<p><b> - About REACH and IMPACT :</b></p><p>REACH was created in 2010 as a joint initiative of two International NGOs (IMPACT Initiatives and ACTED) and the United Nations Operational Satellite Applications Programme (UNOSAT). REACH’s purpose is to facilitate the development of information products that enhance the humanitarian community’s decision-making and planning capacity for emergency, recovery, and development contexts. The research officer carries out work duties in a way that does not harm children, vulnerable adults or other staff or volunteers. </p><p><b> </b></p><p><b>-Location: </b>Amman, Jordan.</p><p><b> </b></p><p> -<b><u>Job Purpose</u></b></p><p>REACH is currently seeking qualified applicants with experience in research, assessments and/or data to serve as an Assessment (Research) Officer.</p><p>The REACH Assessment Officer (AOs) will contribute to research on a number of topics in support of the Cash, Markets and Economics Livelihoods Unit, focusing on the Occupied Palestinian Territory (oPt). </p><p>This includes leading on research design, training of field staff, coordination of data collection and cleaning, analysis of key findings, production of information products (factsheets, dashboards, etc.), and dissemination of information to key humanitarian response actors and partners.</p><p>Past experience working on needs assessments, research or analysis in the humanitarian system as well as experience with managing and processing large datasets (including in Microsoft Excel) is required. Excellent English skills are a must. Experience with capacity building and Kobo Toolbox is preferred. Any additional statistical analysis software (eg. R) or data visualisation skills (eg. Power BI) are an asset but not required. The ideal candidate has excellent communication and organisational skills, and has a professional and proactive attitude.</p><p><br></p><p><b>Objectives:</b></p><p> </p><p><b><u>Objective 1: Research Design, Implementation, and Coordination</u></b></p><p>Under the supervision of the Senior Assessment Officer or Research Manager, the AO will contribute to designing or improving the methodologies and research tools. The AO will then execute the planning, coordination, implementation, and follow-up of research activities in line with overall project objectives and deadlines. Assessments may include analysis of cash assistance programmes, market assessments or economic livelihood assessments.</p><p>This will include the design of data collection tools (household and KI surveys, focus groups, etc.); training of field staff on research tools and methodologies; and management and coordination of data collection and cleaning. The AO will ensure regular reporting on research progress and participate in internal coordination meetings.</p><p><br></p><p><b><u>Objective 2: Analysis and Information Product Creation</u></b></p><p>With the support of the Senior Assessment Officer and Data Officer, the AO will contribute to the analysis of key research findings and incorporate them into information products such as factsheets, briefings, reports, dashboards, etc. The AO will work to ensure the quality and accuracy of information products and to ensure that products are delivered to key stakeholders in a timely and professional manner. </p><p> </p><p><b><u>Objective 3: External Engagement</u></b></p><p>In collaboration with the Senior Assessment Officer, the AO will contribute to the engagement with the relevant response stakeholder to identify research priorities and facilitate the use of key findings in planning and programming. The AO may also be requested to represent REACH in coordination meetings, donor presentations, or meetings with partner organisations as relevant. </p><p><b> Duties and Responsibilities</b></p><p> </p><p><b><u>Key Research Activities</u></b></p><p> </p><p><b>a. Under the joint supervision of the Ministry of Foreign Affairs and International Development and the Ministry of Economy, Expertise France aims at participating in French cooperation and development aid through a wide range of interventions in areas such as sustainable development, economic development, public finances, governance and human rights, social protection and employment, health, and issues of stability, safety and security. Expertise France is accredited by the European Commission for delegated management (the six pillars audit), which means it can be awarded indirect management of projects and guarantees EF s capacity to successfully implement activities and projects with which it is entrusted, and ensure efficient distribution of administrative and financial management tasks.</p><p>Expertise France signed an agreement with the European Union Delegation to Jordan to support democratic reforms and processes in Jordan. This action seeks to consolidate the progress achieved by the EU Support to Jordan Democratic Institutions and Development (EU-JDID) programme and builds on opportunities arising from the reforms proposed by the Jordanian Royal Committee to Modernise the Political System regarding constitutional reform and changes in political parties law and electoral law. The overall objective of this programme is to promote a more participatory, inclusive and accountable democratic process. <section><p class="heading jdMain">Job Description</p><p class="heading">Roles & Responsibilities</p><div class="paragraph"><p>Introduction The Famine Early Warning Systems Network (FEWS NET) is an integrated set of activities funded by the United States (U.S.) government and is intended to provide timely, accurate, evidence-based, and transparent food insecurity early warning information and analysis. Created in 1985 in response to famines in East and West Africa, FEWS NET provides global coverage of acute food insecurity. FEWS NET s work is implemented across several mechanisms by a team of partners that includes the National Aeronautics and Space Administration (NASA), the National Oceanic and Atmospheric Administration (NOAA), the United States Department of Agriculture (USDA), the United States Geological Survey (USGS), the University of California-Santa Barbara s Climate Hazards Center (UCSB-CHC), University of Maryland s Department of Geographical Sciences, American Institutes for Research (AIR), and Chemonics International (Chemonics). Chemonics implements FEWS NET s Decision Support Team (DST), which is charged with providing integrated monitoring and analyses of current and forecast acute food insecurity in countries worldwide to support the U.S. government s policy and programmatic decisions. The DST operates through a Washington-based technical office, regional FEWS NET offices, and national staff presence in sub-Saharan Africa, the Middle East, Asia, Latin America, and eastern Europe. FEWS NET s objective is to produce timely, evidence-based decision support to enable the efficient allocation of humanitarian assistance on the basis of need. Based on an in-depth understanding of local livelihoods, FEWS NET monitors information and data on factors that affect food security, such as conflict, weather and agroclimatology, crops, pasture, markets and trade, and nutrition. The FEWS NET DST produces regular reports, including Food Security Outlooks and Outlook Updates, emergency alerts, market and price updates, and targeted analyses. FEWS NET makes reports available at www.fews.net and distributes them globally to governments, relief agencies, and other organizations engaged in humanitarian response and development programs. The eighth phase of FEWS NET began in 2024. The work of the FEWS NET DST relies on close collaboration with international, regional, and national partners on food security-related data and information gathering and analysis. Major activities include joint monitoring and assessments, data sharing and exchanges, collaborative analysis and reporting, and support of local and regional food security networks.</p><p>Position Description The Regional Technical Senior Specialist-Network Development and Communications (RTSS-NDC) plays a crucial role in the FEWS NET project by supporting the project s network development activities, supporting capacity development of project staff, and supporting implementation of project communications activities and guidance. They also serve as training leaders on the project, providing support to foundational trainings for DST staff within the region. Under the leadership and coordination of the Network Development (ND) Advisor, and in coordination with the Knowledge Management, Communications and Capacity Development (KMCCD) Senior Specialist in the Home Office, the RTSS-NDC will facilitate the development of training programs, mentorship initiatives, and resources intended to build the capacity of FEWS NET DST staff. The RTSS-NDC will support unilateral and multi-partner engagements, including with the IPC and Cadre Harmonis . This includes beneficiary registration, attendance tracking, coordination with trainers and relevant stakeholders, documentation of project activities, and preparation of periodic reports. The training program consists of three phases. The first phase is a one-month foundational training covering essential life skills, entrepreneurship, and business management. The second phase includes four months of specialized training in embroidery, marketing, and e-commerce.
