<p class="x_MsoNormal" ><span >Jordan, one of the most water-scarce countries in the world, is facing escalating climate-related disasters that threaten its communities, economy, and environment. Rising temperatures, declining rainfall, and more frequent extreme weather events, particularly flash floods and heatwaves, are straining the country’s already limited water resources and disrupting agriculture. In response, Mercy Corps Jordan is implementing Tabeaa: Strengthening Climate Resilience in Jordanian Communities, a project co-funded by the Z Zurich Foundation and the Embassy of Switzerland in Jordan. Tabeaa is part of Mercy Corps’ ongoing work under the Zurich Climate Resilience Alliance, which focuses on enhancing resilience to climate hazards globally. Through Tabeaa, Mercy Corps Jordan is strengthening climate change adaptation (CCA) and disaster risk reduction (DRR) efforts at both national and local levels. Nationally, the project supports the localization and enforcement of climate policies and promotes climate-smart investments to build long-term resilience. At the community level, Tabeaa works in five highly vulnerable locations (Wadi Musa, Azraq, Mlaih, Dieban, and Shobak), implementing locally driven interventions to protect water resources, reduce disaster risks, and support sustainable livelihoods. By integrating national-level policy action with grassroots resilience-building, Tabeaa empowers both institutions and communities to sustainably adapt to Jordan’s growing climate challenges.</span></p>

<p class="x_MsoNormal" ><span >As part of the Tabeaa project, Mercy Corps Jordan is running a Climate-Smart Open Innovation Bootcamp that supports Jordanian entrepreneurs and start-ups developing practical solutions to flash floods, heatwaves, and other climate hazards facing local communities. The bootcamp guides selected teams through mentorship, technical support, and prototype development and will conclude with a national pitch event at the end of September 2026, where the finalists present their solutions and two winners are selected.</span></p>

It showcases home-grown climate innovation, connects entrepreneurs with investors and stakeholders, and demonstrates the value of the Tabeaa approach to donors, government, and the wider public. Capturing this journey and the national pitch event through high-quality visual content is essential to extend its reach and preserve its impact.</span></p>

<p class="x_MsoNormal" ><span >To do this well, the project needs a Creative Videography, Photography, and Storytelling National (Jordanian) Individual Consultant to document the full story: the entrepreneurs and the prototypes they are building, the bootcamp journey that leads them to the pitch, and the key moments and atmosphere of the national event. This content will be used across social media, donor and partner communications, and future project outreach.</span></p>

