<p><b>Organizational Background</b></p><p>Anera (American Near East Refugee Aid) is a non-political, non-religious international humanitarian and development organization that has worked for decades to address the development and relief needs of communities across the Middle East, including Palestine, Lebanon and Jordan. Anera delivers programs in education, health, economic development and emergency relief, working closely with local partners and communities.</p><p><br></p><p><b>Project Background</b></p><p>The Gaza Support Program provides critical humanitarian support to Palestinian patients and their accompanying family members who have been displaced from Gaza and are receiving specialized medical treatment in Jordan. The program operates across accommodation sites and partner hospitals in Amman, coordinating closely with the Jordan Hashemite Charity Organization (JHCO), partner medical facilities, and other service providers to ensure patients receive dignified, timely, and well-coordinated care across medical, psychosocial, and basic support components.</p><p>To strengthen the program's clinical coordination and case management capacity, Anera Jordan is seeking a consultant to serve as Medical Coordinator on a part-time basis for a period of six months.</p><p><br></p><p><b>Objective of the Consultancy</b></p><p>The objective of this consultancy is to provide specialized medical coordination and case management support to the Gaza Support Program, ensuring that all active patient cases are accurately tracked, clinically coordinated, and managed throughout their treatment journey in Jordan. The consultant will serve as the primary clinical liaison with JHCO and partner hospitals, maintain real-time case management records, and contribute to program reporting and documentation — enabling the program team to deliver effective, evidence-based, and dignified care to displaced Palestinian patients and their families.</p><p><br></p><p><b>Scope of Work</b></p><p><b>The consultant will be responsible for the following:</b></p><ul><li><b>Case Management & Patient Tracking</b>: To manage the full case management cycle for medical evacuation cases — including registration, profiling, documentation, referrals, treatment updates, and closure within the IM system (e.g., Activity Info) — while maintaining complete, accurate, and real-time case files and trackers, conducting periodic data quality checks, monitoring cost utilization against category ceilings, and escalating systemic issues or high-risk/urgent cases to the Project Manager in a timely manner.</li></ul><p><br></p><ul><li><b>Medical Coordination & Partner Liaison</b>: To serve as the day-to-day medical and clinical liaison with JHCO focal points and partner hospitals under the Project Manager's strategic oversight, including participating in and documenting clinical coordination meetings, supporting medical case conferences, and flagging non-medical support needs to the Project Officer without independently authorizing such services.</li></ul><p><br></p><ul><li><b>Patient & Family Support Coordination</b>: To conduct field visits and medical/psychosocial needs assessments and follow-up with patients and families, escalating protection, mental health, or welfare concerns in line with Anera's referral pathways, non-displacement policy, and safeguarding principles, and contributing clinical context to patient story documentation in accordance with Do No Harm principles.</li></ul><p><br></p><ul><li><b>Reporting, MEAL & Data Management</b>: To prepare structured monthly case management progress reports and contribute verified case data, narrative inputs, and clinical indicators to monthly, quarterly, and donor reports and MEAL dashboards, while maintaining strict confidentiality and data protection standards for all patient information.</li></ul><p><br></p><ul><li><b>Technical Support & Capacity Building</b>: To develop or update standardized clinical documentation tools, case templates, and SOPs for Project Manager approval, while providing technical guidance to Program Volunteers and contributing to team capacity building on case management, referral pathways, and documentation standards.</li></ul><p><br></p><p><b>Deliverables</b></p><ul><li>Update Medical evacuation tracker, generate case files for patients, and flag urgent cases that may exceed the funding cap. / Monthly, ongoing</li><li>Act as clinical liaison with JHCO and partner hospitals; attend coordination meetings and share MoMs. / Monthly, ongoing </li><li>Conduct regular patient follow-up visits, needs assessments, and escalate protection/safeguarding concerns. / Monthly, ongoing </li><li>Submit a report covering caseload status, risks, service gaps, and cost overview / By the 5th of each month</li><li>support beneficiary data management, support MEAL data inputs through data collection and reporting, and ensure accurate documentation and record-keeping. <p>The mission's operational strategy relies on four pillars: Health (Rehabilitation and P&O), Armed Violence Reduction, Atlas Logistics, and Education. Cross-cutting components include IHA, MHPSS, Protection Mainstreaming, and DGA.</p>

<h4>Your mission</h4>
<p>The Grants Management Department for HI Palestine plays a central role in overseeing proposal development and donor reporting across operations in the West Bank and Gaza. Based remotely in Amman—where part of the coordination team is located—the department ensures consistent communication and alignment despite geographic constraints. It is currently composed of a Grants Manager and a Reporting Officer, the latter recently recruited to strengthen capacity, as these responsibilities were previously handled solely by the Grants Manager.</p>
<p>As the department evolves, a key priority will be the effective management and mentoring of the Reporting Officer, alongside a stronger emphasis on developing high-quality, competitive proposals that support both existing and potentially new sectors of intervention. In parallel, the department will contribute to reinforcing compliance with grants management processes and continue refining internal systems to improve efficiency, accountability, and overall performance.</p>
<p>Reporting to the Technical Head of Programme, your main responsibilities are:</p>
<p><strong>Responsibility 1: Grants management</strong><br>
Lead the writing, review, and submission of high-quality narrative reports, ensuring they accurately reflect project progress and status in a transparent, timely, and professional manner.<br>
Development of CE, NCE, and MR (Cost Extensions, Non-Cost Extensions, and Modification Requests) as well as new project proposals.<br>
Ensure that project cycle management processes and tools are implemented and up to date (such as grants tracker, regular communication on status of grants, Go/No Go meetings, Kick Off Meetings, progress review meetings, closure meetings, etc.).<br>
Address donor comments and feedback on proposals and reports promptly, coordinating with relevant staff and departments to ensure resolution and compliance.<br>
Contribute to the reporting to national and local authorities as required by HI registration/legal status in the country.</p>

