The Head of Operations and Finance provides strategic leadership and governance across Finance, Grants Management, Operations, Logistics, Security and Counter Fraud, ensuring that Plan Jordan's support functions operate efficiently, in full compliance with organisational policies and donor requirements, and in direct service of programme delivery. The post holder is expected to demonstrate a high degree of strategic acumen, forward thinking and analytical rigour in the execution of this role. S/he will anticipate financial and operational risks, provide evidence-based advisory support to the Country Director and CMT on the financial and operational implications of both strategic and operational plans, and ensure that all resource deployment decisions are grounded in value for money and long-term organisational sustainability.</p><p>Dimensions of the Role</p><p>As part of the Country Management Team, the role is responsible for leading the Operations and Finance teams and ensuring full financial governance of Plan Jordan, including grant budgeting, SAP oversight, donor reporting, audit management, cash flow oversight, and authorisation of payments above the designated threshold. The position also provides full operational governance across procurement strategy, logistics, fleet management, administration, asset management, security, and ICT strategic oversight. In addition, the role holds overall security oversight for all Plan Jordan offices and field locations and serves as the Counter Fraud focal point for Plan Jordan.</p><p>Accountabilities</p><p>1. <p><strong>Project Background:</strong></p>
<p>The Jordan Economic Reform Activity Task Order 1 (ERA TO1) is a 5-year, $54 million program funded by USG, which aims to support the Government of Jordan (GOJ) to prioritize and implement economic reforms. Through coordination with the GOJ, the Jordanian and international private sector, other donors, and Jordanian civil society, ERA TO 1 will (1) advance economic reforms, (2) strengthen the business enabling environment, (3) increase exports and local, regional, and international investments, and (4) respond to emerging priorities. </p>
<p>Public-Private Partnerships (PPPs) are a key mechanism for mobilizing private capital, improving public service delivery, and enabling the development of strategic infrastructure and public assets. As Jordan advances its reform priorities and strengthens private sector participation in public investment, government institutions responsible for PPP oversight continue to play a leading role in screening, structuring, and coordinating PPP opportunities across sectors.</p>
<p>While Jordan has an established legal and institutional framework governing PPPs, continued institutional strengthening is needed to build capacity in screening, structuring, and advancing PPP transactions. Strengthening the ability of government counterparts to assess transaction readiness, review financial documentation, and manage active pipeline projects remains a priority for deepening private sector participation in public investment.</p>
<p><strong>Purpose of the Assignment:</strong></p>
<p>ERA will engage a senior finance advisor to provide transactional advisory review support for PPP pipeline projects. Throughout the assignment, the advisor will deliver structured on-the-job support to government counterparts, integrating capacity building within core work processes.</p>
<p><strong>Responsibilities:</strong></p>
<p><strong>Task 1: Senior Transactional Advisory Review for PPP Pipeline Projects</strong></p>
<p>The Senior PPP Financial Expert will provide targeted transactional advisory review support for PPP projects currently under preparation. This assignment is designed to strengthen transaction readiness while deepening institutional capacity through direct engagement with active transactions.</p>
<p><strong>Task 1a: Senior Financial Advisory Review</strong></p>
<p>The Senior PPP Financial Expert will:</p>
<ul>
<li>Review the financial structuring of PPP projects, including revenue models, risk allocation frameworks, value-for-money assessments, and government support or guarantee mechanisms;</li>
<li>Assess the transaction readiness of pipeline projects from a financial perspective, identifying gaps in financial documentation, bankability considerations, or investor readiness;</li>
<li>Provide written financial review notes or assessment memoranda for each project reviewed, with specific, actionable recommendations;</li>
<li>Advise on financial terms and conditions in draft PPP contracts, concession agreements, or related transaction documents, with reference to international good practice;</li>
<li>Conduct targeted working sessions with government counterparts on financial review findings, providing explanations of financial analysis methodology and recommendations to support staff learning;</li>

<p>The expert will deliver structured on-the-job support to government counterparts, parallel to the transactional advisory review work. <p>A Senior People Operations Specialist will be responsible for managing and supporting People Operations activities across the company's portfolio in the KSA, UAE, UK, and MENA region. <section><p class="heading jdMain">Job Description</p><p class="heading">Roles & Responsibilities</p><div class="paragraph"><p>The Regional Coordination Technical Officer provides high-level coordination, administrative, and technical support to the MENA Regional Team, with primary support to the MENA Management Team (MMT) and wider Regional Management Team. The role supports the effective planning, coordination, and follow-up of regional priorities, meetings, strategic initiatives, internal communication, and regional and global reporting processes. The position plays an important role in facilitating collaboration between the MENA Regional Team, Country Offices, Head Office, and other stakeholders through strong information management, coordination, and administrative support across regional functions and initiatives. The role also provides coordination and technical support to operational support functions in the region, including Health, Access and Safety (HAS), through support to regional planning, trainings, reporting processes, compliance tracking, information management systems, and communication platforms.
