<section><p class="heading jdMain">Job Description</p><p class="heading">Roles & Responsibilities</p><div class="paragraph"><p>Reporting to the Regional Project Director, the Awards, Partnerships & Project Management Lead is responsible for the operational backbone of the regional ECD portfolio. This encompasses the full lifecycle management of regional awards, the development and management of strategic partnerships, financial oversight, and project management. The role plays a critical part in ensuring smooth coordination and communication across IRC teams, partners, and donors at country, regional, and global levels, and contributes to business development efforts to sustain and grow the portfolio. The role directly manages an Awards & Project Manager and a Finance Coordinator, and may manage additional staff as the portfolio grows.</p><p>Major Responsibilities</p><p>Business Development</p><ul><li>Contribute to business development efforts to sustain and expand the portfolio, maintaining an active understanding of the public and private ECD funding landscape and flagging relevant opportunities to the Project Director in collaboration with the Regional Head of Business Development, Senior Support Manager for Private Partnerships, and Regional Technical Leads.</li><li>Once funding opportunities are identified, lead the pre-award development process including Go/No-Go assessments, proposal design and coordination, budget development in close collaboration with the Finance Coordinator, and coordination of inputs from relevant internal and external stakeholders.</li><li>Support regional and country teams with donor engagement.</li><li>Ensure that lessons learned, program evidence, and portfolio data are systematically documented and readily available to strengthen future proposals and donor positioning.</li></ul><p>Award Management & Compliance</p><ul><li>Oversee all award management aspects across the portfolio, providing direction and oversight to the Awards and Project Manager.</li><li>Lead post-award activities across the portfolio through IRC's Project Cycle Management (PCM) process, including project set-up, facilitating regular PCM meetings, monitoring program and financial progress against targets through effective budget vs. actuals (BvA) review routines, maintaining award tracking systems, and coordinating internal and external reporting.</li><li>Own the portfolio's donor compliance environment by maintaining a thorough working knowledge of applicable donor rules and regulations across all awards, developing and managing a compliance tracker that captures key requirements, deadlines, restrictions, and risk areas, and ensuring compliance requirements are consistently understood and applied by relevant team members and partners.</li><li>Proactively raise potential compliance issues to relevant teams and keep the Project Director informed of any projected inabilities to meet contractual obligations.</li><li>Coordinate with IRC country, regional, and global awards management, finance, and partnerships focal points to ensure timely and quality reporting, prompt resolution of compliance questions, and consistent adherence to IRC and donor requirements across the portfolio.</li><li>Ensure the team maintains accurate and complete award management files and systems, with documentation systematically organized and accessible to relevant stakeholders.</li></ul><p>Financial Management</p><ul><li>Oversee all financial management functions across the portfolio, including budgeting, financial reporting, and accounting coordination, providing direction and oversight to the Finance Coordinator.</li><li>Ensure internal and external budgets, spending plans, and financial reports are accurate, up to date, and reviewed by relevant regional and global finance teams in a timely manner.</li><li>Review budget vs. actuals with the Finance Coordinator and relevant team members, flag variances to the Project Director, and ensure corrective actions are tracked and followed up.</li><li>Oversee annual budget planning processes and the review of monthly and quarterly spending reports <p>Under supervision of the NOB Accounting and Finance Officer you perform specialized tasks in the accounting and finance functions.</p>
<h4>Summary of key functions/accountabilities:</h4>

<li>Receive invoices from programme and other sections, verify accuracy, correctness including coding and completeness of documents and including checking the availability of adequate funding as appropriate.</li>
<li>Work as focal point to the Global Shared Service Center (GSSC) in Budapest for submitting all country office invoices, payment requests and general accounting cases.</li>
<li>Follow up banking issues and request replenishments for the JCO & MENARO bank accounts and resolve reconciling items resulted from the monthly bank reconciliations for bank accounts maintained by JCO & MENARO.</li>
<li>Check all Direct Cash Transfer (DCT) requests, liquidations and reclassifications. Participate in HACT assurance activities by conducting spot checks for Implementing Partners (IP).</li>
<li>Perform the monthly payroll activities from identifying funding shortages to confirming accuracy of the payment of the month with coordination with HR and budget teams.</li>
<li>Analyze open items in General Ledger account balances as part of the monthly closure activities.</li>
<li>Submit all Fixed Assets disposal transactions to GSSC in compliance with the current SOPs.</li>