Conduct trainings towards PMs on narrative and financial quality reporting, as well as donor rules and regulations (donor compliance).<br>
Interpret and apply donor financial regulations, ensuring HI's compliance with specific rules (e.g., payment schedules, allowable costs, cost-sharing, exchange rates).<br>
Guide and inform program and finance teams on donor-specific financial guidelines and best practices.</p>
<p><strong>Responsibility 5: Business development</strong><br>
Collaborate with the THOP and Operation Manager to identify new funding opportunities.<br>
Support the organization and coordination of donor meetings, field visits, and regular communications to strengthen donor relationships.<br>
Contribute to the development and implementation of fundraising strategies, including donor mapping and identification of new funding opportunities.<br>
Coordinate the development of new project proposals, ensuring timely collaboration across teams and full compliance with donor requirements, including budget preparation, annexes, and supporting documentation.<br>
Maintain a thorough understanding of donor priorities and emerging funding trends to position HI for successful grants acquisition.</p>
<p><strong>Responsibility 6: Management of the Reporting Officer</strong><br>
Provide direct supervision and support to the Reporting Officer ensuring the coordination, quality, and consistency of the reporting process.</p>

Oversee the conversion of approved proposals into formal contracts, ensuring compliance with donor requirements.<br>
Update the status of contracts in the CRM system, providing detailed information on submission stages, report approvals, and overall progress.<br>
Manage and generate contractual amendments and import signed documents into the system.<br>
Track and manage reporting deadlines through the contract management system's action functionalities.</p>

<h4>Your mission</h4>
<p>The Grants Management Department for HI Palestine plays a central role in overseeing proposal development and donor reporting across operations in the West Bank and Gaza. Based remotely in Amman—where part of the coordination team is located—the department ensures consistent communication and alignment despite geographic constraints. It is currently composed of a Grants Manager and a Reporting Officer, the latter recently recruited to strengthen capacity, as these responsibilities were previously handled solely by the Grants Manager.</p>
<p>As the department evolves, a key priority will be the effective management and mentoring of the Reporting Officer, alongside a stronger emphasis on developing high-quality, competitive proposals that support both existing and potentially new sectors of intervention. In parallel, the department will contribute to reinforcing compliance with grants management processes and continue refining internal systems to improve efficiency, accountability, and overall performance.</p>
<p>Reporting to the Technical Head of Programme, your main responsibilities are:</p>
<p><strong>Responsibility 1: Grants management</strong><br>
Lead the writing, review, and submission of high-quality narrative reports, ensuring they accurately reflect project progress and status in a transparent, timely, and professional manner.<br>
Development of CE, NCE, and MR (Cost Extensions, Non-Cost Extensions, and Modification Requests) as well as new project proposals.<br>
Ensure that project cycle management processes and tools are implemented and up to date (such as grants tracker, regular communication on status of grants, Go/No Go meetings, Kick Off Meetings, progress review meetings, closure meetings, etc.).<br>
Address donor comments and feedback on proposals and reports promptly, coordinating with relevant staff and departments to ensure resolution and compliance.<br>

<p><strong>Responsibility 5: Business development</strong><br>
Collaborate with the THOP and Operation Manager to identify new funding opportunities.<br>
Support the organization and coordination of donor meetings, field visits, and regular communications to strengthen donor relationships.<br>
Contribute to the development and implementation of fundraising strategies, including donor mapping and identification of new funding opportunities.<br>
Coordinate the development of new project proposals, ensuring timely collaboration across teams and full compliance with donor requirements, including budget preparation, annexes, and supporting documentation.<br>

Oversee the conversion of approved proposals into formal contracts, ensuring compliance with donor requirements.<br>

<p>The role supports coordination between project teams, shared services, and headquarters; maintains accurate and updated grant information; contributes to staff capacity building on reporting and documentation; and strengthens internal communication and information-sharing mechanisms within the Institutional Funding framework.</p>
<p>ABOUT THE GRANTS UNIT:</p>
<p>The Grants unit, responsible for Institutional Funding (IFs) and operating under the management of the Technical Head of Program. The Grants Unit works closely with the Gaza and West Bank teams in the management of Institutional Fundings, whether in terms of fund mobilization strategies, the development of new projects, or the management of signed contracts and reporting.</p>
<p>Responsibilities/ Missions:</p>
<p><strong>Responsibility 1: Contribute to the drafting of project reports</strong></p>

NASHMIA will enhance the capacities of ecosystem actors to drive competitiveness and sustainability of women-led climate businesses, as well as reducing gender specific barriers to women s climate entrepreneurship and participation in the green economy. The Project will strengthen the capacity of Jordanian intermediary organizations through training, technical assistance, and ecosystem support to enhance their delivery of finance, business development, networking, co-working spaces, and integrated services for an estimated 3,000 women climate entrepreneurs in Balqa, Mafraq, Ajloun, Jerash, Karak, and Ma an regions of Jordan. The project is designed to align with Jordan s national priorities for climate resilience, green growth, and green job creation and facilitate transition to a low-carbon and climate resilient economy. Qualifications
