<p>This is to announce that Amman delegation has a <strong><u>vacancy</u></strong> for a <strong>Staff Health Officer </strong><strong>at</strong> the<strong> People Unit </strong><strong>in Amman, Jordan.</strong></p>
<p>Staff Health Officer is the focal point for all matters relating to the health of ICRC staff in the delegation. In line with ICRC staff health strategy and in collaboration with medical personnel on the spot, s/he promotes ICRC Staff Health Strategy and other initiatives to ensure good physical and mental health of the ICRC staff. Following ICRC Global Staff Health Strategy, the Staff Health Officer implements the staff health strategy in six identified domains; 1. Policies and Guidelines; 2. Health Promotion and prevention; 3. Emergency preparedness and case management; 4. Mental Health & Psychosocial support (MHPSS) for staff; 5. Crisis Management Support. 6. Quality control and monitoring.</p>
<p><strong><u>GENERAL DUTIES</u></strong></p>

<li>Raises awareness on main Policies and Guidelines (both local and Global) and implements / refers to them in daily activities.</li>
<li>Leads revision and adaptation of the Policies to local context if relevant.</li>
<li>Leads creation and adaptations of Standard Operating Procedures, Policies and proposals for Jordan delegation and submits it to HRM / Regional Staff Health Manager for further review and validation.</li>

<p><strong><u>Context specific Health risks assessment</u></strong></p>
<ul>
<li>Identifies and evaluates context specific risks and designs preventive measures (i.e. endemic disease, outbreaks, collapse of the health system).</li>
<li>Assesses occupational health risks and develops risk mitigation measures.</li>
<li>Provides recommendations and monitors their implementation upon need.</li>
<li>Develops context specific health promotion messages and facilitates their distribution.</li>
</ul>
<p><strong><u>Health briefings and debriefings </u></strong></p>
<ul>
<li>Supervises individual and collective health briefings for all new staff arriving in the delegation, advising on specific local health risks (mental and somatic health) and on avoidable behavioural risks. Reviews content of the briefing when required.</li>
<li>Briefs management of medical emergencies (medical helpline, emergency services, referral facilities, access to post-rape kits and first aid kits).</li>
<li>Supervises and advises on individual health debriefing at end of mission of mobile staff and personalized advice on medical issues for follow up to further level.</li>
</ul>
<p><strong><u>Vaccination and Chemoprophylaxis </u></strong></p>
<ul>
<li>Ensures that vaccinations are complete for mobile delegates and resident staff in “exposure mission” and counsel to complete vaccination cycle when necessary.</li>
<li>Ensures that all ICRC employees have access to information about malaria risk and chemoprophylaxis, test and emergency treatment as well as to the data on rabies risks and prophylaxis.</li>
</ul>
<p><strong><u>Medical screening </u></strong></p>
<ul>
<li>Counselling for medical screening at recruitment of all future resident staff and for “exposure missions”.</li>
<li>Reviews and issues medical fit to work decision for all newly recruited staff.</li>
<li>Supervises regular medical check up of drivers and liaison with Fleet to coordinate activities.</li>
</ul>
<ul>
<li>Advices Mobile personnel on medical tests for yearly renewal of medical greenlight upon the request.</li>
</ul>
<p><strong><u>First Aid</u></strong></p>
<ul>
<li>Ensures that the needed First Aid Kits are available at the ICRC offices / vehicles and supervises the use in collaboration with the security and safety officer.</li>
<li>Supervises the implementation of First Aid Training on national level in collaboration with national society.</li>
</ul>
<p><strong><u>Drugs and medical items stock management</u></strong></p>
<ul>
<li>Ensures that Post Rape Kits are available at Delegation level.</li>
</ul>
<p><strong><u>Management of sick leave and absence management</u></strong></p>
<ul>
<li>Supervises the established procedures for absence management of all staff in respect of medical confidentiality and within the limit of their technical responsibility.</li>
<li>Collaborates and cooperates with HR department and Management for absence management, including suggesting possible improvements.</li>
<li>Contributes to prevention of absenteeism and presenteeism in collaboration with HR department and external consultant.</li>
<li>Advocate and reviews, if needed, in coordination HR department, for the evaluation of the referral doctor for second opinion.</li>
</ul>
<p><strong><u>1.3. CLINICAL CARE AND EMERGENCIES</u></strong></p>
<p><strong>Medical Contingency Planning</strong></p>
<ul>
<li>Prepares medical contingency planning standard operating procedure for Delegation. Revises medical contingency planning periodically and when required.</li>
<li>Supervises preparedness of standard operating procedures for dealing with medical emergencies including communication tree.</li>
</ul>
<p><strong><u>Referral structures </u></strong></p>
<ul>
<li>Assesses referral facilities safety of access for all employees in collaboration with local healthcare partners.</li>
<li>An updated matrix of identified health facilities and related contacts are made available to all staff and regularly updated as needed.</li>
<li>Integrates Medical Contingency Plan (MCP) in the overall contingency plan of the delegation.</li>
</ul>
<p><strong><u>Case management, Medical evacuation and Repatriation</u></strong></p>
<ul>
<li>Supervises assessment / identification of referral medical staff and health care facilities for individual health care for all staff.</li>
<li>Supervises identification of local resources for the staff mental health and psychosocial support.</li>
<li>Informs ICRC staff on medical policies/procedures related to medical and accident coverage.</li>
<li>Ensures respect of medical confidentiality of all individual health information of ICRC staff. Upon agreement of concerned staff, it may be shared among medical staff bound by the same medical confidentiality.</li>
<li>Coordinates Medical Evacuation liaising with various stakeholders (Management, Regional Staff Health Management, Geneva, UN, International SOS, referral hospitals etc.).</li>
<li>Establishes modalities of 24/7 national medical hotline.</li>
</ul>
<p><strong><u>1.4. STRESS MANAGEMENT</u></strong></p>
<p><strong><u>Post-Incident and chronic stress management </u></strong></p>
<ul>
<li>Ensures promotion and awareness on delegation stress policy. Support to management in the implementation of best institutional practices in stress management according to Institutional stress policy.</li>
<li>Organization of peer support session in case of critical incidents according to critical incident standard operating procedure and best practices (e.g. Critical Incident Management,).</li>
<li>Stress Management practices. This activity is organized upon need, in coordination with Regional Staff Psychological Support Coordinator.</li>
<li>Ensures all staff is informed about the policies and procedures regarding harassment at the workplace and offer medical support if needed.</li>
</ul>
<p><strong><u>MHPSS promotion and prevention</u></strong></p>
<ul>
<li>Supports identification of local specialized organization / practitioners working in the field of mental health and psychosocial support.</li>
<li>Establishes referral mechanism for the colleagues in need.</li>
<li>Advocates organization of psychosocial awareness session and events when needed, liaisons with Regional Staff Psychological Support Coordinator for technical support.</li>
<li>Supports implementation different institutional training and policy for stress management and psychological wellbeing of staff.</li>
</ul>

