Its mission is to help Palestine refugees in Jordan, Lebanon, Syria, West Bank and the Gaza Strip to achieve their full potential in human development, pending a just solution to their plight. UNRWA’s services encompass education, health care, relief and social services, camp infrastructure and improvement, microfinance and emergency assistance. UNRWA is the largest UN operation in the Middle East with more than 30,000 staff. UNRWA is funded almost entirely by voluntary contributions. BACKGROUND AND PURPOSE Since its establishment in 1950, UNRWA has created and maintained extensive records documenting the history and experiences of Palestine refugees. These records, including registration files and other administrative and historical documentation, now span multiple generations and capture key life events, movements, and interactions with the Agency from the Nakba in 1948 to the present day. Over time, UNRWA has progressively modernized its records management practices, transitioning from paper-based documentation to digital systems. Today, while current data are maintained within the Agency’s web-based Refugee Registration Information System, extensive historical archives, comprising nearly 30 million documents, are preserved as part of UNRWA’s institutional memory and permanent records. Within this context, the Relief and Social Services Department (RSSD) is implementing initiatives aimed at strengthening UNRWA’s capacity to support research, knowledge management, and digital access to institutional information and archival materials. The consultancy aims to support the design, development, deployment, and maintenance of a secure and user-friendly web-based platform that will serve as a focal point for research activities within the Agency. The platform will host the Research Review Board application process, provide access to general information and resources related to UNRWA data and research, and support institutional coordination and dissemination of research-related materials and activities. The platform should be designed in a scalable manner to support potential future integration of digital archival collections and related research outputs. The incumbent will work under the supervision of the Senior Research and Partnership Officer in RSSD. DESCRIPTION OF DUTIES AND RESPONSIBILITIES In accordance with Agency policy and procedures, the incumbent will: • Design, develop, and maintain responsive and user-friendly web interfaces using HTML, CSS, and JavaScript. • Build and maintain server-side application logic and web application functionality using C# and ASP.NET Core. • Develop and integrate REST APIs to support communication between frontend interfaces, backend services, forms, and databases. • Develop and maintain functionalities related to the Research Review Board application and submission process. • Implement functionalities for storing, retrieving, displaying, and managing research-related and archival data using SQL Server or Azure SQL databases. • Connect frontend components to backend services and ensure reliable, secure, and efficient data exchange across the application. • Support the deployment, hosting, and maintenance of the application environment on Microsoft Azure. • Manage source code, version control, and deployment workflows using Git, Azure DevOps, or GitHub. • Ensure the platform is responsive, accessible, scalable, and aligned with project requirements and established technical standards. • Support troubleshooting, testing, debugging, and performance optimization of the application and related services. • Contribute to technical documentation, workflow refinement, and coordination with project stakeholders to support ongoing platform enhancement and sustainability. • Support future integration of digital archive functionalities and research resources into the platform as project activities expand. DELIVERABLES The consultant will be expected to deliver the following outputs within the agreed project timeline: • Functional and responsive RSSD web platform deployed and operational. • Research Review Board application and submission functionalities integrated into the platform. • Backend services and APIs developed and connected to frontend interfaces and databases. • Database integration and data retrieval functionalities implemented using SQL Server or Azure SQL. • Fully functional production environment deployed on Microsoft Azure. • Source code repositories and version control workflows established and maintained using Git-based tools. • Technical documentation covering deployment, maintenance, and system functionality submitted to RSSD. • Tested and optimized platform meeting agreed functionality and usability requirements. • Support provided for future integration of archive-related functionalities and research resources. • All deliverables shall be submitted in English. <p>Mindrift is looking for skilled full-stack web app developers (JavaScript/TypeScript + Python or Node) to join the Tendem project and build interactive browser-based applications within our hybrid AI + human environment. In this role, as an AI Pilot – that's how we refer to this position at Mindrift – you'll collaborate with Tendem Agents that handle repetitive tasks, while you provide full-stack engineering expertise, architectural judgment, and quality control to ensure web apps are functional, robust, and ready for real users. <h4>About the role</h4>
<p>This is a freelance role for a Tendem project. As a full-stack web app developer, you'll design, build, and refine browser-based applications with real logic, state, persistence, and user input — from habit trackers and budgeting tools to internal dashboards, mini-SaaS tools, and AI-powered apps. You may also work on standalone Python applications and data-processing scripts that sit alongside or behind these products.</p>
<h4>Key responsibilities</h4>
<ul>
<li>Build interactive web applications with frontend (React, Next.js, Vue, or similar) and a backend API (Python/FastAPI/Flask or Node/Express).</li>
<li>Design and implement data models, schemas, and persistence layers using SQL (PostgreSQL, SQLite) or NoSQL stores.</li>
<li>Implement authentication, sessions, and basic role-based access where needed.</li>
<li>Integrate third-party APIs and AI/LLM services (OpenAI, Anthropic, or similar) into product features.</li>
<li>Handle state management, user input validation, error states, and loading states cleanly.</li>
<li>Build standalone Python tools and scripts where required by the task (data processing, API clients, lightweight backend utilities).</li>
<li>Evaluate AI-generated full-stack code and refactor it for correctness, security, performance, and maintainability.</li>
<li>Write clear, testable code and debug end-to-end issues across frontend, backend, and database.</li>

<h4>Requirements and benefits</h4>

<li>At least 3 years of relevant experience in full-stack web development or shipping interactive web applications (required).</li>
<li>Bachelor's or master's degree in computer science, engineering, information technology, or related technical fields is a plus.</li>
<li>Candidates should have a strong foundation in full-stack web development, modern frontend frameworks, backend architecture, and building interactive browser-based applications end-to-end. We are looking for specialists who can confidently work across frontend, backend, databases, and APIs, design robust application logic, and refine AI-assisted output into production-ready products. Strong problem-solving skills, attention to detail, and the ability to independently architect and ship complete features are essential.</li>
<li>Strong command of JavaScript/TypeScript and at least one modern frontend framework (React, Next.js, Vue, Svelte, or similar).</li>
<li>Solid backend experience in Python (FastAPI, Flask, Django) and/or Node.js (Express, NestJS).</li>
<li>Hands-on experience with relational databases (PostgreSQL, MySQL, SQLite) and basic schema design.</li>
<li>Experience implementing REST APIs, request validation, error handling, and authentication flows.</li>
<li>Familiarity with deployment platforms (Vercel, Netlify, Render, Fly.io, Railway, or similar).</li>
<li>Experience integrating LLM APIs or other AI services into product features is a strong plus.</li>
<li>Comfortable with version control (Git) and basic testing practices.</li>
<li>Strong attention to detail and commitment to building working, robust products — not demos.</li>
<li>Self-directed work ethic with the ability to architect, build, and ship features independently.</li>
<li>Portfolio of shipped web applications (required).</li>
<li>English proficiency: Upper-intermediate (B2) or above (required).</li>

<h4>Project time expectations</h4>
<p>For this project, tasks are estimated to require around 10–20 hours per week during active phases, based on project requirements. This is an estimate, not a guaranteed workload, and applies only while the project is active.</p>

<p>On this project, contributors can earn up to $60 per hour equivalent, depending on their level and pace of contribution. Compensation varies across projects depending on scope, complexity, and required expertise.