<section><p class="heading jdMain">Job Description</p><p class="heading">Roles & Responsibilities</p><div class="paragraph"><p>The project aims to strengthen the national TVET ecosystem, respond to labour market needs, and address youth unemployment and gender disparities. It supports the Ministry of Education's (MoE) ongoing TVET reforms as outlined in the Education Strategic Plan <strong>2020-2025</strong> and the recent BTEC based vocational education reform, offering Level 2 and 3 certifications across multiple specializations. The TA project is supporting MoE s TVET reforms through three key areas, namely: (i) strengthening key institutional and policy elements of the national skills ecosystem for a better enabling institutional and policy environment; (ii) enhancing skills development in priority sectors for young women and men through innovation in TVET; and (iii) improving the perception of TVET while advancing gender inclusivity and equity for all students to become a more attractive pathway for girls and boys in Jordan. Under Output 1.2.1, UNESCO is providing technical assistance to MoE to review and strengthen career guidance systems and tools in schools. This includes reviewing current systems and tools, enhancing the model for the provision of gender sensitive and inclusive career guidance, developing/adapting tools and resources, and training relevant personnel on the updated system, tools and resources. The Career Guidance Review, led by UNESCO with the support of the career guidance expert, assessed existing career guidance and counselling systems, tools and practices in Jordan s TVET sector and provided actionable recommendations for strengthening these services in alignment with national and international standards and priorities. Building on this work and following the development of the Career Guidance Model and Manual, there is a need to operationalize the model through a structured Training of Trainers (ToT) programme. This assignment is therefore not intended to create a new career guidance model. Rather, it will support MoE in institutionalizing and applying the developed Career Guidance Model and Manual through a practical ToT package and training process. The ToT will help build a core group of MoE trainers and relevant staff who can support consistent application of the manual in vocational education schools and contribute to future roll-out and scale up. This assignment falls under the Technical Assistance Programme implemented by UNESCO, which supports the delivery of Output 1.2.1: Technical assistance to MoE to review and strengthen career guidance systems and tools in schools. Specifically, the assignment contributes to Activity 1.2.1.4: Training of relevant personnel on the updated career guidance system, tools and resources, and supports Activity 1.2.1.5: Organising workshops and experience/information sharing sessions on the updated career guidance system for vocational education schools and gender responsive approaches in guidance processes for girls and boys. In line with this, UNESCO Amman Office seeks a qualified individual expert/consultant to design and deliver a ToT programme on the Career Guidance Model and Manual for selected MoE staff, supervisors, counsellors, and/or other relevant vocational education stakeholders. The consultant will ensure: • Development of a practical ToT design and training package aligned with the Career Guidance Model and Manual, MoE priorities, and the TVET reform context. • Delivery of a ToT that enables selected MoE participants to understand, facilitate, and support the use of the Career Guidance Model and Manual in vocational education schools. • Integration of gender-sensitive and inclusive career guidance approaches , labour market information, TVET/BTEC pathways, and links with work-based learning and employer engagement where relevant. • Documentation of training outcomes, participant feedback, lessons learned, and recommendations for future roll-out and scale up. </p><p><br></p><p><span >DUTIES/TASKS AND EXPECTED OUTPUT: The consultant will collaborate closely with the Ministry of Education and UNESCO s program team: To initiate efforts in this area, the expert/consultant will undertake the following tasks: 1. ToT Planning and Alignment Conduct consultations with UNESCO and relevant MoE counterparts to confirm the target participants, training objectives, delivery modality, duration, and expected post training application. The consultant will review the Career Guidance Model and Manual and translate its content into a practical ToT structure, ensuring alignment with MoE systems, existing counsellor roles, vocational education schools, and the broader TVET reform context. 2. Training of Trainers (ToT) Package Design and prepare a complete ToT package that enables selected participants to deliver or support future training and orientation sessions on the Career Guidance Model and Manual. <h3>SCOPE OF RESPONSIBILITIES</h3>
<p>Carry out all activities aimed at addressing individuals’ social critical needs (related to assistance and/or protection), promoting their overall well-being and autonomy through social support, and strengthening com-munity-based social interventions (depending on the scope of the social work component in the project). These activities should consider the social determinants of health to ensure a holistic approach to people’s needs and to uphold the well-being, safety, agency and dignity of MSF patients.</p>

Setting and Reporting<br>In its Resolution A/RES/72/279, the United Nations General Assembly endorsed the transformation of the Development Operations Coordination Office (DCO) as a stand-alone coordination office within the United Nations Secretariat. DCO exercises managerial and oversight functions of the resident coordinator system under the oversight of the Chair of the United Nations Sustainable Development Group (UNSDG). In 2026, DCO undertook a recalibration to ensure the RC system remains optimally configured to support the acceleration of the 2030 Agenda, and fully embodies the UN 2.0 shift—anchored in data, digital, innovation, behavioral science, strategic foresight, and a mission driven organizational culture. The Regional Director reports to the Assistant Secretary-General (ASG)/Director, Development Coordination Office (UNDCO), under the overall leadership of the Chair of the UNSDG/Deputy Secretary-General as a second reporting officer. The Regional Director leads DCO's interface at the regional level, ensuring effective horizontal collaboration across the UN Development System. S/he will oversee efficient transport operations are provided in support to the Field Office operations. • Supervisees: Manages a large team of general support staff.<br> Responsibilities<br>• Plans, controls and coordinates the allocation, operating schedule and other use of Agency vehicles and drivers in a cost effective and rational manner; • Monitors and executes ERP and agency fleet management systems (Feetwave, Fleetlog) to ensure efficient and up to date record keeping and efficient use of the Fleet is maintained; • Ensures the care, custody, cleanliness, safety and effective utilization of Agency vehicles and fuel is maintained. Enforces vehicle movement discipline, undertakes spot checks to ensure compliance with the agency standards instructions, damage reporting, and safety breaches have been correctly reported and investigated; Prepares investigation reports, manages losses, mishandling and damages involving Agency vehicles as well as dealing with insurance agents and prepares survey reports as and when required; • Prepares and maintains accurate records in relation to drivers’ responsibility, travel subsistence and other allowances. Administers the issue of transport permits for home/office home transport in coordination with other departments as necessary. Ensures all charges for home/office/private transport are accounted for and coordinates with Finance to recover charges from Staff Members as necessary; • Plans and obtains vehicles licensing, and ensures that all Agency drivers are licensed to drive assigned vehicles.
