Result of Service<br>The incumbent will support Agile delivery, product backlog management, quality assurance, vendor performance monitoring, project documentation, and progress reporting.<br> Work Location<br>HQA<br> Expected duration<br>12 months<br> Duties and Responsibilities<br>Scope of work The Business Analyst will serve as the primary link between healthcare stakeholders, the EMR vendor, and internal technical teams to ensure the successful delivery of the Electronic Medical Records (EMR) system. The role is responsible for eliciting, analyzing, documenting, and validating business, clinical, and functional requirements; conducting business process analysis and Fit-Gap assessments; developing functional specifications and other product documentation; and ensuring that proposed solutions align with UNRWA’s operational and clinical workflows. The Business Analyst will also support solution design, review system configurations, coordinate business validation activities, including System Integration Testing (SIT) and User Acceptance Testing (UAT), and facilitate the resolution of functional issues. Throughout the project lifecycle, the incumbent will work collaboratively with stakeholders to ensure that business needs are accurately translated into high-quality, user-centered digital health solutions that support UNRWA’s strategic objectives. Specific Outputs/Tasks include but not limited to: Key Responsibilities 5.1 Business and Technical Requirements • Engage healthcare professionals, business users, technical teams, and other stakeholders to elicit, analyze, validate, and document business, clinical, operational, and technical requirements. • Translate business and clinical requirements into functional specifications, system requirements, user stories, use cases, process flows, and acceptance criteria. • Ensure that requirements are clear, complete, feasible, testable, prioritized, and aligned with the EMR project objectives. • Maintain requirements traceability from initial identification through development, testing, acceptance, and implementation. • Analyze current clinical and administrative workflows and recommend improvements, standardization, and process optimization. • Identify and document functional gaps, dependencies, assumptions, constraints, and non-functional requirements, including performance, security, availability, usability, and interoperability. 2.2 Agile and Product Backlog Management • Support the Product Lead/Product Owner in establishing, maintaining, and prioritizing the EMR product backlog. • Develop and refine user stories, acceptance criteria, technical tasks, and backlog items in collaboration with business users, technical teams, and the vendor. • Ensure backlog items meet agreed readiness criteria before being included in a sprint. • Facilitate or support Agile/Scrum events, including backlog refinement, sprint planning, daily coordination meetings, sprint reviews, demonstrations, and retrospectives. • Monitor sprint commitments, deliverables, dependencies, impediments, and completion against agreed acceptance criteria. • Support the Product Lead in reviewing and accepting completed backlog items and identifying items requiring rework. • Ensure that sprint outcomes, decisions, action points, and lessons learned are properly documented and followed up. 2.3 System Development Lifecycle • Apply sound knowledge of the full system development lifecycle, including discovery, requirements analysis, solution design, development, integration, testing, deployment, stabilization, and post-implementation support. • Review solution designs and technical specifications to confirm alignment with approved business requirements. • Support change-control processes by assessing the business, technical, schedule, and resource implications of proposed changes. • Coordinate requirements clarification between stakeholders and the vendor throughout the development lifecycle. • Identify delivery risks, gaps, and inconsistencies at an early stage and escalate them to project management with recommended actions. 2.4 Vendor and Deliverables Management • Serve as a key coordination point between the EMR project team and the vendor for requirements, deliverables, testing, and implementation activities. • Review vendor deliverables against contractual requirements, approved specifications, user stories, acceptance criteria, and the agreed implementation plan. • Track vendor commitments, deliverables, action items, defects, dependencies, and due dates. • Participate in vendor meetings, technical discussions, demonstrations, sprint reviews, and deliverable-acceptance activities. • Identify deviations from approved requirements, quality standards, or delivery timelines and support their resolution and escalation. • Maintain clear records of vendor decisions, clarifications, commitments, and outstanding actions. 2.5 Integration and Data Migration • Support the analysis and documentation of integration requirements between the EMR and relevant corporate, clinical, laboratory, reporting, and administrative systems. • Document interface requirements, data flows, data ownership, business rules, field mappings, validation rules, and error-handling requirements. • Collaborate with technical teams and the vendor to ensure secure, reliable, and accurate data exchange. • Support data migration planning, including data mapping, cleansing rules, validation criteria, reconciliation, and migration testing. • Participate in the validation of migrated data and integrated workflows to confirm completeness, accuracy, and usability. 