Administrative Specialist (Focus Finance)

The “Technical Assistance to Support Access to Justice project” is seeking to hire an “Administrative Specialist – Focus Finance” for full-time base employment. 

 

Qualifications and specialist knowledge

  • University degree in finance, accounting, business administration, or a related field.
  • At least 5 years’ professional experience in a comparable position.      
  • Strong understanding of accounting principles, including knowledge of financial statements, budgeting, and financial analysis.
  • Proficiency in financial software such as Excel, Winpacs, or other accounting software is essential.
  • Excellent attention to detail to avoid errors in financial records and reports.
  • Ability to prioritize tasks, manage time effectively, and handle multiple responsibilities simultaneously is essential.
  • Previous experience in a similar role, preferably in finance administration or accounting.

Main responsabilities

  • Smooth functioning management of financial administration, such as cash withdrawal, keeping the cashbook, bankbook, bank account, preparing and verifying vouchers in line with GIZ standard and EU regulations.
  • Invoice checking for local contracts and procurement of goods/material.
  • Preparing projects’ vouchers and present them to the bookkeeper at GIZ InS Office according to GIZ rules and EU regulations, internal control manual, by using GIZ standard systems.
  • Preparing/coordinating and support IC audits and external audits, as well as follows up to settle errors and findings reported in the completion report to the GIZ InS.
  • Manage collection of receivables, suppliers’ contracts and office services.
  • Follow up of utility payments as well as telecommunication and IT orders and payments.
  • Assists grants establishment, orienting, monitoring and auditing.
  • Smooth functioning of financial administration, such as recording of cash book, invoice/receipts preparation and registration, financial administration in line with GIZ standard procedures.
  • Monitoring Third Party Receivables.
  • Handling the online banking payments processing and reporting for the different InS projects.
  • Preparing travel advance payments for local staff/local trips, assuring supporting documents are complying with PuR & travel guidelines, as well as EU per diems
  • Monitoring and following up on advance payments’ settlements
  • Processing local travel settlements for different InS projects
  • Translate received invoices from Arabic to English to proceed with payment
  • Where appropriate and reasonable, the position holder is willing to perform tasks outside the scope of the job description.
