diverse air transport operations, including phases of the Invitation to Bid, Request for Proposals, Letters of Assist, etc. Ability to review alternative options and select the most effective and cost efficient mode of transport of equipment, supplies and personnel to and from field missions. A first-level university degree with a relevant combination of education, professional training, certification in air transport, and two (2) additional years of experience in air transportation related occupation, may be accepted in lieu of the advanced university degree.<br> Job - Specific Qualification<br>Training and certification as a Commercial Pilot, or a Flight Operations Officer/Flight Dispatcher, Aerospace/Aeronautical Engineering, or an Air Traffic Controller or an equivalent military qualification is required. <br> Work Experience<br>A minimum of five (5) years of progressively responsible experience in air transport operations or aviation safety, with at least three (3) years of managerial experience on a position directly related to the coordination of complex air transport operations in the international environment is required. Experience in handling Air Operations in Middle East is required. Experience in the safety and quality management is required. Experience in the use of ICAO standards and recommended practices is required. Experience in international operations in a post conflict environment is desirable. It is mandated by the UN General Assembly to promote socially and environmentally sustainable communities, towns and cities with the goal of providing adequate shelter for all. It supports Member States in the development of sustainable cities and human settlements through its normative and operational work at global, regional, national and local levels. By working at all levels and with relevant stakeholders and partners, UN-Habitat contributes to linking policy development and capacity-building activities with a view to promoting cohesive and mutually reinforcing social, economic and environmental policies and programs in human settlements in conformity with international practices and covenants. UN-Habitat also leads and coordinates the monitoring of and reporting on global progress on the implementation of the New Urban Agenda and Sustainable Development Goal (SDG) 11 of making cities and human settlements inclusive, safer, resilient and sustainable. The Conference of the Parties (COP) of the UN Framework Convention on Climate Change (UNFCCC) established and launched the Adaptation Fund (AF) in 2007. The fund is to finance concrete adoption projects and programmes in developing countries that are particularly vulnerable to adverse effects of climate change. The fund’s projects and activities aim at building national and local adaptation capacities while reaching and engaging with the most vulnerable groups. Background: The project “Increasing the Resilience of Displaced Persons and Host Communities to Climate Change-Related Water Challenges in Jordan and Lebanon”, funded by the Adaptation Fund with a budget of USD 13,973,509, is led by the United Nations Human Settlements Programme (UN-Habitat) in partnership with ESCWA and UNICEF. As well as national governmental and municipal stakeholders, in addition to several implementing partners in Jordan and Lebanon; United Nations International Children’s Emergency Fund (UNICEF), Jordan Hashemite Fund for Human Development (JOHUD), Jordan Hashemite Fund for Badia Development (HFDJB) (BADIA), Permaculture Research Institute (PRI), Yarmouk Water Company (YWC), LDK and Royal Scientific Society (RSS), Management of Resources & Environmental Solutions (MORES) and United Nations Economic and Social Commission for Western Asia (ESCWA). The project addresses the compounded impacts of climate change and the Syrian refugees’ displacement crisis, focusing on water scarcity, urban resilience, and sustainable development. It promotes innovative water harvesting, wastewater reuse, and municipal planning to strengthen climate resilience among vulnerable communities. The project was launched in October 2021 and ends in October 2026. 1. Objectives and Expected Accomplishments (outcomes) of the project The overall objective of the project is to increase the resilience of both displaced persons and host communities in Jordan and Lebanon to climate change-related water challenges, particularly challenges associated with water scarcity, climate-induced pressures, and population growth in vulnerable areas. The project aims to achieve this objective through four expected accomplishments: A. Strengthened municipal and institutional capacities to assess, plan, and manage climate-related water risks through the development of climate-responsive territorial planning documents, including urban master plans and associated action or investment plans, in order to support municipal governments to manage urban risks and vulnerabilities in the context of climate change, especially water scarcity challenges, and urban (population) growth, including pressures associated with displacement. B. Increased community awareness, ownership, and