2.6 Testing and Quality Assurance • Develop and maintain test strategies, test plans, test scenarios, test cases, test scripts, and expected results based on approved requirements and acceptance criteria. • Coordinate and support functional testing, integration testing, regression testing, system testing, and user acceptance testing. • Work with healthcare professionals and business users to prepare and execute user acceptance testing. • Record, classify, prioritize, and track defects through resolution, retesting, and closure. • Collaborate with quality assurance teams and the vendor to ensure that the EMR meets functional, clinical, technical, usability, and performance requirements. • Maintain traceability between requirements, test cases, defects, and acceptance decisions. • Support the preparation of test completion reports and recommendations for release readiness and production deployment. 2.7 Implementation, Training, and User Adoption • Support implementation, pilot, rollout, stabilization, and post-go-live activities. • Assess implementation readiness and identify operational, technical, training, and change-management gaps. • Develop user guides, standard operating procedures, training materials, quick-reference guides, and other user-support documentation. • Support or conduct training sessions for end users, super users, and system administrators, as applicable. • Gather and analyze end-user feedback and recommend corrective actions and system improvements. • Provide functional support during implementation and facilitate the timely resolution of user concerns and system issues. • Support adoption monitoring and document lessons learned from pilot and rollout activities. 2.8 User Experience and Usability • Collaborate with UX/UI designers, healthcare professionals, and the vendor to ensure that system interfaces support efficient and intuitive clinical workflows. • Review wireframes, prototypes, and system demonstrations against approved requirements and usability principles. • Facilitate user-feedback sessions and document recommendations for improving system usability, accessibility, and workflow efficiency. • Ensure that approved UX/UI decisions are reflected in the backlog and traced through development and testing. 2.9 Project Reporting and Documentation • Prepare and maintain project documentation, including requirements specifications, process maps, user stories, acceptance criteria, decision logs, meeting minutes, action trackers, test reports, and implementation records. • Support the preparation of weekly, monthly, management, donor, and governance reports. • Monitor and report on backlog status, sprint progress, vendor deliverables, testing progress, defects, risks, issues, dependencies, and milestones. • Maintain project risks, issues, assumptions, dependencies, and decision logs, and follow up on agreed mitigation actions. • Prepare presentation materials, dashboards, status summaries, and decision papers for project governance bodies and management. • Ensure that project documentation is accurate, current, properly version-controlled, and stored in the designated repository.<br> Qualifications/special skills<br>Bachelor's Degree in computer science, information systems, software engineering, health informatics, business information technology, or a related field. Professional certification in business analysis, Agile/Scrum, product ownership, project management, or software testing is highly desirable. Scrum Product Owner, Scrum Master, PMI-PBA, CBAP, PRINCE2, PMP, or equivalent certification would be an asset. Minimum seven (6) years of relevant professional experience. • Relevant professional experience in technical business analysis, digital transformation, software implementation, or information systems projects. • Demonstrated hands-on experience across the system development lifecycle. • Strong practical experience with Agile/Scrum delivery and product backlog management. • Proven experience developing user stories, acceptance criteria, functional specifications, process flows, and test cases. • Experience facilitating backlog refinement, sprint planning, sprint reviews, demonstrations, and retrospectives. • Experience coordinating vendors and reviewing vendor deliverables against agreed requirements and acceptance criteria. • Practical experience in system testing, defect management, quality assurance, and user acceptance testing. • Experience with system integrations, APIs, data mapping, or data migration is highly desirable. • Experience in EMR, healthcare information systems, or other complex enterprise systems is strongly preferred. • Experience preparing management reports, project documentation, presentations, and governance materials.<br> Languages<br>English and Arabic are the working languages of UNRWA. UNHCR adopts a rights and community-based approach to address the protection needs of children, with a strong emphasis on inclusion within national child protection, child friendly procedures and working with other sectors to protect children including education. Child protection is recognized as global organizational priority for UNHCR. Dedicated child protection positions are needed to provide technical support to improve UNHCR's operational capacity to deliver effective protection to children, adolescents and youth of concern.