Iqlaa’s approach explores new ways of doing business and improving access to finance, markets, and services. It focuses on four sectors: agriculture, tourism and hospitality, manufacturing, and services, with a special focus on technology development and implementation.
The Informal Livelihoods Advancement Activity (Iqlaa), funded by the United States Government - implemented by Mercy Corps as lead implementer within an implementation consortium of six partners, aims to support Jordan's Home-Based Businesses (HBBs) and Micro and Small Enterprises (MSEs) to grow, transform, and become resilient to future challenges. Iqlaa’s approach explores new ways of doing business and improving access to finance, markets, and services. It focuses on four sectors: agriculture, tourism and hospitality, manufacturing, and services, with a special focus on technology development and implementation. The program encourages and supports the participation of all MSE-owner segments.

Through research and adaptive collaborative learning, Iqlaa has identified opportunities, incentives, and constraints that facilitate or restrict formalization and growth. Based on findings, Iqlaa implements best practices to strengthen businesses and develop an MSE-focused financial sector within a market systems development framework. Program activities are delivered with a strong localization element to respond to specific market needs and the local context. Iqlaa also leverages innovative behavioral change methodologies to facilitate long-term, sustainable changes in the MSEs ecosystem in Jordan.

Using a Market Systems Development (MSD) approach, Mercy Corps collaborates with private sector market actors to pilot and scale innovative solutions that address key market constraints.
Activity Description

The Informal Livelihoods Advancement Activity (Iqlaa) aims to strengthen the resilience of Micro and Small Enterprises (MSEs) in Jordan by enhancing their managerial capacities and improving their access to business opportunities, financial products, and services. Central to Iqlaa’s strategy is its commitment to an evidence-based approach, underpinned by a streamlined research management framework. This ensures that findings are effectively disseminated, translated into actionable recommendations, and developed into accessible resources. By adopting this approach, Iqlaa aims to drive impactful and sustainable interventions for MSEs and key ecosystem actors, at both the enterprise and market levels.

Iqlaa has conducted extensive research and analysis on Jordan’s micro and small enterprise (MSE) ecosystem, including sectoral studies, ecosystem assessments, and the development of governorate-level profiles.

The online MSE Geographic Map will visualize sectoral distributions, geographic concentrations of MSE activity, ecosystem actors, and development opportunities across Jordan’s governorates. The platform will serve as an accessible evidence-based tool to support policymakers, development partners, and market actors in understanding local economic dynamics and identifying opportunities for targeted interventions and exploring spatial patterns, trends, and relationships across integrated datasets to inform planning, policy development, and operational decision-making.

The MSE Geographic Map will be developed as an interactive web-based system integrated within the selected entity’s website environment to ensure long-term institutional ownership and sustainability.
The Informal Livelihoods Advancement Activity (Iqlaa) aims to strengthen the resilience of MSEs in Jordan and ability to grow and expand their businesses.

This will be achieved by enhancing MSEs ecosystem and enhancing their ability to access local and export markets, in addition to better access to finance. A key strategy for achieving this goal is the establishment of a dynamic and responsive Public-Private Dialogue (PPD) process that is MSE-centric. This process will address the unique challenges faced by MSEs through a constructive dialogue among relevant stakeholders within the public and private sector initiated by the MSEs formal representative entities. This will help MSEs address their critical challenges and capitalize on rising opportunities tailored to their needs, thereby enhancing the economic ecosystem. By doing so, it will better support both formal and informal MSEs, ultimately fostering their economic resilience and growth.

PPD unites government entities, private sector participants, and relevant stakeholders in a structured and formal process to collaboratively address and resolve specific issues. This collective engagement aims to achieve common objectives and drive transformative changes in targeted areas by leveraging the combined expertise and resources of all parties involved.

MSEs account for 98 percent of the country’s businesses, employ approximately 60 percent of the private sector workforce, and contribute 50 percent of the national GDP.