capacities to operate, maintain, and replicate sustainable water harvesting, supply, and reuse systems, aimed at strengthening the resilience of citizens (DPs and host communities) through improved awareness, and practical capacities to respond to climate change impacts on water resources. C. Expanded access to efficient and climate-resilient water supply systems through innovative and replicable non-conventional water harvesting, greywater treatment, and wastewater reuse techniques, aimed at enhancing the adaptive capacity of the water sector by expanding unconventional water harvesting, and climate-resilient water supply and irrigation options appropriate to the local context. D. Enhanced knowledge management, learning, and replication to document and share lessons learned and support the development of regional approaches for managing urban climate and water risks, including the development of regional urban risks and vulnerabilities management model in the context of climate change and urban (population) growth. *Detailed expected outcomes, outputs, indicators, and targets for each component are presented in the project’s Results Framework and will be provided to the evaluation team as part of the evaluation documentation package. 2. Project Scope and Geographic Focus The project is implemented in Jordan and Lebanon, targeting municipalities and communities that are highly vulnerable to climate change-related water challenges. In Jordan, the project focuses on the municipalities of Mafraq and Irbid, where increasing temperatures, recurrent droughts, declining groundwater availability, and rapid population growth, including large numbers of displaced persons are placing severe pressure on water systems and municipal services. In Lebanon, the project targets the Zahle District, including the municipalities of Zahleh–Maalaka and Taanayel Zahleh Municipality, where water scarcity, untreated wastewater, and high concentrations of displaced populations have intensified the vulnerability of communities and water-dependent livelihoods. Across both countries, climate change impacts have contributed to; reduced availability of safe and reliable water resources, increased pressure on municipal water supply and wastewater systems, and heightened vulnerability of water-dependent households and services. The project operates at two interconnected scales: 1. Municipal scale: strengthening planning capacities through climate-responsive territorial planning, vulnerability assessments, and urban master plans that integrate climate change, water scarcity, gender, and population pressures. 2. Community scale: improving access to alternative and climate-resilient water resources through rainwater harvesting, greywater treatment and reuse systems, wastewater treatment improvements, and community-level awareness and capacity building. 3. Project implementation arrangement The project is implemented by UN-Habitat as the Implementing Entity. Scope of the evaluation The evaluation will cover the entire life cycle of the project, from November 2021 to end of June 2026, including planning, inception, implementation, monitoring, reporting, and adaptive management processes. The evaluator will propose a detailed approach and methodology in the inception report; however, the evaluation is expected to adopt a results-based approach grounded in the project’s Theory of Change (ToC), assessing the extent to which project activities and outputs contributed to the expected accomplishments (outcomes) and overall objective in Jordan and Lebanon. The ToC, building on the project’s logical framework, will serve as the central analytical tool for examining causality and the project’s performance. The evaluation should also apply participatory and utilization-focused approaches to promote meaningful engagement of key stakeholders and facilitate the practical use of the evaluation results. The Regional Director reports to the Assistant Secretary-General (ASG)/Director, Development Coordination Office (UNDCO), under the overall leadership of the Chair of the UNSDG/Deputy Secretary-General as a second reporting officer. The Regional Director leads DCO's interface at the regional level, ensuring effective horizontal collaboration across the UN Development System. The Regional Director performs a key strategic role in advancing the collaboration across regional mechanisms, including the Regional Platforms for Integration, and provides field-facing support to regional and country offices, in close collaboration with the Regional Economic Commission. The Regional Director supports the Resident Coordinator system by enabling effective coordination with all parts of DCO to deliver coherent, timely, and high-quality support for the implementation of DCO's mandate. As a core member of the UNDCO senior leadership team, the Regional Director leads DCO's regional coordination support to Resident Coordinators. The Regional Director works closely with the Director of the Partnerships and Engagement Division, the Director of the SDG Coordination, Integrated Policy and Programme Division, the Chief of the RC System Leadership Branch, the Chief of Staff and the strategic units in the Office of the ASG, as well as with the Secretariat's OneEO, to promote coherent, timely and system wide SDG delivery. The position is located in the United Nations Development Coordination Office (UNDCO) in Amman.