<br>The Senior Child Protection Associate is a member of the protection team in an Office. S/he may report to a\ (Child) Protection Officer, or the Head of Field-Office/Unit and/or Head of Sub-Office. The incumbent monitors child protection standards, operational procedures and practices in protection delivery in line with international standards and provides functional protection support to information management and programme staff. The Senior Child Protection Associate is expected to coordinate quality, timely and effective protection responses to the needs of populations of concern (children, women, marginalized groups) and is responsible for implementation of Best Interests Procedures for children at risk in their area of responsibility, under the guidance of the supervisor. S/he may also supervise staff undertaking Best Interests Procedures. S/he identifies opportunities to mainstream Child Protection methodologies and integrate protection safeguards in operational responses in all sectors and liaises externally with authorities and partners on protection doctrine and policy as guided by the supervisor. The incumbent works directly with communities and children of concern to identify the risks they face and to leverage their capacities to protect themselves, their families and communities. In addition, staff members are required to discharge their responsibilities in a manner consistent with the core, functional, cross-functional and managerial competencies and UNHCR's core values of professionalism, integrity and respect for diversity.</p><br><p><br>Duties<br>Needs identification, Strategy and Advocacy<br>- Support in the formulation of the child protection key considerations in multi-sectoral and protection specific assessments and participate in the assessment teams.<br>- Participate in the formulation of child protection strategy as part of the operation's broader Protection and Solutions Strategy, which incorporates age, gender and diversity analysis, identifies the protection needs and capacities of children of concern and community and reflects the UNHCR's policies, standards and priorities, including the Framework for the Protection of Children.<br>- Ensure compliance with UNHCR's child protection policy, priorities and commitments, as well as other aligned policies on age, gender, diversity (AGD) and accountability to affected populations (AAP), GBV, gender equality, disability and youth empowerment.<br>- Support identification of, and the implementation of context-appropriate approaches for a meaningful participation of children, adolescents and youth in the development and implementation of strategies that address key child protection priorities.<br>- Support the analysis of the national systems and ensure that child protection programmes complement national child protection systems and work towards the inclusion of children of concern into national child protection laws, policies and services.<br>- Provide input to Protection Unit and undertake advocacy to address key child protection concerns under the guidance of the supervisor.<br>Programme planning and implementation<br>- Support development and implementation of child protection programmes, including multi-sectoral activities, and monitoring framework based on identified needs and in line with Child Protection Strategy and UNHCR's global, regional and national policies and standards, including the Framework for the Protection of Children and the Best Interests Procedure.<br>- Conduct Best Interest Procedures for individual children at heightened risks, including BIA, case conferences and BID.<br>- Oversee Best Interests Procedures for children at risk, including Best Interests Determination Panels and supervision of staff undertaking Best Interests Procedures.<br>- Implement and monitor the application of Standard Operating Procedures (SOPs) for child protection.<br>- Provide support to UNHCR and partners' case workers to ensure that child protection case files are stored and regularly updated in accordance with UNHCR's Policy and procedure as well as with data sharing protocols.<br>- Engage children, youth and communities in the implementation of child protection activities, provide information to children, youth and communities about child protection services and monitor and report on needs and issues to inform the Operations Response.<br>- Support partners and communities in strengthening/ establishing community-based child protection programming.<br>- Support partners and communities in ensuring quality alternative care arrangements for unaccompanied and separated children as referral to family tracing services.<br>- Monitor and support appropriate care arrangements for unaccompanied and separated children and referral of children to ICRC or other relevant partners for establishment of family linkages.<br>- Enforce compliance of staff and implementing partners with global protection policies and standards of professional integrity in the delivery of child protection services.<br>- Provide functional guidance to UNHCR and partner staff involved in child protection activities.<br>- Regularly report on emerging protection issues and concerns voiced by children, youth and communities and assist in drafting reports, compiling and preparing data for the protection unit/section.<br>Partnership, coordination and capacity building<br>- Assist the Child Protection interagency coordination and information management activities as needed.<br>- Represent UNHCR in interagency fora related to child protection.<br>- Assist in strengthening strategic and innovative partnerships for Child Protection with community-based, local, national, and international organizations, with a focus on ensuring continuity and sustainability.<br>- Provide technical support and monitoring to child protection partners.<br>- Assist in carrying out learning needs assessment and analysis of findings.<br>- Contribute to development/ adaption of training packages and co-facilitate training for the UNHCR and partners staff, refugee community.<br>- Identify and document lessons learnt and good practices.</p><br><p>- Support the identification and management of risks and seek to seize opportunities impacting objectives in the area of responsibility.
