<p><strong>Title: Health & Nutrition Coordinator</strong></p><br><p>TEAM/PROGRAMME: Health & Nutrition <br> LOCATION: Damascus/Aleppo.<br> GRADE: 3<br> Contract Length: 12 months renewable</p><br><p>CHILD SAFEGUARDING: <br> Level 3: the role holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work in country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.</p><br><p>ROLE PURPOSE: <br> The Health and Nutrition Coordinator will work to contribute and improve the overall Health & Nutrition of the targeted Beneficiaries in Syria, through provision of quality Comprehensive primary health care including RH, child health and nutrition services (MIYCN, IYCF-E, CMAM, MAMI). The Health & Nutrition Coordinator will work collaboratively with partners to meet the needs of patients, promote healthy behaviours, strengthen health systems and improve access to basic health and nutrition services. She/ He will work under the direct line management of Head of Office and is also expected to work closely/coordinate with Health & nutrition Technical Advisors (Backstop) in the Country office on technical matters/inputs.</p><br><p>SCOPE OF ROLE: <br> Reporting: Head of Office.</p><br><p><br> KEY AREAS OF ACCOUNTABILITY:<br> • Manage and Provide Technical support to the Health and Nutrition emergency programme by leading the establishment and setting up of an integrated nutrition component in the current service delivery point.<br> • Manage, develop and review detailed implementation plans for health and nutrition projects and ensure quality standards in compliance with Save the Children strategies, donor guidelines and priorities.<br> • Review the partners’ narrative and financial report and prepare for the monthly BvA and Award Review Meetings.<br> • To lead in the coordination and preparation of quality and timely donor reports thus ensuring that these are of high quality (Reporting clearly on progress towards the outputs of the project as stated in the project proposal).<br> • Manage and oversee the implementation of the agreed plan for health & Nutrition projects with the partners, from a quality perspective and meeting project targets and deadlines. (for example, monitoring against log frames, monitor detail implementation plan and individual performance management work plans). <br> • Work closely with the Emergency programme teams to ensure an integrated programme approach, identify ways of maximising links, sharing of experiences and lessons learnt as well as leverage of SCI projects in the area. <br> • As budget holder for health & nutrition grants, be fully aware of the grant compliance regulations of the donors relevant to projects. The post holder will work with the Head of Office in Damascus and Aleppo to review and revise budgets, authorizing and monitoring expenditure in line with the budget and donor guidelines, SCI grant management and financial guidelines. <br> • Provides supervision, guidance and direction to all Health and Nutrition staff in partner organizations.<br> • Provide training, capacity building and technical support to Health & Nutrition staff and relevant ministry/partners <br> • Ensure Save the Children Child’s Protection and Safeguarding Children policies are understood, implemented and monitored and that it is integrated into all aspects of the team’s work and program implementation.<br> • Management control and usage of Save the Children assets and funds and ensure the programme provides value for money. <br> • Representation and coordination within the organization and other stakeholders:<br> • Engage with key Government Agencies Health ministry, and other stakeholders and duty-bearers at area and governorate levels, in particular to support the implementation of the health & Nutrition programmes.<br> • Ensure an integrated and joined up approach to advocacy and programme work.<br> • Represent Save the Children in various health & nutrition related fora, meetings and workshops including relevant clusters/strengthen & maintain links with relevant co-ordination mechanisms.<br> • Ensure that regular and effective communications are maintained with Health Technical Advisors and other sectors within the organization for smooth program operations, implementation and integration. <br> • As a key member of program Team, actively participate in program and other team Meetings held at the field office level.<br> • Lead on multi-sectoral / health and nutrition technical assessments in coordination with other SCI thematic areas and/or other external sector agencies, ensuring assessment findings are documented and that all assessments include a specific analysis of children’s needs. <br> • Working with the Health and Nutrition advisors and Head of Offices, develop Health/Nutrition sector response plans and master budgets and contribute to Save the Children’s overall response strategy. <br> • Prepare and oversee Health/Nutrition programme implementation to ensure timely delivery of programme activities Prepare timely programme and donor reports on project activities in compliance with internal SCI requirements and any relevant external donor requirements. <br> • Working closely with the HR team, identify Health/Nutrition staffing needs for emergency programmes, and ensure rapid recruitment, induction and training of new staff. <br> • Identify Health/Nutrition programme supplies needs and coordinate with the logistics team to put in place a sensible phased procurement plan. <br> • Working closely with the MEAL team to put in place accountability activities, ensuring that feedback from all relevant stakeholders is considered in programme design. <br> • To ensure that the minimum standards of humanitarian relief assistance are maintained in accordance with the Sphere Charter, Red Cross Code of Conduct and CHS.<br> • Identify learning and training opportunities for Save the Children staff and partners and work as a mentor and role model for less experienced staff.<br> • In additional to the above listed responsibilities the Health & Nutrition Program Coordinator will also be responsible for any other duty deemed necessary by the Line Manager.</p><br><p>CORE BEHAVIOURS</p><br><p>Understanding humanitarian contexts and application of humanitarian principles:<br> • Able to assess and analyse key issues in the humanitarian situation and formulate actions around them<br> • Actively engages in disaster coordination mechanisms and interagency cooperation<br> • Leads on the development of a Field office response based on an understanding of the contexts.<br> SKILLS AND BEHAVIOURS (our Values in Practice)<br> Accountability:<br> • Holds self-accountable for making decisions, managing resources efficiently, achieving and role modelling Save the Children values<br> • Holds the team and partners accountable to deliver on their responsibilities - giving them the freedom to deliver in the best way they see fit, providing the necessary development to improve performance and applying appropriate consequences when results are not achieved<br> Ambition:<br> • Sets ambitious and challenging goals for themselves and their team, takes responsibility for their own personal development and encourages their team to do the same<br> • Future orientated, thinks strategically and on a global scale</p><br><p>Collaboration:<br> • Approachable, good listener, easy to talk to; <p>The GIZ Jordan Project <strong>“Cash for Green Services” </strong>is seeking to hire a “<strong>Feedback & Complaints Mechanism Advisor – Cash for Work</strong>” based in Jordan- for full-time base employment.</p>