<br> Responsibilities<br>The Regional Director is a team & thought leader, convenor, facilitator and broker of partnerships and strategic analyst on sustainable development. The Regional Director is also an experienced development practitioner, and an accomplished Representative, with strong strategic and management capacities. The role is primarily outward facing on regional, sub-regional and country-support-led strategic support to RCs and is supported by a regional team. Within delegated authority, the Regional Director will be responsible for leading the Regional Office in the following areas: Regional Sustainable Development Thought leadership, partnerships and convening for SDG impact: • Leads Regional thought leadership on strategic regional issues pertinent to SDG acceleration both regionally and at the country level for countries within the region and across regions (in collaboration with peer Regional Directors and DCO HQ-NY)–convening the regional "development arena" and priorities to drive SDG acceleration. • Convenes and provides strategic direction at the regional level in collaboration with Secretariat entities (Regional Economic Commissions, other regional structures, International Financial Institutions and UN Agencies, Funds and Programmes (AFPs) both at the regional, sub-regional and country level (the latter in support of RC leadership). • Strengthens collaboration and partnership with Regional Economic Commissions, other regional mechanisms, and sub-regional bodies, leveraging innovative financing, digital partnership tools and multi-stakeholder platforms to unlock SDG acceleration opportunities. • Leads the development of regional, multi-country and special partnerships to deliver on regionally- identified priorities. • Leads the integration of development approaches, taking account of conflict and crises, prevention and peacebuilding, human rights, humanitarian needs as well as other complexities, applying scenario planning, risk analytics and foresight to strengthen organizational resilience and preparedness in close coordination with OCHA, OHCHR and DPPA, as well as providing advice to RCs on the exercise of preventive diplomacy. • Leads in influencing stakeholders on appropriate actions, deploying UN 2.0 skills such as foresight, behavioral science and data/evidence, that promote innovation and SDG acceleration. • Coordinates communications and strategic messaging for RC system at regional level including regional efforts on information integrity, countering mis/dis information and advising RCs on strategic communications, in close collaboration with the Strategic Partnerships and Engagement Division. • Supports RC efforts for joint resource mobilization and investment and partnering efforts to support joint programmes and pooled funds at country and regional levels. • Engages in and facilitating links to global and regional joint funding mechanisms, in support of RC/UNCT efforts to link these to country level Agenda 2030 initiatives • Works with the Strategic Partnerships and Engagement Division to translate partnership and engagement opportunities at regional and country level into dynamic, co-created initiatives that leverage cross-sector capabilities and digital innovation. • Supports the Chair of the Regional UNSDG in providing leadership and quality assurance for UN Sustainable Development Cooperation Frameworks (UNSDCFs) and joint program development, ensuring alignment with regional bodies, supporting cross-border strategies, and driving innovation to accelerate SDG progress. • Supports country delivery of UNSDCFs, integrating lessons, and integrated approaches across UNCTs. • Provides strategic guidance to Resident Coordinators (RC) and UN Country Teams (UNCT) to ensure quality and timely support to Member States in the implementation of the 2030 Agenda, including support to RC decision-making in complex settings, promoting adaptive, forward looking leadership aligned with UN 2.0 capabilities. • Provides regular reporting on regional results and oversees backstopping support to RCs, UNCTs, and RCOs in the region on planning, monitoring and reporting results. • Supports, tracks and reports on implementation of UN reform and efficiency initiatives in the region, in line with policies and guidance from the High-Level Committees on Programmes and Management of the Chief Executives Board (CEB), the Secretary-General, and Deputy Secretary-General and Chair, UN Sustainable Development Group. • Provides a facilitating role with host Governments, donors and counterparts; chairs meetings and seminars on substantive issues; represents the Organization at international, regional, inter-agency meetings, seminars and conferences, providing expertise, as needed. Corporate Management and People Leadership: • Directs, manages and is