<p>Responsibilities: The Guest Relations Officer is responsible for ensuring exceptional guest experiences by providing personalized service, addressing guest requests and concerns, and maintaining high standards of hospitality throughout the guest journey. <p>POSITION SUMMARY Set-up, operate, and troubleshoot all AV/projection/lighting/conferencing equipment, devices, and systems. Oversee the set-up of AV equipment in banquet and meeting rooms. <p>The Operations Coordinator plays a critical role in supporting the mobilization, onboarding, sustainment, and demobilization of project personnel while ensuring compliance with Jordanian regulations and contractual requirements. This position will work closely with Human Resources, Recruiting, Security, Finance, and Operations personnel to ensure timely completion of administrative actions that support uninterrupted mission execution.</p>
<p>Due to the nature of the position and the requirement to interface with both U.S. and Jordanian government agencies, the candidate must possess dual citizenship (United States and Jordan) and reside locally within Jordan.</p>
<h4>Roles and responsibilities</h4>
<ul>
<li>Maintain a zero harm workplace by complying with all KBR safety policies and supporting a culture of safety and accountability.</li>
<li>Serve as the primary liaison between KBR, Jordanian government agencies, and U.S. Government representatives for administrative and personnel-related matters.</li>
<li>Coordinate and facilitate visa applications, residency permits, work permits, customs documentation, and other host nation requirements for project personnel.</li>
<li>Assist newly arriving personnel with registration requirements, local administrative processing, and host nation compliance activities.</li>
<li>Track and maintain personnel records, visa statuses, residency documentation, and expiration dates to ensure continuous compliance.</li>
<li>Coordinate appointments and interactions with local government offices, immigration authorities, and other external agencies as required.</li>
<li>Support employee onboarding and offboarding activities, including arrival coordination, administrative processing, and departure requirements.</li>
<li>Assist Site Management with workforce tracking, personnel accountability, and administrative reporting requirements.</li>
<li>Coordinate local transportation, lodging, and administrative support activities as required.</li>
<li>Support preparation and submission of project reports, personnel rosters, and administrative documentation.</li>
<li>Maintain effective communication with Human Resources, Recruiting, Security, Finance, and Operations personnel to support project requirements.</li>
<li>Assist employees in resolving administrative issues involving host nation processes and requirements.</li>
<li>Ensure sensitive personnel information is handled in accordance with company policies and applicable regulations.</li>
<li>Support contract mobilization, transition, and demobilization activities as required.</li>
<li>Maintain professional relationships with government officials, local authorities, and project stakeholders.</li>
<li>Perform additional administrative and operational support duties as assigned by the Site Manager and Program Management.</li>

<h4>Basic qualifications</h4>
<ul>
<li>Dual citizenship: United States and Jordan (required).</li>
<li>Must currently reside in Jordan and be able to work off-base.</li>
<li>Minimum of 5 years of experience in administrative support, personnel coordination, government relations, or operations support.</li>
<li>Fluent in English and Arabic (reading, writing, and speaking).</li>
<li>Strong knowledge of Jordanian government processes related to visas, residency permits, and employment documentation.</li>
<li>Proficient with Microsoft Office Suite (Word, Excel, PowerPoint, Outlook).</li>
<li>Strong organizational, communication, and problem-solving skills.</li>
<li>Ability to manage multiple priorities and deadlines in a fast-paced environment.</li>
<li>Valid Jordanian driver's license.</li>
</ul>
<h4>Preferred qualifications</h4>
<ul>
<li>Experience working with immigration, residency, and labor-related government agencies in Jordan.</li>
<li>Familiarity with U.S. military operations and overseas contracting environments.</li>
<li>Previous experience supporting mobilization and deployment activities.</li>
<li>Experience with personnel accountability systems and administrative reporting.</li>