<li>Provides support to the ICRC crisis management mechanism addressing medical aspects.</li>

<p><strong><u>1.6. HEALTH INSURANCE, MEDICAL INFORMATION AND REPORTING</u></strong></p>
<p><strong>Medical insurance</strong></p>
<ul>
<li>Act as a focal person for the insurance company and for other administrative tasks including the contract management.</li>
<li>Case management for all staff is handled according to relevant ICRC procedures.</li>
<li>Administrative accounting tasks related to staff health/insurance are performed confidentially.</li>
<li>Provides support in assessing the services provided by the local health insurance company and in the process of identifying a new local health insurance company.</li>
<li>Supports awareness raising on medical coverage plan and creates awareness among ICRC employees on better use of the coverage.</li>
<li>Manages special cases where insurance company does not cover expenses in coordination with the HR Manager and Regional Staff Health Manager.</li>
<li>Insures compliance with Finance and Administration Manual for special cases.</li>
<li>Demonstrates good knowledge of the administrative procedures related to the accident and occupational disease coverage.</li>
</ul>
<p><strong>Quality control and reporting</strong></p>
<ul>
<li>Ensures collection of relevant Staff Health data through various tools available (internal monitoring tool, internal databases), including development and customization local tools for data collection.</li>
<li>Implements Staff Health Satisfaction Survey on national level.</li>
<li>Monitors implementation of Staff Health Strategy through the internal monitoring tool in coordination with Regional Staff Health Manager.</li>
<li>Maintains strict confidentiality regarding all medical information.</li>
</ul>
<p><strong><u>PEOPLE MANAGEMENT RESPONSIBILITIES</u></strong></p>
<ul>
<li>Provides technical supervision and coordinate activities of the other Staff Health Officer.</li>
<li>Participates in the selection process of Staff Health Team in the country level if needed.</li>
<li>Understands and supervises the Performance Management & Development) activities for employees under their supervision.</li>
<li>Engages in ongoing and continuous feedback and support, particularly for employees under their supervision, but also other staff members.</li>
<li>Organizes regular meetings within their team to ensure optimal coordination of the work and proper flow of information.</li>
<li>Ensures that job descriptions for employees under their supervision are up to date; seeks feedback and support from the HR Department if needed.</li>
<li>Plans and coordinates the annual leave of the employees under their supervision ensuring continuity of the operations throughout the year and making sure that there are no outstanding holiday balances at the end of the year.</li>
<li>Coordinates and supports the employees under their supervision in their personal development by coaching and advising them on internal and external training and development possibilities.</li>
</ul>
<p><strong><u>ADDITIONAL DUTIES</u></strong></p>
<ul>
<li>Might require work overtime in line with the needs of the department and in case of medical emergency.</li>
<li>Follows up on all work-related messages and correspondence with the relevant contacts and departments.</li>
<li>Is aware of the delegation’s objectives and has a good knowledge of the Movement and other contacts relevant to the position.</li>
<li>Collects and shares information so as to improve the ICRC’s understanding of the environment and humanitarian trends and responses.</li>
<li>Represents the ICRC in an appropriate way during activities, in meetings and in the field, and avoids any activity that may reflect negatively on the ICRC’s image.</li>
<li>Takes responsibility for their own professional learning and development.</li>
<li>Reports events and changes within the region that could have an impact on ICRC's activities and hence provides sound elements to the Delegation that allow to establish objectives and priorities.</li>

<p><strong><u>EDUCATION AND PROFESSIONAL EXPERIENCE REQUIRED</u></strong></p>

<li>Health professional (physician or a registered nurse) with minimum 3 years of clinical experience</li>
<li>Full registration with valid license to practice medicine in Jordan</li>
<li>Knowledge of occupational medicine is preferrable</li>
<li>Fluency in English and Arabic</li>
<li>Experience in mental health, stress management.</li>
<li>Experience in medical evacuation and medical emergencies</li>
<li>Proficiency with MS-Office and internet tools</li>