accountable for the UNDCO Regional office: a) Formulates and implements the substantive strategy and work programme and budgets of the Regional office under his/her supervision, determining priorities, allocating and monitoring resources for the delivery of outputs, and reporting on results; b) Oversees the management of activities undertaken by the Regional office, ensuring that programmed activities are carried out in a timely fashion and co-ordinates work in the different areas both within the Regional office, and with other organizations of the United Nations System, regional bodies and partners; c) ensures delivery against all applicable results frameworks, including annual integrated planning and reporting frameworks, and supports delivery on UN efficiency targets (BOS, CBO, CP), ensuring all key performance indicators are met, d) drives efforts on digital transformation and process simplification to improve management agility and efficiency in support of Resident Coordinator leadership. • Supports day-to-day operations of the RC system in the region, including addressing RC/UNCT queries and requests for support, guidance and strategic advice; approves RC travel, mission and leave requests. Managing dispute resolution and facilitates trouble shooting; arranges for Regional UNSDG support missions, and convenes RCs as needed. • Demonstrates the adoption of systems thinking and integration of UN 2.0 competencies–strategic foresight, behavioral science, data, digital and innovative approaches into the content, systems and approaches to DCOs work at regional and country level. • Leads on the integration of risk management and foresight into all aspects of DCO's work at regional level. • Identifies and advocates for surge support as appropriate across countries in the region and facilitates and enables timely cross-regional surge support in collaboration with RCS corporate surge mechanisms. • Role models and promotes matrix linkages across functions, with countries and with HQ divisions and branches as well as facilitates this across regions, encouraging collaborative leadership behaviors and support to the matrix management of functions in the Regional Office in collaboration with relevant DCO HQ Division Directors. • Contributes to strategic senior leadership talent identification and management in collaboration it the RC System Leadership Branch, including support to RC and Head of RCO recruitment and RCS-wide strategic workforce planning. • Supports the performance management of Resident Coordinators and contributes to performance management of Heads of Resident Coordinators' offices. • Ensures compliance with UN policies on gender equality, disability and youth inclusion, staff well- being, safety and duty of care requirements. • Supports RCs, UNCTs and Resident Coordinator Offices (RCO) on Business Innovations • Contributes to the formulation of UNDCO strategies and policies by participating in various committees, preparing documents on policy issues, and acting, as required, in an advisory capacity to the ASG and Deputy Directors of UNDCO; contributes to the overall management of the Office's activities and operations as an SMT member. • Co-ordinates, oversees and contributes to the preparation of regional reports for presentation to interagency and intergovernmental bodies such as the UNSDG Inter-Agency Advisory Panel, High- Level Committees on Programmes and Management of the Chief Executives Board (CEB), Advisory Committee on Administrative and Budget Questions, Committee for Programme Coordination, Economic and Social Council, the General Assembly and other policy-making organs, as appropriate. • Oversees the recruitment of staff for the Regional Office, taking into account geographical and gender balance and other UN principles; manages, guides and trains staff under his/her supervision; fosters teamwork and communication among staff in the Regional Office and across organizational boundaries. • Performs other related duties as requested by the senior management of the Organization.<br> Competencies<br>PROFESSIONALISM: Knowledge of the substantive field of work in general and of specific areas being supervised. Substantive international development experience is required, including demonstrated engagement with public-private sector interfaces, SDG financing, and innovation. Experience in leading organizational reform and/or change management is required, including performance management of senior managers in multicultural environments and integrating gender equality/inclusion. Experience in overseeing both programmatic and administrative functions necessary for the effective operation of a large and complex organizational unit is required. Experience in managing budgets in a development cooperation context, with demonstrated risk awareness and exposure to complex, humanitarian and/or conflict settings, is desirable. Experience as a United Nations Resident Coordinator or demonstrated substantive knowledge of the UN Resident Coordinator system, the United Nations system more broadly, or a comparable international organization, is desirable.