Despite their significant role, current PPD platforms predominantly address the concerns of small and medium enterprises (SMEs), lacking adequate representation and focus on MSEs.

Recognizing the vital role of MSEs in Jordan's economy, Iqlaa aims to institutionalize an organic and decentralized model of PPD that enables sector-based dialogues to be led by MSEs’ representative actors across priority economic sectors and is anchored by a pool of certified PPD experts, through the following three-pronged approach:

Establishing a standardized PPD process with clear roles, procedures, and dialogue cycles that can be adopted beyond the life of the program which will formulate the core of the accredited PPD training program.
Estimated Duration: from contract signing until August 2nd, 2026

** This opportunity is only open for national individual consultants. Companies or non-Jordanians are not eligible to apply.

About Mercy Corps

Mercy Corps is a global team of humanitarians, working together in over 40 countries on the front lines of today’s biggest crises to create a future of possibility, where everyone can prosper.

Since 2003, Mercy Corps has been actively working in Jordan, responding to the pressing needs of the vulnerable populations, strengthening cohesive and civically engaged communities, and increasing economic opportunities.

About Iqlaa

The Informal Livelihoods Advancement Activity (Iqlaa) is a five-year program that started in May 2022 and aims to support Jordan's Home-based, micro and small businesses to grow, transform, and become resilient to future challenges.

Implementing Organizations: Mercy Corps (lead implementer), Andersen for Legal and Tax Consultancy, Dalberg Design, Expectation State, Middle East Investment Initiative (MEII), Migrate-Jordan, and American Chamber of Commerce in Jordan (AmCham).

Activity Description

The USG Informal Livelihoods Advancement Activity (Iqlaa) aims to strengthen the resilience of Micro and Small Enterprises (MSEs) in Jordan by enhancing their managerial capacities and improving their access to business opportunities, financial products, and services.

Building on this body of evidence, Iqlaa aims to consolidate key insights into an online MSE Geographic Map.

In parallel, structured datasets generated through the map will be shared with the CVDB Observatory (Tanmieh Tool) under the Ministry of Interior to support broader economic planning and observatory functions.

Through this approach, the MSE Geographic Map will support improved coordination among ecosystem actors, facilitate data-driven planning and analysis, and contribute to strengthening the MSE ecosystem across Jordan.

Proposed High-Level Functions of the Map:

The map must incorporate core functions and technical characteristics including but not limited to:

Sector and Geographic Insights: Display sectoral distributions, geographic concentrations, and ecosystem dynamics across Jordan’s governorates, highlighting development opportunities through the integration of geographic data, research assessments and insights generated by Iqlaa.

Governorate Profile Integration: Integrate structured governorate-level profiles covering sector clusters, key stakeholders, economic characteristics, and identified opportunities and challenges affecting MSEs.

Interactive Map Interface: Provide a user-friendly interactive map interface enabling users to navigate geographic data layers and access structured information linked to each governorate.

Data Exploration and Comparison: Enable users to explore relationships, trends, and patterns across datasets to support evidence-based analysis and decision-making.

Stakeholder Engagement Features: Include interactive features such as filters, overlays, and clickable geographic layers to enable deeper exploration of ecosystem data.

Sustainability and Accessibility: Ensure the MSE Geographic Map is designed to support long-term institutional hosting within the selected entity’s website environment, while maintaining accessibility for a wide range of users.

Dynamic Data Updates: Enable periodic updates of governorate-level datasets so that the MSE Geographic Map remains a living resource for policymakers and ecosystem actors.

Data Export for National Platforms: Ensure that datasets generated through the MSE Geographic Map can be exported in structured formats (e.g., Excel or CSV) to support integration with national systems such as the CVDB Observatory (Tanmieh Tool).

This map will be a pivotal tool for programmatic decision-making, promoting coordination among MSE actors and supporting interventions aimed at enhancing the MSE ecosystem in Jordan.