<p>Jordan continues to face pressure on municipal services in communities hosting large numbers of Syrian refugees. At the same time, Syrian refugees and vulnerable Jordanians face significant socio-economic challenges and limited income opportunities.</p>
<p>The aim of the project is to improve the living conditions of particularly vulnerable Syrian refugees and Jordanians, especially women and persons with disabilities, in selected municipalities in Jordan. At the same time, the project contributes to improving municipal solid waste management services.</p>
<p>The project supports the creation of temporary employment opportunities (Cash for Work, CfW) that generate income for Syrian refugees and vulnerable Jordanians. To this end, it cooperates with the Jordanian Ministry of Local Administration (MoLA) as its political partner.</p>
<p>The CfW opportunities are created in municipalities that host Syrian refugees. Partner municipalities are responsible for organising and implementing the CfW activities, while the project provides financial, technical and procedural support and strengthens municipal capacities. The CfW activities help municipalities address temporary personnel and resource constraints and improve municipal waste management services. They include, among others, cleaning of public areas as well as the collection, sorting and recycling of suitable materials.</p>
<p>By providing temporary income opportunities to Syrian refugees and vulnerable Jordanians and bringing participants from different backgrounds together in the workplace, the project also aims to contribute to social cohesion. Particular attention is given to the participation and inclusion of women and persons with disabilities. At the same time, the activities contribute to cleaner cities, improved recycling and environmental protection.</p>
<p>The project supports municipalities in integrating relevant improvements and approaches into their waste management planning to strengthen their sustainability beyond individual CfW rotations. In addition, the project advises municipalities and relevant waste management actors on organisation, operation and economic efficiency. Occupational health and safety, gender equality and social inclusion are considered throughout the implementation of CfW activities.</p>
<p><strong><u>Qualifications and specialist knowledge</u></strong></p>
<ul>
<li>Bachelor’s/Master’s degree or equivalent in social sciences, development studies, public administration, social work, monitoring and evaluation or another relevant field.</li>
<li>At least 5 years of relevant professional experience in development cooperation, humanitarian assistance, refugee response, social protection, accountability, monitoring and evaluation or a related field.</li>
<li>Demonstrated experience in establishing or managing feedback, complaints, grievance, accountability or participant monitoring mechanisms; experience related to Cash for Work or employment programmes is an advantage.</li>
<li>Experience with qualitative and quantitative feedback methods, such as surveys, interviews and focus group discussions, and with systematically analysing and translating findings into monitoring and management information.</li>
<li>Good understanding of data management and M&E processes and experience in coordinating data collection and reporting with M&E and/or digital data management systems.</li>
<li>Good understanding of the situation of refugees and vulnerable host communities in Jordan and demonstrated understanding of confidentiality, data protection, safeguarding and the appropriate handling of sensitive complaints.</li>
<li>Excellent written and oral command of Arabic and English, combined with strong analytical skills and the ability to independently prepare concise, high-quality reports and recommendations in English.</li>
<li>High degree of integrity, discretion, impartiality and reliability, combined with sound judgement, strong interpersonal skills and the ability to work independently while collaborating constructively across different functions within the project team.</li>
</ul>
<p><strong><u>Main Responsibilities</u></strong> </p>
<ul>
<li>Develop, establish and independently manage an accessible Feedback and Complaints Mechanism (FCM) for the project’s Cash for Work activities across partner municipalities, complementing municipal-level feedback and complaints structures.</li>
<li>Establish and manage appropriate channels for individual feedback, enquiries and complaints, including hotline, written, in-person and, where appropriate, digital channels, and ensure that Cash for Work participants are adequately informed about their use.</li>
<li>Develop and maintain procedures and tools for consistent case management, including complaint categories and sensitivity levels, decision and escalation procedures, FAQs and procedures for handling sensitive and personally identifiable information.</li>
<li>Receive, assess and follow up on complaints and feedback, coordinate necessary clarification with relevant project staff and partners, and ensure appropriate referral and escalation of sensitive cases while safeguarding confidentiality and impartiality.</li>
<li>Develop and coordinate systematic participant feedback mechanisms, including post-rotation surveys, focus group discussions and other appropriate methods, ensuring that the data collected contribute to the project’s monitoring, evaluation and learning system.</li>
<li>Work closely with the project’s M&E team and Cash for Work Data Manager to align feedback data collection, indicators, data structures and reporting with the overall M&E and digital data management systems, while ensuring appropriate access restrictions for confidential information.</li>
<li>Systematically analyse complaints and participant feedback to identify recurring issues, implementation risks, differences across municipalities and opportunities for improvement, and establish regular feedback and learning loops with project management and colleagues responsible for partner municipalities.</li>
<li>Prepare regular monitoring and management reports and assess the operational capacity required for the FCM as implementation expands, coordinating additional support where required.</li>
